संख्याः एफ.एफ.ई.-बी-एफ.004/1/2025-वन-बी.--हिमाचल प्रदेश सरकार को प्रतीत होता है कि दृश्य भूमियों, वनस्पतियों और प्राणियों तथा उसमें प्राकृतिक वास के संरक्षण के कारण तथा इस क्षेत्र किब्बर 32-राजपत्र/2025-15-05-2025 (1897) 1898 राजपत्र, हिमाचल प्रदेश, 15 मई, 2025/25 वैशाख, 1947 वन्यजीव अभ्यारण्य और चन्द्रताल वन्यजीव अभ्यारण्य के संरक्षित क्षेत्रों के बीच एक कड़ी होने के कारण, निम्नलिखित क्षेत्रों को जिनमें वन्य जीवों तथा इसके पर्यावरण के संरक्षण, प्रसार और विकास के प्रयोजन हेतु एक संरक्षण रिजर्व के रूप में गठित किए जाने की आवश्यकता है।

अब, अतः हिमाचल प्रदेश के राज्यपाल, वन्य जीव (संरक्षण) अधिनियम, 1972 (1972 का 53) की धारा 36 क (1) के अधीन उनमें निहित शक्तियों का प्रयोग करते हुए, हिमाचल प्रदेश लाहौल और स्पीति में निम्नलिखित क्षेत्रों को त्सराप चू संरक्षण रिजर्व के रूप में गठित करने की घोषणा करते हैंः-

सीमाः-

उत्तरः सीमा युनम नदी और छरप के संगम से प्रारम्भ होते हुए, यह नदी 4173 मीटर की ऊंचाई पर 3²0 56' 34.37 उार और 770 35' 56.48 पूर्व पर स्थित है और दक्षिण में छारप नाला और उार में त्सराप चू के जलग्रहण क्षेत्र को अलग करने वाली रिज के साथ 5405 मीटर की ऊंचाई तक चलती है और हिमाचल प्रदेश और केंद्र शासित प्रदेश लद्दाख के बीच राज्य की सीमा का भी अनुसरण करती है और फिर लद्दाख और हिमाचल प्रदेश की राज्य सीमा के साथ आगे बढ़ती है, जो उार में तोजे लुंगपा के जलग्रहण क्षेत्र और दक्षिण में छारप नाला के बीच एक रिज है। 5778 मीटर की ऊंचाई तक, और फिर हिमाचल प्रदेश और लद्दाख के बीच राज्य की सीमा के साथ 5743 मीटर की ऊंचाई तक आगे बढ़ता है। यह आगे हिमाचल प्रदेश और केंद्र शासित प्रदेश लद्दाख के बीच राज्य की सीमा के साथ 5904 मीटर की ऊंचाई तक आगे बढ़ता है, यानि उार और दक्षिण में क्रमशः तोजे लुंगपा और थिंगलुग नाला के जलग्रहण क्षेत्र को अलग करने वाली एक रिज, पूर्व की ओर और फिर सुदूर पूर्व में 5822 मीटर की ऊंचाई तक हिमाचल प्रदेश और केंद्र शासित प्रदेश लद्दाख की राज्य सीमा के साथ आगे बढ़ता है।

पूर्वः पूर्व में 5822 मीटर की ऊंचाई से सीमा हिमाचल प्रदेश और केंद्र शासित प्रदेश लद्दाख की अंतर-राजयीय सीमा के साथ पौंगपो ला (5305 मीटर की ऊंचाई) तक चलती है और फिर 5818 मीटर की ऊंचाई तक रिज के साथ चलती है, जहां यह अंतर-राजयीय सीमा को छोड़ देती है और किब्बर वन्यजीव अभ्यारण्य के साथ अपनी सीमा सांझा करती है और फिर किब्बर वन्यजीव अभ्यारण्य की सीमा के साथ रिज के माध्यम से मांलुग नाला और लुंगर लुंपा के नाला के संगम तक चलती है और आगे किब्बर वन्यजीव अभ्यारण्य की सीमा के साथ लुंगर लुंपा नाला के साथ 4910 मीटर की ऊंचाई से लुंगर लुंपा के शीर्ष तक चलती है और फिर 5180 मीटर की ऊंचाई तक रिज का अनुसरण करती है और फिर 5681 मीटर की ऊंचाई तक रिज का अनुसरण करती है और फिर 4849 मीटर की ऊंचाई से गुजरते हुए रिज का अनुसरण करती है। 4645 मीटर और 4524 मीटर की दूरी पर जंहा यह कब्जिमा नाले से मिलती है और फिर कब्जिमा नाले के साथ नीचे की ओर 4200 मीटर की ऊंचाई पर एक नाले के साथ संगम तक बहती है। दक्षिणः 4200 मीटर की ऊंचाई तक कब्जिमा नाला ओर एक नाले के संगम से, सीमा नाले के साथ उार-पश्चिम की ओर ऊपर की और 5600 मीटर की ऊंचाई पर रिज पर इसके उद्रम तक चलती है और फिर 5851 मीटर की ऊंचाई तक रिज का अनुसरण करती है और फिर 5400 मीटर की ऊंचाई पर रिज पर नाले के उद्रम तक रिज का अनुसरण करती है और फिर 4261 मीटर की ऊंचाई पर पिगंलुंग तोपको नाले के साथ इसके संगम तक नीचे की ओर चलती है। फिर यह 4165 मीटर की ऊंचाई तक पिंगलुग तोपको नाले के साथ नीचे की ओर चलती है। 4165 मीटर की ऊंचाई से, सीमा नाले के साथ ऊपर की और चंद्रताल वन्यजीव अभ्यारण्य की सीमा और चंद्रताल वन्यजीव अभ्यारण्य के उार पूर्व में लाहौल और स्पीति की उप-मंडल सीमा की ओर चलती है। पुनः यह जिला लाहौल एवं स्पीति की उपमण्डलीय सीमा और चंद्रताल वन्यजीव अभ्यारण्य की उार पूर्वी सीमा के साथ 5190 मीटर, 5501 मीटर और 5638 मीटर की ऊंचाई के माध्यम से आगे बढ़ती है जो चंद्रताल वन्यजीव अभ्यारण्य के उार-पूर्वी कोने को दर्शाने वाले नाले का शीर्ष है और 5638 मीटर की ऊंचाई से सीमा पश्चिम में आगे बढ़ती है और चंद्रा नदी के साथ इसके संगम तक नाले की नीचे की ओर जाती है और फिर यह नदी पश्चिम में बारालाचा में 4829 मीटर ³20 45' 50.26" उार और 7⁷0 25' 27.63" ई की ऊंचाई पर स्थित चंद्रा नदी के ऊपर की और बहती है।1899 राजपत्र, हिमाचल प्रदेश, 15 मई, 2025/25 वैशाख, 1947 पश्चिमः यह सीमा 4850 मीटर की ऊंचाई पर बारालाचा ला से शुरु होती है और युनम नदी के बहाव के साथ-साथ चोर्टेन में हिमाचल प्रदेश और केंद्र शासित प्रदेश लद्दाख की अंतर-राजयीय सीमा तक जाती है, फिर उार में 4173 मीटर की ऊंचाई तक अंतर-राजयीय सीमा के साथ-साथ चलती है।

No. FFE-B-F004/1/2025-FOREST-B.—Whereas it appears to the Government of Himachal Pradesh that the following area, by reasons of protection of landscapes, flora and fauna and habitat therein and the area being a link between protected areas of Kibber Wildlife Sanctuary and Chandertal wildlife sanctuary, needs to be constituted as a Conservation Reserve for the purpose of protecting, propagation and development of Wildlife therein and its environment.

Now, therefore, in exercise of the power vested in him under section 36A (1) of the Wildlife (Protection) Act, 1972 (53 of 1972) the Governor Himachal Pradesh is pleased to declare the following areas as Tsarapchu Conservation Reserve, in Lahaul and Spiti of Himachal Pradesh.

Boundary:—

North: Boundary starts from the confluence of Yunam river and Chharap nalla at an elevation of 4173 Mtrs., 32⁰56' 34.37" N and 77⁰35' 56.48" E and follows the ridge separating the watershed of Chharap Nalla in the South and Tsarap chu in the North upto an elevation of 5405 Mtrs. and also follows the state boundary between Himachal Pradesh and UT Ladakh and again moves along the state boundary of Ladakh and Himachal Pradesh, which is a ridge between watershed of Toze Lungpa in North and Chharap nalla in the South, upto the height of 5778 Mtrs., and then follows the state boundary between H.P. and Ladakh upto a height of 5743 Mtrs. It further moves along the state boundary between Himachal Pradesh and UT Ladakh upto an elevation of 5904 Mtrs., i.e. a ridge separating the watershed of Toze Lungpa and Thinglung Nalla in the North1900 राजपत्र, हिमाचल प्रदेश, 15 मई, 2025/25 वैशाख, 1947 and South respectively, towards East and then moves along the state boundary of Himachal Pradesh and UT Ladakh upto an elevation of 5822 Mtrs. in the extreme East.

East: From an elevation of 5822 Mtrs. in the East boundary move along the inter-state boundary of Himachal Pradesh and UT Ladakh upto Pongpo La (Elevation of 5305 Mtrs.) and then moves along the ridge upto an elevation of 5818 Mtrs. where it leaves the inter-state boundary and shares its boundary with Kibber Wildlife Sanctuary and then moves along the Kibber wildlife Sanctuary's boundary through ridge up to the confluence of Malung nalla and Lungar Lumpa nalla and further moves along boundary of Kibber Wildlife Sanctuary along Lungar Lumpa nalla upstream through an elevation of 4910 Mtrs. upto the top of Lungar Lumpa and then follows the ridge up to an elevation of 5180 Mtrs. and then follows ridge upto elevation of 5681 Mtrs. and then follows the ridge passing through elevations of 4849 Mtrs., 4645Mtrs. and 4524 Mtrs. where it meets Kabjima Nalla and then follows the Kabjima Nalla downstream upto its confluence with a Nalla at an elevation of 4200 Mtrs.

No. MPP-A(3)-1/2017-I.—In supersession of Government notification No. MPP-A(4)-5/91 dated 15th October, 1992 and in exercise of the powers conferred under section 53 (f) of the Electricity Act, 2003 the Governor of Himachal Pradesh is pleased to make following order to regulate the levy of fees for initial or periodic inspection and testing of electrical installations and generally for the services provided by the Chief Electrical Inspector to the Government of Himachal Pradesh under the Act ibid and the Central Electricity Authority (Measures relating to Safety and Electric Supply) Regulations, 2023, namely:—

1. Short title and commencement.—(1) This order may be called the Himachal Pradesh Levy of Fees for Inspection and Testing Order, 2024.

(2) It shall come into force from the date of publication in the Rajpatra (e-Gazette), Himachal Pradesh.

2. Definitions.—In this order, the terms and expression used shall have same meaning as they have in the Electricity Act, 2003 and the Central Electricity Authority (Measures relating to Safety and Electric Supply) Regulations, 2023 except that for the purpose of this order:—

(b) "Chief Electrical Inspector" means an Electrical Inspector appointed under section 162 of the Act;

(c) "Government" means the Government of Himachal Pradesh;

(d) "initial" with reference to the inspection, examination or test of any electrical installation or apparatus shall mean the first inspection carried out by the Chief Electrical Inspector or any Officer appointed to assist him, before commencement of supply or recommencement after shutdown for six months or more as specified under regulation 45 of the Central Electricity Authority (Measures relating to Safety and Electric Supply) Regulations, 2023 and shall include the first inspection, examination or test necessitated in the existing installation except these carried out under the instructions of the Chief Electrical Inspector of his authorized representative with the sole purpose of rectifying a defective installation already inspected by the said inspector or his authorized representative;

(e) "Owner" means a licensee and shall include an occupier of any building, place, carriage or vessel in which energy is, or is about to generated, received or used;

(f) "periodic" with reference to the inspection, examination or test of any electrical installation or apparatus shall mean the inspection or test carried out in pursuance of regulation 32 of Central Electricity Authority (Measures relating to Safety and Electric Supply) Regulations, 2023 once in every five years; and

(g) "Government Treasury" means a Treasury or a Sub-Treasury of the Government; 3. Fees.—The fee shall be levied for inspecting and testing (including periodic inspections) and generally for the services of Chief Electrical Inspector or any other officer appointed to assist him under the Electricity Act, 2003 and the Central Electricity Authority (Measures relating to Safety and Electric Supply) Regulations, 2023 as amended from time to time and shall be realized from the persons and in accordance with the scales specified in the "SCHEDULE OF FEES" annexed to this order subject to the following conditions:—

(i) In the case of an extension or alteration of the installation or in the opinion, which will be recorded in writing, of the Chief Electrical Inspector necessitated by breach of any of the provisions of the Act or of the regulations made thereunder or by the neglect or failure of the licensee or owner to carry out within stipulated time, any written order of Chief Electrical Inspector or any other officer appointed to assist him, fee will be equal to fee prescribed.

(ii) The fee for subsequent inspection or test of an installation is necessitated as a result of detection of defects during initial or any other inspection will be equal to fee prescribed.

4. Payment of fee and other charges:

(1) The fee payable under this order shall be paid in the Government treasury in advance under head of account prescribed by the State Government:

(2) The fee shall be paid by the owner of the installation excluding non-commercial department of the State Government except where provided otherwise.

5. Repeal and Saving:

(1) The Himachal Pradesh Levy of Fees for Testing and Inspection Orders, 1992 issued vide Notification No. MPP-A(4)-5/91 dated 15-10-1992 is hereby repealed.

(2) Notwithstanding such repeal anything done or any action taken under the order so repealed shall be deemed to have been validity done, or taken under the corresponding provisions of these rules.

6. Miscellaneous.—For an inspection, examination or test not provided for in any of the foregoing scale the Chief Electrical Inspector may impose such other fees as he may consider reasonable and proper in the circumstances.

N.B.—(1) In cases where fee have already been deposited at the existing rates prior to publication of this notification no additional fee, if any shall be chargeable even if the inspection is carried out subsequent to this notification.

(2) For the purpose of section 53(f) of the Electricity Act, 2003, all the electrical installations which have not been inspected earlier but have been energized shall be considered as new installation.

No. Home-B-E(3)20/2006-II/(eOffice No. 137923).—The Governor, Himachal Pradesh in pursuance to orders dated 18-02-2025 passed in Contempt Petition(Civil) No. 425-426/2015 in Writ Petition(Civil) No. 523/2002-titled as Justice VS Dave, President the association of Retired1906 राजपत्र, हिमाचल प्रदेश, 15 मई, 2025/25 वैशाख, 1947 Judges of Supreme Court and High Courts Vs Kusumjit Sidhu and Ors and in supersession to this department notification No. Home-B-E(3)20/2006-II, dated 21-03-2023, is pleased to enhance the lump sum amount, admissible per month to the Chief Justices and Judges who have retired from the High Court of Himachal Pradesh for defraying the expenses of orderly, driver, security and secretarial assistances etc., from the existing Rs. 40,000/- per month and Rs. 35,000/- per month, to Rs. 50,000/-per month and Rs. 45,000/- per month, respectively.

2. The Governor Himachal Pradesh is further pleased to enhance the additional amount of Rs. 1500/- per month for defraying the Cell phone/landline expenses to Rs. 15,000/- per month.

3. The aforesaid amount(s) shall be payable to the spouse in the event of death of the retired Chief Justice/Judge at same rate(s).

4. The aforesaid amount(s) of domestic help and Cell phone/landline expenses shall be increased by 5% every one year.

5. This would be admissible with effect from the date of issuance of the notification
