संख्याः टी.पी.टी.-ए(3)-3/2025.--इस विभाग की समसंख्यक अधिसूचना तारीख 2 मई, 2025 द्वारा हिमाचल प्रदेश मोटर यान (प्रथम संशोधन) नियम, 2025 के प्रारूप को अधिसूचित किया गया था और इसे मोटर यान 47-राजपत्र/2025-03-06-2025 (2367) 2368 राजपत्र, हिमाचल प्रदेश, 03 जून, 2025/13 ज्येष्ठ, 1947 अधिनियम, 1988 (1988 का केन्द्रीय अधिनियम संख्यांक 59) की धारा 212 की उप-धारा (1) के उपबन्धों के अधीन यथा अपेक्षित इससे संभाव्य प्रभावित होने वाले व्यक्ति (व्यक्तियों) से आक्षेप और सुझाव आमन्त्रित करने के लिए, तारीख 03 मई, 2025 को राजपत्र (ई-गजट), हिमाचल प्रदेश मेंं प्रकाशित किया गया था;

और नियत अवधि के भीतर कोई आक्षेप/सुझाव प्राप्त नहीं हुआ है/हुए हैं;

अतः, हिमाचल प्रदेश के राज्यपाल, पूर्वोक्त अधिनियम की धारा 212 के साथ पठित धारा 211 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, इस विभाग की अधिसूचना संख्याः 5-24/88 टी0पी0टी-III, तारीख 12 जुलाई, 1999 द्वारा अधिसूचित और राजपत्र (असाधारण), हिमाचल प्रदेश में 27 जुलाई, 1999 को प्रकाशित हिमाचल प्रदेश मोटर यान नियम, 1999 का और संशोधन करने के लिए निम्नलिखित नियम बनाने का प्रस्ताव करते हैं, अर्थात्‌ः-

1. संक्षिप्त नाम और प्रारम्भ.--(1) इन नियमों का संक्षिप्त नाम हिमाचल प्रदेश मोटर यान (प्रथम संशोधन) नियम, 2025 है।

(2) ये नियम राजपत्र (ई-गजट), हिमाचल प्रदेश मेें इनके प्रकाशन की तारीख से प्रवृत्त होंगे 2. नियम 69-ख का संशोधन.--हिमाचल प्रदेश मोटर यान नियम, 1999 के नियम 69-ख के उप-नियम (1) के खण्ड (ख) में परन्तुक (vi) के पश्चात्‌ निम्नलिखित परन्तुक (vii) अन्तःस्थापित किया जाएगा, अर्थात्‌ :-

"(vii) किसी भी एक निश्चित समय पर एच पी 07 श्रृंखला (सामान्य प्रशासन विभाग को आंबटित) के अधिकतम पांच विशेष रजिस्ट्रीकरण चिन्ह सामान्य प्रशासन विभाग के अनुमोदन/अनापाि प्रमाण पत्र के जारी होने पर, ई-नीलामी प्रणाली के बिना विहित न्यूनतम विशेष रजिस्ट्रीकरण फीस (एस आर एफ) के संदाय के पश्चात्‌ विधान सभा यानों हेतु आरक्षित रखे जाएंगे।"

NOTIFICATION

Shimla-2, the 30th May, 2025

No. TPT-A(3)-3/2025.—WHEREAS, the draft Himachal Pradesh Motor Vehicles (First Amendment) Rules, 2025 were notified vide this department notification of even number dated 2nd May, 2025 and published in the Rajpatra (e-Gazette), Himachal Pradesh on 3rd May, 2025 for inviting objection(s) and suggestion(s) from the person(s) likely to be affected thereby, as required under the provisions of sub-section (1) of Section 212 of the Motor Vehicle Act, 1988 (Central Act No. 59 of 1988);

AND WHEREAS, no objection(s) and suggestion(s) have been received within the stipulated period;

NOW, THEREFORE, in exercise of the powers conferred by Section 211 read with Section 212 of the Act ibid, the Governor, Himachal Pradesh proposes to make the following rules further to amend the Himachal Pradesh Motor Vehicles Rules, 1999, notified vide this department's Notification No. 5-24/88-TPT-III, dated 12th July, 1999 and published in the Rajpatra (Extra Ordinary), Himachal Pradesh dated 27th of July, 1999, namely:—

1. Short title and commencement.—(1) These rules may be called the Himachal Pradesh Motor Vehicles (First Amendment) Rules, 2025.

(2) These rules shall come into force from the date of their publication in Rajpatra (e-Gazette), Himachal Pradesh.

2. Amendment of rule 69-B.—In rule 69-B of the Himachal Pradesh Motor Vehicle Rules, 1999, in clause (b) of sub-rule (1) after proviso (vi), the following proviso (vii) shall be inserted, namely:—

"(vii) Maximum Five Special Registration Marks of HP 07 series (allotted to General Administration Department) at any given point of time shall be kept reserved for Vidhan Sabha Vehicles after payment of the prescribed minimum special registration fee (SRF) without e-auction system, with approval/issuance of NOC by the General Administration Department.".

HIMACHAL PRADESH SCHEME OF STATE AWARD FOR TEACHERS IN

TECHNICAL EDUCATION, 2025

DEPARTMENT OF TECHNICAL EDUCATION HIMACHAL PRADESH

INTRODUCTION

The scheme of "State Award to teachers in technical education" is an initiative of Government of Himachal Pradesh to recognize and honor exemplary teachers who have demonstrated exceptional contribution in the fields of academics, research, innovation and other educational activities within technical education institutions in the state. The scheme underscores the State government's commitment to acknowledge the dedicated services rendered by its educators.

1. Scope of the Award:

The awards shall be conferred upon teachers serving in Engineering Colleges, Pharmacy Colleges, Polytechnics and Industrial Training Institutes (ITIs) under the jurisdiction of the Department of Technical Education, Himachal Pradesh.

2. Award Components:

The award shall include a medal, Himachali cap or scarf, shawl, books, memento, certificate of recognition and citation. The awards shall be presented annually on 5th September (Teachers' Day) by the Hon'ble Governor of Himachal Pradesh in a formal ceremony.

3. Eligibility Criteria:

To be eligible for the award, the applicant must fulfill the following criteria:

(i) Teachers with minimum 10 years teaching experience including (contract and regular) services in technical education institutions under the jurisdiction of Technical Education Department, Himachal Pradesh as on 31st December of the preceding year.

(ii) The percentage of results in all the courses taught in the last five years should be higher than the university/ board average for that examination .Only the results of institutions served by the teacher for more than 50 % duration of the semester or year (or proportionately) shall be considered for best teacher award category.

(iii) Normally retired teachers shall not be eligible for the award. However, all the teachers serving upto 30th April of the year to which award relates shall be eligible.

(iv) No adverse disciplinary proceedings agains their/him in the service career.

(v) Should have a novel and innovative contribution in atleast one area in academic excellence, industry collaboration, research, patent filing or student placements.

(vii) All heads of Technical Educational Institutions (TEI's) and teachers holding non- teaching jobs/ supervisory roles will not be eligible for the best teacher award category.

4. Criteria for Assessing Nominees:

(i) Academic Excellence.—Excellent results, innovative practices adopted in imparting instructions/training, guiding innovative projects, curriculum development, development of instructional content, institutional development etc.

(ii) Research & Development.—Research publications, patents, development of innovative tools, devices, software applications etc.

(iii) Community Engagement and Outreach.—Contributions to community development, engagement in social initiatives and contribution in awareness programmes for promoting technical education.

(iv) Sponsored Research/Faculty Development Programme/Consultancy.—Spon- sored research projects, consultancy projects and conducting of faculty development programmes.

(v) Industry-Academia Collaboration.—Contribution in industrial collaborations, internships, campus placement drives and industrial visits.

5. Categories of Awards:

Amaximum of 10 awards will be conferred annually across 6 categories as given below:—

(i) Best Teacher Award (ITI Level): 03

(ii) Best Teacher Award (Polytechnic Level): 01

(iii) Best Teacher Award (Pharmacy College Level): 01

(iv) Best Teacher Award (Engineering College Level): 01

(v) Research Excellence & Innovation Award (Degree Level): 02

(vi) Industry Collaboration Award (Polytechnics & ITIs): 02

6. Selection Procedure:

(i) Call for Nominations.—The nominations shall be invited through the head of the institutions with a schedule notified by the Directorate of Technical Education.

(ii) Submission of Applications.—Applicants fulfilling the eligibility criteria as per this scheme will be required to submit the application containing detailed information, academic accomplishments, research contributions and innovative2372 राजपत्र, हिमाचल प्रदेश, 03 जून, 2025/13 ज्येष्ठ, 1947 practices as per the evaluation criteria for different categories (Engineering/ Pharmacy, Polytechnic and ITIs). Each application must be accompanied by an undertaking stating that all the information given is true and signed by the applicant. In case, undertaking is found untrue at later stage, then the applicant shall be liable for disciplinary action as per service rules.

(iii) Selection Process.—After receiving the nomination from institutions, a committee of experts nominated from the Technical Education Department will screen the applications. Thereafter, a high-level committee chaired by the Director of Technical Education, Vocational & Industrial Training, Himachal Pradesh will approve and forward its recommendations to the State Selection Committee. Then, the final selection shall be done by the State Selection Committee under the Chairmanship of Secretary, Technical Education, Government of Himachal Pradesh.

(iv) Evaluation (Selection) Criteria.—Only the applicants fulfilling the eligibility criteria as per scheme shall be evaluated according to the following evaluation (selection) criteria:—

A. Engineering/Pharmacy Colleges: The selection of the teachers for the award in Engineering/Pharmacy colleges will be carried out through a screening process having the following parameters:

(i) Teaching Learning Effectiv eness.—The key indicators to be considered for evaluating teaching-learning effectiveness are as below:

1. Courses taught (Theory/Tutorial/Lab) and results of the last five years 2. Innovative practices adopted in enhancing the quality and effectiveness of the teaching-learning process.

3. New courses/content developed including Openware/MOOCs/NPTEL etc. 4. New experiments or demonstration experiments introduced to explain fundamentals including new simulation tools.

5. Online courses conducted with detailed information on the number of students registered for the course, method of evaluation, revenue generated for the institute (proof is needed to be furnished).

6. Contribution in curricular design/improved pedagogical approaches/ promoting multidisciplinary & experiential learning/effective assessment of learning outcomes/teaching methodology (Online/Offline/ Blended).

7. Students mentoring/hand holding

8. Participation Faculty Development Programmes (FDPs) or Quality Improvement Programmes (QIPs).

9. FDPs/Seminars/Conferences/Refresher Courses (as a Resource Person or as an Organizer).

10. Emphasis on tutorials and individual problem solving for weak students 11. Contribution in developing new laboratory experiments

12. Contribution on internship or placement for students

13. Lectures of industry experts arranged for new knowledge or career development.

14. Any innovation in teaching and learning which goes beyond regular classroom lectures.

15. Incubation support for start-ups

16. Contribution to co-curricular activity/Sports/NSS/NC Cactivities

17. Contribution to NBA/NAAC/NIRF accreditation/Internal Committees 18. Contribution in Hackathons/Students Clubs/Skill Competitions

19. Contribution towards Collaborative academia industries-interface for Research and Innovation/Placement/Technology transfer etc.

20. Any other relevant achievements (please specify with proof)

B. Polytechnics.—The selection of the Polytechnic teachers for the award will be carried out through a screening process having the following parameters:

(i) Teaching Learning Effectiveness.—The key indicators to be considered for evaluating teaching-learning effectiveness for Polytechnic teachers are as below:

a. Courses taught (Theory/Tutorial/Lab.) and results of the last five years b. Innovative practices adopted in enhancing the quality and effectiveness of the teaching-learning process.

C. For ITI Teachers:

The selection criteria for teachers of Industrial Training Institutes is different from the faculty of other technical education institutes and polytechnics as more practical skills are considered relevant in imparting the training to students. The selection of meritorious teachers in ITIs will be carried out through a screening process having the following parameters:—

Maximum Marks for Trade instructors : 200

Maximum Marks for Non-Trade instructors (Math, Drawing, Employability skill): 140 (Except Sl. No. 3 & 4 of above table). An Industrial Training institute level committee comprising Principal/DDO, Group Instructor and Office Superintendent shall screen the nominations at institute level before forwarding them.

7. The Composition of Committees:--The committees shall have the discretion to ask for the original copy of the documents from the applicants at anytime. The screening of applications for Industry Collaboration Award and Research Excellence & Innovation Award shall be done by Directorate level Committee only after deciding the benchmark level. The composition of Committees at Directorate and State level shall be as follows

8. Funding:

The scheme will be funded from State Council for Vocational Training (SCVT) Fund maintained at Directorate level in the Technical Education Department, Himachal Pradesh.

9. Monitoring and Review:

The Technical Education Department will review the scheme as and when required to ensure its effectiveness and relevance. Any necessary amendments will be made based on feedback from stakeholders.

प्रार्थी रिनजिन बाबा पुत्र श्री बलदेव सिंह, निवासी गांव राजेरा, पोस्ट ऑफिस राजेरा, तहसील चम्बा, जिला चम्बा, हि0प्र0 द्वारा प्रार्थना-पत्र पीठासीन अधिकारी के समक्ष प्रस्तुत करते हुए अनुरोध किया है कि उसका सही व प्रचलित नाम रिनजिन वावा पुत्र बलदेव सिंह है, परन्तु जब मैंने महाल सिद्धपुर में जमीन खरीदी थी, तो उस समय मेरा नाम राजस्व रिकार्ड महाल सिद्धपुर में रींजे लोठे पुत्र छेरींग लाम्बों पुत्री संगत सिंह दर्ज हो गया था, जोकि गलत है प्रार्थी अपना नाम राजस्व रिकार्ड महाल सिद्धपुर में रींजे लोठे पुत्र छेरींग लाम्बों की बजाये रिन जिन वावा पुत्र बलदेव सिंह दर्ज करवाना चाहता है, जोकि प्रार्थी का सही व प्रचलित नाम है। प्रार्थी द्वारा इसकी पुष्टि के लिए आधार कार्ड की नकल पेन कार्ड की नकल, पासपोर्ट की छाया प्रति साथ संलग्न की है। मिसल को छानबीन हेतु हल्का कानूनगो प्रथम को भेजा गया, बाद रिपोर्ट हल्का कानूनगो व रिपोर्ट पटवारी पटवार वृत्त घानियारा के अनुसार रींजे लोठे पुत्र छेरींग लाम्बों व रिन जिन बाबा पुत्र बलदेव सिंह एक ही व्यक्ति के दो नाम है।
