No. : 272485 (Year-2025).—The Governor, Himachal Pradesh is pleased to order the formulation of terms and conditions governing the posting of Medical Superintendent (MS) in 48-राजपत्र/2025-04-06-2025 (2407)2408 राजपत्र, हिमाचल प्रदेश, 04 जून, 2025/14 ज्येष्ठ, 1947 Government Medical Colleges & Superspecialty Institution of the State under the cadre of Medical Education & Research, Himachal Pradesh, on additional charge basis, with immediate effect, in the public interest, are as follows:—
1. Eligibility Criteria for Medical Superintendent (MS):
a. Qualification.—The candidate must possess a recognized medical qualification (MBBS) and preferably a postgraduate degree (MD/MS) in any discipline.
b. Experience.—Minimum 10 years of teaching and administrative experience in a Government Medical Colleges/Institutions, out of which atleast 5 years should be in a senior administrative role (e.g. HOD, Dean or Deputy MS).
c. Registration.—Must be registered with the NMC/State Medical Council
d. Age Limit.—Generally, below 65 years (retirement age as per institutional rules) e. Non-medico/Non-medical faculty members shall not eligible for posting to the post of MS.
f. As per clause 3.7 of the Teachers' Eligibility Qualifications in Medical Institutions Regulations, 2022, as notified vide Notification dated 14-02-2022, the MS shall not hold the position of Head of Department (HoD) in a clinical department. This is to avoid conflicts of interest and ensure separation of administrative and clinical roles. However, the MS can head a unit within a department, allowing some clinical involvement without assuming full HoD responsibilities.
2. Selection Process:
a. The post of Medical Superintendent in the Government Medical Colleges/ Superspecialty institution of the State shall be filled up by entrusting additional charge of the said post to a faculty member of the respective Government Medical College/Institution, subject to fulfillment of the terms and conditions outlined in Clause-1 above.
b. The proposal for the posting of Medical Superintendent in Government Medical Colleges/Superspecialty institutions of the State, shall be submitted by the Director of Medical Education & Research, duly based on the experience, administrative competence and overall performance of the faculty member(s) within the respective institution of the State.
c. The additional charge of the post of Medical Superintendent shall be assigned to a faculty member of the concerned institution, subject to fulfillment of the eligibility criteria and terms and conditions stipulated in Clause-1 above.
3. Roles & Responsibilities of a Medical Superintendent:
a. Oversees hospital administration, patient care and discipline in the affiliated teaching hospital.
b. Ensures compliance with NMC, Clinical Establishment Act, and other healthcare regulations/guidelines/rules.
c. Coordinates between medical college faculty and hospital staff2409 राजपत्र, हिमाचल प्रदेश, 04 जून, 2025/14 ज्येष्ठ, 1947 d. Manages infrastructure and medical records of the hospital e. The MS is primarily an administrative position responsible for overseeing the operations of the affiliated teaching hospital.
f. The role requires significant experience to maintain standards of patient care, medical education and institutional efficiency.
g. Any other duties, work and responsibilities as may be assigned by the Government from time to time.
4. Tenure & Removal:
a. The tenure is usually 3–5 years, renewable based on performance
b. Can be removed for misconduct, negligence or failure to meet NMC standards 5. NMC Compliance Requirements:
a. The appointment must be reported to the NMC and State Medical Council
b. The MS must ensure the institution/hospital meets NMC's minimum standards for medical education and patient care.
c. Regular inspections by NMC may assess the functioning of the MS
