No. 114642 (Year-2023).—The matter regarding the assignment of duties and responsibilities to the Principal, Additional/Joint Director, Medical Superintendent, Advisor Student 70-राजपत्र/2025-03-07-2025 (3411)3412 राजपत्र, हिमाचल प्रदेश, 03 जुलाई, 2025/12 आषाढ़, 1947 Welfare, Academic Coordinator, Deputy/Assistant Controller and other functionaries posted/designated in Indira Gandhi Medical College (IGMC) Shimla was under consideration of the Government for some time.
After due deliberation and in supersession of all previous orders issued in this regard, the Governor, Himachal Pradesh is pleased to assign the following duties and responsibilities to the officers/officials serving in IGMC Shimla, in the larger public interest. This revision is aimed at ensuring the smooth, efficient, coordinated, and effective functioning of IGMC Shimla. The details of the assigned duties are as follows:—

(ii) Leave sanctioning.—Grant of all kinds of leave/vacation (upto 30 days) except Study Leave & EOL to all the faculty members, consultant, Resident doctors, DM/MCh students, PG(MD/MS) students, DNB students subject to fulfillment of terms & conditions prescribed under CCS (Leave) Rules as well as other instructions/guidelines/ clarifications issued/ fixed by the Government from time to time in this regard: Provided further that the Head of Department (HOD) of the concerned specialty shall be competent to sanction only 'Casual Leave' in respect of all the aforementioned Consultants, Residents and students, subject to the terms and conditions stated above. Provided further that the authority to grant Study Leave, Extra Ordinary Leave (EOL) or any other kind of leave for the purpose of participating in international workshops, seminars, observership, training programs or similar academic or professional activities shall vest solely with the State Government. However, all such requests shall be examined on a case-by-case basis as per prevailing rules and administrative requirements, upon recommendation of the duly constituted Screening Committee and submission of the proposal by the DME & R-H.P. (iii) Grant of LTC/Home LTC.—The sanction of Leave Travel Concession (LTC) and Home LTC in favour of faculties or other employees directly under control/establishment, shall be strictly governed by he instructions/ guidelines issued by the State Government from time to time. In case of any technical issues, only |
| those matters requiring clarification on specific points may be referred to the Government. (iv) Enquiry and disciplinary matters.—Handling of departmental enquiries and disciplinary proceedings in r/o consultant, Resident doctors & PG/SS students. (v) Pay scales/increments.—Grant of pay scales/annual increments to all consultants as well as other staff under direct establishment/control strictly as per rules. (vi) Appointment.—Appointment of Junior Resident (Tutor General) in Medical College on tenure/temporary basis subject to prior approval of Government through proper channel. B. Teaching & Research matters:— (i) Overall coordination of teaching and research activities (ii) All matters related to academics, including teaching programs and research initiatives. (iii) To facilitate the formulation, review, approval and implementation of all institutional research projects submitted by faculty members, residents and students, in accordance with the guidelines prescribed by the respective funding agencies. Such projects shall be examined and approved by a duly constituted committee, as per norms governing intramural and extramural research grants. C . Admission, Counseling & Academic Courses:— (i) All correspondence with the National Medical Commission (NMC)/Medical Council of India (MCI) and the Government of India concerning academic courses and admissions, if any. (ii) All matters related to admissions, including fee collection and legal matters/court cases arising therefrom. D . Hospital Services & General Administration:— (i) Effective organization and functioning of OPDs, IPDs and diagnostic services. (ii) Management and supervision of Rogi Kalyan Samitis (RKS) and other hospital-based societies. (iii) Handling all matters related to the Parliament and State Assembly. E . Training, Seminars & Official Tours:— | ||
| (i) Approval for participation in short-term seminars, training programs, workshops, fellowships, observership, etc., within the country (up to 7 days) for faculty members, consultants, and resident doctors, shall be granted as per the guidelines/ instructions/ norms issued by the Government from time to time. (ii) Permission for official tours/visits within India (upto 7 days) by faculty members, consultants, and resident doctors shall be subject to relevant Government norms/ guidelines/ instructions. N ote:— Any other duties, powers or responsibilities as may be assigned by the Government from time to time. | ||
| 2. | Additional/Joint Director. | A. Establishment matters:— (i) Personnel matters.—All matters related to posting, transfer, grant of pay scales, annual increment etc. in respect of all Class-II to Class-IV employees, including drivers. (ii) Leave sanctioning.—Grant of all kinds of leave including Casual leave to all Class-II to Class-IV employees, including drivers: Provided further that the grant of Study Leave, EOL, other Leave for participation in international workshop, seminar, training, program etc. would rest with the State Government. (iii) Grant of LTC/Home LTC.—The sanction of Leave Travel Concession (LTC) and Home LTC in favour of Class-II to Class-IV employees, including drivers directly under control/ establishment, shall be strictly governed by the instructions/ guidelines issued by the State Government from time to time. | (a) Accommodation Allotment.—Allotment of Govt. accommodation/houses from the institutional pool (Medical College/ AIMSS Chamiana). (b) Estate and IPD Services.—Management of estate- related functions, including the allocation of space for IPD, OPD, and Private Wards, in consultation with the concerned Principal. B . Budget-related matters: (i) All matters related to preparation of budget estimates, utilization of allocated budget and submission of utilization certificates thereof etc. (ii) Preparation of plan/budget proposals and monitoring of all State and Centrally Sponsored Schemes (CSS). (iii) All matters related PAC/CAG and ad-hoc Committees/ audit paras, in consultation with the concerned Principal. C . Administrative approvals & sanctions: (i) Processing of cases for administrative approval and expenditure sanctions related to civil works, construction activities, procurement of machinery & equipment; and (ii) For the purpose of budget utilization, he/ she will exercise all powers of HoD and will go as per the delegation made vide notification No. HFW-B(A)1- 1/2013 dated 28-09-2013 as amended from time to time by the Government. D . Construction, purchase & land-related matters: (i) Building works.—Oversight and approval of all civil construction works, ensuring adherence to approved plans, quality standards and timelines, subject to prior approval of the Government. (ii) Repair & maintenance.—For sanctioning and supervising all repair & maintenance works. (iii) Procurement & inventory management.—All matters related to procurement of medicines, machinery, equipment and other materials. (iv) Land matters.—Handling of all types of land-related issues pertaining to Medical College. | ||
| E . Supervision of the institution: (i) Sanitation & diet services: (a) Execution and supervision of sanitation services including hiring arrangements. (b) Ensuring overall cleanliness in hospital and college premises. (c) Management and monitoring of hospital diet services. (ii) Commercial activities: (a) Shops, Canteen etc.—Commercial activities in the premises of Govt. Medical College of the State. (b) Initiating the process for allotment of shops, canteens, etc., within the premises of Government Medical College, subject to prior approval of the Government. (iii) Security & Parking: (a) Security.—Management and supervision of security arrangements within the premises, through a constituted Committee. (b) Parking.—Regulation and oversight of parking facilities, upon formation of a Committee for this purpose. F . Miscellaneous functions: (i) Coordination with Associations/NGOs.—Dealing with matters related to recognized Associations and NGOs. (ii) Tendering of works.—Initiation and processing of tenders for any type of work to be undertaken within the premises of Govt. Medical College, subject to prior approval of Government. (iii) Additional Responsibilities.—Any other powers, duties or responsibilities as may be assigned by the Govt. from time to time. N ote:— A ny other duties, powers or responsibilities as may be assigned by the Government/ Head of the institution from time to time. | ||
| 3. | Medical Superintendent. | Hospital Management: 1. Patient registration and diagnostic services.—Oversight |
| and efficient management of patient registration counters and all diagnostic service units. 2. Private wards administration:- Supervision and regulation of operations pertaining to private ward facilities. 3. Ambulance services.—Management and operational control of ambulance services, including 108 Emergency Transport and Inter-Facility Transfer (IFT) vehicles. 4. Rogi Kalyan Samiti (RKS) Matters.—Handling all matters related to RKS, wherein the Medical Superintendent functions as the Member Secretary. 5. Implementation of Govt. health schemes.—Disbursement and effective implementation of various Govt. schemes/subsidies, including JSY, JSSK, RBSK, NCD programmes, Ayushman Bharat, HIMCARE and the Sahara Scheme etc. 6. Emergency services management.—Overall supervision and control of emergency services, including the functioning and duties of Casualty Medical Officers (CMOs). 7. Institutional Automation and HMIS.—To plan and support automation initiatives, including implementation and upgrading of the Hospital Management Information System (HMIS). N ote:— (i) The Medical Superintendent shall seek prior approval from the Additional/Joint Director of the concerned institution in all financial, administrative and establishment matters to ensure coordination and avoid duplication. (ii) Any other duties, powers or responsibilities as may be assigned by the Government/ Head of the institution from time to time. | ||
| 4. | Advisor of Student Welfare. | 1. Administration of Student Welfare Fund and Activities.— To manage all matters related to the Student Welfare Fund, including organizing and supervising welfare activities for students, in consultation with the Principal concerned. 2. Supervision of Hostel Wardens.—To oversee the functioning and duties of wardens posted in various hostels, in consultation with the Principal concerned. 3. Maintenance of Hostel Facilities:—To ensure regular upkeep, cleanliness, and maintenance of hostel |
| infrastructure and services, in consultation with the Principal concerned. 4. Liaison with RD Association and MBBS Doctors.—To maintain coordination with the RD Association and MBBS doctors/interns regarding academic and welfare matters. N ote:— T he Advisor (Student Welfare) shall be nominated/ designated by the Principal of the concerned institution. | ||
| 5. | Academic Coordinator. | 1. Admission and Counseling (MBBS, PG diploma, PG degree, DnB courses, DnB Superspecialty courses, DM/MCh courses).—To oversee admission and counseling processes for MBBS, PG diploma, MD/MS, DnB courses, DnB Superspecialty courses, DM/MCh etc., including appointment of examiners and coordination with regulatory bodies (if required). 2. Para-Medical Courses.—To manage admission and counseling for all para-medical and allied health science courses as per institutional guidelines (if required). 3. Prospectus Formulation.—To prepare and update the prospectus for all academic programs, covering eligibility, fees and course details (if required). 4. Ethical Approvals.—To coordinate the process of obtaining ethical clearances for academic and research projects in accordance with applicable regulatory norms. However, the authority to grant ethical approval shall rest with the Institutional Ethics Committee (IEC), as defined under the ICMR guidelines/regulations. Note:— The Academic Coordinator shall be nominated/designated by the Principal of the concerned institution. |
Note:—
1. All files pertaining to each branch shall, be finalized with the approval of the Principal or the Head of the respective institution. This shall include examination of the subject matter, administrative scrutiny, and financial concurrence wherever applicable. The Principal/Head of Institution shall exercise due diligence to ensure that all decisions are in conformity with relevant rules, regulations, and policy guidelines. Only in exceptional or policy-related matters requiring higher approval shall the case be referred to the appropriate authority.
2. The ministerial and other supporting staff shall be reorganized in accordance with the newly defined branch structure to ensure streamlined functioning, role clarity, and enhanced administrative efficiency. This reorganization is intended to align human3419 राजपत्र, हिमाचल प्रदेश, 03 जुलाई, 2025/12 आषाढ़, 1947 resources with specific functional responsibilities, thereby facilitating better coordination and accountability within each branch. If deemed necessary, separate orders detailing the redistribution of staff shall be issued by the Additional Director within one week from the date of issuance of these instructions.
3. For the purpose of allocation, regular, contractual and RKS employees will be deemed to comprise on single/unified pool.
4. Any funds allocated under the State Budget shall be drawn and transferred to the RKS (Rogi Kalyan Samiti) for the intended purposes.
5. Similarly, all funds received under the National Health Mission (NHM), Government of India, for medicines and consumables shall also be deposited in the RKS account.
6. The Research Branch shall open a separate bank account (if not already in existence) for parking all research-related funds.
7. The existing House Allotment Committee constituted for Government Medical Colleges/Institutions and the Himachal Pradesh Government Dental College shall continue to function as at present. However, in case any clarification or reconstitution is deemed necessary, the concerned Principal shall examine all relevant aspects and submit a proposal to the Government through proper channel.
These delegations of powers/duties & responsibilities/work allocations shall come into force with immediate effect. The concerned officers/officials shall exercise these powers in strict compliance with the terms, conditions, guidelines and norms issued by the State Government, NMC/ MCI/DCI/INC and Government of India, ensuring that all procedural and codal formalities are duly completed in advance.
