Shimla-2, the 14th August, 2025
No. STE-F(4)-2/2021.—WHEREAS, in pursuance of Extended Producers Responsibility (EPR) guidelines (reference guideline Sr. no. 10.5) under Plastic Waste Management Rules, 2016 106-राजपत्र/2025-19-08-2025 (4803)4804 राजपत्र, हिमाचल प्रदेश, 19 अगस्त, 2025/28 श्रावण, 1947 and its amendments by MoEF & CC, Gol, this Department has notified the Himachal Pradesh Deposit Refund Scheme on 16-06-2025 for regulating and providing a mechanism for collection of Non-Biodegradable packaging waste as per the polluters pay principle to prevent littering or disposing of Non-Biodegradable Garbage in public drains, roads and places open to public view in the State of Himachal Pradesh and ensuring proper recycling of collected waste to promote circular economy within the State of Himachal Pradesh.
2. WHEREAS, as per the provision of Deposit Refund Scheme (DRS), 2025, the State Government has constituted a High Powered Committee on 25-06-2025 to advise the State Government on such matters arising out of the administration of the Scheme as may be referred to it, including matters relating to the implementation and management of DRS.
3. WHEREAS, as provided in the PART-III of the Deposit Refund Scheme (DRS), 2025, the State Government shall constitute Scheme Administrator to administer the scheme.
4. NOW, THEREFORE, in view of these enabling provisions in the DRS, 2025, the Governor, Himachal Pradesh is pleased to constitute the Scheme Administrator as per the following composition:—

Tech. & CC Convener 5. The Powers & Duties of the Scheme Administrator in DRS is as under:
(i) The Scheme Administrator shall be responsible for the implementation of the Scheme;
(ii) The Scheme Administrator shall create a separate fund as may be required in this Scheme;
(iii) The Chairperson shall administer the functioning of the DRS and ensure free flow by creating necessary policy development and amendments;
4805 राजपत्र, हिमाचल प्रदेश, 19 अगस्त, 2025/28 श्रावण, 1947 (iv) The Convener shall promote awareness campaigns for propagating the DepositRefund Scheme in the State with the help of high powered Members;
(v) The Secretary shall convene the meetings of the high-powered Committee at least four times a year at such time and place as agreed by the Chairperson;
(vi) The quorum necessary for the transaction of a business at a meeting of the high- powered Committee shall be four;
(vii) The Chairperson when present shall preside at every meeting of the Committee and in his absence the senior most Member and in the absence of both any other Member shall preside at such meeting;
(viii) Save as otherwise provided in the Scheme, all questions that come up before any meeting of the Committee shall be decided by a majority of Members present and voting. In the case of an equality of votes, the Chairperson shall have a casting vote.
(ix) The Scheme Administrator shall provide provisions for the appointment and appoint a Scheme Operator with the approval of Chairperson for the purpose of implementation of the Deposit Refund Scheme in the State;
(x) The Scheme Administrator shall have the powers, rights and authority to dispose of and channelize the collected DRS product either by Scheme Operator himself or through Scheme Operator;
(xi) The Scheme Administrator shall notify the deposit value of each item specified in the schedule of the Act including any new item added from time to time;
(xii) The Scheme Administrator where it is expedient to do so may add or omit any product category from the category of products under the Deposit Refund Scheme through a notification;
(xiii) The Scheme Administrator where it is expedient to do so shall prescribe the refundable deposit value on the DRS products through a notification;
(xiv) The Scheme Administrator shall prescribe the registration process for the manufacturers to comply with the obligation of the Scheme;
(xv) The Scheme Administrator shall mandate the printing of Unique Serialised Identifier on the DRS product by the manufacturers;
(xvi) The Scheme Administrator shall form or designate a society (Not for profit organization) or for the purpose of managing DRS escrow account
(xvii) The Scheme Administrator shall monitor the operation of the escrow account designated for the purpose of the Deposit Refund Scheme in the State.
(xviii)The Scheme Administrator shall develop the Memorandum for the registration of manufacturers and conducting business of the Board of Society.
4806 राजपत्र, हिमाचल प्रदेश, 19 अगस्त, 2025/28 श्रावण, 1947(xix) The Scheme Administrator shall appoint such persons as required for the effective implantation of the Scheme as well as the effective functioning of the State Pollution Control Board.
(xx) The Scheme Administrator shall collect, use, process, store, transfer all information collected under this Scheme as per the applicable Data Protection laws in India.
(xxi) The Scheme Administrator shall ensure that a gradual/phased manner mechanism is adopted for smooth and sustainable implementation of DRS scheme e.g. under the scheme liquor bottles, cans can be prioritized in first phase.
(xxii) The Scheme Administrator shall ensure that some brand, type specific pilots are also undertaken after identifying the brands.

Kamal Devi d/o Late Urgian Sukh ने अधोहस्ताक्षरी के न्यायालय में एक आवेदन-पत्र मय शपथ-पत्र बजरिया जिला रजिस्ट्रार (मुख्य चिकित्सा अधिकारी) जिला किन्नौर के माध्यम से प्रस्तुत किया है कि उनका जन्म 01-07-1965 को गांव तंगलिंग में हुआ है तथा अज्ञानतावश प्रार्थिया का जन्म पंजीकरण ग्राम पंचायत पोवारी के जन्म पंजीकरण रजिस्टर में दर्ज नहीं करवाया गया, अब प्रार्थिया अपना नाम व जन्म तिथि ग्राम पंचायत पोवारी के जन्म पंजीकरण रजिस्टर में दर्ज करवाना चाहती है, इस बारे आदेश जारी करने का अनुरोध किया है।

Bran, Tehsil Manali, District Kullu, H.P. has moved an application before the Ld. Sub-Divisional Magistrate Lahaul at Keylong, District Lahaul & Spiti, H.P. alleging therein that her husband namely Sh. Meem Bahadur Bohra was posted as Casual Paid Labour (CPL) in GREF, 94 RCC, Lahaul and on 27-07-2021 he was engaged in road clearance work at Tozing Nallah where he was swept away in the cloud burst/flash flood. Meem Bahadur Bohra has been missing since then and the body of her husband has not been recovered despite long search and rescue operation by the Administration, Police and NDRF and consequently the applicant has no hope of finding her husband alive and apprehended death of her husband and she wants her husband to be presumed dead and requested for the death registration of her husband.
This public proclamation is hereby issued for the information of general public that if any person has any objection to the registration of above death event can appear before this court either in person or through an authorized representative on or before 21-08-2025, failing which, Meem Bahadur Bohra s/o Sh. Jayadev Bohra, r/o Village Rampur, P.O. Bran, Tehsil Manali, Distt. Kullu, H.P. will be presumed dead and Ld. S.D.M. Lahaul at Keylong will be informed accordingly for ordering the registration of this death even accordingly.
