सं0 पर (एपी-बी)ए(3)-2/2024.---हिमाचल प्रदेश के राज्यपाल, भारत के संविधान के अनुच्छेद 162 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, अधिसूचना सं0 पर (एपी-बी)ए(3)-2/2024, तारीख 01 मार्च 2024 136-राजपत्र/2025-24-09-2025 (6157) 6158 राजपत्र, हिमाचल प्रदेश, 24 सितम्बर, 2025/02 आश्विन, 1947 द्वारा जारी और राजपत्र, हिमाचल प्रदेश में तारीख 5 मार्च, 2024 को प्रकाशित हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर के प्रक्रिया और संचालन नियम, 2024 का औेर संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थातः-

1 (i) इन नियमों का संक्षिप्त नाम हिमाचल प्रदेश राज्य चयन आयोग

(प्रक्रिया और संचालन) (प्रथम संशोधन) नियम, 2025 है । संक्षिप्त नाम और प्रारम्भ

(ii) ये नियम राजपत्र (ई-गजट), हिमाचल प्रदेश में प्रकाशित किये

जाने की तारीख से प्रवृत्त होंगे ।

संक्षिप्त नाम का संशोधन

2 (i) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर के प्रक्रिया और संचालन नियम, 2024 में, जिन्हें इसके बाद उक्त नियमों के रूप में संदर्भित किया गया हैः-

(i) वर्तमान में विद्यमान संक्षिप्त नाम हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर को हिमाचल प्रदेश राज्य चयन आयोग से प्रतिस्थापित किया जाएगा ।

नियम 2 का संशोधन

3 (i) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 2 के खण्ड (ii) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगाः-

"सचिव" से समय-समय पर हिमाचल प्रदेश सरकार द्वारा नियुक्त आयोग का सचिव अभिप्रेत है ।

(ii) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 2 के खण्ड (v) को विलोप कर दिया जाएगा तथा विद्यमान खण्डों (vi) से (xxiv) की संशोधित संख्या (v) से (xxiii) होगी ।

(iii) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 2 के खण्ड (viii) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगाः-

"परीक्षा नियंत्रक" से हिमाचल प्रदेश राज्य चयन आयोग का सचिव और अतिरिक्त परीक्षा नियंत्रक का अर्थ सहायक नियंत्रक/अनुभाग अधिकारी अभिप्रेत है ।

(iv) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 2 के खण्ड (ix) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगाः-

"आहरण एवं संवितरण अधिकारी" से हिमाचल प्रदेश राज्य चयन आयोग की ओर से बिल निकालने और भुगतान करने के लिए विभाग के विभागाध्यक्ष, कार्यालय

प्रमुख और संयुक्त नियंत्रक (हि0 प्र0 विा व लेखा सेवाएं), जो इसलिए नियुक्त किया गया, अभिप्रेत है ।6159 राजपत्र, हिमाचल प्रदेश, 24 सितम्बर, 2025/02 आश्विन, 1947 (v) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 2 के खण्ड (xiv) के उपरान्त नया खण्ड (xiv-a) रखा जाएगाः-

"कार्यालय प्रमुख" से हिमाचल प्रदेश राज्य चयन आयोग का सचिव अभिप्रेत है ।

(vi) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 2 के खण्ड (xviii) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगाः-

"अधिकारी" से आयोग के सचिव, उप सचिव, संयुक्त नियंत्रक, अवर सचिव, जिला अटॉर्नी/उप जिला अटार्नी , विधि अधिकारी, उप निदेशक (आईटी), सहायक रजिस्ट्रार, अनुभाग अधिकारी, अधीक्षक ग्रेड-।, प्रोग्रामर आदि अभिप्रेत है।

(vii) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 2 के खण्ड (xxii) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगाः-

"संबंधहीनता (cid:366)माणप(cid:361)" (cid:366)ा(cid:593) करने के लिए "(cid:303)र(cid:689)ेदार" का अथ(cid:330) है र(cid:389) संबंध और वैवाहिक संबंधों म(cid:336) करीबी (cid:303)र(cid:689)ेदार और इसम(cid:336) माता- पिता (पति/प(cid:521)ी के माता-पिता सहित); पति/प(cid:521)ी; ब(cid:452)े (द(cid:517)क या सौतेले ब(cid:452)ों सहित) और उनके पति/प(cid:521)ी; भाई-बहन (द(cid:517)क या सौतेले भाई-बहन सहित), उनके पति/प(cid:521)ी, और ब(cid:452)े और उनके पति/प(cid:521)ी; देवर और भाभी, उनके पति/प(cid:521)ी, और ब(cid:452)े और उनके पति/प(cid:521)ी; (cid:366)थम चाचा-चाची (पति/प(cid:521)ी सहित), उनके पति/प(cid:521)ी, तथा ब(cid:452)े और उनके पति/प(cid:521)ी, यदि कोई हों, अभिप्रेत है ।

नियम 3 का संशोधन

4 (i) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 3 के खण्ड (ii) के उपरान्त नया परन्तुक रखा जाएगाः-

परन्तु यह कि यदि पुनवि(cid:330)चार हेतु लिया गया निण(cid:330)य अगली बैठक म(cid:336) अनुमोदित हो जाता है, तो उसे (cid:738)ीकार कर लिया जाएगा।

(ii) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 3 के खण्ड (v) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगाः-

बैठकों का एजेंडा सचिव द्वारा या उसकी अनुपस्थिति में सहायक रजिस्ट्रार/अनुभाग अधिकारी से नीचे के पद के अधिकारी द्वारा तैयार नह(cid:7277) किया जाएगा और अध्यक्ष और सदस्य (ओं) को उनके द्वारा अध्ययन के लिए, अध्यक्ष

की पूर्वानुमति के साथ कम से कम दो दिन पहले भेजा जाएगा।6160 राजपत्र, हिमाचल प्रदेश, 24 सितम्बर, 2025/02 आश्विन, 1947 (iii) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 3 के खण्ड (vi) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगाः-

किसी बैठक में आयोग की सभी कार्यवाही निर्णय को सचिव द्वारा दर्ज किया जाएगा और अध्यक्ष के अनुमोदन के बाद उक्त बैठक कार्यवाही (मिनट्स) को सभी सदस्यों

को बैठक के 7 दिनों के भीतर प्रसारित किया जाएगा,

चाहे वह बैठक में उपस्थित थे या नह(cid:7277), और अध्यक्ष और

सदस्यों द्वारा हस्ताक्षरित किया जाएगा। यदि, कोई

सदस्य मतदान से अनुपस्थित रहता है या अपने हस्ताक्षर

नह(cid:7277) करता है, तो इस तथ्य को कार्यवाही में दर्ज किया

जाएगा। यह सुनि(िcid:7391)त करना सचिव का कर्त(cid:7390) होगा कि आयोग की सभी बैठकों की कार्यवाही को स्थायी रिकॉर्ड के रूप में संरक्षित किया जाए।

(iv) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 3 के खण्ड (vii) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगाः-

बैठक के दौरान लिए गए सभी निण(cid:330)यों को बैठक म(cid:336) उप(cid:304)(cid:830)थत सद(cid:735)ों

के ह(cid:721)ा(cid:407)र सहित संबंधित फ़ाइल पर लिखा जाएगा और ऐसी बैठक

म(cid:336) किसी भी सद(cid:735) की अनुप(cid:304)(cid:830)थति के कारण आयोग के निण(cid:330)य को

अमा(cid:586) नहीं किया जाएगा और आयोग का निण(cid:330)य ही मा(cid:586) होगा। उप(cid:304)(cid:830)थत सद(cid:735)(यों) के अनुमोदन के बाद सचिव (cid:366)(cid:529)ेक निण(cid:330)य को

अपने ह(cid:721)ा(cid:407)र सहित संबंधित फ़ाइल पर दज(cid:330) करे गा।

(v) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 3 के खण्ड (viii) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगाः-

आयोग के निण(cid:330)य/सलाह/(cid:366)(cid:721)ाव सभी मामलों म(cid:336) सचिव (cid:554)ारा ह(cid:721)ा(cid:407)(cid:303)रत प(cid:361) के मा(cid:559)म से या उनकी अनुप(cid:304)(cid:830)थति म(cid:336) आयोग के उप(cid:304)(cid:830)थत व(cid:303)र(cid:703)तम अधिकारी अवर सचिव/ सहायक रजि(cid:720)(cid:332) ार/ अनुभाग अधिकारी से नीचे के पद से नीचे का न हो, (cid:554)ारा सभी संबंधितों को सूचित किए जाएँ गे।

(vi) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 3 के खण्ड (ix) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगाः-

आयोग अपनी बैठक के दौरान सहायता के उ(cid:542)े(cid:692) से विशेष(cid:466) अधिकारी या गैर-विशेष(cid:466) अधिकारी और/या अधियाचनकता(cid:330) (cid:366)ाधिकारी/ नियो(cid:389)ा के विभागीय नामित (cid:681)(cid:304)(cid:389) को आमं(िcid:361)त कर सकता है और उसे हिमाचल (cid:366)देश सरकार के कम(cid:330)चा(cid:303)रयों को छोड़कर, आयोग (cid:554)ारा समय-समय पर अनुमोदित दरों के अनुसार उसकी सेवाओं के लिए भुगतान किया जाएगा।6161 राजपत्र, हिमाचल प्रदेश, 24 सितम्बर, 2025/02 आश्विन, 1947 (vii) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 3 के खण्ड (x) को विलोप कर दिया जाएगा तथा विद्यमान खण्ड (xi) की संशोधित संख्या (x) होगी ।

नियम 5 का संशोधन

5 (i) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 5 में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगाः-

आयोग के वल उन ऑनलाइन मांग पत्रों पर विचार करेगा जो भत(cid:334) निदेशालय, हिमाचल (cid:366)देश सरकार (cid:554)ारा निधा(cid:330)(cid:303)रत समय सीमा के भीतर भेजी जाती ह(cid:339)। हालाँकि, आयोग अ(cid:586) विभाग/सं(cid:830)था/ बोड(cid:330)/पीएसयू/निगम से (cid:366)ा(cid:593) मांग प(cid:361) पर विचार कर सकता है जैसा कि सरकार (cid:554)ारा तय किया जा सकता है। इस (cid:366)योजन के लिए, आयोग अपनी आधिका(cid:303)रक वेबसाइट पर एक उपयु(cid:389) ऑनलाइन इंटरफे स (cid:366)दान करे गा, जिसके मा(cid:559)म से संबंधित विभाग या अ(cid:586) एज(cid:336)सियां मांग प(cid:361) (cid:366)(cid:721)ुत कर(cid:336) गी। वेब-आधा(cid:303)रत (cid:366)णाली यह सुनि(िcid:686)त करे गी कि कोई भी मांग प(cid:361) तभी पूण(cid:330) माना जाएगा जब निधा(cid:330)(cid:303)रत चेकलि(cid:720) के अनुसार सभी आव(cid:692)क द(cid:721)ावेज़ जमा किए जाएँ —जैसे कि लागू भत(cid:334) एवं पदो(cid:580)ति (आरएं डपी) नियमों की विधिवत (cid:366)माणित (cid:366)ति, निदि(cid:330)(cid:700) सं(cid:421)ा म(cid:336) (cid:303)र(cid:304)(cid:389)यों को भरने के लिए स(cid:407)म (cid:366)ाधिकारी का अनुमोदन, और अ(cid:586) (cid:366)ासंगिक द(cid:721)ावेज़। आयोग प्रस्तुत किए गए दस्तावेजों की प्रामाणिकता और स्पष्टता की पुष्टि करेगा और स्वीकृ ति, अस्वीकृ ति या किसी भी प्र(cid:7396) के संबंध में ऑनलाइन प्रणाली के माध्यम से एक निर्धारित समय सीमा के भीतर संवाद करेगा, जैसा कि सचिव द्वारा प्रमाणित किया गया है।

नियम 6 का संशोधन

6 (i) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 6 के खण्ड (ii) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगाः-

उन मामलों को छोड़कर जहां आयोग (cid:554)ारा एक अलग कट-ऑफ तिथि विशेष (cid:349)प से निधा(cid:330)(cid:303)रत की गई है, वि(cid:466)ापन म(cid:336) इंगित ऑनलाइन भत(cid:334) आवेदन (cid:366)ा(cid:593) करने की अंतिम तिथि को, सभी उ(cid:542)े(cid:692)ों और (cid:366)योजनों के लिए, पा(cid:361)ता निधा(cid:330)(cid:303)रत करने के लिए कट-ऑफ तिथि माना जाएगा, जिसम(cid:336) (cid:586)ूनतम यो(cid:438)ता (cid:366)ा(cid:593) करना, अनुभव, यो(cid:438)ता म(cid:336) सुधार, खेलों म(cid:336) विशि(cid:700)ता (एनसीसी सहित), और उ(cid:643)ीदवार (cid:554)ारा दावा किया गया कोई अ(cid:586) गुण शामिल है। उ(cid:389) कट-ऑफ तिथि के बाद (cid:366)ा(cid:593) की गई ऐसी किसी भी यो(cid:438)ता, अनुभव, विशि(cid:700)ता या अ(cid:586) विशेष गुण पर विचार नहीं किया जाएगा या उसे कोई मह(cid:533) नहीं दिया जाएगा। बशत(cid:337) कि ओबीसी-एनसीएल, बीपीएल/ईड(cid:626)ूएस, (cid:738)तं(cid:361)ता सेनानी के वाड(cid:330) (cid:373)ेणी आदि से संबंधित उ(cid:643)ीदवारों के (cid:373)ेणी (cid:366)माण प(cid:361) की वैधता ऑनलाइन भत(cid:334) आवेदन (ओआरए) जमा करने की निधा(cid:330)(cid:303)रत अंतिम तिथि और द(cid:721)ावेज़ स(cid:529)ापन की तिथि दोनों के

संदभ(cid:330) म(cid:336) निधा(cid:330)(cid:303)रत की जाएगी; जिसका अथ(cid:330) है कि ऐसे उ(cid:643)ीदवारों के पास पूरी चयन (cid:366)(िcid:354)या के दौरान एक वैध (cid:373)ेणी (cid:366)माण प(cid:361) होना

चाहिए।6162 राजपत्र, हिमाचल प्रदेश, 24 सितम्बर, 2025/02 आश्विन, 1947 (ii) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 6 के खण्ड (iv) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगाः-

पद के लिए आवेदन करने से पहले ओआरए म(cid:336) उ(cid:643)ीदवार (cid:554)ारा दावा की गई (cid:373)ेणी को अंतिम माना जाएगा। यदि उ(cid:643)ीदवार ने अनजाने म(cid:336) ओआरए म(cid:336) अपनी (cid:373)ेणी गलत भर दी है या एचपीआरसीए के ओटीआर पोट(cid:330)ल के मा(cid:559)म से ऑनलाइन भत(cid:334) आवेदन जमा करने की निधा(cid:330)(cid:303)रत अंतिम तिथि से पहले उसकी (cid:373)ेणी म(cid:336) बदलाव होता है, तो ऐसे उ(cid:643)ीदवार को आयोग से लि(cid:304)खत (cid:349)प म(cid:336) अनुरोध करके अपने आवेदन को संशोधित करवाना होगा। ऐसी (cid:304)(cid:830)थति म(cid:336), उ(cid:643)ीदवार को उसके (cid:554)ारा दावा की गई (cid:373)ेणी के लिए लागू आवेदन शु(cid:651) की अंतर राशि जमा करनी होगी। हालांकि, ऐसे मामलों म(cid:336) जहां उ(cid:643)ीदवार को किसी भी बाद के चरण म(cid:336) पता चलता है कि उसने ओआरए म(cid:336) अपनी (cid:373)ेणी गलत भरी है बशत(cid:337) उसने आयु, अनुभव, यो(cid:438)ता आदि के संदभ(cid:330) म(cid:336) किसी भी छू ट वाले मानकों का लाभ नहीं उठाया हो, तो वह (cid:716)ीनिंग टे(cid:720)/सीबीटी के आयोजन के 15 दिनों के भीतर आयोग को लि(cid:304)खत (cid:349)प म(cid:336) इसकी सूचना देगा/देगी, अ(cid:586)था आयोग (cid:554)ारा किसी अनुरोध पर विचार नहीं किया जाएगा। ऐसे मामलों म(cid:336), यदि उसने आर(िcid:407)त (cid:373)ेणी के मानदंडों के अनुसार परी(cid:407)ा शु(cid:651) का भुगतान किया है तो उसे अपे(िcid:407)त शु(cid:651) जमा करना होगा/करेगी। (cid:373)ेणी बदलने के उसके अनुरोध पर आयोग का निण(cid:330)य अंतिम होगा।

(iii) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 6 के खण्ड (v) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगाः-

निधा(cid:330)(cid:303)रत (cid:366)ा(cid:349)प पर पैतृक आधार पर जारी किए गए बोनाफाइड हिमाचली, एससी, एसटी, ड(cid:626)ूएफएफ और कानूनी उ(cid:517)राधिकारी जैसे वैधानिक (cid:366)माण प(cid:361) जो (cid:830)थायी (cid:366)कृ ति के ह(cid:339), आयोग को (cid:738)ीकाय(cid:330) होंगे। हालाँकि, निधा(cid:330)(cid:303)रत (cid:366)ा(cid:349)प पर पैतृक आधार पर ओबीसी के (cid:366)माण प(cid:361) और स(cid:407)म (cid:366)ाधिकारी (cid:554)ारा जारी निधा(cid:330)(cid:303)रत (cid:366)ा(cid:349)प पर बीपीएल/ईड(cid:626)ूएस के (cid:366)माण प(cid:361) ऑनलाइन भत(cid:334) आवेदन जमा करने की निधा(cid:330)(cid:303)रत कट-ऑफ तिथि के साथ-साथ द(cid:721)ावेज़ स(cid:529)ापन की तिथि पर भी मा(cid:586) होंगे। स(cid:407)म (cid:366)ाधिकारी (cid:554)ारा जारी नवीनतम (cid:366)माण प(cid:361), जिसम(cid:336) (cid:738)यं यह शपथ प(cid:361) हो कि उसकी (cid:304)(cid:830)थति म(cid:336) कोई बदलाव नहीं (cid:352)आ है और वह ओबीसी, ईड(cid:626)ूएस या बीपीएल (cid:373)ेणी

से बाहर नहीं है, अ(cid:631)थ(cid:334) को आयोग (cid:554)ारा मांगे जाने पर और द(cid:721)ावेज स(cid:529)ापन की तिथि को आयोग म(cid:336) (cid:366)(cid:721)ुत करना होगा। इसके अति(cid:303)र(cid:389), यदि अपे(िcid:407)त (cid:366)माण प(cid:361) म(cid:336) कोई कमी है या वह निधा(cid:330)(cid:303)रत (cid:366)ा(cid:349)प म(cid:336) नहीं है, तो आयोग अ(cid:631)थि(cid:330)यों को उनके शपथ प(cid:361) के अधीन, (cid:729)(cid:700)/वैध (cid:366)माण प(cid:361) (cid:366)(cid:721)ुत करने के लिए समय दे सकता है।

(iv) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 6 के खण्ड (vi) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगाः-

चू ँकि द(cid:721)ावेज़ स(cid:529)ापन के दिन सभी अंतिम (cid:349)प से भत(cid:334) किए गए उ(cid:643)ीदवारों की पा(cid:361)ता का निधा(cid:330)रण/जाँच की जाएगी, इसलिए6163 राजपत्र, हिमाचल प्रदेश, 24 सितम्बर, 2025/02 आश्विन, 1947 उ(cid:643)ीदवारों को ऑनलाइन भत(cid:334) आवेदन म(cid:336) किए गए आयु-सीमा, (cid:373)ेणी, शै(िcid:407)क यो(cid:438)ता, अनुभव आदि के अपने दावों के समथ(cid:330)न म(cid:336) (cid:366)माण के (cid:349)प म(cid:336) मूल (cid:366)माण प(cid:361)/द(cid:721)ावेज (cid:366)(cid:721)ुत करने होंगे। ऑनलाइन बताए गए द(cid:721)ावेज़ स(cid:529)ापन के दिन, यदि कोई भी उ(cid:643)ीदवार अपनी पा(cid:361)ता के संबंध म(cid:336) अ(cid:586) मूल (cid:366)माणप(cid:361)ों के अलावा, ऑनलाइन भत(cid:334) आवेदन म(cid:336) जिस (cid:373)ेणी का दावा किया है, उसका मूल (cid:366)माण प(cid:361) (cid:366)(cid:721)ुत करने म(cid:336) विफल रहता है, तो उसे द(cid:721)ावेज़ स(cid:529)ापन समिति के सम(cid:407) उप(cid:304)(cid:830)थत होने की अनुमति नहीं दी जाएगी और उसकी उ(cid:643)ीदवारी (cid:738)तः ही अ(cid:738)ीकार हो जाएगी। जिस सं(cid:830)थान से अ(cid:631)थ(cid:334) ने आव(cid:692)क यो(cid:438)ताएँ (cid:366)ा(cid:593) की ह(cid:339), उसकी मा(cid:586)ता के संबंध म(cid:336) किसी भी संदेह की (cid:304)(cid:830)थति म(cid:336), यह सि(cid:544) करने का दायि(cid:533) अ(cid:631)थ(cid:334) का होगा कि उ(cid:389) सं(cid:830)थान मा(cid:586)ता (cid:366)ा(cid:593) है।

(v) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और

संचालन) नियम, 2024 के नियम 6 के खण्ड (vii) (च) (i),(ठ) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा/विलोपित किया जाएगाः-

परी(cid:407)ा/चयन के किसी भी चरण म(cid:336) एक उ(cid:643)ीदवार जिसम(cid:336) अंतिम चयन और उसकी सिफा(cid:303)रश भेजना शामिल होगा या परी(cid:407)ा के दौरान या आयोजित या आयोजित की जा रही किसी भी चयन (cid:366)(िcid:354)या के दौरान खुद को (cid:366)ासंगिक कानूनों के तहत आपराधिक अभियोजन के लिए उ(cid:517)रदायी बनाने के अलावा (सरकार के तहत पहले से ही सेवा म(cid:336) उ(cid:643)ीदवार के मामले म(cid:336), उचित नियमों और (cid:366)ासंगिक कानूनों के तहत अनुशासना(cid:527)क कार(cid:330) वाई और आपराधिक अभियोजन के लिए) 15 साल तक की अवधि के लिए किसी भी परी(cid:407)ा म(cid:336) बैठने से वंचित किया जा सकता है, या उसकी उ(cid:643)ीदवारी आयोग (cid:554)ारा निधा(cid:330)(cid:303)रत तिथि से आयोग के विवेकानुसार परी(cid:407)ा की तिथि र(cid:542) की जा सकती है, यदि वह नि(cid:635)लि(cid:304)खत म(cid:336) संलि(cid:593) पाया जाता है:-

च) (i) अनुचित साधनों से (cid:366)(cid:690)प(cid:361) की (cid:366)ति (cid:366)ा(cid:593) करने का (cid:366)यास करते (cid:352)ए पाया गया/(cid:366)ा(cid:593) की;

(ठ) विलोपित किया गया ।

(vi) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 6 के खण्ड (vii) (ट) के उपरान्त निम्नलिखित नए खण्ड (ट), (ड), (ढ), (ण) तथा (थ), रखे जाएंगें :-

ठ) सीबीटी परी(cid:407)ा के संचालन के लिए परी(cid:407)ा क(cid:336) (cid:363) म(cid:336) (cid:830)थापित कं (cid:599)ूटर आधा(cid:303)रत उपकरण के हाड(cid:330)वेयर/सॉ(cid:605)वेयर के साथ छे ड़छाड़ करने का (cid:366)यास।

ड) सीबीटी परी(cid:407)ा के संचालन से जुड़े क(cid:336) (cid:363)/(cid:303)रमोट सव(cid:330)र के कं (cid:599)ूटर

सि(cid:720)म या सव(cid:330)र को हैक करने का (cid:366)यास।

ढ) सीबीटी परी(cid:407)ा के दौरान दिए गए (cid:366)(cid:690)ों के उ(cid:517)र के (cid:303)रकॉड(cid:330) किए

गए उ(cid:517)र के साथ छे ड़छाड़ करने का (cid:366)यास।6164 राजपत्र, हिमाचल प्रदेश, 24 सितम्बर, 2025/02 आश्विन, 1947 ण) परी(cid:407)ा क(cid:336) (cid:363) के अंदर/बाहर संपक(cid:330) करने के लिए किसी (cid:624)ूटू थ/वाई-फाई या किसी अ(cid:586) इले(cid:387)(cid:332) ॉनिक उपकरण/ गैजेट का उपयोग करते (cid:352)ए पाया गया।

त) (cid:366)(cid:690)ों के उ(cid:517)र बदलने/जोड़ने के लिए ओएमआर शीट पर

छे ड़छाड़ या (cid:684)ाइटनर/सुधार (cid:363)व का उपयोग।

थ) पूव(cid:342)(cid:389) खंडों म(cid:336) निदि(cid:330)(cid:700) किसी भी काय(cid:330) का षडयं(cid:361) करना, करने का (cid:366)यास करना, या उसे बढ़ावा देना, चाहे वह आयोग के कामकाज या अखंडता को (cid:366)(cid:529)(cid:407) या अ(cid:366)(cid:529)(cid:407) (cid:349)प से (cid:366)भावित

करता हो; श(cid:616) "का दोषी होना" के (cid:830)थान पर "म(cid:336) संलि(cid:593) पाया जाना" रखा गया है।

नियम 7 का संशोधन

7 (i) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 7 के खण्ड (i) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगाः-

पद(पदों)/सेवा(सेवाओं) पर सीधी भत(cid:334) करने के लिए मांगप(cid:361) (cid:366)ा(cid:593) होने के बाद, अ(cid:559)(cid:407) (cid:554)ारा तय की जाने वाली तिथि पर कम से कम दो (cid:366)मुख समाचार प(cid:361)ों (एक हिंदी म(cid:336) और एक अं(cid:356)ेजी म(cid:336)) म(cid:336) एक सांके तिक वि(cid:466)ापन (सं(cid:407)ेप म(cid:336)) (cid:366)काशित किया जाएगा और सेवा नियमों के (cid:366)ावधानों के अनुसार एचपीआरसीए के "वन टाइम ेशन" (ओटीआर) पोट(cid:330)ल के मा(cid:559)म से इ(cid:453)ु क और पा(cid:361) रजि(cid:720)(cid:332) उ(cid:643)ीदवारों से ऑनलाइन भत(cid:334) आवेदन (ओआरए) आमं(िcid:361)त करने के लिए आयोग की आधिका(cid:303)रक वेबसाइट पर वि(cid:721)ृत वि(cid:466)ापन अपलोड किया जाएगा, या जहां उस समय कोई सेवा नियम लागू नहीं ह(cid:339), वहां आयोग (cid:554)ारा सहमत सि(cid:544)ांतों पर। उ(cid:643)ीदवार एचपीआरसीए के ओटीआर पोट(cid:330)ल पर अपनी पा(cid:361)ता के समथ(cid:330)न म(cid:336) सभी (cid:366)ासंगिक द(cid:721)ावेज/(cid:366)शंसाप(cid:361) अपलोड कर(cid:336) गे। ऑनलाइन आवेदन प(cid:361) भरने के संबंध म(cid:336) वि(cid:721)ृत निद(cid:337)श आयोग की आधिका(cid:303)रक वेबसाइट पर अपलोड किए जाएं गे। ऑनलाइन भत(cid:334) आवेदन जमा करने की निधा(cid:330)(cid:303)रत अंतिम तिथि तक (cid:366)ा(cid:593) मांगप(cid:361)ों को समाचार प(cid:361)ों/राजप(cid:361) म(cid:336) अधिसूचित करने के बाद शु(cid:349) म(cid:336) वि(cid:466)ापित पदों की सं(cid:421)ा म(cid:336) शामिल किया जाएगा।

(ii) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 7 के खण्ड (iii) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगाः-

आयोग को वि(cid:466)ापन की अंतिम तिथि से पहले किसी भी समय, भत(cid:334) एवं पदो(cid:580)ति नियमों के अनुसार समान आव(cid:692)क यो(cid:438)ता, पद का नामकरण रखने वाले किसी भी पद (पदों) को एक साथ जोड़ने का अधिकार होगा।

परन्तु यह कि सरकारी विभागों, साव(cid:330)जनिक (cid:407)े(cid:361) के उप(cid:354)मों, बोड(cid:344), निगमों आदि म(cid:336) नियमित आधार पर भरे जाने वाले और (cid:366)शि(cid:407)ुओं के लिए, या के वल (cid:366)शि(cid:407)ुओं के लिए, पदों को, नियु(cid:304)(cid:389) न होने के कारण यो(cid:438)ता से समझौता करने से बचने के लिए एक साथ नहीं जोड़ा

जाएगा।6165 नियम 8 का संशोधन

राजपत्र, हिमाचल प्रदेश, 24 सितम्बर, 2025/02 आश्विन, 1947 8. (i) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 8 के खण्ड (ग) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगाः-

एक बार जमा किए गए ऑनलाइन भत(cid:334) आवेदन (ओआरए) म(cid:336), ओआरए जमा करने की अंतिम तिथि के बाद निधा(cid:330)(cid:303)रत अवधि के भीतर आयोग (cid:554)ारा (cid:373)ेणी प(cid:303)रवत(cid:330)न सहित संशोधन की अनुमति दी जा सकती है। ऐसे संशोधन वि(cid:466)ापन म(cid:336) निदि(cid:330)(cid:700) सुधार शु(cid:651) के भुगतान के अधीन होंगे। (cid:373)ेणी प(cid:303)रवत(cid:330)न की (cid:304)(cid:830)थति म(cid:336), अंतर राशि ऐसे ओआरए की (cid:738)ीकृ ति के लिए आवेदन शु(cid:651), यदि कोई हो, भी जमा करना आव(cid:692)क होगा। सुधार विंडो के खुलने और बंद होने की तिथियां वि(cid:466)ापन म(cid:336) दशा(cid:330)ई जाएं गी।

नियम 9 का संशोधन

9. (i) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 9 के खण्ड (ii) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगाः-

परी(cid:407)ा शु(cid:651), (cid:366)सं(cid:715)रण शु(cid:651), सुधार शु(cid:651) या कोई समान शु(cid:651)/(cid:366)भार आयोग (cid:554)ारा निधा(cid:330)(cid:303)रत किए जाएं गे। हालाँकि, शु(cid:651) निधा(cid:330)(cid:303)रत करते समय, इस संबंध म(cid:336) रा(cid:475) सरकार (cid:554)ारा जारी निद(cid:337)शों और दिशानिद(cid:337)शों पर उचित (cid:559)ान दिया जाएगा।

(ii) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 9 का खण्ड (iii) विलोपित किया जाएगा तथा विद्यमान खण्ड (v) की संशोधित संख्या (iii) होगी ।

(iii) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 9 का खण्ड (iv) विलोपित किया जाएगा तथा विद्यमान खण्ड (vi) की संशोधित संख्या (iv) होगी ।

(iv) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 9 के खण्ड (vi) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा तथा विद्यमान खण्ड (vi) की संशोधित संख्या (v) होगी :-

हिमाचल (cid:366)देश रा(cid:475) के अलावा अ(cid:586) रा(cid:475)ों के आर(िcid:407)त (cid:373)ेणियों के उ(cid:643)ीदवारों को सामा(cid:586) (cid:373)ेणी के उ(cid:643)ीदवार माना जाएगा और ऐसे उ(cid:643)ीदवारों को आर(cid:407)ण और शु(cid:651) (cid:303)रयायत का लाभ (cid:738)ीकाय(cid:330) नहीं

होगा।

नियम 10 का संशोधन

10. (i) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 10 के खण्ड (i) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा :-

सभी इ(cid:453)ु क और पा(cid:361) उ(cid:643)ीदवारों को एचपीआरसीए के ओटीआर पोट(cid:330)ल के मा(cid:559)म से ऑनलाइन आवेदन जमा करने के लिए (cid:586)ूनतम 21 (इ(cid:383)ीस) दिन दिए जाएं गे। (cid:366)(cid:529)ेक वि(cid:466)ापन म(cid:336) ओटीआर पोट(cid:330)ल के6166 राजपत्र, हिमाचल प्रदेश, 24 सितम्बर, 2025/02 आश्विन, 1947 मा(cid:559)म से ऑनलाइन भत(cid:334) आवेदन जमा करने की अंतिम तिथि दशा(cid:330)ई जाएगी। इ(cid:453)ु क एवं पा(cid:361) अ(cid:631)थ(cid:334) एचपीआरसीए के ओटीआर पोट(cid:330)ल के मा(cid:559)म से आवेदन जमा करने की निधा(cid:330)(cid:303)रत अंतिम तिथि की रा(िcid:361) 11.59 बजे तक ऑनलाइन भत(cid:334) आवेदन भर सकते ह(cid:339), जिसके बाद लिंक नि(cid:304)(cid:699)य कर दिया जाएगा। हालाँकि, अप(cid:303)रहाय(cid:330) प(cid:303)र(cid:304)(cid:830)थतियों म(cid:336), आयोग के अ(cid:559)(cid:407) की पूव(cid:330) (cid:738)ीकृ ति से, कारण दज(cid:330) करके , तिथि बढ़ाई जा सकती है।

(ii) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 10 के खण्ड (v) में विद्यमान उपबन्धों/शब्दों (आवेदन प्राप्त से किया जाएगा तक) के स्थान पर निम्नलिखित रखा जाएगा :-

आवेदन प्राप्त करने के लिए निर्धारित अंतिम/अंतिम तिथि के अगले

दिन, संबंधित शाखा द्वारा एसओपी/जॉब चार्ट के अनुसार नोडल

अधिकारी/कं प्यूटर सेल की मदद से नीचे दिए गए शीर्षकों के तहत संक्षेप मेें तैयार किया जाएगा। आयोग और निम्नलिखित विवरण के साथ जानकारी के लिए ई -ऑफिस या अन्यथा सचिव को प्रस्तुत किया जाएगा ः-

(iii) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 10 के खण्ड (vi) के उप-खण्ड (ख) में विद्यमान उपबन्ध के स्थान पर निम्नलिखित रखा जाएगा :-

(ख) अंतिम (cid:349)प से (cid:366)वेश पाने वाले अ(cid:631)थि(cid:330)यों के ई-(cid:366)वेश प(cid:361), उनकी (cid:373)ेणी और अ(cid:586) (cid:366)ासंगिक विवरण दशा(cid:330)ते (cid:352)ए, उनके यूजर आईडी पर (cid:681)(cid:304)(cid:389)गत (cid:349)प से बनाए और अपलोड किए जाएँ गे, जि(cid:590)(cid:336) अ(cid:631)थ(cid:334) डाउनलोड कर सक(cid:336) गे। ऐसे अ(cid:631)थि(cid:330)यों को उनके मोबाइल नंबर पर एसएमएस अलट(cid:330)/ईमेल भी भेजा जाएगा। उ(cid:643)ीदवार की जानकारी ई- (cid:366)वेश प(cid:361) पर मु(िcid:363)त (cid:400)ूआर कोड के मा(cid:559)म से अति(cid:303)र(cid:389) (cid:349)प से उपल(cid:617) होगी।

नियम 11 का संशोधन

11. (i) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 11 के खण्ड (iv) विलोपित किया जाएगा तथा विद्यमान खण्ड (v), (vi) तथा (vii) की संशोधित संख्या (iv), (v) तथा (vi) होगी ।

(ii) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 11 के खण्ड (vi) (अब खण्ड (v) में विद्यमान उपबन्ध के स्थान पर निम्नलिखित रखा जाएगा :-

आवेदन (cid:366)ा(cid:304)(cid:593) के लिए अधिसूचित कट-ऑफ तिथि की समा(cid:304)(cid:593) के बाद, उ(cid:643)ीदवारों की दो चेक लि(cid:720) यानी एक उ(cid:643)ीदवारों (cid:554)ारा जमा किए गए अपे(िcid:407)त शु(cid:651) के आधार पर अंतिम (cid:349)प से (cid:366)वेश दिए गए उ(cid:643)ीदवारों की और दू सरी भुगतान न करने या अपे(िcid:407)त शु(cid:651) के कम भुगतान के आधार पर अ(cid:738)ीकृ त उ(cid:643)ीदवारों की, आयोग (cid:554)ारा तय किए गए एसओपी/जॉब चाट(cid:330) के अनुसार संबंधित भत(cid:334) शाखा के6167 राजपत्र, हिमाचल प्रदेश, 24 सितम्बर, 2025/02 आश्विन, 1947 अधिकारी/कम(cid:330)चारी (cid:554)ारा भौतिक और डिजिटल (cid:349)प म(cid:336) तैयार और मु(िcid:363)त की जाएगी। शाखा (cid:554)ारा संपूण(cid:330) (cid:303)रकॉड(cid:330) की ठीक से जांच करने के बाद ही, उ(cid:643)ीदवारों को ऑनलाइन भत(cid:334) आवेदन प(cid:361)ों म(cid:336) किए गए उनके दावों के आधार पर, (cid:366)ारं भिक परी(cid:407)ा/सीबीटी /लि(cid:304)खत (cid:716)ीनिंग टे(cid:720) या कौशल परी(cid:407)ा/द(cid:721)ावेज़ स(cid:529)ापन, जैसी भी (cid:304)(cid:830)थति हो, म(cid:336) उप(cid:304)(cid:830)थत होने के लिए अंतिम (cid:349)प से (cid:366)वेश दिया जाएगा।

नियम 14 का संशोधन

12. (i) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 14 के खण्ड (i) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा :-

यदि यह निण(cid:330)य लिया जाता है कि (cid:716)ीनिंग परी(cid:407)ा या (cid:716)ीनिंग परी(cid:407)ा से पहले लि(cid:304)खत परी(cid:407)ा आयोजित की जानी है, तो परी(cid:407)ा क(cid:336) (cid:363)ों का चयन अ(cid:631)थि(cid:330)यों की सं(cid:421)ा, (cid:830)थान, बैठने की (cid:407)मता, कं (cid:599)ूटर संबंधी बुनियादी ढांचा, इंटरनेट, यूपीएस, प(cid:352)ंच, उपयु(cid:389)ता, फन(cid:334)चर, कम(cid:330)चारी, बिजली, पानी और अ(cid:586) (cid:366)ासंगिक कारकों को (cid:559)ान म(cid:336) रखते (cid:352)ए किया जाएगा।

(ii) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 14 के खण्ड (ii) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा :-

जहाँ पा(cid:361) अ(cid:631)थि(cid:330)यों की सं(cid:421)ा वि(cid:466)ापित पदों से कम है, वहाँ आयोग चयन के लिए एक उपयु(cid:389) मानदंड निधा(cid:330)(cid:303)रत और अधिसूचित करे गा। (iii) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 14 के खण्ड (iii) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा :-

जहां आयोग के पास बुनियादी ढांचा है या वह (cid:7390)वस्था कर सकता

है, वहां वह ऑनलाइन कं प्यूटर प्रर्किया के माध्यम से लिखित

वस्तुनिष्ठ प्रकार की स्र्कीनिग परीक्षा आयोजित करने का निर्णय ले

सकता है। बशत(cid:337) कि ओएमआर परी(cid:407)ा, कं (cid:599)ूटर आधा(cid:303)रत परी(cid:407)ा, (cid:681)(cid:304)(cid:389)परक लि(cid:304)खत परी(cid:407)ा और टाइपिंग परी(cid:407)ा, जैसा भी मामला हो, ऑडियो और वीडियो (cid:303)रकॉडि(cid:333)ग दोनों के साथ सीसीटीवी कै मरे की निगरानी म(cid:336) आयोजित की जाएगी। परी(cid:407)ा क(cid:336) (cid:363)ों के (cid:366)वेश और निकास (cid:554)ार भी सीसीटीवी निगरानी म(cid:336) होंगे। परी(cid:407)ा के संचालन की लाइव (cid:720)(cid:332) ीमिंग आयोग के अ(cid:559)(cid:407) और सद(cid:735)ों, सचिव, उप सचिव, संयु(cid:389) नियं(cid:361)क, अवर सचिव, अनुभाग अधिकारी और/या आयोग (cid:554)ारा निधा(cid:330)(cid:303)रत किसी अ(cid:586) अधिकारी या कम(cid:330)चारी को उपल(cid:617) कराई जाएगी। सीसीटीवी (cid:303)रकॉडि(cid:333)ग कम से कम एक वष(cid:330) की अवधि के लिए सुर(िcid:407)त रखी जाएगी।

(iv) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 14 के खण्ड (v) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा :-

एक बार परीक्षा की तारीख और स्थान तय हो जाने के बाद,

अंतिम रूप से भर्ती किए गए उम्मीदवारों के ई -प्रवेश पत्र बनाए6168 राजपत्र, हिमाचल प्रदेश, 24 सितम्बर, 2025/02 आश्विन, 1947 जाएंगे और उन्हें डाउनलोड करने के लिए भर्ती शाखा या सेवा प्रदाता जैसी भी मामला हो, द्वारा उनकी यूजर आईडी पर (cid:7390)क्तिगत रूप से अपलोड किए जाएंगे। ऐसे उम्मीदवारों को

एसएमएस अलर्ट/ईमेल भी भेजा जाएगा जो अपना मोबाइल नंबर

और ईमेल पता जमा करेंगे। सार्वजनिक सूचना दो प्रमुख समाचार

पत्रों ) एक हिदी में और एक अंर्गेजी में के साथ-साथ आयोग की

वेबसाइट पर भी प्रकाशित की जाएगी। इस संबंध में अलग से कोई पत्राचार नह(cid:7277) किया जाएगा।

(v) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 14 के खण्ड (vii) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा :-

(vii) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 14 के विद्यमान खण्ड (ix) के उपरान्त नया उप-खण्ड (ix-a) प्रतिस्थापित किया जाएगा :-

एचपीआरसीए के अ(cid:559)(cid:407), सद(cid:735), अधिकारी और कम(cid:330)चारी, जिनम(cid:336) परी(cid:407)ा के संचालन के लिए सौंपी गई किसी आउटसोस(cid:330) एज(cid:336)सी के कम(cid:330)चारी, या कोई अ(cid:586) फी(cid:658) एज(cid:336)सी, पेपर सेटर, मू(cid:670)ांकनकता(cid:330), या भत(cid:334) (cid:366)(िcid:354)या से जुड़े तीसरे प(cid:407) शामिल ह(cid:339) - वि(cid:466)ापन के चरण से लेकर उसके समापन तक - को आयोग (cid:554)ारा उ(cid:590)(cid:336) उस विशेष चयन (cid:366)(िcid:354)या से अलग करने म(cid:336) स(cid:407)म बनाने के लिए 'नो (cid:303)रलेशन सटि(cid:330)फिके ट' जमा करना होगा, यदि आव(cid:692)क हो।

(viii) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 14 के खण्ड (xi) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा :-

वैध फोटो पहचान प(cid:361) वाले उ(cid:643)ीदवारों को आयोग (cid:554)ारा निधा(cid:330)(cid:303)रत बारकोड/(cid:400)ूआर कोड (cid:715)ै निंग और/या बायोमेटि(cid:332) (cid:411)/ आइ(cid:303)रस (cid:715)ै निंग आदि के मा(cid:559)म से अपने ई-(cid:366)वेश प(cid:361)ों के स(cid:529)ापन के बाद परी(cid:407)ा क(cid:336) (cid:363) म(cid:336) (cid:366)वेश करने की अनुमति दी जाएगी।

(ix) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 14 के खण्ड (xiv) में विद्यमान6169 राजपत्र, हिमाचल प्रदेश, 24 सितम्बर, 2025/02 आश्विन, 1947 उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा :-

जहाँ किसी पद के लिए अ(cid:631)थि(cid:330)यों की सं(cid:421)ा सीमित है, वहाँ आयोग (cid:554)ारा सीबीटी के (cid:830)थान पर ओएमआर आधा(cid:303)रत परी(cid:407)ा को (cid:366)ाथमिकता दी जा सकती है।

(x) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 14 के खण्ड (xv) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा :-

ओएमआर आधा(cid:303)रत परी(cid:407)ा, टंकण कौशल परी(cid:407)ा, आशुलिपि परी(cid:407)ा और वण(cid:330)ना(cid:527)क लि(cid:304)खत परी(cid:407)ा के मामले म(cid:336), क(cid:336) (cid:363) अधी(cid:407)क परी(cid:407)ा की गोपनीयता सुनि(िcid:686)त करने के लिए, आयोग (cid:554)ारा निधा(cid:330)(cid:303)रत मानक संचालन (cid:366)(िcid:354)या (एसओपी) के अनुसार, उ(cid:517)र पु(cid:304)(cid:721)काओं और संबंधित साम(cid:356)ी को छे ड़छाड़-रोधी लिफाफों/(cid:600)ा(cid:304)(cid:720)क (cid:736)ीव म(cid:336) सील

कर(cid:336) गे।

(xi) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 14 के खण्ड (i) से (xv) के उपरान्त नये नियम 14-ए (ब(cid:336)चमाक(cid:330) दि(cid:681)ांगजनों के लिए लि(cid:304)खत परी(cid:407)ाओं का संचालन) तथा 14-बी ((cid:720)(cid:332) ांग (cid:349)म) प्रतिस्थापित किये जाएंगे :-

14-ए (ब(cid:336)चमाक(cid:330) दि(cid:681)ांगजनों के लिए लि(cid:304)खत परी(cid:407)ाओं का संचालन) i) हिमाचल (cid:366)देश सरकार के सामाजिक (cid:586)ाय और अधिका(cid:303)रता विभाग (cid:554)ारा ब(cid:336)चमाक(cid:330) दि(cid:681)ांगजनों (पीड(cid:626)ूबीडी) के लिए लि(cid:304)खत परी(cid:407)ाओं के संचालन के संबंध म(cid:336) समय-समय पर जारी दिशानिद(cid:337)शों के अधीन, अंधेपन, चलने-फिरने म(cid:336) दि(cid:681)ांगता (दोनों हाथ (cid:366)भावित - बीए), सेरे (cid:368)ल पा(cid:676)ी, या पढ़ने या लिखने या सीबीटी/ओएमआर-आधा(cid:303)रत परी(cid:407)णों का (cid:366)यास करने म(cid:336) शारी(cid:303)रक सीमाओं से जुड़ी किसी अ(cid:586) (cid:830)थायी विकलांगता की (cid:373)ेणियों म(cid:336) आने वाले ब(cid:336)चमाक(cid:330) दि(cid:681)ांगता वाले उ(cid:643)ीदवारों को (cid:716)ाइब/रीडर/लैब सहायक और/या (cid:366)तिपूरक समय की सुविधा (cid:366)दान की जाएगी, यदि उ(cid:643)ीदवार ऐसी सहायता चाहता है। उ(cid:643)ीदवार को परी(cid:407)ा की तारीख से कम से कम पं(cid:363)ह (15) दिन पहले सभी आव(cid:692)क सहायक द(cid:721)ावेजों के साथ आयोग को लि(cid:304)खत (cid:349)प म(cid:336) आवेदन करना होगा।

ii) दि(cid:681)ांगजनों/ब(cid:336)चमाक(cid:330) दि(cid:681)ांगजनों को यह छू ट वैध दि(cid:681)ांगता/ ब(cid:336)चमाक(cid:330) दि(cid:681)ांगता (cid:366)माण प(cid:361) (cid:366)(cid:721)ुत करने पर दी जाएगी, साथ ही यह (cid:366)माण प(cid:361) भी (cid:366)(cid:721)ुत करना होगा कि (cid:681)(cid:304)(cid:389) पढ़ने या लिखने या सीबीटी या ओएमआर-आधा(cid:303)रत परी(cid:407)ा देने म(cid:336) शारी(cid:303)रक (cid:349)प से असमथ(cid:330) है, और परी(cid:407)ा देने के लिए एक लेखक/रीडर/लैब सहायक की सहायता आव(cid:692)क है। ऐसा (cid:366)माण प(cid:361) मु(cid:421) चिकि(cid:534)ा अधिकारी, सिविल सज(cid:330)न, या किसी सरकारी (cid:738)ा(cid:726) सेवा सं(cid:830)थान के चिकि(cid:534)ा अधी(cid:407)क (cid:554)ारा हिमाचल (cid:366)देश के सामाजिक (cid:586)ाय एवं अधिका(cid:303)रता विभाग (cid:554)ारा निधा(cid:330)(cid:303)रत (cid:366)प(cid:361) म(cid:336) जारी किया जाना चाहिए।

iii) (cid:366)तिपूरक समय परी(cid:407)ा के (cid:366)ति घंटे 20 मिनट होगा और इसे आनुपातिक आधार पर परी(cid:407)ा की वा(cid:721)विक अवधि के आधार पर बढ़ाया या घटाया जा सके गा।6170 राजपत्र, हिमाचल प्रदेश, 24 सितम्बर, 2025/02 आश्विन, 1947 (cid:330)(cid:389) शारी(cid:303)रक सीमाओं वाले दि(cid:681)ांग/मानक iv) एचपीआरसीए उपयु दि(cid:681)ांग उ(cid:643)ीदवारों के लिए एक विशेष परी(cid:407)ा क(cid:336) (cid:363) (cid:830)थापित कर सकता है, ताकि परी(cid:407)ा के दौरान उनकी विशि(cid:700) आव(cid:692)कताओं को पया(cid:330)(cid:593) (cid:349)प से पूरा किया जा सके ।

v) दि(cid:681)ांग/मानक दि(cid:681)ांग उ(cid:643)ीदवार के पास यह विवेकाधिकार होगा कि वह या तो अपने लिए (cid:738)यं लेखक/पाठक/(cid:366)योगशाला सहायक की (cid:681)व(cid:830)था करे या निधा(cid:330)(cid:303)रत परी(cid:407)ा से पया(cid:330)(cid:593) समय पहले एचपीआरसीए से इसकी (cid:681)व(cid:830)था करने का अनुरोध करे । एचपीआरसीए, परी(cid:407)ा की आव(cid:692)कताओं के अनुसार, जिला, संभागीय या रा(cid:475) (cid:721)र पर उपयु(cid:389) लेखक/पाठक/ (cid:366)योगशाला सहायकों की पहचान कर उ(cid:590)(cid:336) सूचीब(cid:544) कर सकता है। ऐसे मामलों म(cid:336) जहाँ लेखक/पाठक/(cid:366)योगशाला सहायक की (cid:681)व(cid:830)था एचपीआरसीए (cid:554)ारा की जाती है, उ(cid:643)ीदवार को परी(cid:407)ा से कम से कम दो दिन पहले नियु(cid:389) (cid:681)(cid:304)(cid:389) से मिलने की अनुमति दी जाएगी, ताकि उ(cid:643)ीदवार उस (cid:681)(cid:304)(cid:389) की उपयु(cid:389)ता की पु(िcid:700) कर सके । vi) यदि किसी अ(cid:631)थ(cid:334) को अपना (cid:716)ाइब/रीडर/लैब सहायक लाने की अनुमति है, तो ऐसे (cid:681)(cid:304)(cid:389) की यो(cid:438)ता उस पद के लिए निधा(cid:330)(cid:303)रत (cid:586)ूनतम शै(cid:407)णिक यो(cid:438)ता से एक (cid:721)र कम होगी जिसके लिए परी(cid:407)ा आयोजित की जा रही है। अ(cid:631)थ(cid:334) को परी(cid:407)ा की तिथि से कम से कम पं(cid:363)ह (15) दिन पूव(cid:330) निधा(cid:330)(cid:303)रत (cid:366)प(cid:361) म(cid:336) तीन (03) (cid:366)(cid:721)ावित (cid:716)ाइब/रीडर/लैब सहायकों की सूची, उनके पूण(cid:330) विवरण और एक वचनब(cid:544)ता के साथ (cid:366)(cid:721)ुत करनी होगी। आयोग, उचित समझे जाने पर, तीन म(cid:336) से एक को अनुमति देगा।

vii ऑनलाइन भत(cid:334) आवेदन (ओआरए) म(cid:336), मानक विकलांगता के (cid:366)कटीकरण के लिए एक अलग कॉलम (cid:366)दान किया जाएगा, जिसम(cid:336) विकलांगता के (cid:366)कार और (cid:366)तिशत के साथ-साथ परी(cid:407)ा देने के लिए शारी(cid:303)रक सीमाओं की (cid:366)कृ ति, यदि कोई हो, का उ(cid:671)ेख होगा। 14-बी - (cid:720)(cid:332) ांग (cid:349)म

i) ओएमआर आधा(cid:303)रत परी(cid:407)ाओं, टाइपिंग कौशल परी(cid:407)ाओं, शॉट(cid:330)ह(cid:339)ड परी(cid:407)ाओं और वण(cid:330)ना(cid:527)क लि(cid:304)खत परी(cid:407)ाओं से संबंधित परी(cid:407)ा साम(cid:356)ी की सुर(cid:407)ा के साथ-साथ प(cid:303)रणामों से संबंधित अभिलेखों और सीसीटीवी (cid:303)रकॉडि(cid:333)ग को संर(िcid:407)त करने के लिए, परी(cid:407)ा (cid:366)(िcid:354)या की गोपनीयता सुनि(िcid:686)त करने हेतु, एक (cid:720)(cid:332) ांग (cid:349)म को डबल-लॉक (cid:366)णाली और ऑडियो और वीडियो (cid:303)रकॉडि(cid:333)ग दोनों के साथ चौबीसों घंटे (24×7) सीसीटीवी निगरानी के तहत बनाए रखा जाएगा।

ii) परी(cid:407)ा नियं(cid:361)क (cid:720)(cid:332) ांग (cid:349)म का संर(cid:407)क होगा और दू सरी चाबी आयोग (cid:554)ारा अधिकृ त अधिकारी के पास रहेगी।

iii) (cid:720)(cid:332) ांग (cid:349)म के अंदर और बाहर, इसके (cid:366)वेश बिंदु सहित, (cid:830)थापित सीसीटीवी निगरानी (cid:366)णाली की 24×7 लाइव (cid:720)(cid:332) ीमिंग आयोग के अ(cid:559)(cid:407) और सद(cid:735)ों, सचिव, उप सचिव, संयु(cid:389) नियं(cid:361)क, अवर सचिव, अनुभाग अधिकारी और/या आयोग (cid:554)ारा अधिकृ त किसी अ(cid:586) अधिकारी या कम(cid:330)चारी के लिए सुलभ कराई जाएगी। सीसीटीवी (cid:303)रकॉडि(cid:333)ग को कम से कम एक वष(cid:330) की अवधि के लिए संर(िcid:407)त किया जाएगा।

iv) आयोग (cid:554)ारा निधा(cid:330)(cid:303)रत मानक संचालन (cid:366)(िcid:354)या (एसओपी) के6171 राजपत्र, हिमाचल प्रदेश, 24 सितम्बर, 2025/02 आश्विन, 1947 अनुसार (cid:720)(cid:332) ांग (cid:349)म को स(cid:418)ी से खोला जाएगा। सभी (cid:366)वि(िcid:700)यों, निकासों और ए(cid:411)ेस की गई साम(िcid:356)यों का उचित (cid:303)रकॉड(cid:330) रखा जाएगा, जो संबंधित (cid:681)(cid:304)(cid:389)यों की पहचान और ह(cid:721)ा(cid:407)रों (cid:554)ारा विधिवत समथि(cid:330)त होगा। आयोग आव(cid:692)कतानुसार (cid:720)(cid:332) ांग (cid:349)म का निरी(cid:407)ण भी कर सकता है।

नियम 15 का संशोधन

13. (i) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 15 के खण्ड (i) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा :-

उ(cid:517)रों के मू(cid:670)ांकन के लिए एक प्रक्रिया/प्रणाली तैयार करेगा और उसे

निधा(cid:330)(cid:303)रत करेगा, जो कि सरकार (cid:554)ारा तय की गई सॉ(cid:838)टवेयर या अ(cid:586)

एज(cid:336)सी के मा(cid:559)म से होगा। आयोग हिमाचल प्रदेश सरकार के

कामि(cid:330)क विभाग के साथ परामश(cid:330) म(cid:336) एक अलग एसओपी तय करे गा। (ii) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 15 के खण्ड (ii) के उपरान्त नये खण्ड (iii), (iv) तथा (v) प्रतिस्थापित किये जाएंगे :-

(iii) विशेष(cid:466) समिति (cid:554)ारा आप(िcid:517)यों की जांच के बाद, (cid:366)(cid:721)ावित संशोधनों को एचपीआरसीए की आधिका(cid:303)रक समपि(cid:330)त विंडो पर (cid:366)काशित किया जाएगा ताकि उ(cid:643)ीदवारों को (cid:366)(cid:721)ावित प(cid:303)रवत(cid:330)नों के बारे म(cid:336) पता चल सके । यदि ऐसे (cid:366)काशन के सात दिनों के भीतर कोई और आप(िcid:517) (cid:366)ा(cid:593) नहीं होती है, तो मू(cid:670)ांकन के उ(cid:542)े(cid:692) के लिए कु ं जी को अंतिम माना जाएगा।

(iv) कं (cid:599)ूटर आधा(cid:303)रत परी(cid:407)ा, ओएमआर-आधा(cid:303)रत परी(cid:407)ा, (cid:681)(cid:304)(cid:389)परक लि(cid:304)खत परी(cid:407)ा, शॉट(cid:330)ह(cid:339)ड परी(cid:407)ा, या टाइपिंग परी(cid:407)ा, जैसा भी मामला हो, म(cid:336) उ(cid:643)ीदवार के उ(cid:517)रों का मू(cid:670)ांकन सीसीटीवी निगरानी म(cid:336) ऑडियो और वीडियो (cid:303)रकॉडि(cid:333)ग दोनों के साथ किया जाएगा। मू(cid:670)ांकन (cid:366)(िcid:354)या की लाइव (cid:720)(cid:332) ीमिंग आयोग के अ(cid:559)(cid:407) और सद(cid:735)ों, सचिव, उप सचिव, संयु(cid:389) नियं(cid:361)क, अवर सचिव, अनुभाग अधिकारी और/या आयोग (cid:554)ारा तय किए गए किसी अ(cid:586) अधिकारी या कम(cid:330)चारी को उपल(cid:617) कराई जाएगी। सीटीवी (cid:303)रकॉडि(cid:333)ग को कम से कम एक वष(cid:330) की अवधि के लिए संर(िcid:407)त किया जाएगा।

(v) शॉट(cid:330)ह(cid:339)ड और टाइपिंग टे(cid:720) सहित सभी (cid:681)(cid:304)(cid:389)परक (cid:366)कार की उ(cid:517)र पु(cid:304)(cid:721)काओं म(cid:336), एचपीआरसीए की परी(cid:407)ा शाखा (cid:554)ारा गोपनीयता बनाए रखने के लिए उ(cid:517)र पु(cid:304)(cid:721)काओं पर का(cid:665)निक रोल नंबर चिपकाए जाएं गे और उनका आगे का मू(cid:670)ांकन आयोग (cid:554)ारा निधा(cid:330)(cid:303)रत मानक संचालन (cid:366)(िcid:354)या (एसओपी) के अनुसार स(cid:418)ी से किया जाएगा। नियम 16 का संशोधन

14. (i) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 16 के खण्ड (i) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा :-

लि(cid:304)खत (cid:716)ीनिंग टे(cid:720)/ओएमआर टे(cid:720)/सीबीटी के मू(cid:670)ांकन के6172 राजपत्र, हिमाचल प्रदेश, 24 सितम्बर, 2025/02 आश्विन, 1947 आधार पर एक मे(cid:303)रट सूची तैयार की जाएगी और विभि(cid:580) आर(िcid:407)त (cid:373)ेणियों के मामले म(cid:336), (cid:373)ेणीवार मे(cid:303)रट सूची तैयार की जाएगी। पा(cid:361) और विचाराधीन उ(cid:643)ीदवारों को सामा(cid:586) (cid:373)ेणी के उ(cid:643)ीदवारों के लिए कम से कम 45% अंक और अनुसूचित जाति/अनुसूचित जनजाति/अ(cid:586) पिछड़ा वग(cid:330)/ (cid:738)तं(cid:361)ता सेनानी के आ(िcid:373)त/विशेष (cid:349)प से स(cid:407)म उ(cid:643)ीदवारों के लिए 40% अंक (cid:366)ा(cid:593) करने होंगे। निधा(cid:330)(cid:303)रत अंक से कम अंक लाने वालों को अयो(cid:438) घोषित कर दिया जाएगा और शेष चयन (cid:366)(िcid:354)या म(cid:336) उनके नाम पर विचार नहीं किया जाएगा।

परन्तु यह कि यदि निधा(cid:330)(cid:303)रत (cid:366)तिशत अंक (cid:366)ा(cid:593) करने वाले अ(cid:631)थि(cid:330)यों की सं(cid:421)ा वि(cid:466)ापित पदों की सं(cid:421)ा से कम है, तो आयोग लि(cid:304)खत (cid:349)प म(cid:336) कारण दज(cid:330) करके अह(cid:330)क (cid:366)तिशत म(cid:336) अधिकतम 5%, अथा(cid:330)त सामा(cid:586) (cid:373)ेणी के अ(cid:631)थि(cid:330)यों के लिए 40% तक और अनुसूचित जाति, अनुसूचित जनजाति, अ(cid:586) पिछड़ा वग(cid:330) और (cid:738)तं(cid:361)ता सेनानियों के आ(िcid:373)तों के अ(cid:631)थि(cid:330)यों के लिए 35% तक की छू ट दे सकता है । (ii) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 16 के खण्ड (iii) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा :-

जहाँ टाइप और शॉट(cid:330)ह(cid:339)ड परी(cid:407)ा एक अनिवाय(cid:330) यो(cid:438)ता है, वहाँ अ(cid:631)थ(cid:334)(यों) को निधा(cid:330)(cid:303)रत गति के लिए ये परी(cid:407)ाएँ देनी होंगी।

(iii) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 16 के खण्ड (v) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा :-

आयोग के दायरे में आने वाले विभिन्न र्गुप -सी पदों पर चयन सरकार के नियमों/निद(cid:7287)शों के अनुसार किया जाएगा, जो वतर्मान में

निर्धारित करते हैं कि यह के वल वस्तुनिष्ठ प्रकार के मल्टीपल कं प्यूटर वैकल्पिक प्र(cid:7396) ) एमसीक्यू (या अन्यथा प्रदान किए गए, आधारित टेस्ट के आधार पर किया जाएगा।

परन्तु यह कि आयोग (cid:554)ारा वि(cid:466)ापित पदों की सं(cid:421)ा के आधार पर कौशल परी(cid:407)ा और/या लि(cid:304)खत परी(cid:407)ा या शारी(cid:303)रक द(cid:407)ता परी(cid:407)ा (PET) के लिए पा(cid:361) उ(cid:643)ीदवारों की अधिकतम सं(cid:421)ा, जो ऐसी परी(cid:407)ा म(cid:336) उप(cid:304)(cid:830)थत होने के पा(cid:361) होंगे, नि(cid:635)ानुसार है:

क) यदि वि(cid:466)ापित पदों की सं(cid:421)ा 30 से कम है, तो वि(cid:466)ापित पदों की सं(cid:421)ा के पाँच गुना के बराबर उ(cid:643)ीदवार।

ख) यदि सं(cid:421)ा 30 और 40 के बीच है, तो 150 उ(cid:643)ीदवार। ग) यदि सं(cid:421)ा 40 से अधिक है, तो वि(cid:466)ापित पदों की सं(cid:421)ा के चार गुना के बराबर उ(cid:643)ीदवार।

इसके अलावा, यह भी (cid:366)ावधान है कि आशुलिपि कौशल की आव(cid:692)कता वाले पदों के लिए, कौशल परी(cid:407)ा के लिए बुलाए जाने वाले उ(cid:643)ीदवारों की सं(cid:421)ा वि(cid:466)ापित पदों की सं(cid:421)ा के बीस गुना तक हो6173 राजपत्र, हिमाचल प्रदेश, 24 सितम्बर, 2025/02 आश्विन, 1947 सकती है। परन्तु आगे यह कि अधिकतम पा(cid:361) उ(cid:643)ीदवारों को, यदि उपल(cid:617) हों, द(cid:721)ावेज़ स(cid:529)ापन के लिए इस (cid:366)कार बुलाया जाएगा कि आयोग नियु(cid:304)(cid:389) के लिए उ(cid:643)ीदवारों की अनुशंसा कर सके और अपे(िcid:407)त (cid:366)ती(cid:407)ा पैनल बनाए रख सके ।

परन्तु आगे यह कि यदि अंतिम चयन के चरण म(cid:336) पा(cid:361) उ(cid:643)ीदवारों की सं(cid:421)ा वि(cid:466)ापित पदों की सं(cid:421)ा से कम पाई जाती है, तो अति(cid:303)र(cid:389) उपल(cid:617) उ(cid:643)ीदवारों को, जो मे(cid:303)रट म(cid:336) अगले (cid:830)थान पर ह(cid:339) और जि(cid:590)ोंने (cid:586)ूनतम निधा(cid:330)(cid:303)रत अंकों के मानदंड को (cid:366)ा(cid:593) कर लिया है, द(cid:721)ावेज़ स(cid:529)ापन के लिए बुलाया जा सकता है, ताकि वि(cid:466)ापित पदों की अधिकतम सं(cid:421)ा को भरा जा सके ।

(iv) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 16 के खण्ड (vi) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा :-

अंतिम यो(cid:438)ता (cid:354)म सीबीटी/ओएमआर परी(cid:407)ा/ लि(cid:304)खत विषयपरक परी(cid:407)ा, जैसा भी मामला हो, म(cid:336) (cid:366)ा(cid:593) उ(cid:452)तम अंकों के अनुसार निधा(cid:330)(cid:303)रत किया जाएगा। यदि अंक समान ह(cid:339), तो अधिक आयु वाले अ(cid:631)थ(cid:334) को कम आयु वाले अ(cid:631)थ(cid:334) से ऊपर रखा जाएगा। यदि आयु भी समान है, तो आव(cid:692)क यो(cid:438)ता म(cid:336) अधिक अंक (cid:366)ा(cid:593) करने वाले अ(cid:631)थ(cid:334) को कम अंक (cid:366)ा(cid:593) करने वाले अ(cid:631)थ(cid:334) से ऊपर रखा जाएगा। (v) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 14 के खण्ड (vii) के उपरान्त निम्नलिखित नया खण्ड (vii-a) प्रतिस्थापित किया जाएंगा :-

हिमाचल (cid:366)देश सरकार की आर(cid:407)ण नीति या वत(cid:330)मान म(cid:336) लागू किसी अ(cid:586) कानून म(cid:336) निहित किसी भी बात के होते (cid:352)ए भी, यदि पा(cid:361) उ(cid:643)ीदवारों की सं(cid:421)ा वि(cid:466)ापित पदों की सं(cid:421)ा के बराबर है, तो आयोग अधिकतम (cid:303)र(cid:304)(cid:389)यों को भरने के लिए अपनी (cid:373)ेणी के वि(cid:348)(cid:544) किसी भी मेधावी आर(िcid:407)त (cid:373)ेणी के उ(cid:643)ीदवार पर विचार करेगा। (vi) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 16 के खण्ड (ix) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा :-

अंतिम परिणाम तैयार करते समय, आयोग द्वारा घोषित र्शेणी-वार

प्रतीक्षा सूची ) पैनल (निम्नानुसार तैयार की जाएगी: प्रतीक्षा पैनल.

क) जहाँ वि(cid:466)ापित पदों की सं(cid:421)ा 25 तक है, तो @25%, बशत(cid:337) (cid:586)ूनतम दो अ(cid:631)थ(cid:334) हों।

ख) जहाँ वि(cid:466)ापित पदों की सं(cid:421)ा 25 से 50 के बीच है, तो @15%, बशत(cid:337) (cid:586)ूनतम सात अ(cid:631)थ(cid:334) हों।

ग) जहाँ वि(cid:466)ापित पदों की सं(cid:421)ा 50 से अधिक है, वहाँ (cid:586)ूनतम आठ6174 राजपत्र, हिमाचल प्रदेश, 24 सितम्बर, 2025/02 आश्विन, 1947 उ(cid:643)ीदवारों के अधीन 10% की दर से। नोट: किसी भी अंश को अगली सं(cid:421)ा म(cid:336) पूणा(cid:333)कित किया जाएगा। (cid:366)ती(cid:407)ा सूची/पैनल म(cid:336) रखे गए उ(cid:643)ीदवारों को नियु(cid:304)(cid:389) का कोई अधिकार नहीं होगा, सिवाय इसके कि जब कोई चयनित/अनुशंसित उ(cid:643)ीदवार काय(cid:330)भार (cid:356)हण करने के समय तक/तक काय(cid:330)भार (cid:356)हण न करे । (cid:366)ती(cid:407)ा सूची आयोग की वेबसाइट पर भी (cid:366)काशित की

जाएगी।

(vii) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 16 के खण्ड (x) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा :- अंतिम प(cid:303)रणाम घोषित करते समय, चयनित उ(cid:643)ीदवारों (cid:554)ारा (cid:366)ा(cid:593) कु ल अंक (cid:373)ेणीवार भी दशा(cid:330)ए जाएँ गे। लि(cid:304)खत (cid:716)ीनिंग/वण(cid:330)ना(cid:527)क परी(cid:407)ा/ कौशल परी(cid:407)ा/पीईटी म(cid:336) (cid:366)ा(cid:593) अंक अलग से दशा(cid:330)ए जाएं गे। चयनित अ(cid:631)थि(cid:330)यों के रोल नंबर और नाम यो(cid:438)ता (cid:354)म म(cid:336) (cid:366)काशित किए जाएं गे, जो संबंधित नियो(cid:389)ा विभाग म(cid:336) उनकी पार(cid:729)(cid:303)रक व(cid:303)र(cid:703)ता निधा(cid:330)(cid:303)रत कर(cid:336) गे।

(viii) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 16 के खण्ड (xii) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा :- चयन की अनुशंसा आयोग के सचिव (cid:554)ारा अधियाचन (cid:366)ाधिकारी को भेजी जाएगी, जिसकी सूचना आयोग को दी जाएगी और प(cid:303)रणाम एचपीआरसीए के सूचना प(cid:485) और आधिका(cid:303)रक वेबसाइट पर भी (cid:366)दशि(cid:330)त किया जाएगा, साथ ही अ(cid:631)थ(cid:334) को (cid:681)(cid:304)(cid:389)गत (cid:349)प से सूचित किया जाएगा और उसे उनकी यूजर आईडी पर अपलोड किया

जाएगा।

नियम 17 का संशोधन

15. (i) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 17 के खण्ड (ii) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा :-

सभी (cid:586)ायिक (cid:366)(िcid:354)याओं के (cid:366)योजन के लिए, आयोग के सचिव एचपीआरसीए हमीरपुर के नाम से मामला या उ(cid:517)र दायर करे गा। (ii) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 17 के खण्ड (v) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा :-

सचिव, अ(cid:559)(cid:407) की अनुमति से, ऐसे कानूनी मामले म(cid:336) जिसम(cid:336) आयोग एक प(cid:407)कार है, वि(cid:694)ेषणा(cid:527)क डेटा या (cid:303)रपोट(cid:330) आयोग के (cid:830)थायी परामश(cid:330)दाता के पैनल या महाधिव(cid:389)ा को तुरं त उपल(cid:617) कराने के निद(cid:337)श दे सकते ह(cid:339)।

(iii) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 17 के खण्ड (vii) के उपरान्त निम्नलिखित नया खण्ड (viii) प्रतिस्थापित किया जाएगा :-

(viii) आयोग, (cid:586)ायालयों म(cid:336) अपना पक्ष रखने या (cid:366)तिनिधि(cid:533) करने के लिए अपने (cid:721)र पर अधिव(cid:389)ाओं को नियु(cid:389) करेगा, बशत(cid:337) कि शु(cid:651) संरचना का अनुमोदन कामि(cid:330)क विभाग, हिमाचल (cid:366)देश सरकार6175 राजपत्र, हिमाचल प्रदेश, 24 सितम्बर, 2025/02 आश्विन, 1947 (cid:554)ारा किया जाए। नियम 18 का संशोधन

16. (i) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 18 में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा :-

सभी (cid:366)शासनिक मामलों पर आयोग के अ(cid:559)(cid:407) के पूव(cid:330) अनुमोदन से सचिव (cid:554)ारा निण(cid:330)य लिया जाएगा।

नियम 19 का संशोधन

17. (i) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 19 के खण्ड (i) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा :- सभी वि(cid:517)ीय श(cid:304)(cid:389)यां आयोग के सचिव के पास निहित होंगी, जो वि(cid:517)ीय मामलों म(cid:336) काया(cid:330)लया(cid:559)(cid:407) की पूण(cid:330) श(cid:304)(cid:389) का (cid:366)योग कर(cid:336) गे। (ii) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 19 के खण्ड (ii) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा :-

सरकार (cid:554)ारा समय-समय पर जारी (cid:366)ासंगिक नियमों और निद(cid:337)शों के (cid:366)ावधानों के अनुसार, सचिव, संयु(cid:389) नियं(cid:361)क, एचपीएफ एं ड एएस की सहायता से चालू वष(cid:330) के अनुमानों या संशोधित अनुमानों और चालू वि(cid:517)ीय वष(cid:330) के दौरान किए गए खच(cid:344) के आधार पर बजट अनुमान तैयार कर(cid:336) गे।

(iii) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 19 के खण्ड (iv) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा :-

इस (cid:366)कार तैयार किए गए बजट अनुमान सरकार को भेजे जाने से कम से कम 10 दिन पहले अ(cid:559)(cid:407) के सम(cid:407) अनुमोदन हेतु (cid:366)(cid:721)ुत किए जाएँ गे। अ(cid:559)(cid:407), यदि आव(cid:692)क या उचित समझ(cid:336), तो अनुमानों म(cid:336) प(cid:303)रवत(cid:330)न कर सकते ह(cid:339)।

(iv) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 19 के खण्ड (v) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा :-

सचिव, आयोग के (cid:681)य के संबंध म(cid:336) सूचना और निद(cid:337)श हेतु अ(cid:559)(cid:407) को (cid:361)ैमासिक (cid:303)रपोट(cid:330) (cid:366)(cid:721)ुत करेगा ।

नियम 20 का संशोधन

18. (i) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 20 के खण्ड (i) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा :-

आयोग के सचिव हिमाचल (cid:366)देश वि(cid:517)ीय नियम 2009 और सरकार (cid:554)ारा समय-समय पर जारी अ(cid:586) अनुदेशों म(cid:336) उ(cid:304)(cid:671)(cid:304)खत सभी संहितागत औपचा(cid:303)रकताओं को पूरा करने के अधीन व(cid:721)ुओं और सेवाओं की खरीद की (cid:681)व(cid:830)था करने के लिए स(cid:407)म (cid:366)ाधिकारी होंगे। (ii) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और6176 राजपत्र, हिमाचल प्रदेश, 24 सितम्बर, 2025/02 आश्विन, 1947 संचालन) नियम, 2024 के नियम 20 के खण्ड (ii) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा :- निविदा/ई-निविदा/बोलियां संबंधित नियमों और शत(cid:344) के साथ निविदा द(cid:721)ावेज तैयार करने के बाद सचिव (cid:554)ारा आमं(िcid:361)त की जाएं गी। (iii) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 20 के खण्ड (iii) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा :-

उचित (cid:721)र की निविदा खोलने वाली समिति/तकनीकी समिति का निण(cid:330)य सचिव (cid:554)ारा आयोग के अ(cid:559)(cid:407) के पूव(cid:330) अनुमोदन से किया

जाएगा।

(iv) हिमाचल प्रदेश राज्य चयन आयोग, हमीरपुर (प्रक्रिया और संचालन) नियम, 2024 के नियम 20 के खण्ड (iv) में विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा :- सभी अनुबंध समझौतों पर आयोग के सचिव (cid:554)ारा अ(cid:559)(cid:407) की पूव(cid:330) (cid:738)ीकृ ति से ह(cid:721)ा(cid:407)र किए जाएँ गे।

No. Per(AP.B)A(3)-2/2024.—In exercise of the powers conferred by Article 162 of the Constitution of India, the Governor, Himachal Pradesh, is pleased further to amend the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules, 2024, issued vide notification dated 01-03-2024 and published in the Rajpatra, Himachal Pradesh dated 5th March, 2024, namely:—

Short title and

commencement

1. (i) These rules may be called the Himachal Pradesh Rajya Chayan Aayog (Business and Procedure) (First Amendment) Rules 2025.

(ii) These rules shall come into force from the date of their publication in the Rajpatra (e-Gazettee), Himachal Pradesh.

Amendment of short 2. (i) In the Himachal Pradesh Rajya Chayan Aayog,6177 राजपत्र, हिमाचल प्रदेश, 24 सितम्बर, 2025/02 आश्विन, 1947 title. Hamirpur (Business and Procedure) Rules, 2024 hereinafter referred to as the said rules,— (i) for the existing short title i.e " Himachal Pradesh Rajya Chayan Aayog, Hamirpur", the following short title shall be substituted, namely: " Himachal Pradesh Rajya Chayan Aayog " ; and

Amendment of rule

(i) For the existing provisions of clause (ii) rule 2 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:- "Secretary" means Secretary of the Aayog as appointed by the Government of Himachal Pradesh from time to time. ;"

(ii) The existing provisions of clause (v) of rule 2 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules, 2024, shall be deleted and the revised numbering of the exiting clauses No. (vi) to (xxiv) shall be as clauses No. (v) to (xxiii).

(iii) For the existing provisions of clause (viii) of rule 2 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:-

"Controller of Examination" means the Secretary of the HPRCA and Additional Controller of Examination means Assistant Registrar/ Section Officer. ;"

(iv) For the existing provisions of clause (ix) of rule 2 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:-

"Drawing and Disbursing Officer" means Head of the Department, Head of Office, and Joint Controller (HPF&AS) so appointed to draw bills and make payments on behalf of the HP Rajya Chayan Aayog, Hamirpur.

(v) After the existing provisions of clause (xiv) of rule 2 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the new following clause (xiv-a) shall be inserted, namely:-

"Head of Office" means the Secretary of the Himachal Pradesh Rajya Chayan Aayog (HPRCA).

(vi) For the existing provisions of clause (xviii) of rule 2 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:-

"Officer" means Secretary, Deputy Secretary, Joint Controller, Under Secretary, District Attorney/ Deputy District Attorney/ Law Officer, Dy. Director (IT), Assistant Registrar, Section Officer, Supdt. Grade (I), Programmer etc. of the Aayog.

(vii) For the existing provisions of clause (xxii) of rule 2 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:-

"Relation" for obtaining "No Relation Certificate" means close relatives in blood relations and marital relations and includes Parents (including parents of the spouse);Spouse; Children (including adopted or step-children) and their spouses;Siblings (including adopted or step siblings), their spouses, and children and their spouse; Brother- in-law and Sister-in-law, their spouses, and children and their spouse; First Uncle and Aunt (including of Spouse) their Spouse, and Children and their spouses, if any.

Amendment of

rule 3

(i) After the first proviso of the existing provisions of clause (ii) of rule 3 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the new following second proviso shall be inserted, namely:- Provided further that if the decision taken for reconsideration is approved in the next meeting, the same shall be accepted.

(ii) For the existing provisions of clause (v) of rule 3 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:-

"The agenda for the meetings will be drawn by the Secretary or in his /her absence by an officer not below the rank of Assistant Registrar/ Section Officer and shall be sent to the Chairman and Member(s) at least two days in advance with prior approval of the Chairman for studying by them."

(iii) For the existing provisions of clause (vi) of rule 3 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:-

"All the proceedings / decision of the Aayog in a meeting will be recorded in the minutes by the Secretary and the said minutes after approval of the Chairman shall be circulated to all the Members, whether he/she was present in the meeting or not, within 7 days of the meeting and will be signed by the Chairman and the Members. If, a Member abstains from voting or does not put on his / her signature, the fact shall be entered in the minutes. It shall be the duty of the Secretary to ensure that all the minutes of the meetings of the Aayog are preserved as a permanent record."

(iv) For the existing provisions of clause (vii) of rule 3 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:- "All decisions taken during the meeting shall be reduced to writing on the relevant file under the signatures of the Members present in the meeting and shall not be invalidated due to the absence of any Member at such meeting and the decisions shall be deemed to be that of the Aayog. After approval of the Member(s) present, the Secretary shall record each decision on the relevant file under his / her signatures."

(v) For the existing provisions of clause (viii) of rule 3 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:-

"The decisions/advice/proposals of the Aayog shall in all cases be communicated to all concerned through a letter signed by the Secretary or in his / her absence by the senior most officer present not below the rank of Under Secretary/Assistant Registrar /Section Officer of the Aayog."

(vi) For the existing provisions of clause (ix) of rule 3 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:-

"The Aayog may invite expert officer(s) or non- expert officer(s) and/or a departmental nominee of the requisitioning authority/ employer for the purpose of assisting it in the course of its meeting, and he / she shall be paid for his / her services in accordance with the rate(s) approved by the Aayog from time to time except employees of the Himachal Pradesh Government."

(vii) The existing provisions of clause (x) of rule 3 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules, 2024, shall be deleted and the revised numbering of the exiting clause No. (xi) shall be as clause No. (x).

Amendment of

rule 5

(i) For the existing provisions of rule 5 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:-

"The Aayog shall entertain only those online requisitions which are sent by the Directorate of Recruitment, Himachal Pradesh, strictly within the time frame prescribed by the Government. However the Aayog may entertain requisitions from other department/institution/Board/PSU/ Corporation as may be decided by the Government. For this purpose, the Aayog shall provide an appropriate online interface on its official website, through which the concerned Departments or other agencies shall submit requisitions. The web-based system shall ensure that a requisition is deemed complete only upon submission of all requisite documents, as per the prescribed checklist—such as a duly certified copy of the applicable Recruitment and Promotion (R&P) Rules, approval of the competent authority for filling the specified6181 राजपत्र, हिमाचल प्रदेश, 24 सितम्बर, 2025/02 आश्विन, 1947 number of vacancies, and other relevant documents. The Aayog shall verify the submitted documents for authenticity and clarity, and communicate its acceptance, rejection or any queries related to the requisition through the online system within a stipulated timeframe, as authenticated by the Secretary."

Amendment of

rule 6

(i) For the existing provisions of clause (ii) of rule 6 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:- "Except in cases where a different cut-off date is specifically prescribed by the Aayog, the last date for receipt of online recruitment applications as indicated in the advertisement shall, for all intents and purposes, be considered the cut-off date for determining eligibility, including the acquisition of minimum qualifications, experience, improvement in qualifications, distinction in sports (including NCC), and any other attribute claimed by the candidate. Any such qualifications, experience, distinctions or other special attributes acquired after the said cut-off date shall not be considered or given any weightage.

Provided that the validity of the category certificate of candidates belonging to the OBC- NCL, BPL/EWS, Ward of Freedom Fighters category, etc., shall be determined with reference to both the prescribed closing date for submission of the Online Recruitment Application (ORA) and the date of document verification; meaning thereby that such candidates must possess a valid category certificate throughout the entire selection process."

(ii) For the existing provisions of clause (iv) of rule 6 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:- "The category of the candidate claimed in the ORA before he / she applies for the post shall be treated as final. In case the candidate has inadvertently filled his category wrongly in the ORA or his/ her category undergoes a change before the prescribed closing date for submission of online recruitment application through OTR portal of HPRCA then such candidate shall have to get his/her application modified by requesting the Aayog to that effect in writing. In such a6182 राजपत्र, हिमाचल प्रदेश, 24 सितम्बर, 2025/02 आश्विन, 1947 situation, the candidate shall have to deposit the differential amount of the application fees as is applicable for the category claimed by him/her. However, in cases where candidate finds out at any later stage that he/she has wrongly filled his category in the ORA or there is change of category which is beyond the control of the candidate at any stage during the recruitment process ; provided he/she has not availed any relaxed standards in terms of age, experience, qualification etc., he/she will inform about it in writing to the Aayog within 15 days after the conduct of screening test /CBT failing which no request shall be entertained by the Aayog. In such cases, if he/she has paid the examination fees as per the norms of reserved category then he/she will have to deposit the requisite fees. Decision of Aayog on his/her request to change the category shall be final."

(iii) For the existing provisions of clause (v) of rule 6 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:- "The statutory certificates like Bonafide Himachali, SC, ST, WFF and legal heir issued on parentage basis on the prescribed format which are of permanent nature shall be acceptable to the Aayog. However, the certificates of OBC on parentage basis on the prescribed format and BPL/EWS also on the prescribed format issued by the competent authority shall be valid on the prescribed cut-off date for submission of online recruitment application as well as on the date of documents verification. The latest certificate issued by the competent authority along with self-undertaking stating that his/ her status has not been changed and he/she is not excluded from the category of OBC or EWS or BPL will have to be submitted by the candidate to the Aayog as and when asked by the Aayog as well as on the date of document verification."

(iv) For the existing provisions of clause (vi) of rule 6 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:- "Since the eligibility of all provisionally admitted candidates will be adjudged/ checked on the day of document verification, therefore, the candidates are required to produce original certificates/ documents as proof in support of6183 राजपत्र, हिमाचल प्रदेश, 24 सितम्बर, 2025/02 आश्विन, 1947 their claims regarding age-limit, category, educational qualifications, experience etc. made in the online recruitment application. On the day of document verification as conveyed online, if any candidate fails to produce original certificate of his/her category of which he/she has made claim in the online recruitment application in addition to other original certificates with regard to his/her eligibility, he/she shall not be allowed to appear before the Document Verification Committee and his/her candidature shall stand automatically rejected.

In case of any doubt regarding the recognition of the institution from which the candidate has acquired the essential qualifications, the onus shall lie on the candidate to prove that the said institution is a recognized."

(v) For the existing provisions of clause (vii) (f(i)), (l), of rule 6 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted/deleted, namely:-

"A candidate at any stage of examination / selection which shall include final selection and sending recommendation(s) thereof or during the course of examination or any selection process conducted or being conducted may in addition to rendering himself/ herself liable to criminal prosecution under relevant laws(in the case of candidate already in service under Government, to disciplinary action and criminal prosecution under the appropriate rules and relevant laws) may be debarred from appearing in any examination for a period not exceeding 15 years, or his candidature may be cancelled at the discretion of the Aayog w.e.f. the date as may be decided by the Aayog, if he or she is found involved in the following:-

f)(i) Found making effort to obtain/ obtained copy of question paper through improper means; l) Deleted.

(vi)

After the existing provisions of clause (k) of rule 6 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the new following sub-clauses (l), (m), (n), (o), (p) and (q) shall be inserted, namely:-

"l) Attempts to temper with the hardware/software of the computer based device installed in the examination center for the conduct of CBT examination.

m) Attempts to hack the computer system or the server of the center/remote server connected with the conduct of CBT examination.

n) Attempts to tamper with the recorded response to the answer of questions given during CBT examination. o) Found using any Bluetooth/Wi-Fi or any other electronic device/gadget to contact inside/outside the examination center. p) Tampering or use of whitener/correction fluid on the OMR sheet to alter/add the answers of the questions. q) Conspiring, attempting to commit, or abetting any of the acts specified in the foregoing clauses, whether directly or indirectly affecting the functioning or integrity of the Aayog;

Amendment of

rule 7

(i) For the existing provisions of clause (i) of rule 7 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:- "After receiving the requisition for making direct recruitment to the post(s) /service(s), an indicative advertisement (in brief) shall be published in at least two leading newspapers (one in Hindi and one in English) on a date to be decided by the Chairman and detailed advertisement shall be uploaded on the official website of the Aayog for inviting online recruitment applications (ORAs) from the desirous and eligible candidates through "One Time

Registration" (OTR) portal of HPRCA as per provisions of Service Rules, or on principles agreed to by the Aayog where there are no Service Rules in force at that time. Candidate shall upload all relevant documents/testimonials in support of his/her eligibility on the OTR portal of HPRCA. The detailed instructions regarding filling up of online application form shall be uploaded on the official website of the Aayog. The requisition(s) received upto the prescribed closing date for submission of online recruitment applications shall be included in the number of6185 राजपत्र, हिमाचल प्रदेश, 24 सितम्बर, 2025/02 आश्विन, 1947 posts initially advertised after notifying in the newspapers/ gazette."

(ii) For the existing provisions of clause (iii) of rule 7 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:- "The Aayog shall have power to club at any time before the closing date of advertisement, any post(s) having same essential qualification, nomenclature of the post as per R&P Rules.

Provided that the posts to be filled on regular basis and those meant for trainees, or for trainees only, in Government Departments, Public Sector Undertakings, Boards, Corporations, etc., shall not be clubbed together to avoid the compromise of merit due to non- joining."

Amendment of

rule 8

(i) For the existing provisions of clause (c) of rule 8 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:- "The Online Recruitment Application (ORA), once submitted, may be permitted to be modified, including change of category, by the Aayog within a prescribed period after the closing date for submission of the ORA. Such modifications shall be subject to payment of a correction fee, as specified in the advertisement. In the event of a change of category, the differential amount of application fee, if any, shall also be required to be deposited for acceptance of such ORA. The opening and closing dates of the correction window shall be indicated in the advertisement."

Amendment of

rule 9

(i) For the existing provisions of clause (ii) of rule 9 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:-

"The examination fee, processing fee, correction charges or any similar fee/charges shall be determined by the Aayog. However, while prescribing the fee, due consideration shall be given to the instructions and guidelines issued by the State Government in this regard."6186 राजपत्र, हिमाचल प्रदेश, 24 सितम्बर, 2025/02 आश्विन, 1947 (ii) The existing provisions of clause (iii) of rule 9 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, following shall be deleted and the revised numbering of the exiting clause No. (v) shall be as clauses No. (iii). .

(iii) The existing provisions of clause (iv) of rule 9 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, following shall be deleted and the revised numbering of the exiting clause No. (vi) shall be as clause No. (iv).

(iv) For the existing provisions of clause (vi) of rule 9 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namelyand the revised numbering of the exiting clauses No. (vi) to (xxiv) shall be as clauses No. (v)::-

"The candidates of reserved categories of other States i.e. other than the Himachal Pradesh State, will be treated as General category candidates and the benefits of reservation and fee concession will not be admissible to such candidates."

10.

Amendment of

rule 10

(i) For the existing provisions of clause (i) of rule 10 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:- "All desirous and eligible candidates shall be given minimum of 21 (twenty-one) days for submission of online applications through OTR portal of HPRCA. Each advertisement shall indicate closing date for submission of online recruitment applications through OTR portal. The online recruitment applications can be filled up by the desirous and eligible candidates till 11.59 P.M. of the prescribed closing date for submission of application through OTR portal of HPRCA after which the link will be disabled. However, in compelling circumstances, the date can be extended with the prior approval of the Chairman of the Aayog after recording the reasons for the same."

(ii) For the existing provision of clause (v) of rule 10 i.e. from the words "On the to details:-" of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024,6187 राजपत्र, हिमाचल प्रदेश, 24 सितम्बर, 2025/02 आश्विन, 1947 the following shall be substituted and the existing sub-clauses (a) to (e) shall remain intact, namely:-

"On the day, following the closing / last date prescribed for receipt of applications, an abstract under the headings indicated below shall be prepared by the branch concerned with the help of Nodal officer/ computer cell as per SOP/ job chart decided by the Aayog and will be submitted to the Secretary through e-office or otherwise for information along with following details: -"

(iii) For the existing provisions of sub-clause (b) of clause (vi) of rule 10 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:- "The e-admit cards of the provisionally admitted candidates, indicating their category and other relevant particulars, shall be created and uploaded individually against their USER ID to be downloaded by the candidates. SMS alert / email shall also be sent to such candidate(s) on their mobile numbers and e-Mail. The candidate's information shall additionally be accessible through a QR code printed on the e-Admit Card."

11.

Amendment of

rule 11

(i) The existing provisions of clause (iv) of rule 11 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, following shall be deleted. The numbering of existing clauses i.e. 11 (v), (vi) & (vii) shall be renumbered as (iv), (v) & (vi).

(ii) For the existing provisions of clause (vi) (now (v) as per (i) above) of rule 11 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:- "After the expiry of cut-off date notified for the receipt of applications two check lists of the candidates i.e. one of provisionally admitted candidates on the basis of requisite fee deposited by the candidates and other of rejected candidates on the grounds of non- payment or under payment of requisite fee will be prepared & printed by the official/ officer of concerned Recruitment Branch in physical as well in digital form as per SOP/ job chart decided by the Aayog. Only after scrutinizing the entire record properly by the Branch itself, the candidates shall be6188 राजपत्र, हिमाचल प्रदेश, 24 सितम्बर, 2025/02 आश्विन, 1947 admitted provisionally to appear in the Preliminary Examination/ CBT/Written Screening Test or Skill test/Document Verification, as the case may be, on the basis of their claims made in the online recruitment application forms."

12.

Amendment of

rule 14

(i) For the existing provisions of clause (i) of rule 14 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:- "If it is decided that a screening test or a written test preceded by screening test, is to be held then the examination centers will be selected keeping in view the number of candidates and their location, seating capacity, computer related infrastructure, internet, UPS, approach, suitability, furniture, staff, electricity, water and other relevant factors."

(ii) For the existing provisions of clause (ii) of rule 14 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:-

"Where the number of eligible candidates is less than the advertised posts, the Aayog shall determine and notify an appropriate criterion for selection."6189 राजपत्र, हिमाचल प्रदेश, 24 सितम्बर, 2025/02 आश्विन, 1947 (iii) For the existing provisions of clause (iii) of rule 14 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:-

"Where the Aayog has infrastructure or can make arrangement, it may decide to conduct the written objective type screening test through online computer process.

Provided that the OMR test, computer based test, subjective written test and typing test, as the case may be, shall be conducted under the CCTV camera surveillance with both audio and video recording. The entry and exit points of the examination centers shall also be covered under CCTV surveillance. Live streaming of the conduct of examination shall be made available to the Chairman and Members of the Aayog, the Secretary, Deputy Secretary, Joint Controller, Under Secretary, Section Officer, and/or any other officer or official as may be decided by the Aayog. The CCTV recordings shall be preserved for a minimum period of one year."

(iv) For the existing provisions of clause (v) of rule 14 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:-

"Once the date of examination and venue has been decided, the e-admit cards of provisionally admitted candidates shall be created and uploaded individually against their USER ID by the recruitment branch or service provider, as the case may be for downloading by them. SMS alert/email shall also be sent to such candidate(s) who submit their mobile numbers and email addresses. The Public Notice shall be published in two leading newspapers (one in Hindi & one in English) as well as on the website of the Aayog. No separate correspondence will be done in this regard.

(v) For the existing provisions of clause (vii) of rule 14 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:-

"The Controller/ Additional Controller of Examination of the Aayog shall maintain a panel of suitable and qualified person for getting the paper(s) set and evaluation thereof, himself/ herself or through other agency, as may be decided by the Aayog."

(vi) For the existing provisions of clause (viii) of rule 14 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:- "Controller/Additional Controller shall assist and coordinate in generation of encrypted/ printed question paper himself/ herself or through the other agency as may be decided and secrecy, accuracy and quality shall be ensured."

(vii) After the existing provisions of clause (ix) of rule 14 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following new sub-clause (ix-a) shall be inserted, namely:-

"The Chairman, Members, Officers, and Officials of the HPRCA, including employees of any outsourced agency entrusted with the conduct of the examination, or any other field agency, paper setters, evaluators, or third parties connected with the recruitment process—from the stage of advertisement until its conclusion—shall be required to submit a 'No Relation Certificate' to enable the Aayog to disassociate them from that particular selection process, if necessary."

(viii) For the existing provisions of clause (xi) of rule 14 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:-

"The candidates having valid photo identity card shall be allowed to enter the examination center after verification of their e-admit cards through barcode/ QR code scanning and/or by way of Biometrics/iris scanning etc. as prescribed by the Aayog."

(ix) For the existing provisions of clause (xiv) of rule 14 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:-

"Wherever number of candidates for a post is limited, the option of OMR based tests may be preferred by the Aayog in place of CBT."

(x) After the existing provisions of clause (xv) of rule 14 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following new clause (xv) shall be inserted, namely:-

"In case of OMR-based tests, Typing Skill Tests, Shorthand Tests, and Descriptive Written Examinations, the Centre Superintendent shall seal the answer sheets and related materials in tamper-evident envelopes/plastic sleeves, as per the Standard Operating Procedure (SOP) to be prescribed by the Aayog, in order to ensure the confidentiality of the examination."

(xi) After the existing provisions of rule 14 [clauses (i) to (xv)], of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following new rule 14-A {Conduct of written examinations for Persons with Benchmark Disabilities} and 14-B {Strong Room} shall be inserted, namely:-

"14-A - Conduct of written examinations for Persons with Benchmark Disabilities

i) Subject to the guidelines issued by the Department of Social Justice and Empowerment, Government of Himachal Pradesh, from time to time regarding the conduct of written examinations for Persons with Benchmark Disabilities (PwBD), the facility of a scribe/reader/lab assistant and/or compensatory time shall be provided to candidates with benchmark disabilities falling under the categories of blindness, locomotor disability (both arms affected – BA), cerebral palsy, or any other permanent disability, involving physical limitations to read or write or attempt CBT/OMR-based tests, if such assistance is desired by the candidate. The candidate shall be required to apply in writing to the Aayog at least fifteen (15) days prior to the date of the examination, along with all requisite supporting documents.

ii) This concession to persons with disabilities/benchmark disabilities shall be granted upon production of a valid disability/benchmark disability certificate, along with a certificate stating that the individual has a physical limitation to read or write or attempt a CBT or OMR-based test, and6192 राजपत्र, हिमाचल प्रदेश, 24 सितम्बर, 2025/02 आश्विन, 1947 that the assistance of a scribe/reader/lab assistant is essential for undertaking the examination. Such certificate must be issued by the Chief Medical Officer, Civil Surgeon, or Medical Superintendent of a Government healthcare institution, in the proforma prescribed by the Department of Social Justice and Empowerment, Himachal Pradesh.

iii) The compensatory time shall be 20 minutes per hour of the examination and shall be increased or decreased on a pro-rata basis, depending on the actual duration of the examination.

iv) The HPRCA may constitute a special examination center for candidates with disabilities/benchmark disabilities having the aforesaid physical limitations, in order to adequately address and accommodate their specific needs during the conduct of examination.

v) A candidate with disability/ benchmark disability shall have the discretion to either arrange his/her own scribe/reader/lab assistant or make a request to the HPRCA for providing the same, sufficiently in advance of the scheduled examination. The HPRCA may, as per the requirements of the examination, identify and empanel suitable scribes/readers/lab assistants at the District, Divisional, or State level. In cases where the scribe/reader/lab assistant is arranged by the HPRCA, the candidate shall be allowed to meet the assigned person at least two days prior to the examination, to enable the candidate to verify the suitability of the individual.

vi) In case a candidate is permitted to bring his/her own scribe/ reader/lab assistant, the qualification of such person shall be one level below the minimum educational qualification prescribed for the post for which the examination is being conducted. The candidate shall submit a list of three (03) proposed scribes/readers/lab assistants, along with their complete details and an undertaking in the prescribed proforma, at least fifteen (15) days prior to the date of the examination. The Aayog shall permit one out of the three, as deemed appropriate.

vii) In the Online Recruitment Application (ORA), a separate column shall be provided for disclosure of benchmark disability, indicating the type and percentage of the disability, as well as the nature of physical limitation(s) for undertaking examination, if any.

14-B Strong Room

i) For the safe custody of examination material pertaining to OMR-based tests, Typing Skill Tests, Shorthand Tests, and Descriptive Written Examinations, as well as records related to results and CCTV recordings required to be preserved, a strong room shall be maintained under double-lock system and round-the-clock (24×7) CCTV surveillance with both audio and video recording, to ensure the confidentiality of the examination process.

ii) The Controller of Examination shall be the custodian of the strong room, and the second key shall remain with the officer authorized by the Aayog.

iii) The 24×7 live streaming of the CCTV surveillance system installed inside and outside the strong room, including its entry point, shall be made accessible to the Chairman and Members of the Aayog, the Secretary, Deputy Secretary, Joint Controller, Under Secretary, Section Officer, and/or any other officer or official as may be authorized by the Aayog. The CCTV recordings shall be preserved for a minimum period of one year.

Amendment of

rule 15

(iv)The strong room shall be opened strictly in accordance with the Standard Operating Procedure (SOP) prescribed by the Aayog. A proper record of all entries, exits, and accessed materials shall be maintained, duly supported by the identification and signatures of the concerned persons. The Aayog may also conduct inspections of the strong room, as and when deemed necessary." (i) For the existing provisions of clause (i) of rule 15 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:- "The Aayog will device and prescribe a mechanism/system for the evaluation of OMR sheets, answer sheets of written subjective test, typing tests, shorthand test, and responses of CBT through a software or through the other agency as decided by the Govt. Separate SOP shall be decided by the Aayog in consultation with the Department of Personnel to the GoHP." (ii) After the existing provisions of clause (ii) of rule 15 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following new clauses (iii), (iv) & (v) shall be inserted, namely:-

(iii) After examination of the objections by the Expert Committee, the proposed amendments shall be published on the official dedicated window of the HPRCA to enable the candidates to know about the proposed changes. If no further objections are received within seven days of such publication, the key shall be deemed final for the purpose of evaluation.

(iv) The evaluation of candidate's responses in the Computer Based Test, OMR-based test, subjective written examination, shorthand test, or typing test, as the case may be, shall be conducted under CCTV surveillance with both audio and video recording. Live streaming of the evaluation process shall be made available to the Chairman and Members of the Aayog, the Secretary, Deputy Secretary, Joint Controller, Under Secretary, Section Officer, and/or any other officer or official as may be decided by the Aayog. The CCTV recordings shall be preserved for a minimum period of one year.

(v) In all subjective type answer sheets, including those of the shorthand and typing tests, fictitious roll numbers shall be affixed on the answer sheets by the Examination Branch of the HPRCA to maintain confidentiality and their further evaluation shall be carried out strictly in accordance with the Standard Operating Procedure (SOP) prescribed by the Aayog.

14.

Amendment of

rule 16

(i) For the existing provisions of clause (i) of rule 16 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:- "On the basis of evaluation of Written Screening Test/OMR Test/CBT, a merit list shall be prepared and in case of different reserved categories, the category-wise merit list shall be prepared. The candidates to be eligible and in the consideration zone, must secure at-least 45% marks in the case of general category candidates and 40% marks in the case of Scheduled Caste/ Scheduled Tribe/ Other Backward Classes/ Wards of Freedom Fighter candidate/ specially abled candidate. Those securing less than the prescribed marks will be disqualified and will not6195 राजपत्र, हिमाचल प्रदेश, 24 सितम्बर, 2025/02 आश्विन, 1947 be considered for the remaining selection process.

Provided that if the number of candidates securing the prescribed percentage of marks is less than the number of advertised posts, the Aayog may relax the qualifying percentage by a maximum of 5%, i.e., upto 40% for General category candidates and 35% for candidates belonging to Scheduled Castes, Scheduled Tribes, Other Backward Classes, and Wards of Freedom Fighters, for reasons to be recorded in writing."

(ii) For the existing provisions of clause (iii) of rule 16 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:-

"Where a type and shorthand test is an essential qualification, the candidate(s) will be required to undergo these tests for the prescribed speed."

(iii) For the existing provisions of clause (v) of rule 16 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:-

posts advertised if the number is greater than 40.

Provided further that for the posts requiring stenography skills, the number of candidates to be called for the skill test may be up to twenty times the number of advertised posts.

Provided further that the maximum number of eligible candidates, if available, shall be called for document verification in such a manner as to enable the Aayog to recommend candidates for appointment and to maintain the required waiting panel.

Provided further that if the number of eligible candidates at the stage of final selection is found to be less than the number of advertised posts, the additional available candidates who are next in merit and have qualified the benchmark of minimum prescribed marks may be called for document verification, in order to fill up the maximum number of advertised posts."

(iv) For the existing provisions of clause (vi) of rule 16 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:-

"Final order of merit shall be determined in accordance with highest marks secured in the CBT/OMR Test/Written Subjective Examination, as the case may be. In case the marks are equal, then the candidate who is older in age will be placed above the candidate younger in age. In case the age is also same then the candidate having more marks in the essential qualification will be placed above the candidate having less marks."

(v) After the existing provisions of clause (vii) of rule 16 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following new clauses (vii-a) shall be inserted, namely:-

"Notwithstanding anything contained in the reservation policy of the Government of Himachal Pradesh or any other law for the time being in force, if the number of eligible candidates is equal to the number of advertised posts, the Aayog shall consider any meritorious reserved category candidate against their own category in order to fill up the maximum number of vacancies."

(vi) For the existing provisions of clause (ix) of rule 16 of the Himachal Pradesh Rajya Chayan6197 राजपत्र, हिमाचल प्रदेश, 24 सितम्बर, 2025/02 आश्विन, 1947 Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:-

"While preparing the final result, a category-wise waiting list (Panel) shall be prepared as declared by the Aayog as under:

Waiting panel.

a) Where the number of advertised posts is upto 25 then @ 25% subject to minimum of two candidates.

b) Where the number of advertised posts is between 25 to 50 then @15% subject to minimum of seven candidates.

c) Where the number of advertised posts is above 50 then @10% subject to minimum of eight candidates.

Note: Any fraction shall be rounded off to next

number.

The candidates placed in the waiting list/panel shall have no right to be appointed except when a selected/ recommended candidate does not join within/till the joining time. The waiting panel shall also be published on the website of the Aayogand will be in operation for one year from the date of sending recommendation of the Aayog to the concerned Appointing Authority."

(vii) For the existing provisions of clause (x) of rule 16 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:-

"While declaring the final result, category-wise total marks obtained by selected candidates will also be shown. The marks obtained in the written screening/ descriptive test/ skill test/PET shall be shown separately. (iii) After the existing provisions of clause (vii) of rule 15 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following new clauses (viii) shall be inserted, namely:-

"The Aayog shall engage Advocate(s) at its own level to defend or represent it in the Courts, subject to the approval of the fee structure by the Department of Personnel, Government of Himachal Pradesh."

rule 18

(i) For the existing provisions of rule 18 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:- "All the Administrative matters shall be decided by the Secretary with the prior approval of the Chairman of Aayog."6199 राजपत्र, हिमाचल प्रदेश, 24 सितम्बर, 2025/02 आश्विन, 1947 17.

rule 19

(i) For the existing provisions of clause (i) of rule 19 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:- "All the financial powers shall be vested with the Secretary of the Aayog who will exercise full power of Head of the Office in financial matters."

(ii) For the existing provisions of clause (ii) of rule 19 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:-

"As per provisions of relevant rules and instructions issued by the Government from time to time, the Secretary with the help of Joint Controller, HPF&AS will prepare the budget estimates based on current year estimates or revised estimates and the expenses incurred during the current financial year."

(iii) For the existing provisions of clause (iv) of rule 19 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:- "Budget estimates so prepared shall be presented before the Chairman for approval at least 10 days before being sent to the Government. The Chairman, if deem necessary or appropriate, can make changes in the estimates."

(iv) For the existing provisions of clause (v) of rule 19 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:-

"Secretary shall make quarterly report to the Chairman for information and direction regarding the expenditure of the Aayog."

rule 20

(i) For the existing provisions of clause (i) of rule 20 of the Himachal Pradesh Rajya Chayan Aayog, Hamirpur (Business and Procedure) Rules 2024, the following shall be substituted, namely:-
