संख्या-जीएडी-बी(एफ)2-1/2025.--जनगणना अधिनियम, 1948 (1948 के अधिनियम संख्या 37) की धारा 4 की उप-धारा (2) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, हिमाचल प्रदेश के राज्यपाल, भारत 219-राजपत्र/2025-07-01-2026 (9933) 9934 राजपत्र, हिमाचल प्रदेश, 07 जनवरी, 2026/17 पौष, 1947 की जनगणना 2027 के उपक्रम को संपादित करने, उसमें सहायता देने अथवा उसकी देख-रेख करने हेतु, अधोलिखित सारणी के कॉलम (3) में उल्लिखित अधिकारियों को उनके नाम के समक्ष कॉलम (4) में दर्शाए गए पदनाम के साथ, उनके अपने क्षेत्राधिकार, जो कॉलम (5) में वर्णित है, की सीमाआें के भीतर, जनगणना अधिकारी नियुक्त किया जाना अधिसूचित करते हैं।

2. उक्त अधिनियम की धारा 4 की उप-धारा (2) द्वारा प्रदा शक्तियों (जनगणना नियम, 1990 की धारा 3 के साथ पठित) का प्रयोग करते हुए, हिमाचल प्रदेश के राज्यपाल द्वारा उपरोक्त सारणी के कॉलम (3) में वर्णित अधिकारियों को उनके-अपने अधिकार क्षेत्र में जनगणना अधिकारियों की नियुक्ति करने की शक्ति प्रत्यायोजित की जाती है।
3. हिमाचल प्रदेश के राज्यपाल यह भी अधिसूचित करते हैं कि जनगण्ना अधिनियम, 1948 की धारा 11 के प्रावधानों के अनुसार, कोई भी जनगणना पदाधिकारी अथवा कोई भी ऐसा व्यक्ति जिसे जनगणना के संपादन में विधिवत सहायता देने की अपेक्षा की गई हो और जो इस अधिनियम या इसके अधीन बनाए गए किसी नियम के अन्तर्गत उसे सौंपे गए किसी कर्त्तव्य का पालन करने से मना करता है, या कोई भी व्यक्ति जो किसी अन्य व्यक्ति को ऐसे किसी कर्त्तव्य के पालन में बाधा पहुँचाता है या अवरोध उत्पन्न करता है, तो उपरोक्त प्रावधानों के अंतर्गत एक हजार रुपये तक का जुर्माना तथा दोषसिद्ध की स्थिति में उस पर तीन वर्ष तक के कारावास का दंड भी लगाया जा सकेगा।

2. In exercise of the power conferred by sub-section (2) of Section 4 of the said Act (read with Section 3 of the Census Rules,1990), the Governor, Himachal Pradesh is further pleased to delegate to the Officers noted at Column (3) of the above table the power of appointing Census- Officers within their respective jurisdictions.
3. The Governor, Himachal Pradesh is further pleased to bring it to the notice of all concerned that as per the provision of Section 11 of the Census Act, 1948, any Census Officer or any person lawfully required to give assistance towards the taking of census and who refuses to perform any duty allotted to him/ her under this Act or any rule made thereunder, or any person who hinders or obstructs another person in performing any such duty, shall be punishable with fine up to one thousand rupees and in case of a conviction shall also be punishable with imprisonment which may extend to three years.
