संख्याःगृह(ए)ए(1)4/2025.--हिमाचल प्रदेश के राज्यपाल, हिमाचल प्रदेश पुलिस अधिनियम, 2007 (2007 का राज्य अधिनियम संख्यांक 17)े की धारा 11 की उप-धारा (1) के साथ पठित, भारतीय नागरिक 10-राजपत्र/2026-16-04-2026 (781) 782 राजपत्र, हिमाचल प्रदेश, 16 अप्रैल, 2026/26 चैत्र, 1948 सुरक्षा संहिता, 2023 (2023 का केन्द्रीय अधिनियम संख्यांक 46) की धारा 2 की उप-धारा (1) के खण्ड (प) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, पुलिस महानिदेशक, हिमाचल प्रदेश के परामर्श से, इस अधिसूचना के राजपत्र (ई-गजट), हिमाचल प्रदेश में प्रकाशित किए जाने की तारीख से उप मण्डल पुलिस अधिकारी ज्वाली के अधीन पुलिस चौकी कोटला को स्तरोन्नत करके पुलिस थाना कोटला सृजित करते हैं, और नीचे दी गई अनुसूची की स्तम्भ संख्याः (3) में यथावर्णित गांवों को स्तम्भ संख्या (4) में वर्णित पुलिस थाना के स्थानीय क्षे़त्रों से स्तम्भ संख्याः (5) में वर्णित नव सृजित पुलिस थाना के स्थानीय क्षेत्रों में अन्तरित करते हैं, अर्थात्‌ः-

No. Home(A)A(1)4/2025.—In exercise of the powers conferred by clause (u) of sub- section (1) of section 2 of Bharatiya Nagarik Suraksha Sanhita, 2023 (Central Act No.46 of 2023) read with sub-section (1) of section 11 of the Himachal Pradesh Police Act, 2007 (State Act No.17 of 2007), the Governor, Himachal Pradesh, in consultation with the Director General of Police, Himachal Pradesh, is pleased to create Police Station Kotla by upgrading the Police Post Kotla under Sub-Divisional Police Officer (SDPO) Jawali and to transfer the villages as enumerated in Column No.(3) from the local area of the Police Station as mentioned in Column No.(4) to the local area of the newly created Police Station mentioned in Column No.(5) of the SCHEDULE given below thereof, with effect from the date of publication of this Notification in the Rajpatra (e-Gazette), Himachal Pradesh, namely:—

No. FFE-B-F(1)3/2026.—In order to comply with the directions of the Hon'ble High Court, Himachal Pradesh in CWPIL No. 30/2022 titled as Court on its own motion v/s State of H.P. & Ors., a Uniform Policy w.r.t. Soil and Moisture Conservation and Rain Water Harvesting works, is required to be formulated for the State of Himachal Pradesh.

Therefore, in order to facilitate policy formulation, the Governor of Himachal Pradesh is pleased to constitute a Committee of Head of Department of the concerned stakeholders departments under the Chairmanship of the Pr. Chief Conservator of Forests (HoFF), Himachal Pradesh, as under:—

1. Will collect and analyse data on existing policies and schemes, various interventions on soil and moisture conservation works and Rain Water harvesting alongwith its physical and financial expenditure incurred during last 02 years.

2. Will formulate a policy on soil moisture conservation and rain water harvesting keeping in view the geology, geography, biodiversity, hydrology and climatic concern.

3. Will undertake surveys and gather scientific data's pertaining to the policy to be framed.

4. Will convene regular meeting and workshops as and when required

5. Will engage expert institution(s) having domain knowledge and expertise

6. Will regularly update and submit report on progress to the Government of Himachal Pradesh on fortnightly basis.

7. The Committee may associate any other stakeholder department, if needed

8. The Committee will complete the draft of an overarching policy for soil moisture conservation and rain water harvesting and submit the same to the Government within a period of two months.

संख्याः एफएफई-बी-एफ (6)14/99.--सरकार द्वारा वन्य प्राणी (संरक्षण) अधिनियम, 1972 की धारा 26क के अधीन अधिसूचना संख्याः एफएफई-बी-एफ(6)-14/99 तारीख 01-11-1999 द्वारा 61 वर्ग किलोमीटर क्षेत्र को तीर्थन अभ्यारण्य स्थल घोषित करने हेतु अधिसूचना जारी की गई थी।

सरकार द्वारा वन्य प्राणी (संरक्षण) अधिनियम, 1972 की धारा 35(1) के अधीन अधिसूचना संख्याःएफएफई-बी-एफ(6)-11/2005 तारीख 28-07-2010 द्वारा तीर्थन अभ्यारण्य स्थल को ग्रेट हिमालयन राष्ट्रीय उद्यान में विलय करने के लिए एक अन्य आशय अधिसूचना जारी की गई थी।

माननीय पर्यावरण, वन एवं जलवायु परिवर्तन मंत्री, भारत सरकार की अध्यक्षता में तारीख 26-06-2025 को राष्ट्रीय वन्य प्राणी बोर्ड की स्थाई समिति की 84वीं बैठक में भारत सरकार द्वारा हिमाचल प्रदेश के ग्रेट हिमालयन राष्ट्रीय उद्यान से तीर्थन वन्य जीव अभ्यारण्य का अविलयन करने हेतु सीमा परिवर्तन के प्रस्ताव की अनुशंसा की गई है।

अतः हिमाचल प्रदेश के राज्यपाल, राष्ट्रीय बोर्ड की सिफारिशों पर और अधिसूचना संख्याः एफएफई-बी-एफ(6)-11/2005 तारीख 28-07-2010 के अतिक्रमण में, उपरोक्त अधिनियम की धारा 26क द्वारा प्रदा शक्तियों का प्रयोग करते हुए इकसठ वर्ग किलोमीटर क्षेत्रफल से समाविष्ट तीर्थन क्षेत्र को अभ्यारण्य के रूप में घोषित करने हेतु जारी अधिसूचना संख्याः एफएफई-बी-एफ(6)-14/99 तारीख 01-11-1999 को प्रत्यावर्तित करते हैं।

No. FFE-B-F(6)14/99.—Whereas, a notification under section 26A of the Wildlife (Protection) Act, 1972 was issued by the Government vide notification No.FFE-B-F(6)-14/99 dated 01-11-1999 to declare the Tirthan area as wildlife sanctuary comprising an area of 61 Sq.Kms. And whereas, a notification under section 35(1) of the Wildlife (Protection) Act, 1972 was issued by the Government vide notification No.FFE-B-F(6)11/2005 dated 28-7-2010 declaring an intention to merge 61 sq. kms. area of the Tirthan Wildlife Sanctuary with the Great Himalayan National Park.

And whereas, the Standing Committee of National Board for Wildlife in its 84th meeting held on 26-06-2025 under the Chairmanship of Hon'ble Minister for Environment, Forest & Climate Change, Government of India has recommended for alteration of boundaries to demerge the Tirthan Wildlife Sanctuary from intended Great Himalayan National Park, Himachal Pradesh.

Now, therefore, the Governor of Himachal Pradesh, on the recommendation of the National Board and in supersession of Notification No.FFE-B-F(6)11/2005 dated 28-07-2010 is pleased to restore the Notification No.FFE-B-F(6)14/99 dated 01-11-1999, issued in exercise of the powers conferred by section 26A of the said Act, declaring the Tirthan area comprising 61 sq. kms. as a wildlife sanctuary.
