सं0ःपीसीएच-एचए (1) 18/2008-III-24112-305.--इस विभाग की समसंख्यक अधिसूचना तारीख 10-04-.2026 के अन्तर्गत, हिमाचल प्रदेश पंचायती राज (निर्वाचन) संशोधन नियम, 2026 का प्रारूप, हिमाचल प्रदेश पंचायती राज अधिनियम, 1994 (1994 का अधिनियम संख्यांक 4) की धारा 186 की उपधारा (3) उपबन्धों के अधीन यथा अपेक्षित, जनसाधारण से आक्षेप (पों) और सुझाव (वों) आमन्त्रित करने के लिए राजपत्र (ई-गजट) हिमाचल प्रदेश में तारीख 10-04-2026 को प्रकाशित किया गया था;

नियत अवधि के भीतर इस बाबत कोई भी आक्षेप व सुझाव प्राप्त नहीं हुए;

अतः हिमाचल प्रदेश के राज्यपाल, हिमाचल प्रदेश पचांयती राज अधिनियम, 1994 (1994 का अधिनियम संख्यांक 4) की धारा 186 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, अधिसूचना संख्या पीसीएच-एचए (3)6/94-तारीख 7 फरवरी, 1995 द्वारा अधिसूचित और तारीख 8 फरवरी, 1995, को राजपत्र (असाधारण) हिमाचल प्रदेश में प्रकाशित हिमाचल प्रदेश पंचायती राज (निर्वाचन) नियम, 1994 का और संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ः-

1. संक्षिप्त नाम और प्रारम्भ.—(1) इन नियमों का संक्षिप्त नाम हिमाचल प्रदेश पंचायती राज (निर्वाचन) तीसरा संशोधन नियम, 2026 है।

(2) ये नियम राजपत्र (ई-गजट), हिमाचल प्रदेश में प्रकाशन की तारीख से प्रवृत्त होंगे।999 राजपत्र, हिमाचल प्रदेश, 20 अप्रैल, 2026/30 चैत्र, 1948 2. नियम 85 का संशोधन.—हिमाचल प्रदेश पंचायती राज (निर्वाचन) नियम, 1994 के नियम (जिसे इसमें इसके पश्चात्‌ "उक्त नियम" कहा गया है) के नियम 85 में,

(क) उक्त नियमों के नियम (1-क) में, "यथाशक्य सम्भव परन्तु उप-नियम (1) के अधीन शपथ या राज्य निष्ठा का प्रतिज्ञान दिलाए जाने या किए जाने के सात दिनों के अपश्चात्‌" शब्दों के स्थान पर "उप-नियम (1) के अधीन शपथ या राज्य निष्ठा का प्रतिज्ञान दिलाए जाने या किए जाने के पश्चात्‌" शब्द रखे जाएंगे।

(ख) उक्त नियमों के उप-नियम (1-क) के परन्तुक के स्थान पर निम्नलिखित रखा जाएगा, अर्थात्‌:-

"परन्तु निष्ठा की शपथ की बैठक बुलाने और अध्यक्ष या उपाध्यक्ष के निर्वाचन के लिए बैठक बुलाने हेतु पृथक नोटिस जारी किए जाएंगे।"

(ग) उक्त नियम के उप-नियम (5) में, "परन्तु प्रथम बैठक की तारीख के दस दिन के भीतर" और "अन्तिम स्थगित बैठक की तारीख से दस दिन के भीतर "शब्दों का लोप किया जाएगा"।

3. नियम 86 का संशोधन.—(क) उक्त नियमों के नियम (1-क) में, "या यथाशक्य सम्भव परन्तु उप-नियम (1) के अधीन शपथ या राज्य निष्ठा का प्रतिज्ञान दिलाए जाने या किए जाने के दस दिनों के अपश्चात्‌" शब्दों के स्थान पर "उप-नियम (1) के अधीन शपथ या राज्य निष्ठा का प्रतिज्ञान दिलाए जाने या किए जाने के पश्चात्‌" शब्द रखे जाएंगे।

(ख) उक्त नियमों के उप-नियम (1-क) के परन्तुक के स्थान पर निम्नलिखित रखा जाएगा, अर्थात्‌:- "परन्तु निष्ठा की शपथ की बैठक बुलान ेऔर अध्यक्ष या उपाध्यक्ष के निर्वाचन के लिए बैठक बुलाने हेतु पृथक नोटिस जारी किए जाएंगे।"

(ग) उक्त नियम के उप-नियम (4) में, "प्रथम बैठक की तारीख से दस दिन के भीतर" और "अन्तिम स्थगित बैठक की तारीख से दस दिन के भीतर" शब्दों का लोप किया जाएगा।

NOTIFICATION

Shimla-09, the 18th April, 2026.

No.PCH-HA (1)18/2008-III-24112-305.—Whereas the draft Himachal Pradesh Panchayati Raj (Election) Rules, 1994 were notified vide this department notification of even number dated 10- 04-2026 and published in Rajpatra of Himachal Pradesh on dated 10-04-2026 for inviting 1000 राजपत्र, हिमाचल प्रदेश, 20 अप्रैल, 2026/30 चैत्र, 1948 objections and suggestions from general public under the provision of section 186 of Himachal Pradesh Panchayati Raj Act, 1994, (Act No. 4 of 1994);

And whereas, no objection(s) /suggestion(s) has been received in this regard, within the stipulated period;

Now, therefore, in exercise of the powers conferred by section 186 of the Himachal Pradesh Panchayati Raj Act, 1994 (Act No. 4 of 1994), the Governor, Himachal Pradesh is pleased to make the following rules further to amend the Himachal Pradesh Panchayati Raj (Election) Rules, 1994, notified vide this Department notification No. PCH-HA (3)-6/94 dated 7th February,1995 and published in the Rajpatra, Himachal Pradesh (Extra-ordinary) on 8th February,1995, namely:—

1. Short title and commencement.—(1) These rules may be called the Himachal Pradesh Panchayati Raj (Election) Third Amendment Rules, 2026.

(2) These rules shall come into force from the date of their publication in Rajpatra (e- Gazette), Himachal Pradesh.

2. Amendment of rule 85.—In rule 85 of the Himachal Pradesh Panchayati Raj (Election) Rules, 1994 (hereinafter referred to as the "said rules"),—

(a) in sub rule (1-A) of the said rules the words"As soon as possible but not later than seven days" shall be omitted.

(b) the proviso to sub rule(1-A) shall be substituted as under:— "Provided that separate notices shall be issued for calling the meeting for oath of allegiance and the meeting for the election of Chairman or the Vice Chairman."

(c) in sub rule 5 of the said rules the words"within ten days from the date of first meeting" and the words "within ten days from the date of the last adjourned meeting" shall be omitted .

3. Amendment of rule 86.—In rule 86 of the "said rules",—

(a) in sub rule (1-A) of the said rules the words "As soon as possible but not later than ten days" shall be omitted.

(b) the proviso to sub rule(1-A) of the said rules shall be substituted as under:—

संख्याः-पीसीएच-एचए(1)4/2025-24034-58.—क्योंकि भारत के संविधान के 73वें संशोधन अधिनियम, 1992 एवं हिमाचल प्रदेश पंचायती राज अधिनियम, 1994 (वर्ष 1994 का संख्यांक 4) के प्रावधानों के अनुरूप पंचायतों के सामान्य निर्वाचन से पूर्व, जिला परिषद अध्यक्षों के पदों के लिए आरक्षण किया जाना अनिवार्य है;

अतः हिमाचल प्रदेश के राज्यपाल, हिमाचल प्रदेश पंचायती राज अधिनियम, 1994 की धारा 125 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, हिमाचल प्रदेश पंचायती राज (निर्वाचन) नियम, 1994 के नियम 89 के उप-नियम (1) तथा (9) के प्रयोजन हेतु, हिमाचल प्रदेश की जिला परिषदों के अध्यक्ष पदों का निर्धारण एवं इन पदों को अनुसूचित जाति, अनुसूचित जनजाति, पिछड़ा वर्ग एवं महिलाओं (अनुसूचित जाति, अनुसूचित जनजाति, पिछड़ा वर्ग की महिलाओं के लिए आरक्षित स्थानों सहित) के लिए संलग्न "अनुसूची" में दिए गए विवरणानुसार, आरक्षित करने के सहर्ष आदेश प्रदान करते हैं;

अधिसूचना सख्याः ईडीएन(टीई)एफ(5)2/2025.-हिमाचल प्रदेश के राज्यपाल का यह समाधान हो गया है कि हिमाचल प्रदेश सरकार को सरकारी व्यय पर लोक प्रयोजन हेतु राजकीय हाइड्रो इंजीनियरिंग कॉलेज बन्दला, बिलासपुर, हिमाचल प्रदेश के लिए सड़क/भवन/रास्ते इत्यादि के निर्माण हेतु गाँव बन्दला, तहसील सदर, जिला बिलासपुर, हिमाचल प्रदेश में कुल 3-10 बीघा निजी भूमि अर्जित की जानी अपेक्षित है। परियोजना के लिए सामाजिक समाघात निर्धारण (एसआईए) यूनिट द्वारा सामाजिक समाघात निर्धारण अध्ययन कार्यान्वित किया गया था और इसकी रिपोर्ट सरकार को प्रस्तुत की गई है। हिमाचल प्रदेश सरकार ने विशेषज्ञ समूह से सामाजिक समाघात निर्धारण अध्ययन का अंकन निर्धारण संचालित करवाया है जिसे सरकार को प्रस्तुत किया गया था। सामाजिक समाघात निर्धारण रिपोर्ट की प्रतियों के साथ-साथ विशेषज्ञ समूह की अंकन रिपोर्ट की प्रतियां भी प्रभावित ग्राम पंचायतों को प्रदत्त की गई थी।

एतद्‌द्वावारा यह अधिसूचित किया जाता है कि उपरोक्त प्रयोजन के लिए भूमि निम्नलिखित विनिर्दिष्ट क्षेत्र में संभाव्य अपेक्षित हैः-

सामाजिक समाघात निर्धारण रिपोर्ट का सार निम्नानुसार हैः-

"राजकीय हाइड्रो इंजीनियरिंग कालेज बन्दला, बिलासपुर की संकल्पना ऊर्जा और अन्य सम्बद्ध क्षेत्रों के लिए कुशल इंजीनियर तैयार करना है। हिमाचल प्रदेश में इसकी पांच प्रमुख नदियों में अपार जल विद्युत1003 राजपत्र, हिमाचल प्रदेश, 20 अप्रैल, 2026/30 चैत्र, 1948 संभाव्य है। राज्य में अनेक जल विद्युत परियोजनाएं संचालित हो रही हैं और बहुत सारी की निकट भविष्य में क्रियाशील होने की संभावना हैं। यह क्षेत्र तेज गति से वृद्धि कर रहा है और इन परियोजनाओं के लिए कुशल इंजीनियर अपेक्षित है। राजकीय हाइड्रो इंजीनियरिंग कालेज बन्दला, बिलासपुर की स्थापना इस क्षेत्र की माँग को पूरा करने के लिए बड़ी संख्या में इंजीनियर तैयार करने के लिए की गई है। वर्तमान में संस्थान कार्य कर रहा है। तथापि, पीएएफ के सामने आने वाली विस्थापन के कारण चुनौतियों और समस्याओं को नजरअंदाज नहीं किया जा सकता है और उचित शमन की आवश्यकता है, इस मामले में आरएफसीटीएलएआरआर अधिनियम के अनुसार मुआवजा प्रदान किया जाएगा। यह परियोजना राष्ट्रीय महत्व की है और प्रत्येक पीएएफ कालेज के निर्माण का समर्थन करता है परन्तु यदि उनके पुनर्वास और पुनव्र्यवस्थापन की मांग, उचित मुआवजा और उनके द्वारा उठाए गए मुद्दों का समय पर समाधान हो। चूंकि यह परियोजना सार्वजनिक उद्देश्य की पूर्ति करती है और भूमि अधिग्रहण के लिए सार्वजनिक सुनवाई के दौरान पीएएफ की 100 प्रतिशत सहमति है, इसलिए एसआईए टीम भूमि अधिग्रहण की सिफारिश करती है।"

यह अधिसूचना इससे संबंधित सभी व्यक्तियों के लिए भूमि अर्जन, पुनर्वासन और पुनव्र्यवस्थापन में उचित प्रतिकर और पारदर्शिता अधिकार अधिनियम, 2013 (2013 का 30) की धारा 11 (1) के उपबन्धों के अधीन जारी की गई है।

भू-अर्जन एवं उप-मण्डल अधिकारी (नागरिक), सदर जिला बिलासपुर के कार्यालय में अनुरक्षित अभिलेख के अनुसार किसी भी परिवार का इस भू-अर्जन से विस्थापन होने की सम्भावना नहीं है। परिवारों के विस्थापन यदि कोई हो, के –ष्टिगत, उपायुक्त, जिला बिलासपुर को प्रभावित परिवारों के पुनर्वासन और पुनव्र्यवस्थापन के प्रयोजन हेतु प्रशासक के रूप में नियुक्त किया जाता है। अतः यह अधिसूचित किया जाता है कि उपरोक्त हेतु परियोजना के लिए गांव बंदला, तहसील सदर, जिला बिलासपुार, हिमाचल प्रदेश मानक माप 3-10 के लिए रकबे की भूमि, जिसका ब्यौरा और विवरण ऊपर दिया गया है, अधिग्रहणाधीन है।

हिमाचल प्रदेश के राज्यपाल, उक्त अधिनियम की धारा 12 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, अपने कर्मचारिवृन्द और कर्मकारों के साथ अर्जन कार्य में तत्समय लगे अधिकारी को उक्ता क्षेत्र में किसी भूमि में प्रवेश करने और सर्वेक्षण करने तथा इस धारा द्वारा अपेक्षित या अनुज्ञात समस्त अन्य कार्यों को करने के लिए प्राधि—त करते हैं।

अधिनियम की धारा 11(4) के अधीन कोई भी व्यक्ति समाहर्ता (कलक्टर), भू-अर्जन एवं उप-मण्डल अधिकारी (नागरिक) सदर, जिला बिलासपुर के पूर्व अनुमोदन के बिना इस अधिसूचना के प्रकाशन की तारीख से भूमि का कोई भी संव्यवहार नहीं करेगा या कोई भी संव्यवहार नहीं होने देगा अर्थात्‌ क्रय/विक्रय आदि नहीं करेगा या ऐसी भूमि पर कोई भी विल्लंगम सृजित नहीं करेगा।

पूर्वोक्त अधिनियम की धारा-15 के अधीन यथा उपबंधित इस अधिसूचना के प्रकाशन की तारीख से 60 (साठ) दिनों के भीतर किसी भी हितबद्ध व्यक्ति द्वारा अर्जन के बारे में जैसे प्रतिकर के संदाय, उपार्जन (कमाई) के नुकसान, फसलों के नुकसान, पुनर्वास व पुनव्र्यवस्थापन आदि के बारे में उप-मण्डल अधिकारी (नागरिक), सदर, जिला बिलासपुर, हिमाचल प्रदेश के समक्ष आक्षेप, यदि कोई हो, दायर किए जा सकेंगे।

भूमि के रेखांकन (प्लान) का निरिक्षण उप-मण्डल अधिकारी (नागरिक), सदर, जिला बिलासपुर एवं भू-अर्जन अधिकारी सदर, जिला बिलासपुर, हिमाचल प्रदेश के कार्यालय में किसी भी कार्य दिवस को कार्य समय के दौरान किया जा सकेगा।

TECHNICAL EDUCATION, VOCATIONAL AND

INDUSTRIAL TRAINING DEPARTMENT

PRELIMINARY NOTIFICATION

Shimla-2, the 18th April, 2026

No. EDN(TE) F(5) 2/2025.—Whereas, the Governor of Himachal Pradesh is satisfied that a total land of 3-10 bigha is required in Village Bandla, Tehsil Sadar, District Bilaspur, Himachal Pradesh, at public expenses, for public purpose, namely for the construction of road/building/passage etc. for Govt. Hydro Engineering College Bandla, Bilaspur H.P. Social Impact Assessment Study was carried out by the Social Impact Assessment (SIA) Unit for the project and a report has been submitted to the Government. The Government of Himachal Pradesh has got conducted the Appraisal Assessment of SIA study from Expert Group, which was also submitted to the Government. The copies of the Social impact Assessment (SIA) Report as well as copies of Appraisal Report of Expert Group were supplied to the affected Gram Panchayats.

It is notified that land in the following specified area is likely to be required for the above purpose:—

The summary of the Social Impact Assessment Report is as follows:—

"The vision of Government Hydro Engineering College Bandla, Bilaspur is to create skilled

engineers for energy and other allied sectors. Himachal Pradesh is blessed with vast hydro power

potential in its five major rivers. Many Hydro electric projects are in operations in the State and

many are supposed to be functional in near future. The Sector is growing rapidly and skilled

engineers are required by these projects. The Government Hydro Engineering College Bandla,

Bilaspur is established to create large numbers of engineers for fulfillment of the demand in this

sector. Currently the institution is functioning. However, the challenges and problems owing to

disturbance that the PAFs' would face cannot be ignored and needs proper mitigation (in this case

compensation as per the RFCTLARR Act). The project is of national importance and every PAFs

supports construction of Hydro Engineering College provided their demands of rehabilitation and

resettlement, fair compensations and issues raised by them are resolved in time. As this project

serve the public purpose and PAFs has 100% consent during public hearing for land acquisition by

SIA team therefore recommend land acquisition".

This notification is made under the provisions of Section 11(1) of "The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013", to all whom it may concern.

No family is likely to be displaced due to land acquisition in terms of the record maintained in the office of Land Acquisition Officer-cum-Sub-Divisional Officer (Civil) Sadar, Distt. Bilaspur HP.

The Deputy Commissioner, Bilaspur, District Bilaspur is appointed as Administrator for the purpose of Rehabilitation and Resettlement of the affected families in view of the displacement of families, if any. Therefore, it is notified that for the above said project in the Village Bandla, Tehsil Sadar, District Bilaspur, Himachal Pradesh a piece of land measuring 3-10 bigha, of standard measurement, whose detail and description has been given above.

In exercise of the powers conferred by Section 12 of the said Act, the Government of Himachal Pradesh is pleased to authorize the officer for the time being engaged in the undertaking with their servants and workmen to enter upon and survey any land in the said area and do all other acts required or permitted by this section.

Under Section 11(4) of the Act, no person shall make any transaction or cause any transaction of land i.e. sale/purchase, etc., or create any encumbrances on such land from the date of publication of this notification without prior approval of the Collector, Land Acquisition-cum- Sub-Divisional Officer (Civil) Sadar, District Bilaspur, Himachal Pradesh.

Objections to the acquisition like payment of compensation, loss of earning, loss of crops, resettlement and rehabilitation etc. if any, may be filed by the persons interested within 60 (sixty days) from the date of publication of this notification as provided under Section 15 of the Act before Sub-Divisional Officer ©-cum-Land Acquisition Collector (Govt. Hydro Engineering College Bandla), Tehsil Sadar, District Bilaspur H.P.

Plans of the land can be inspected in the office of the Sub-Divisional Officer (Civil)-cum- Land Acquisition Collector, Sadar, District Bilaspur H.P. on any working day during the working hours.

विषय.—वेतन के एक भाग का छह महीने की अवधि के लिए आस्थगन।

संख्या: फिन (सी)-बी (7)-1/2021.—हिमाचल प्रदेश के राज्यपाल विद्यमान वित्तीय परिस्थितियों को ध्यान में रखते हुए और मित(cid:7390)यी राजकोषीय प्रबन्धन के हित में, भारत के सविधान के अनुच्छेद 309 के परन्तुक के अधीन प्रदत्त शक्तियों का प्रयोग करते हुए सरकारी कर्मचारियों के कतिपय प्रवग(cid:7300) के मासिक वेतन के एक भाग को छह मास की अवधि के लिए अस्थायी रूप से आस्थगित करने का आदेश करते हैं जो मई 2026 में संदत्त किये जाने वाले अप्रैल मास के वेतन से प्रभावी होगा ।

आस्थगन का विवरण इस प्रकार है:—

1. निम्नलिखित के सन्दर्भ में वेतन का 30% आस्थगित किया जाएगा:

3. पारदशिता सुनि(िcid:7391)त करने के लिए वेतन के संदेय एवं आस्थगित घटकों को ई-वेतन प्रणाली तथा वेतन पचियों में स्पष्ट रूप से दर्शाया जाएगा।

4. वेतन के आस्थगित भाग की गणना को सभी प्रयोजनों जैसे पेंशन लाभ, छु (cid:7349)ी नकदीकरण इत्यादि हेतु संबंधित नियमों के अनुसार किया जाएगा।

5. आयकर, एनपीएस/यूपीएस/जीपीएफ अंशदान इत्यादि सहित वैधानिक कटौतियाँ भविष्य में लेखांकन संबंधी समस्याओं से बचने के लिए लागू नियमों के अनुसार पूर्ण राशि पर ही विनियमित रहेंगी। स्थगित1007 राजपत्र, हिमाचल प्रदेश, 20 अप्रैल, 2026/30 चैत्र, 1948 राशि की गणना आयकर, एनपीएस/यूपीएस/जीपीएफ अंशदान और अन्य नि(िcid:7391)त कटौतियों को घटाकर प्राप्त वेतन पर की जाएंगी।

6. बोर्ड, निगम, सार्वजनिक क्षेत्र के उपकर्म, स्वायत्त निकाय, विश्वविद्यालय और अन्य प्रमुख संस्थाएं जो राज्य सरकार से अनुदान या किसी भी प्रकार की वित्तीय सहायता प्राप्त करती हैं, उन्हें भी सरकार के अनुरूप इस निर्णय को अपनाना होगा।

7. ऋण की किश्तें चुकाने वाले कर्मचारियों के संबंध में, निम्नलिखित प्रावधान लागू होंगे:—

o ऐसे कर्मचारी संलग्न प्रारूप में आहरण एवं संवितरण अधिकारी (डीडीओ) को एक वचनबंध प्रस्तुत कर सकते हैं।

o वचनबंध प्रस्तुत करने पर, ऋण की किस्तों की राशि घटाने के बाद शेष वेतन पर आस्थगन की गणना की जाएगी।

8. वेतन का स्थगित भाग कटौती नह(cid:7277) माना जाएगा तथा राज्य सरकार की वित्तीय स्थिति के आधार पर, जैसा कि सरकार द्वारा निर्धारित किया जाए इसे बाद की तारीख पर जारी किया जाएगा।

9. यह उपाय अस्थायी प्रकृ ति का है और वित्तीय संसाधनों के कु शल प्रबंधन के लिए सामूहिक प्रयास के रूप में अपनाया जा रहा है। सभी विभागों को इन निद(cid:7287)शों का कड़ाई से अनुपालन सुनि(िcid:7391)त करने का निद(cid:7287)श दिया जाता है।

NOTIFICATION

Shimla-2, the 18th April, 2026

Subject.—Deferment of a portion of salary for a period of six months.

No. Fin(C)-B(7)-1/2021.—The Governor, Himachal Pradesh in view of the prevailing financial circumstances and in the interest of prudent fiscal management, in exercise of the powers1009 राजपत्र, हिमाचल प्रदेश, 20 अप्रैल, 2026/30 चैत्र, 1948 conferred under proviso to Article 309 of the Constitution of India, is pleased to order temporary deferment of a portion of the monthly salary of certain categories of government employees for a period of six (6) months, effective from the salary of April to be paid in May 2026.

The details of the deferment are as follows:—

1. 30% of the salary shall be deferred in respect of:—

o Chief Secretary o Additional Chief Secretaries o Principal Secretaries o Director General of Police o Additional Director General of Police o Principal Chief Conservator of Forests (HOFF) o Principal Chief Conservator of Forests o Additional Principal Chief conservator of Forests

2. 20% of the salary shall be deferred in respect of:—

o Secretaries o Heads of Departments o Inspector General of Police o Dy. Inspector General of Police o Sr. Superintendent of Police o Police Officers upto the level of SPs o Chief Conservator of Forests o Conservator of Forests. o Other Forest Officers upto the DFOs level.

3. The payable and deferred components of salary shall clearly be reflected in the e-salary system and pay slips to ensure transparency.

4. The deferred portion of salary shall be reckoned for all purposes like pensionary benefits, leave encashment etc. as per relevant rules.

5. Statutory deductions including income tax, NPS/UPS/GPF contributions etc. shall continue to be regulated as per the applicable rules on full amount only to avoid future accounting issues. Deferment amount will be calculated on the Salary net of tax paid, NPS/UPS/GPF contribution, other fixed deductions.

6. Boards, Corporations, PSUs, Autonomous Bodies, Universities and other major Societies that receive Grant-in- aid or any kind of budgetary support from the State government shall also adopt this decision in line with the Government.

7. In respect of employees who are servicing loan installments, the following provisions shall apply:—

o Such employees may submit an undertaking to the Drawing and Disbursing Officer (DDO) in the prescribed format, as enclosed.

o Upon submission of the undertaking, the deferment shall be calculated on the pay remaining after deduction of the loan installments amount.

8. The deferred portion of the pay shall not be treated as a deduction and will be released at a later date, as may be decided by the Government, based on the financial position of the State Government.

9. This measure is temporary in nature and is being undertaken as a collective effort to manage financial resources efficiently. All Departments are directed to ensure strict compliance with these instructions.
