No. SEC.(F)1/49/2025-3124.—Whereas the State Government had re-organised Municipal Council Rohru and Narkanda vide its Notification No. UD-A(1)-4-5/2016-2025 dated 10-03-2026;

And whereas after re-organization of above mentioned Municipalities the Commission re-delimited these Municipalities and issued programme for the updation of electoral rolls vide Notification No. SEC(F)1-40/2023-Vol-II dated 06-04-2026 in accordance with new delimitation of wards;

And whereas the electoral rolls of Municipal Council Rohru and Nagar Panchayat Narkanda have been finally published today on 27-04-2026 and the copy of reservation order as required under Rule 11 of the HP Municipal Election Rules, 2015 has also been received in the Commission in respect of above mentioned Municipalities;

Therefore, the State Election Commission in exercise of the powers vested in it under Article 243-ZA of the Constitution of India, Section 281 of the Himachal Pradesh Municipal Act, 1994 read with Rule 35 of the H.P. Municipal Election Rules, 2015, hereby notifies the Election Programme for the conduct of general elections in respect of Municipal Council Rohru and Nagar Panchayat Narkanda. Therefore, the State Election Commission in exercise of the powers vested in it under Article 243ZA of the Constitution of India read with Section 281 of the Himachal Pradesh Municipal Act, 1994 hereby directs that the Model Code of Conduct as notified by this Commission vide Notification No. SEC-16-29/2000-I-3768 dated 03rd November, 2020 shall come into force with immediate effect in the territorial jurisdiction of above mentioned Municipalities.

हिमाचल प्रदेश भू-जोत अधिकतम सीमा (संशोधन) अधिनियम, 2024

(माननीय राष्ट्रपति महोदया द्वारा तारीख 12 मार्च, 2026 को यथाअनुमोदित)

हिमाचल प्रदेश भू-जोत अधिकतम सीमा अधिनियम, 1972 (1973 का अधिनियम संख्यांक 19) का और संशोधन करने के लिए अधिनियम।

भारत गणराज्य के पचहत्तरवें वर्ष में हिमाचल प्रदेश विधान सभा द्वारा निम्नलिखित रूप में यह अधिनियमित होः-

1. संक्षिप्त नाम.--इस अधिनियम का संक्षिप्त नाम हिमाचल प्रदेश भू-जोत अधिकतम सीमा (संशोधन) अधिनियम, 2024 है।

2. धारा 5 का संशोधन.--हिमाचल प्रदेश भू-जोत अधिकतम सीमा (संशोधन) अधिनियम, 1972 की धारा 5 के खण्ड (झ) के नीचे परंतुक के अन्त में ''।'' चिन्ह के स्थान पर ''ः'' चिन्ह रखा जाएगा और तत्पश्चात्‌ निम्नलिखित परंतुक अंतःस्थापित किया जाएगा, अर्थात्‌ः-

"परन्तु यह और कि राज्य सरकार कारणों को लिखित में अभिलिखित करके ऐसी भूमि, यथास्थिति, अवसंरचना या दोनों का अन्तरण, अधिकतम तीस एकड़ की सीमा के अध्यधीन धार्मिक, आध्यात्मिक या पूर्त प्रयोजन हेतु अनुज्ञात कर सकेगी। इस प्रकार अन्तरित की जाने वाली भूमि, यथास्थिति, संरचना या दोनों का उपयोग उसी प्रयोजन हेतु किया जाएगा जिसके लिए इसे अनुज्ञात किया गया है ऐसा न होने पर भूमि, यथास्थिति, अवसंरचना या दोनों सभी विल्लंगमों से रहित राज्य सरकार में निहित हो जाएंगे।

further to amend the Himachal Pradesh Ceiling on Land Holdings Act, 1972 (Act No. 19 of

1973).

BE it enacted by the Legislative Assembly of the Himachal Pradesh in the Seventy-fifth Year of the Republic of India as follows:—

1. Short Title.—This Act may be called the Himachal Pradesh Ceiling on Land Holdings (Amendment) Act, 2024.

2. Amendment of Section 5.—In section 5 of the Himachal Pradesh Ceiling on Land Holdings Act, 1972, at the end of the proviso below clause (i), for the sign ".", the sign":"shall be substituted and thereafter the following shall be inserted, namely:—

"Provided further that the State Government for reasons to be recorded in writing may allow transfer of such land, structure or both, as the case may be, for religious, spiritual or charitable purpose, subject to a maximum limit of thirty acres. The land, structure or both, as the case may be, so transferred shall be used for the same purpose for which it has been allowed failing which the land, structure or both, as the case may be, shall vest in the State Government free from all encumbrances.".

संख्या ः गृह-सी (ए) 3-1/2026.--हिमाचल प्रदेश के राज्यपाल, भारतीय नागरिक सुरक्षा संहिता, 2023 (2023 का अधिनियम संख्यांक 46) की धारा 173 की उप-धारा (1), धारा 174 की उप-धारा (1) धारा 176 की उप-धारा (2) धारा 193 की उप-धारा (3), धारा 286 तथा धारा 497 की उप-धारा (2) के अधीन प्रदा शक्तियों का प्रयोग करते हुए, एतद्‌द्वारा निम्नलिखित नियम बनाते हैं, अर्थातः-

1. संक्षिप्त नाम और प्रारम्भ.--(1) इन नियमों का संक्षिप्त नाम हिमाचल प्रदेश सूचना का प्ररुप तथा रीति नियम, 2026 है।

(2) यह नियम राजपत्र (ई- गजट), हिमाचल प्रदेश में प्रकाशन की तारीख से प्रवृत्त होंगे। 2. परिभाषाएं.-- (1) इन नियमों में, जब तक संदर्भ से अन्यथा अपेक्षित न हो :--1457 राजपत्र, हिमाचल प्रदेश, 28 अप्रैल, 2026/08 वैशाख, 1948 (क) "प्ररुप" से इन नियमों से संलग्न प्ररुप अभिप्रेत है;

(ख) "सामान्य डायरी" से भौतिक रूप में या इलैक्ट्रॉनिक रूप में अनुरक्षित डायरी अभिप्रेत है;

(ग) "एनसीआरबी" से राष्ट्रीय अपराध रिकॉर्ड ब्यूरो, गृह मंत्रालय, भारत सरकार, अभिप्रेत है;

(घ) "संहिता" से भारतीय नागरिक सुरक्षा संहिता 2023 (2023 का केन्द्रीय अधिनियम 46) अभिप्रेत है,

(2) इन नियमों में शब्दों और पदों के जो प्रयुक्त हैं, किन्तु परिभाषित नहीं हैं भारतीय नागरिक सुरक्षा संहिता 2023 और हिमाचल प्रदेश पुलिस अधिनियम, 2007 या राष्ट्रीय अपराध रिकॉर्ड ब्यूरो में परिभाषित शब्दों तथा अभिव्यक्तियों के वही अर्थ होेंगे, जो उन्हें क्रमश संहिता या हिमाचल प्रदेश पुलिस अधिनियम, 2007, या राष्ट्रीय अपराध रिकॉर्ड ब्यूरो में उन्हें दिया गया है।

3. धारा 173 की उप-धारा (1) के अधीन संज्ञेय मामलों में सूचना.--संहिता की धारा 173 की उप-धारा (1) के अधीन किसी संज्ञेय अपराध के घटित होने से सम्बन्धित प्राप्त प्रत्येक सूचना का सार पुलिस थाने के प्रभारी अधिकारी द्वारा समय पर राष्ट्रीय अपराध रिकॉर्ड ब्यूरो द्वारा इन नियमों से संलग्न प्ररूप संख्या-1 विहित प्ररूप में सामान्य डायरी में तथा एफ०आई०आर० रजिस्टर में जिसमें सूचना की प्राप्ति की रीति दर्शाते हुए कि मौखिक रूप से प्राप्त हुई है या इलैक्ट्रॉनिक संचार द्वारा, लिखित रूप में दर्ज किया जाएगा।

4. धारा 174 की उप-धारा (1) के अधीन असंज्ञेय मामलों में सूचना.--सहिता की धारा 174 की उप-धारा (1) के अधीन असंज्ञेय अपराध के होने से संबंधित पुलिस थाना के प्रभारी अधिकारी द्वारा प्राप्त प्रत्येक सूचना का सार ऐसे अधिकारी द्वारा इन नियमों से संलग्न प्ररूप संख्या-1 सामान्य डायरी में एन०सी०आर०बी० द्वारा विहित प्ररूप में दर्ज किया जाएगा या दर्ज करवाया जाएगा।

5. धारा 176 की उप-धारा (2) के अधीन अन्वेषण शुरू करने के लिए पर्याप्त आधार न होने पर सूचना देने वाले को इत्तला करने की रीति.--जहां किसी पुलिस थाने के प्रभारी अधिकारी को ऐसा प्रतीत होता है कि संहिता की धारा 176 की उप-धारा (2) के प्रथम परन्तुक के खण्ड (ख) के अधीन अन्वेषण शुरू करने के लिए पर्याप्त आधार नहीं है, वहां वह इन नियमों से संलग्न प्ररूप संख्या-II में लिखित रूप में या तो भौतिक रूप से या इलैक्ट्रॉनिक संचार के माध्यम से संहिता की धारा 176 की उप-धारा (2) के अधीन सूचना देने वाले को तत्काल इत्तला करेगा।

6. धारा 193 की उप-धारा (1) के अधीन अन्वेषण पूरा होने पर पुलिस अधिकारी की रिपोर्ट.-- संहिता की धारा 193 की उप-धारा (3) के खंड (1) या उप-धारा (9) के अधीन पुलिस थाना के प्रभारी अधिकारी द्वारा भौतिक रूप से या इलैक्ट्रॉनिक संचार के माध्यम सहित पुलिस रिपोर्ट पर अपराध का संज्ञान लेने के लिए सशक्त मजिस्ट्रेट को एन०सी०आर०बी० द्वारा विहित प्ररूप/रिपोर्ट में संहिता की धारा 193 की उप-धारा (3) के खंड (प) में उल्लिखित विवरणों को उसमें दर्शाते हुए पुलिस रिपोर्ट भेजी जाएगी। 7. धारा 193 की उप-धारा (3) के खंड (iii) के अधीन मुखबिर को, की गई कार्रवाई के संचार की रीति.--पुलिस थाना का प्रभारी अधिकारी संहिता की धारा 193 की उप-धारा (3) के खंड (iii) के अधीन उस द्वारा की गई कार्रवाई की सूचना इलेक्ट्रॉनिक संचार के माध्यम सहित लिखित में व्यक्ति यदि कोई हो, जिसके द्वारा अपराध किए जाने की सूचना सबसे पहले दी गई थी, को सूचित करेगा। वह इस प्रयोजन को इन नियमों से संलग्न प्ररूप संख्या-III में तैयार कर सकेगी और संहिता की धारा 193 की उप-धारा (3) तथा (9) के अधीन भेजी गई पुलिस रिपोर्ट (रिपोर्टो) की एक प्रति ऐसे व्यक्ति को उपलब्ध करवानी काफी होगी। 8. धारा 286 के अधीन संक्षिप्त विचारणों में अभिलेख.--प्रत्येक संक्षिप्त विचारणों के मामले में मेजिस्ट्रेट इन नियमों से संलग्न प्ररूप संख्या-iv में विशिष्ट्यां का अभिलेख रखेगा। 1458 राजपत्र, हिमाचल प्रदेश, 28 अप्रैल, 2026/08 वैशाख, 1948 9. धारा 497 की उप-धारा (1) के अधीन संपत्ति का विवरण तैयार करना.--संहिता की धारा 497 की उप-धारा (1) एवं (2) में विनिर्दिष्ट अनुसार संपत्ति के विवरण को इन नियमों से संलग्न प्ररूप में तैयार किया जाएगा।

Shimla-2, the 24 April, 2026

No. HOME-C-(A)3-1/2026.—In exercise of the powers conferred under sub-section (1) of section 173, sub-section (1) of section 174, sub-section (2) of section 176, sub-section (3) of section1463 राजपत्र, हिमाचल प्रदेश, 28 अप्रैल, 2026/08 वैशाख, 1948 193, Section 286 and sub-section (2) of section 497 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (Central Act No. 46 of 2023), the Governor, Himachal Pradesh, is pleased to make the following rules, namely:—

1. Short title and commencement.—(1) These rules may be called as The Himachal Pradesh Form and Manner of Information Rules, 2026.

(2) These rules shall come into force from the date of publication of this notification in the Rajpatra (e-Gazette) Himachal Pradesh.

2. Definitions.— (1) In these rules, unless the context otherwise requires,

(a) "Form" means form appended to these rules;

(b) "general-diary" means the diary maintained in physical or electronic form in Register II shall be prepared in the Form No-I appended to these rules.

(c) "NCRB" means the National Crime Record Bureau, Ministry of Home Affairs, Government of India.

(d) "Sanhita" means the Bharatiya Nagarik Suraksha Sanhita, 2023 (Central Act No. 46 of 2023);

(2) The words and expressions not defined in these rules but defined in the Sanhita or the H.P Police Act, 2007 or the guidelines of National Crime Record Bureau, shall have the same meaning as assigned to them in the Sanhita or the Act, 2007 or the guidelines of National Crime Record Bureau.

3. Information in cognizable cases under sub section (1) of section 173.—The substance of every information relating to the commission of a cognizable offence received under sub-section (1) of section 173 of the Sanhita shall be reduced into writing by an officer in charge of the Police Station, in general diary in Form No.-I appended to these rules and in the format prescribed by the NCRB from time to time and in the First Information Report Register, reflecting the manner of the receipt of the information, whether received orally or in writing or by electronic communication.

4. Information in non-cognizable cases under sub section (1) of section 174.—The substance of every information relating to the commission of a non-cognizable offence received under sub-section (1) of 174 of the Sanhita by officer in charge of the Police Station, shall be entered or cause to be entered by such officer in the general-diary in Form No.-1 appended to these rules and in the format prescribed by the NCRB from time to time.

5. Manner of giving intimation to the informant if there is no sufficient ground for entering into investigation under sub section 2 of section 176.— Where it appears to the officer in charge of a Police Station that there is no sufficient ground for entering into investigation under clause (b) of the first proviso to sub-section (1) of section 176 of the Sanhita, he shall forthwith notify to the informant under sub-section (2) of section 176 of the Sanhita of such decision, along with reasons in writing either physically or through electronic communication, in Form No-II appended to these rules.

6. Report of police officer on completion of investigation under clause (i) of sub section (3) of section 193.— The Police Report under clause (i) of sub-section (3) of section 193 or1464 राजपत्र, हिमाचल प्रदेश, 28 अप्रैल, 2026/08 वैशाख, 1948 under sub-section (9) of section 193 of the Sanhita shall be forwarded by the officer in charge of the Police Station to the Magistrate empowered either physically or through electronic communication to take cognizance of the offence on the police report, in the Form/ format as prescribed by NCRB, stating therein the particulars mentioned in clause (i) of sub-section (3) of section 193 of the Sanhita.

7. Manner communication of of the action taken to the informant under clause (iii) of sub section (3) of section 193.—The Officer in charge of the Police Station shall communicate in writing or through electronic communication under clause (iii) of sub-section (3) of section 193 of the Sanhita about the action taken by him to the person, if any, by whom the information relating to the commission of the offence was first given. Supplying a copy of the Police Report(s) forwarded under sub-section (3) and (9) of section 193 of the Sanhita, to such person shall be sufficient for this purpose and shall be prepared in the Form No. III appended to these rules.

8. Record of Summary Trial- Section 286.—In every case tried summarily, the Magistrate shall record the particulars in the Form No.-IV appended to these rules.

9. Preparation of statement of property under sub section (1) of section 497.—The statement and description of property as mentioned in sub-sections (1) and (2) of section 497 of the Sanhita shall be prepared in the Form No. V appended to these rules.

अतः सर्वसाधारण को इस इश्तहार के माध्यम से सूचित किया जाता है कि यदि किसी व्यक्ति को प्रार्थी के पिता के मृत्यु तिथि पंजीकरण करने बारा कोई उजर व एतराज हो तो वह दिनांक 12-5-2026 को प्रातः 10.00 बजे असालतन व वकालतन हाजिर होकर अपना उजर व एतराज लिखित रूप में पेश करे। अन्यथा प्रार्थी के पिता की मृत्यु तिथि पंजी—त करने बारे आदेश पारित कर दिये जायेंगे। इसके उपरान्त कोई भी उजर व एतराज काबिले समायत न होगा।

प्रार्थी श्री संदीप सिंह चौहान पुत्र श्री मसीद राम, निवासी ग्राम जमलोग, डाकघर कालहट्टी, उप-तहसील धामी, जिला शिमला (हि0प्र0) द्वारा प्रार्थना-पत्र प्रस्तुत कर निवेदन किया गया कि भू-राजस्व अभिलेख मौजा जमलोग व मझाट में प्रार्थी का नाम सुन्दर सिंह पुत्र मसदी दर्ज है जोकि गलत है। प्रार्थी के नाम दुरुस्ती प्रार्थना-पत्र की छानबीन पटवारी हल्का मायली से करवाई गई। पटवारी हल्का मायाली की रिपोर्ट के मुताबिक मौजा जमलोग व मझाट में प्रार्थी का नाम सुन्दर सिंह पुत्र मसादी दर्ज है। जबकि प्रार्थी द्वारा प्रस्तुत किए गए दस्तावेजों, आधार कार्ड, आयकर कार्ड, शपथ पत्र, ग्राम पंचायत मायली से जारी परिवार नकल तथा ब्यानात स्थानीय वाशिन्दगान के अनुसार प्रार्थी का नाम संदीप सिंह है जोकि सही है जबकि ग्राम पंचायत कोहबाग से जारी पंरानी नकल के अनुसार प्रार्थी का नाम सुन्दर सिंह दर्ज था तथा जब मायली 1480 राजपत्र, हिमाचल प्रदेश, 28 अप्रैल, 2026/08 वैशाख, 1948 पंचायत का गठन हुआ तो प्रार्थी का नाम संदीप सिंह चौहान दर्ज किया गया जोकि प्रार्थी के अन्य दस्तावेज भी दर्ज है। जिसमे स्पष्ट होता है कि सुन्दर सिंह व संदीप सिंह एक ही व्यक्ति के नाम है। उपरोक्त तथ्यों तथ्यों के आधार पर पटवार वृत्त मायली के मौजा जमलोग व मझाट के राजस्व अभिलेख में प्रार्थी का नाम सुन्दर सिंह उर्फ संदीप सिंह पुत्र श्री मसदी दर्ज किया जाना वाजिब है।

अतः इश्तहार द्वारा सूचित किया जाता है कि यदि किसी को भी उपरोक्त मुकद्दमा नाम दुरुस्ती बारे कोई भी उजर व एतराज हो तो स्वयं या लिखित तौर पर दिनांक 07-05-2026 तक अदालत में अपना उजर/एतराज पेश करें, अन्यथा यह समझा जायेगा कि किसी भी सम्बन्धित व्यक्ति को इस नाम दुरुस्ती मुकद्दमा बारे कोई उजर/एतराज न है तथा आवेदन-पत्र को अन्तिम रूप देकर नाम दुरुस्ती आदेश सारित किए जाएंगे।
