SPECIFIC NOTIFICATION

Shimla, the 07th May, 2026

No. Fin-2-C(12)-1/2026.—Government of Himachal Pradesh hereby notifies the Re-issue of 7.81% Himachal PR SGS 2036, issued on April 08, 2026 for an aggregate amount of 28-राजपत्र/2026-08-05-2026 (2463)2464 राजपत्र, हिमाचल प्रदेश, 08 मई, 2026/18 वैशाख, 1948 Rs. 500 crore (Nominal). The sale will be subject to the terms and conditions spelt out in this notification (called specific Notification) as also the terms and conditions specified in the General Notification No. Fin-2-C(12)-11/2003, dated November 06, 2025 of Government of Himachal Pradesh.

Object of the Loan:—

1. (i) The proceed of the State Government Securities will be utilize for the development programme of the State of Himachal Pradesh.

(ii) Consent of Central Government has been obtained to the floatation of this loan as required by Article 293(3) of the Constitution of India.

Method of Issue:—

2. Government Stock will be sold through the Reserve Bank of India, Mumbai Office (PDO) Fort, Mumbai- 400 001 by auction in the manner as prescribed in paragraph 6.1 of the General Notification No. Fin-2-C(12)-11/2003, dated November 06, 2025 at a coupon rate to be determined by the Reserve Bank of India at the Price based auction under multiple price formats.

Allotment to Non-competitive Bidders:—

3. The Government Stock up to 10 % of the notified amount of the sale will be allotted to eligible individuals and institutions subject to a maximum limit of 1 % of the notified amount for a single bid as per the Revised Scheme for Non-competitive Bidding Facility in the Auctions of State Government Securities of the General Notification (Annexure – II).

Place and Date of Auction:—

4. The auction will be conducted by the Reserve Bank of India, at its Mumbai Office, Fort, Mumbai - 400 001 on May 12, 2026. Bids for the auction should be submitted in electronic format, on the Reserve Bank of India Core Banking Solution (E-Kuber) system as stated below on May 12, 2026.

(a) The competitive bids shall be submitted electronically on the Reserve Bank of India Core Banking Solution (E-Kuber) system between 10.30 A.M. and 11.30 A.M.

(b) The non-competitive bids shall be submitted electronically on the Reserve Bank of India Core Banking Solution (E-Kuber) system between 10.30 A.M. and 11.00 A.M.

Result of the Auction:—

5. The result of the auction shall be displayed by the Reserve Bank of India on its website on the same day. The payment by successful bidders will be on May 13, 2026.

Method of Payment:—

6. Successful bidders will make payments on May 13, 2026 before close of banking hours by means of cash, bankers' cheque/pay order, demand draft payable at Reserve Bank of India,2465 राजपत्र, हिमाचल प्रदेश, 08 मई, 2026/18 वैशाख, 1948 Mumbai/ New Delhi or a cheque drawn on their account with Reserve Bank of India, Mumbai (Fort) /New Delhi.

Tenure:—

7. The Stock will be of 10-year tenure from the date of commencement on April 08, 2026.

Date of Repayment:—

8. The loan will be repaid at par on April 08, 2036.

Rate of Interest:—

9. Interest at the rate of 7.81% per annum will accrue on the nominal value of the stock from the date of original issue date and will be paid half yearly on October 08 and April 08.

Eligibility of Securities:—

10. The investment in Government Stock will be reckoned as an eligible investment in Government Securities by banks for the purpose of Statutory Liquidity Ratio (SLR) under Section 24 of the Banking Regulation Act, 1949. The stocks will qualify for the ready forward facility.

Shimla- 02, the 10th October, 2022

No. EDN(TE)B(2)-27/2022.—The Governor, Himachal Pradesh, is pleased to revise the pay structure for the regular teachers and librariansworking in Degree Level technical institutions in the State (as mentioned in this Department's Notification No. EDN(TE)B(1)1/2012, dated 15-09-2012), who are in position as on the date of issue of this Notification, in Government Engineering Colleges and Government Pharmacy Colleges in the State by way of allowing conversion/fixation at the corresponding appropriate level in the Pay Matrix as mentioned in Annexure-I appended to this notification by multiplying the existing basic pay {Pay in the Pay Band plus academic Grade Pay} as on 31-12-2015 or as per option exercised, by a factor of 2.57, on or with effect from 1st January, 2016, subject to the following conditions:—

1. That Pay Fixation method and other service conditions will be the same as are applicable to other regular State Government employees.

3. Revised pay be given from prospective date. Arrears from 01-01-2016 to date may be paid as per State Government orders.

4. Benefits of Career Advancement Scheme already allowed under existing pay structures/ scales till the date of issue of this notification be protected in case of eligible academic staff by allowing only conversion.

5. Career Advancement Scheme and Incentive Increments on attaining the higher qualification will be allowed on issuance of separate orders by the State Government.

6. Revised Dearness Allowance be allowed on revision of pay structure as per letter No. Fin(C)-B (7)-1/2001, dated: 03-01-2022.

7. The Interim Relief already allowed to the employees from time to time shall be adjusted in the revised emoluments and the employees shall be entitled to draw only the additional amount on account of the difference between the revised emoluments and the emoluments is drawn by the employees on the corresponding date. In case, emoluments in the revised pay structure becomes lower than the emoluments being drawn on the corresponding date, due to payment of Interim Relief, the extra amount, if any, shall be adjusted against the Pay Arrears and future increases of salary on account of grant of annual increments/ dearness allowance etc.

8. An undertaking as per Annexure-IIshall be taken from every employee to the effect that any excess payment made on account of incorrect fixation of pay in the revised Pay Level or grant of inappropriate Pay Level and pay Cells or any other excess payment made shall be adjusted against the future payments due or otherwise to the employee.

9. The annual increments to each employee will be granted by moving up from the existing cell to the immediate next higher cell in the same level. A Government employee, who reaches the maximum of the Pay Matrix Level applicable to him, shall not be granted any further increment.

10. The orders regulating all other allowances and entitlements by whatsoever name called, including Special Pay/Allowance, HRA, TA etc. will be governed by existing orders of the Government issued with reference to pre-revised pay structures, until separate orders are issued revising the old rates.

11. Under general pay revision of State Government employees notified on 03-01-2022, a general conversion of the existing pay structure of State Government employees has been done, without any post wise/category wise pay revision. New ACPS too is still to be notified in the State.

This issues with the prior concurrence of the Finance Department vides their U.O. No. Fin (PR) B (7)14/2022-Loose, dated 04-10-2022.

In the said rules:—

In the Rule 36 (a) at point No. 26 & point No. 32, the provisos with respect to Corporations, PSUs and ULBs shall be added as under :—

At point No.26 "Provided that out of total 8% advance fixed license fee, 4% shall be paid by 30th April, 2026 and the remaining 4% advance fixed license fee shall be paid in the month of February, 2027" which shall be applicable only for State Corporations, PSUs (Centre & State) and Urban Local Bodies.

At point No.32 "Provided that out of total 8% advance fixed license fee, 4% advance fixed license fee shall be adjusted in the license fee of April, 2026 and the remaining 4% advance fixed license fee shall be adjusted in the month of February, 2027" which shall be applicable only for State Corporations, PSUs (Centre & State) and Urban Local Bodies.

In Rule 15, after existing table the proviso with respect to Corporations, PSUs and ULBs shall be amended as under :—

"Provided that the license in form L-1/L-13/L-2/L-14/L-14A shall be granted in conjuction with Distillery/Bonded Warehouse license which shall be applicable only to the competent State Corporations, PSUs (Centre & State) and Urban Local Bodies".

In Rule 16, after sub-rule 1 (d) the proviso with respect to Corporations, PSUs and ULBs shall be amended as under :—

"Provided that the license in form L-1 & L-13 and vice-versa shall be granted in conjuction with Distillery/Bonded Warehouse license which shall be applicable only to the competent State Corporations, PSUs (Centre & State) and Urban Local Bodies".

In Rule 36 (a) at point No.26, the proviso with respect to Corporations, PSUs and ULBs shall be amended as under :—

"Provided further that the competent State Corporations, PSUs (Centre & State) and Urban Local Bodies shall not be required to submit security amount equal to 8% of the vend/unit value in the shape of FDR/Bank Guarantee of Scheduled Commercial Banks".

In Rule 38 (1), the proviso with respect to Corporations, PSUs and ULBs shall be amended as under :—

"Provided that the competent State Corporations, PSUs (Centre & State) and Urban Local Bodies (retail licensee) are allowed to lift liquor from any existing wholesale vend (L-1) in the State.

In Rule 38 (20), the proviso with respect to Corporations, PSUs and ULBs shall be amended as under :—

"Provided that the competent State Corporations, PSUs (Centre & State) and Urban Local Bodies (retail licensee) are allowed to lift liquor from any existing wholesale vend ( L-13) in the State.

No.7-1/2026-EXN- 9612.—In exercise of the powers conferred by Sections 16 and 81 of the Himachal Pradesh Excise Act, 2011 (29 of 2011) & Sections 21 and 59 of the Punjab Excise Act, 1914 (Act No.1 of 1914) read with Section 82 of the Himachal Pradesh Excise Act, 2011, as applicable in the areas comprised in Himachal Pradesh immediately before 1st November, 1966 and the territories transferred to Himachal Pradesh under Section 5 of the Punjab Re-Organization Act, 1966 and by virtue of the powers of the Financial Commissioner (Excise) conferred on me under section 5 of the Himachal Pradesh Excise Act, 2011 (29 of 2011) and section 9 of the Punjab Excise Act, 1914 (Act No.1 of 1914) read with clause 1 of the Himachal Pradesh (Excise Powers and Appeal) Orders, 1965, I, Dr. Yunus, Financial Commissioner (Excise), Himachal Pradesh hereby make the following further amendments in the Himachal Pradesh Liquor License Rules, 1986 (hereinafter called the 'said rules') as amended from time to time, with effect from 01-04-2026 :—

In the said rules:—

Further, the condition with respect to bonafide residents of Himachal Pradesh for grant of license in form L-1 shall not apply to the competent State Corporations, PSUs (Centre & State) and Urban Local Bodies for the financial year 2026-27."
