Dated, the 26th May, 2026

No. SEC(F)1-45/2024-I-8651.—Whereas the District Election Officer (P)-cum-Deputy Commissioner, Shimla vide letter No. PCH-SML(Gen.Elect.)2025-26-15065, dated 26-05-2026 has 43-राजपत्र/2026-27-05-2026 (3493)3494 राजपत्र, हिमाचल प्रदेश, 27 मई, 2026/06 ज्येष्ठ, 1948 intimated this Commission that polling process in Ward No.1 of Gram Panchayat Narain, Development Block Rampur for the four posts i.e. (as Member of this ward has already been declared elected uncontested) Member Zila Parishad, Member Panchayat Samiti, Pradhan and Up- Pradhan was undertaken today on 26-05-2026. During the polling, a gross procedural lapse has been reported in the said Ward as the Presiding Officer has kept the NOTA stamp inside the Voting Compartment. It is apprehended that some electors may have used NOTA stamp to mark the ballot papers instead of Arrow Cross Mark Seal;

And whereas, Rule 76 (1) (h) of the HP Panchayati Raj (Election) Rules, 1994 provides that a ballot paper contained in ballot box shall be rejected if it has been marked by an equipment and in the manner otherwise than prescribed for the purpose in the said rule;

And whereas, the matter was placed before the Commission and the Commission is of the considered view that the polling process in Ward No.1 of Gram Panchayat Narain, Development Block Rampur to the posts of Member Zila Parishad, Member Panchayat Samiti, Pradhan and Up- Pradhan have been vitiated;

Therefore, the State Election Commission Himachal Pradesh in exercise of the powers vested in it under Article 243K of the Constitution of India, Section 160 of the HP Panchayati Raj Act, 1994 read with Rule 32(5) of the HP Panchayati Raj (Election) Rules, 1994 and all plenary powers enabling it in this behalf, hereby invalidates the polling process undertaken in Ward No.1 of Gram Panchayat Narain, Development Block Rampur for all the above mentioned four posts for which polling was being undertaken. Further the Commission hereby directs as under:—

1. The polled ballot boxes of Ward No.1 shall be sealed and kept under the custody of Block Development Officer Rampur. They shall not be opened till further orders of the Commission.

2. The polled ballot boxes of other wards of the Gram Panchayat Narain with regard to Gram Panchayat only shall be kept in a specially established strong room in the Gram Panchayat under armed guards till the counting of ballot papers.

3. The earlier polling party shall be immediately removed from election duty and a new polling party shall be deputed to undertake the poll in the said Ward No.1.

4. The new ballot papers shall be issued in respect of all the four posts for the repoll 5. A new marked copy of the electoral rolls shall be issued to the polling party 6. The poll in Ward No.1, Gram Panchayat Narain, Development Block Rampur for all the four posts i.e. Member Zila Parishad, Member Panchayat Samiti, Pradhan and Up-Pradhan shall be held on 30-05-2026 between 7.00 A.M. to 3.00 P.M. 7. The votes polled through postal ballot paper shall also be kept in the custody of Returning Officer and shall be handed over to the Assistant Returning Officer concerned on 30-05-2026 before start of counting.

8. The counting of votes of Gram Panchayat Narain shall be undertaken on 30-05-2026 at the place earlier notified. The counting shall be held immediately after the close of poll in respect of said ward.

9. The indelible ink shall be applied on the right hand index finger of the electors.

10. Wide publicity in the respective ward of Gram Panchayat Narain shall be made through loud speaker/any other means as you may deem fit for the information of all the voters.

No. SEC(F)1-45/2024-I-8658.—Whereas the District Election Officer-cum-Deputy Commissioner, Mandi has informed that there was a grave shortcoming in the preparation of ballot papers in respect of Ward No. 12 Mehendi, Panchayat Samiti Karsog as there were seven contesting candidates but on ballot papers only six names were written. The name of one of the contesting candidates was missing from the ballot papers. Therefore, the polling process for the Panchayat Samiti Member in 10 polling stations of two Gram Panchayats namely Thach Thermi and Parlog has been adjourned ;

And whereas, the State Election Commission is of the considered view that the polling process in respect of Panchayat Samiti Ward No. 12 Mehendi comprising of Gram Panchayat Thach Thermi and Parlog has been vitiated due to defective ballot papers prepared for the 10 Polling Stations of said Gram Panchayats ;

Therefore, the State Election Commission in exercise of the power vested in it under Article 243 K of Constitution of India, Section 160 of Himachal Pradesh Panchayati Raj Act, 1994 read with Rule 32(5) of the Himachal Pradesh Panchayat Raj (Elections) Rules, 1994 and all other plenary powers enabling it in this behalf, hereby countermands the ongoing election in respect of Ward No. 12 Mehendi, Panchayat Samiti Karsog and directs that polling for the post of member Panchayat Samiti in ward No. 12 Mehendi shall be undertaken on 28th May, 2026 from 7.00 A.M. to 3.00 P.M. After the poll, the ballot box containing the polled ballot papers shall be kept in strong room alongwith other ballot boxes in respect of Panchayat Samiti/Zila Parishad and counting of ballot papers shall be undertaken as per schedule fixed earlier.

The election in respect of office bearers of Gram Panchayat and Zila Parishad shall continue as per schedule fixed earlier. Further, the Commission hereby directs that while counting of the ballot papers of Zila Parishad Member in respect of these Gram Panchayats, the ballot papers polled on 26th May, 2026 pertaining to this Panchayat Samiti Ward shall be segregated color wise without unfolding the ballot papers and kept in a sealed cover in the custody of Returning Officer. A new marked copy of the electoral rolls shall be issued to the polling party. The indelible ink shall be applied on the right hand index finger of the electors. Wide publicity in the respective ward No. 12 Mehendi of Panchayat Samiti Karsog shall be made through loud speaker/any other means as you may deem fit for the information of all the voters. Further, the voting through postal ballot3496 राजपत्र, हिमाचल प्रदेश, 27 मई, 2026/06 ज्येष्ठ, 1948 paper, if any, shall be undertaken afresh. It will be ensured that the postal ballot papers are handed over to the Assistant Returning Officer concerned before start of counting on 31st May, 2026, while the earlier postal ballot papers are sealed without opening them, together with the ballot papers polled on 26-05-2026.

No. IND-A(F)4-1/2019.—In order to enhance Ease of Doing Business in the State of Himachal Pradesh, and in consonance with Compliance Reduction and Deregulation initiative circulated by the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce & Industry, Government of India, the Governor, Himachal Pradesh is pleased to designate the State Single Window Committee and Monitoring Authority as the Single Nodal Agency, responsible for facilitating and granting all requisite approvals pertaining to pre-establishment, construction, utility connections and operational stages within all notified industrial areas/parks across the State.

With a view to strengthening institutional efficiency and streamlining inter-departmental coordination, the State Government has also developed an online platform titled Single Window Clearance System, accessible at: https://emerginghimachal.hp.gov.in/. The portal has been developed and is being maintained by Ernst & Young LLP, a third-party service provider, under the supervision of Department of Industries, Himachal Pradesh. The portal shall function as an interface for coordination among relevant departments and stakeholders to facilitate time-bound clearances. The scope of work includes: —

(i) Coordinating with relevant Departments, Authorities and Agencies for seamless processing of applications, monitoring progress, addressing procedural and documentation requirements.

(ii) Assist in application intake, completeness verification, tracking and status dissemination.

(iii) Facilitate adherence to prescribed timelines notified under the Public Service Guarantee Act and Single Window framework.

(iv) Assist in digitization, workflow rationalization and maintenance of approval repositories.

(v) Provide applicant support and facilitation services through helpdesks and prescribed channels.

This engagement is intended to enhance operational efficiency, strengthen regulatory compliance, and ensure that all required approvals are secured within the stipulated time frame3497 राजपत्र, हिमाचल प्रदेश, 27 मई, 2026/06 ज्येष्ठ, 1948 without delay. Grant, rejection, modification or suspension of approvals shall continue to rest solely with the designated Single Nodal Agency under applicable laws and rules, while the final authority to grant clearance/approvals shall rest with the State Government. All concerned departments and stakeholders are requested to extend their full cooperation and provide the necessary support to enable the consultancy firm to effectively discharge its responsibilities.

This notification shall come into force with immediate effect.

No. UD-A(3)-15/2024-Rules-loose.—Whereas, draft Notification of even number dated 13th April, 2026, carrying out amendments in the Himachal Pradesh Municipal Election Rules, 2015 was published in the Rajpatra (e-Gazette), Himachal Pradesh on 13th April, 2026 for inviting objections(s) and suggestions(s) from the general public, as required under provisions of Section 279 of the Himachal Pradesh Municipal Act, 1994 (Act No. 13 of 1994);

And whereas, no objection(s) or suggestion(s) have been received in this behalf during the stipulated period;

Now, therefore, in exercise of the powers conferred by Section 279 and Section 304 of the Himachal Pradesh Municipal Act, 1994 (Act No. 13 of 1994), the Governor of Himachal Pradesh in consultation with State Election Commission is pleased to make the following Rules further to amend the Himachal Pradesh Municipal Election Rules, 2015 notified vide Notification No. UD-A (3)-7/2011-I, dated 02-09-2015 and published in the Rajpatra on 2nd September, 2015, namely:—
