No. HFW-B-(15)-1/97-Loose (Comp. No. 127233).—In partial modification of this department notification of even No. dated 04-12-2009, the Governor, Himachal Pradesh is pleased 47-राजपत्र/2026-02-06-2026 (3617)3618 राजपत्र, हिमाचल प्रदेश, 02 जून, 2026/12 ज्येष्ठ, 1948 to order that the Assistant Professors who are appointed in the Government Medical Colleges of the State including AIMSS Chamiana under the department of Medical Education and Research, HP either by way of promotion or through direct recruitment on or after 1st April, 2026 shall be entitled to (35) thirty five days vacations as under:

1. Summer Vacations : 7 days 2. Winter Vacations : 28 days

The vacations will be allowed in batches so that patient care services and other work does not suffer. It will be the responsibility of the Principal concerned to manage the vacations in different spells.

Thus provisions of the notification dated 4-12-2009 in respect of entitlement of vacations to the faculty members of the Government Medical Colleges of the State/ HP Govt. Dental College, Shimla stand superseded to this extent.

This issues with the prior approval of the competent authority.

Shimla-2, the 28th April, 2026

No. HFW-B-(15)-1/97-Loose (Comp. No. 127233).—In supersession of this department letter of even No. dated HFW-B(B)15-1/2006 dated 14-5-2008, the Governor, Himachal Pradesh is pleased to notify that the faculty members of the Government Medical Colleges of the State of HP including AIMSS Chamiana and HP Govt. Dental College, Shimla shall henceforth be entitled to a maximum of (08) eight days academic leave in a calendar year for examination duty/inspections, conferences etc. to other Universities/institutions or for NMC/DCI inspections outside the State. TA/DA and other expenses involved will not be borne by the State Government when academic leave is to be availed.

Further it is also clarified that faculty members who serve as examiners or inspectors for NMC/DCI within the State of HP for Govt. Medical Colleges/Dental Institutions shall be treated on official duty.

This issues with the prior approval of the competent authority.

NOTIFICATION

Shimla-2, the 30th May, 2026

No. TCP-F(5)-7/2026.—Whereas "Sangla-Kamru Special Area" has been constituted under sub-section (1) of Section-66 of the Himachal Pradesh Town and Country Planning Act, 1977 (Act No. 12 of 1977) vide Notification No. TCP-F(5)-2/2010 dated 06-03-2017;

And whereas the Existing Land Use map of the said Special Area has not yet been prepared and published under sub-section-(1) of Section-15 of the aforesaid Act;

And whereas, the State Government is satisfied that in the aforesaid Special Area, the change of land use or any building operation therein is likely to cause injurious disturbance of the surface or any land or soil or is considered detrimental to the preservation of the soil, prevention of land slips or protection against erosion and is likely to make it difficult to plan and develop the said area in accordance with the provisions of the aforesaid Act.

Now therefore, in exercise of the powers conferred by sub-section (1) of Section 15-A of the Act ibid, the Governor, Himachal Pradesh is pleased to freeze the Existing Land Use map of the Sangla-Kamru Special Area for a period of five years from the date of publication of this notification in the Himachal Pradesh Official Gazette.

No. NPT/Trade License/2025.—In exercise of the powers conferred under Section 125, 126, 127, 128 read with Section 202 and 214 of the Himachal Pradesh Municipal Act, 1994, I, Khem Chand Verma, Secretary, Nagar Panchayat Talai, District Bilaspur, Himachal Pradesh hereby notify the following Trade License Bye-Laws:—

1. Short title, extent and commencement.—(i) These Bye-Laws may be called the Himachal Pradesh Municipality, (Grant of License for Use of Premises and Storage of Articles in a Premises) Trade License Bye-Laws 2025.

(ii) These Bye-laws shall come into force from the date of their final publication in the Official Gazette (Rajpatra).

(iii) These Bye-Laws shall apply to all shops/premises falling within the Municipal limits which may not be used without license for the purpose specified in Section 125, 126, 127, 128 read with Section 202 and 214 of the Himachal Pradesh Municipal Act, 1994 as per Annexure-I and Annexure-II for storage of any Article within the municipal limits.

(iv) A Trade License is mandatory to run any shop/business/trade or for the storage of any article operating within the limits of the Nagar Panchayat Talai, District Bilaspur. Any person who operates a business or trade without a valid Trade License issued by the Nagar Panchayat Talai shall be deemed to be in violation of these Bye-Laws and shall be liable to immediate closure of the premises and penalties as imposed under Section 202, Section 214, and other relevant provisions of the Himachal Pradesh Municipal Act, 1994, and as specified in Clause 9 of these Bye-Laws.

(v) Mandatory Pre-requisite for NOC : No Non-Objection Certificate (NOC) (including, but not limited to, a No-Objection Certificate for a Food License) or any other official certification shall be issued or renewed by the Nagar Panchayat Talai to any person, entity, shop, or premises seeking to commence or continue a trade, business, or storage activity specified in Annexure-I and Annexure-II, unless they are in possession of a valid and current Trade License issued under these Bye-Laws.

2. Definitions.—In these Bye-Laws, unless the context otherwise requires :—

(a) "Act" means the Himachal Pradesh Municipal Act, 1994 (Act. No 12 of 1994) (b) "Authorized Officer" means Executive Officer or any other Officer specifically authorized by the Executive Officer.

(c) "Inspector" means Sanitary Inspector or any other Official of the Municipal Council duly authorized by the Executive Officer.

(d) "License" means a written permission granted by the Executive Officer or any other official /Officer duly authorized by the Executive Officer in favour of the person, owner & occupier for sale/storage of articles specified in Annexure-I & II of these Bye-Laws.

(e) "Licensing Officer" means Executive Officer or any other officer duly authorized by the Executive Officer to grant/ renew License under the provisions of these Bye-Laws.

(f) "Premises" means any shop/store/place where the articles specified in Annexure- I & II are kept for sale/storage in the godown/ premises.

(g) "Small Scale Business/Trade" means premises covering maximum area of 100 sq. ft., "Medium Scale Business/Trade" means premises covering area of 100 sq. ft. to 500 sq. ft. and "Large Scale Business/Trade" means premises covering area of more than 500 sq. ft.

(h) "Shopkeeper" means any person running and managing the affairs of the shop/premises/place including its owner/occupier.

(i) The words and expression not defined under these Bye-Laws shall have the same meaning or sense as are defined in Himachal Pradesh Municipal Act, 1994.

3. Procedure for obtaining License.—(a) Any person who wants to operate/run any business/trade as specified in Annexure-I and/or store any article as specified in Annexure-II within the areas of the Nagar Panchayat shall apply for license through only online Citizen Seva Portal or use a registration form provided at the Nagar Panchayat office.

(b) Period of License—(1) The License for first-time registration shall be issued for a period of 5 years. Subsequent renewal of the License may be sought for a period of 1 year or more years upto a maximum period of fifteen years at a time, and the License shall automatically come to an end after completion of such period.

4. Renewal of License.—(i) The License shall be renewed automatically after expiry of the period of license on deposit of requisite/ prescribed license fee by the applicant. The license shall be renewed without any late fee and extra document within one month after expiry of license. The license shall be renewed with penalty of 50% of license fee within next one month and after that period the license shall not be renewed. In that case a fresh Trade license shall be required to be issued.

(ii) All required document is to be uploaded on the Citizen Seva Portal for registration/ renewal of Trade License.

5. Transfer of License.—(i) The license issued under the Bye-Laws shall not be transferred in the name of any person except in case of the death of original licensee wherein it shall be made/transferred in the name of the legal heirs only for the validity period of license on production of supporting documents and shall be decided by Executive Officer keeping in view the circumstances of the case.

(ii) The licensee shall provide online information to the Executive Officer for winding up of his business under such license.

License Fee.—(i) The license fee for grant of license shall be decided by the Executive Officer from time to time. However, the fee will be calculated on annual license fee rate multiplied by number of years the license is requested by the applicant. Explanation.—A shop covering an area upto 6 square meters shall be deemed to be a small shop.

6. Conditions for grant of license.—(i) The License shall not be valid for any other purpose, except for the items/articles for which it is granted under these Bye-Laws.

(ii) The permission shall, unless specified otherwise in the license, be valid in the entire MC limits, subject to such conditions as may be imposed by the Executive Officer.

(iii) The owner/ occupier of the premises shall have to produce the license before the Inspector or the licensing officer at any point of time as may be ordered by them.

(iv) The Secretary shall have a right to impose or alter any of conditions in the license as may be deemed fit by him/her under the provisions of Section 214 of the Himachal Pradesh Municipal Act, 1994.

(v) The applicant shall submit a self-declaration regarding information submitted by him/her about the premises to be used for business/trade viz. type of business, area, approval of map and nature of property i.e. commercial and domestic etc. to be true to the best of his knowledge and belief.

(vi) The licensee shall maintain proper record of the articles kept for sale or storage in the premises as may be required by the Licensing Officer. Further the licensee shall comply with all the directions and instructions issued to him by the Executive Officer or the Licensing Officer from time to time.

(vii) The licensee will ensure timely payment of Municipal dues.

(viii) Time period for issue of License.—The license shall be issued as per the time lines notified/ specified for this service under Public Service Guarantee Act, 2011.

7. Denial of license.—(a) The license shall not be granted :

(i) to a person suffering from any loathsome infections or contagious diseases:—

(ii) to a person convicted for unlawful sale or storage of any articles mentioned in Section 125, 126, 127, 128 read with Section 202 and 214 of the Himachal Pradesh Municipal Act, 1994.

(iii) to a person who has been found to have habitually committed the breach of these Bye-Laws or the terms of the license.

(iv) to a person not below the age of 18 years.

(b) (i) Subject to Bye-Laws 9 (1), license to any person, who applies online to the Executive Officer or Licensing Officer in this behalf and tenders the prescribed fee shall be granted by that officer, unless for reasons to be recorded in writing by him.

(ii) The Licensee shall be liable to pay transfer charges @ 200/- per license at the time of effecting transfer of License.

(iii) The licensee shall abide by the terms and conditions of the license and the license shall be displayed at the convenient/ conspicuous place/ reception of the premises.

(iv) The Inspector or inspecting staff concerned shall have a right to enter and inspect the premises and the licensee shall provide necessary assistance to the inspecting staff at the time of inspection of licensed premises.

(v) The licensee shall not make any encroachment/ overhanging projection on public streets and Municipal drains in any manner.

9. Offences and penalties.—(i) In addition to the penalty as provided under Himachal Pradesh Municipal Act, 1994 any person in possession of the premises found violating any of the provisions of these Bye-Laws shall in the first instance be liable for suspension of license for a period of one week and for repetition of the same violation within two years be liable for penalty of Rs.1000/- only.

(ii) If the information submitted by the applicant under self-declaration is found to be false, he/she shall be liable for the penalty of ten times of the license fee and his/ her license will be cancelled.

(iii) In case of repeated violation, the concerned person, owner or occupier, as the case may be shall be liable for cancellation/withdrawal of License which can only be restored on receiving written undertaking accompanied by surety from the person violating these Bye-Laws subject to the satisfaction of the Executive Officer.

(iv) Any person who commences or runs a business, trade, or uses a premises for the storage of articles listed in Annexure-I and Annexure-II without first obtaining the mandatory Trade License from the Nagar Panchayat Talai shall be subject to immediate sealing or closure of the premises and shall be liable for a penalty upto ten times the applicable license fee or as provided under Section 202 of the Himachal Pradesh Municipal Act, 1994, whichever is higher.

No. SEC(F)1-45/2024-I-9066.—Whereas the State Election Commission vide Notifications No. SEC.(F)1/49/2025-2127 dated 21st April, 2026, and No. SEC(F)1/49/2025-3170 dated 27th April, 2026 and No. SEC(F)1-45/2024-3404 dated 28th April, 2026 had enforced the Model Code of Conduct in the entire State till the completion of election process;

And whereas voting has been held in all local bodies going for polls and majority of the results have been declared by the concerned Returning Officers ;

Therefore, the State Election Commission in exercise of the powers vested in it under Article 243K & 243ZA of the Constitution of India read with Section 9 of the Himachal Pradesh Municipal Corporation Act, 1994, Section 281 of Himachal Pradesh Municipal Act, 1994 and Section 160 of the Himachal Pradesh Panchayati Raj Act, 1994, hereby lifts the Model Code of Conduct with immediate effect.

And whereas,the election has been conducted and the Return of Election on Form-44 of all 63 wards in respect of all four Municipal Corporations has been received from the concerned Returning Officers-cum-Deputy Commissioners as required under Rule 80 (6) of the ibid Rules;

Therefore, the State Election Commission, in exercise of the powers vested in it under Section 13 of the H.P. An application under section 15 of the Special Marriage Act, 1954 has been received in this court from Sh. Vijay aged 25 years D.O.B. 07-10-2001 s/o Sh. Bheem Prasad, r/o Village Siharri Mushlmana, P.O. Dharampur, Tehsil Kasauli, Distt. Solan, H.P. (Bride Groom) and Ms. Heena aged 20 years D.O.B. 25-05-2006 d/o Sh. Mahender Singh, r/o Village Sanwara, P.O. Mando Dhar, Tehsil Kasauli, Distt. Solan, H.P. for the registration of their marriage u/s 15 of the Special Marriage Act, 1954. The applicants have further declared in their affidavits dated 17-04-2026 that they have solemnized their marriage with each other on 21-06-2024. Before taking further action in the said application, objections from the general public are invited for the registration of this marriage. The objections in this regard should reach this court on or before 10-06-2026 failing which the marriage shall be got registered as per the provisions of the law.

Whereas, Rajender Kumar Sharma s/o Sh. Ram Krishan Sharma aged about 59 years, r/o A-7 Malviya Bhawan Jaypee University (IT), Tehsil Kandaghat, Distt. Solan and Smt. Anupma Sharma d/o Sh. Som Dutt Sharma aged 57 years r/o A-7, Malviya Bhawan Jaypee University (IT), Tehsil Kandaghat, District Solan, H.P. ans a/p w/o aforesaid Sh. Rajender Kumar Sharma have moved an application u/s 15 of the Special Marriage Act, 1954. for registration of their marriage which was solemnized on 07-02-1993.

And, whereas, both the applicants have submitted in their application and in their affidavits duly attested by undersigned that they were unmarried at the time of solemnization of their3659 राजपत्र, हिमाचल प्रदेश, 02 जून, 2026/12 ज्येष्ठ, 1948 marriage as it was their first marriage and were major in age and having no prohibited relations to each other, debarring them to marry each other. Both the applicants have requested for registration of their marriage.

Therefore, by this notice the General public is informed that if any one has any objection regarding registration of this marriage, he/she may present before this court on or before 19-06-2026 for hearing of objections, if any. In case no objection is received by 19-06-2026, it will be presumed that there is no objection to the registration of the aforesaid marriage and the same will be registered accordingly.
