Hoarding and Profiteering Prevention Order, 1977, I, Rahul Kumar IAS, District Magistrate, Bilaspur, District Bilaspur do hereby fix the maximum retail prices inclusive of all taxes and other incidental charges in respect of the following essential commodities that may be charged by the dealers or retailers in district Bilaspur with immediate effect:—

Note:—

1. One plate of meat/chicken curry should have 200 grams net meat pieces i.e. at least minimum 5 pieces and 100 grams of gravy.

2. Matar Paneeer, Palak Paneer etc. must have at least 100 grams cheese.

3. In the packed commodities i.e. bread / milk etc., the price, date of packing should be as W & M Commodities package Act, 1976.

4. Every dealer/shopkeeper shall display the price list of these commodities at the entrance of the business premises, which should be duly singed by the owner/manager.

5. On the demand of the customer, every shopkeeper shall issue cash memo/bill to the customer.

This notification shall be valid for a period of one month from the date of publication in the Official Gazette.

No. I/889234/2026.—Whereas, the Government of Himachal Pradesh, vide Notification No. FDS-A(3)-7/2016-I, dated 9th May, 2023, has invoked the Himachal Pradesh Hoarding and Profiteering Prevention Order, 1977. Therefore, in supersession of all previous notifications issued in this behalf and in exercise of the powers vested in me under Sub-clause(d) of clause3(1) of the Himachal Pradesh Hoarding and Profiteering Prevention Order, 1977, I, Rahul Kumar, I.A.S., District Magistrate, Bilaspur District Bilaspur, do hereby fix the maximum margin of profit on the commodities listed in schedule-I appended to the order ibid, which dealers in Bilaspur District can charge on wholesale and retail sale transactions, as under:—

Terms and Conditions:—

1. The element of expenditure, incurred/actually paid by a dealer to be taken into account for computing the landed cost of the commodities listed above. i.e.

(i) Purchase Price, (ii) Freight, (iii) Central/Local Taxes/GST, (iv) Loading, un- loading, Carriage, (v) Market Fee, (vi) interest on capital@ 1% for Wholesaler and Retailer on item no.1 to 5 above. (vii) Other incidental charges @1% for Wholesaler and Retailer on item no. 1 to 5 above.(viii) 1% shortage may be allowed over and above the margin of profit calculated as per instructions. No shortage will however be allowed in the case of H.V.Oil sold in packs upto 5kgs. In the case of Gur, Shakkar, and Khandsari shortage upto 2% may be allowed.

Note—This condition will not be applicable on fruits and vegetables, as all incidental charges have already been included in their retail margin of profit.

2. The dealer engaged in Wholesale as well as in retail sale business shall charge only one margin of profit on the transaction i.e. wholesale margin on wholesale transaction and retail sale margin on retail sale transaction. The wholesale margin shall be allowed at one stage only at one particular station.

3. Wholesale transaction would mean a single transaction of not less than the following:—

(1) Foodgrains, Gur, Shakkar, Khandsari, Sugar, Pulses, Salt = One Quintal (2) Bread = Ten Number (3) Paper = One Ream (4) Eggs = One Hundred (5) Fruits and Vegetables = 20 Kgs (6) Meat, Chicken, Fish, Curd and Cottae Cheese =10 Kgs (7) Bottled Beverages = 24 Nos.

4. The below terms and conditions will be applicable for vegetables & fruits:—

(4.1) No Wholesaler or retailer shall charge more than the margin of profit as fixed above.

(4.2) Every Commission Agent/Wholesaler in Vegetable Market shall issue Form R to every farmer/grower at the time of purchase of fruits and vegetable from them and retain its one copy with him/her.

(4.3) Every Commission Agent/Wholesaler in Vegetable Market shall issue Form Q to every retailers showing rates of each fruit and vegetable sold to the retailers. On this Form /Cash memo, he or she shall display rate of the fruits/vegetables as per Form R and Charge his/her margin of profit/ commission as shown at column 3 above, which shall be shown separately on Form Q and he/she shall retains its one copy with him/her.

(4.4) The Dealer engaged in wholesale as well as in retail sale business shall charge only one margin of profit on the transaction i.e. wholesale margin on wholesale transaction and retail sale margin on retail sale transaction. The wholesale margin shall be allowed at one stage only at one particular station.

(4.5) Every Retailers shall display price list of the fruits and vegetables available with him/her in business premises in such a way that it may easily be seen by every customer.

(4.6) Wholesale transaction would mean a single transaction of not less than the following:

Fruits and Vegetables = 20 Kg.

(4.7) All sub Divisional Magistrates, all Deputy Superintendent of Police and all Inspectors Food Civil Supplies and Consumers Affairs, in Distt., Bilaspur shall ensure compliance of this notification in letter and spirit.

(4.8 The Secretary, APMC Bilaspur shall ensure issuance of Form-R and Form-Q by the Commission Agent in Vegetable markets in the district.

Whereas, a petition for partition of joint land comprised in Khata No. 244, Khatoni No. 374, Khasra No. Kitta 17, area measuring 4391.00 Sq. Mts. situated at Muhal Bari/26/9 Tehsil Sundernagar, District Mandi, is pending adjudication before this Court.

And, whereas, service upon the above-named respondents could not be effected through ordinary modes of service despite repeated efforts and it appears that respondents are avoiding are avoiding service. Further, applicant has failed to furnish the correct and complete addresses of the respondent No. 24 to 27 and has expressed his inability to provide the same. It is proved to the satisfaction of this Court that service upon the above mentioned respondents could not be effected through ordinary modes of service.

सर्वसाधारण को सूचित किया जाता है कि महेन्द्र पुत्र रतन सिंह धमांदर, डाकघर भडोनी, उप-तहसील पझौता, जिला सिरमौर (हि0प्र0) ने हि0प्र0 भू-राजस्व अधिनियम, 1954 की धारा 35 ता 38 के अन्तर्गत राजस्व अभिलेख में इन्द्राज की दुरुस्ती हेतु इस कार्यालय में प्रार्थना-पत्र प्रस्तुत किया है जिसमें उसका कथन है कि बाबत खाता/खतौनी नं0 4मिन/9, जमाबंदी वर्ष 2021-2022, नम्बर खसरा 41, तादादी 00-17 बीघा व नम्बर खसरा 117, रकबा तादादी 02-02 बीघा, नम्बर खसरा 419/376/273 मिन, तादादी 00-07 बीघा, कुल किो-03, कुल तादादी 03-06 बीघा, मौजा धमांदर, पटवार वृा माटल बखोग की भूमि में पिछले कई वर्षाें से भलकू पुत्र प्रभू गैर मौरूसी गलत दर्ज है जबकि भलकू नामक इस व्यक्ति उरोक्त भूमि पर कोई भी कब्जा न रहा है ऐसा प्रार्थी का कथन है।

प्रार्थी के आवेदन पर क्षेत्रीय कर्मचारियों द्वारा छानबीन करवाने उपरांत यह पाया गया कि हाजरीन नम्बरदार श्री कल्याण सिंह, मौजा बगड पनोटी व श्री दूर्गा दास उप-प्राधान ग्राम पंचायत कोटी पधोग व अन्य वाशिंदगान देह हजा ने भी ब्यान किया कि उपरोक्त आराजी पर मालकान का ही कब्जा रहा है व स्थानीय 4374 राजपत्र, हिमाचल प्रदेश, 09 जून, 2026/19 ज्येष्ठ, 1948 साक्ष्यों के अनुसार भलकू, लगभग 60 वर्ष पूर्व बाहरी क्षेत्र से यहां दिहाड़ी मजदूरी हेतु आया था और कुछ समय पश्चात यहां से पलायन कर गया था, तथा वर्तमान में इस क्षेत्र में उसका कोई अस्तित्व या अता-पता नहीं है। जिसका गैर मौरूसी कब्जा दर्ज हो गया है जिसका उन्हें अब तक कोई भी ज्ञान न था। मुताबिक गिरदावर हलका रिपोर्ट पाया की जमाबंदी वर्ष 1972-73 तक उपरोक्त नम्बर खसरा में कब्जा मालकान ही दर्ज था परन्तु बाबत वर्ष 1976-1977 की जमाबंदी में भलकू गैर-मौरूसी का इन्द्राज पाया गया तथा इस इन्द्राज बारे कागजात माल अनुसार कोई भी विशेष इन्तकाल व कैफियत नोट नहीं पाया गया। जिससे यह कहा जा सकता है कि मौजा धमांदर के उपरोक्त नम्बर खसरा में भलकू गैर-मौरूसी का नाम गलत दर्ज है साथ ही इस क्षेत्र में भलकू नामक व्यक्ति नहीं रहता है।

अतः इस सूचना के माध्यम से श्री भलकू पुत्र श्री प्रभू (यदि जीवित हों) या उनके विधिक वारिसों (जायज वारिसान) अथवा किसी भी अन्य हितबद्ध व्यक्ति को सूचित किया जाता है कि यदि उन्हें उक्त राजस्व रिकॉर्ड में सुधार करने तथा भलकू का नाम हटाकर कब्जा मालिकान स्वयं दर्ज किए जाने पर कोई भी आपाि या एतराज हो तो वह दिनांक 20-06-2026 तक किसी भी कार्यदिवस में प्रातः 10.00 बजे से सायं 5.00 बजे तक न्यायालय सहायक समाहर्ता, उप-तहसील पक्षौता स्थित नौहरी में स्वयं (असालतन) अथवा अपने अधिकृत अधिवक्ता (वकालतन) के माध्यम से उपस्थित होकर साक्ष्यों सहित अपनी आपाि दर्ज करा सकते हैं। नियत तिथि तक किसी भी आपाि के प्राप्त न होने अथवा अनुपस्थिति की स्थिति में न्यायालय द्वारा एकतरफा कार्यवाही अमल में लाते हुए राजस्व अभिलेख में दुरुस्ती के आदेश पारित कर दिए जाएंगे।

Shimla-2, the 8th June, 2026

No. FFE-B-A(4)-2/2015-L.—WHEREAS, the Government of Himachal Pradesh has to fix the price of private forest produce as provided under Section-7 of the Himachal Pradesh Forest Produce (Regulation of Trade) Act, 1982 from time to time. Accordingly, the rates are being revised from time to time on year-to-year basis, though; the terms & conditions remain the same as laid down in the Notification No. FFE-B-A(4)-3/2005-Vol-I, dated 31st March, 2011.

NOW, THEREFORE, in exercise of the powers conferred by first proviso of Section 7 of the Himachal Pradesh Forest Produce (Regulation of Trade) Act, 1982, the Governor, Himachal Pradesh is pleased to fix the price of private forest produce for the Financial Year, 2026-27 by enhancement of 5% in the existing rates fixed for the Financial Year 2025-26 notified vide Notification of even number dated 6th September, 2025. The list of revised rates is enclosed as Annexure-I.

All other "terms and conditions" as prescribed in this Department's notification referred to above shall remain unchanged.
