No. HPERC-B02/1/2022-601-609.—In exercise of powers vested under the provisions of the Himachal Pradesh Electricity Regulatory Commission (Consumer Grievances Redressal Forum 56-राजपत्र/2026-12-06-2026 (4449)4450 राजपत्र, हिमाचल प्रदेश, 12 जून, 2026/22 ज्येष्ठ, 1948 and Ombudsman) Regulations, 2013 as amended from time to time, the HP Electricity Regulatory Commission hereby nominate the following incumbents as Independent Members of the Additional Consumer Grievances Redressal Forums (CGRFs) for the Operation Circles indicated against their respective names:—

As per the provisions of the aforesaid Regulations, the nomination of above incumbents will be for three (3) years from the date on which he takes over as such or until he attains the age of 65 years, whichever is earlier.

The salary and allowances shall be as per the provisions notified under HPERC (Salary and Allowances of the nominated Independent Members of the Forum for Redressal of Grievances of the Consumers) Order, 2013 as amended from time to time.

No. GAD-C-D(4)-1/2026.—In partial modification of this department's Notification of even No. dated 18-04-2026, the Governor, Himachal Pradesh, in exercise of the powers conferred by article 162 read with article 166 of the Constitution of India, is pleased to withdraw the deferment of salary of the Deputy Chief Minister, Members of Council of Ministers, Speaker & Deputy Speaker, Himachal Pradesh Vidhan Sabha, and the Members of Legislative Assembly, and the deferred amount shall be paid alongwith the salary of June 2026, payable in July 2026.

The temporary deferment of 50 percent salary in respect of the Chief Minister shall continue as per the notification dated 18-04-2026, till further orders.

अधिर्गहण हेतु प्रस्तावित भूमि का विवरण निम्नानुसार है :–

यह अधिसूचना राजपत्र में प्रकाशित की जाएगी तथा जिला कलेक्टर / भूमि अधिर्गहण अधिकारी (शिमला, जल प्रबंधन निगम लिमिटेड) इसका प्रकाशन दो दैनिक समाचार पत्रों, जिनमें से एक स्थानीय भाषा में होगा, सुनि(िcid:7391)त करेंगे। इसके अतिरिक्त संबंधित राजस्व अधिकारियों के माध्यम से र्गाम पंचायत, नगर पालिका, तहसील एवं जिला कलेक्टर कार्यालयों सहित स्थानीय क्षेत्र में सार्वजनिक सूचना भी दी जाएगी।

यह अधिसूचना सामाजिक प्रभाव आकलन (SIA) को अधिनियम एवं उसके अधीन बनाए गए नियमों के प्रावधानों के अनुसार सख्ती से किए जाने में सक्षम बनाएगी, जिसमें प्रभावित परिवारों पर प्रभाव, आजीविका, पुनर्वास एवं पुनस्र्थापन आवश्यकताएँ, जन परामर्श, आकलन प्रर्किया में पारदशिता तथा अन्य सभी प्रासंगिक वैधानिक कारकों को ध्यान में रखा जाएगा।

सामाजिक प्रभाव आकलन अध्ययन करते समय, सामाजिक प्रभाव आकलन इकाई, अन्य वातों के साथ-साथ, उक्त अधिनियम की धारा 4 की उप -धारा (4) तथा उसके अंतर्गत बनाये गए नियमों में विनिर्दिष्ट विभिन्न घटकों पर परियोजना द्वारा पड़ने वाले संभावित प्रभाव को ध्यान में रखेगी, जिसमें प्रभावित परिवारों की आजीविका पर प्रभाव, सार्वजनिक एवं सामुदायिक संपत्तियां, परिसम्पतियाँ तथा अवसरंचना विशेष रूप से सड़कें , सार्वजनिक परिवहन, जल निकासी, स्वच्छता, पेयजल के र्सोत, पशुओं हेतु जल के र्सोत, सामुदायिक तालाब, चरागाह भूमि, बागान, सार्वजनिक उपयोगिताएं जैसे डाकघर,4454 राजपत्र, हिमाचल प्रदेश, 12 जून, 2026/22 ज्येष्ठ, 1948 उचित मूल्य कि दुकानें, खाद्य भंडार गोदाम, विद्युत आपूति, स्वास्थ्य सेवा सुविधायें, विद्यालयों एवं शैक्षणिक सुविधायें, आंगनवाड़ियों, बच्चों के पार्क , पूजा स्थल, पारम्परिक जनजातीय संस्थाओं हेतु भूमि तथा शव विसर्जन एवं दाह- संस्कार स्थल सम्मिलित हैं ।

अतः यह स्पष्ट किया जाता है कि सामाजिक प्रभाव आकलन के दौरान किसी भी प्रकार के दबाव या धमकी का प्रयास इस प्रर्किया को शून्य और अमान्य बना देगा। सामाजिक प्रभाव आकलन इसके प्रारंभ होने की तिथि से छह माह की अवधि के भीतर किया जाएगा।

सामाजिक प्रभाव आकलन इकाई परामर्श, सव(cid:7287)क्षण एवं जन सुनवाई पूर्ण होने के उपरांत, नियम 3 के उप-नियम (3) के अंतर्गत प्रपत्र-II में सामाजिक प्रभाव आकलन अध्ययन रिपोर्ट तथा नियम 3 के उप- नियम (4) के अंतर्गत प्रपत्र-III में सामाजिक प्रभाव प्रबंधन योजना तैयार करेगी, जिसमें विशिष्ट घटकों के लिए प्रभाव को कम करने हेतु आवश्यक सुधारात्मक उपायों का उल्लेख होगा।

उक्त भूमि का अधिर्गहण राज्य सरकार द्वारा शिमला जल प्रबंधन निगम लिमिटेड के माध्यम से सार्वजनिक प्रयोजन हेतु प्रस्तावित किया जा रहा है, जो राज्य का एक अभिकरण है । यह अधिर्गहण उक्त अधिनियम की धारा 2 की उप-धारा(1) के अर्थ के अंतर्गत आता है । तदनुसार, उक्त अधिनियम की धारा 2 की उप-धारा(2) के अंतर्गत विहित सहमति का प्रावधान वतर्मान प्रकरण में लागू नह(cid:7277) होगा । हिमाचल प्रदेश राजस्व विभाग द्वारा अधिसूचना संख्या Rev-B-A(3)-3/2014-II दिनांक 27-11-2025 के माध्यम से राज्य सामाजिक प्रभाव आकलन इकाई का गठन पहले ही किया जा चुका है। अतः सामान्य जन की जानकारी हेतु उक्त इकाई का संपर्क विवरण निम्नानुसार है :–

No. UD-F(4)-1/2020-I .—In exercise of the powers conferred under Section 4 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013, read with Rule 3 of the Himachal Pradesh Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (Social Impact Assessment and Consent) Rules, 2015, the Governor of Himachal Pradesh is pleased to empower the Social Impact Assessment Unit as specified in the concluding para of this notification to carry out Social Impact Assessment for the proposed land for the purpose of replacement of Rising Main from Khad Kawalag 1st stage and Kawalag IInd stage, situated at Up-Mohal Kawalag, HPPWD Road Mehli to Junga, Tehsil Shimla (Rural) Distt. Shimla.

The detail of proposed land to be acquired is as under:—

This notification shall be published in the Official Gazette and the District Collector / Land Acquisition Officer (Shimla, Jal Prabandhan Nigam Limited), shall ensure its publication in two daily newspapers, one of which shall be in the local language, and shall also cause public notice to be given in the locality, including at the offices of the Gram Panchayat, Municipality, Tehsil and District Collector, through the concerned revenue authorities.

This notification shall enable the Social Impact Assessment (SIA) to be carried out strictly in accordance with the provisions of the Act and the Rules made there under, keeping in view, inter alia, the impact on affected families, livelihood, rehabilitation and resettlement requirements, public consultations, transparency in the assessment process, and any other factors as prescribed under the relevant statutory provisions.

While undertaking the Social impact Assessment Study, the Social Impact Assessment Unit shall, amongst other things, take into consideration the impact that the project is likely to have on the various components specified under sub-section (4) of Section 4 of the Act ibid and the rules framed there under, including the impact on livelihood of affected families, public and community properties, assets and infrastructure particularly roads, public transport, drainage, sanitation, sources of drinking water, sources of water for cattle, community ponds, grazing land, plantations, public utilities such as post offices, fair price shops, food storage godowns, electricity supply, health care facilities, schools and educational or training facilities, anganwadis, children parks, places of worship, land for traditional tribal institutions and burial and cremation grounds.

Thus, it is made clear that any attempt at coercion or threat during the Social Impact Assessment will render the exercise null and void. The Social Impact Assessment shall be carried out within a period of six months from its commencement.

The Social Impact Assessment Unit after completion of consultations, survey and public hearing shall prepare a Social Impact Assessment study report in Form-II under sub rule 3 of Rules 3 and a Social Impact Management Plan, listing the ameliorative measure required to be undertaken for addressing the impact for a specific component in Form-III under sub rule 4 of Rule 3.

The land is being proposed to be acquired for a public purpose by the State Government through Shimla Jal Prabandhan Nigam Limited, which is an instrumentality of the State. The acquisition falls within the meaning of sub-section (1) of Section 2 of the Act ibid. accordingly, the consent provisions as laid down under sub-section (2) of Section 2 of the Act ibid shall not be applicable in the present case.

The Himachal Pradesh Revenue Department vide Notification No. Rev-B-A(3)-3/2014-II dated 27-11-2025 has already constituted the State Social Impact Assessment Unit, hence, for the information of the general public, the contact information of unit is as under:—
