Ghumarwin, the 10th March, 2026

No. MCG/Bye-Laws/2026.—WHEREAS, the Municipal Council Ghumarwin, Property Taxation Bye-laws-2025, notified on 22nd May, 2025, were proposed for amendment specifically 61-राजपत्र/2026-20-06-2026 (4639)4640 राजपत्र, हिमाचल प्रदेश, 20 जून, 2026/30 ज्येष्ठ, 1948 to redefine the zoning areas to ensure administrative and legal consistency; AND WHEREAS, to comply with the statutory requirements of Section 65(2) of the Himachal Pradesh Municipal Act, 1994, the preliminary draft of these proposed amendments was published on the Notice Board of the Municipal Council Ghumarwin on 21-02-2026, for the information of all persons likely to be affected thereby and for inviting public objections and suggestions within the stipulated period of 15 days;

AND WHEREAS, the stipulated period has expired and no objections, suggestions, or claims were received from the general public regarding the said draft amendments;

NOW, THEREFORE, in exercise of the powers conferred by Section 65(1) read with Section 2(33-a) of the Himachal Pradesh Municipal Act, 1994, and in accordance with the executive powers vested in the Executive Officer under Section 51 of the Himachal Pradesh Municipal Act, 1994, I, Khem Chand Verma, Executive Officer, Municipal Council Ghumarwin hereby notifies the final amendments to the Property Taxation Bye-laws-2025 as follows, namely:—

MUNICIPAL COUNCIL GHUMARWIN

PROPERTY TAXATION (AMENDMENT) BYE-LAWS-2026

1. Short title and commencement.—(i) These Bye-laws may be called the Municipal Council Ghumarwin, Property Taxation (Amendment) Bye-laws-2026.

(ii) These Bye-laws shall come into force from the date of their final publication in the Official Gazette (Rajpatra).

2. Amendment of Clause 22.—Clause 22 of the Municipal Council Ghumarwin Property Taxation Bye-laws-2025 shall be substituted with the following:—

22. Location factor, characteristic and its value:—For the purpose of clause (33-a) of Section 2 of the Act, the location Factor, Characteristic and its values shall be as under:—

(i) Zoning of GHUMARWIN town is defined as follows:—

• Zone A: This zone encompasses the primary areas of Ghumarwin having direct road connectivity. For clarity, this includes all types of roads—such as National Highways (NH), state highways, and local link roads. This zone specifically covers areas upto 100 meters on both sides of the roads across Wards 1 to 9.

• Zone B: Areas located beyond 100 meters on both sides of the roads across Wards 1 to 9, extending outwards from Zone A.

• Zone C: Deleted, as no area falls under this category.

Number of Zones and its value (Factor-1): The municipal area is divided into two zones, i.e., Zone A and Zone B as referred above. There are five factors which are relevant for the determination of the ratable value of lands & buildings. The factor and value of each factor per sq. meter shall be as under:— a. Location-A: @3 b. Location-B: @2.

सर्वसाधारण को इस इश्तहार के माध्यम से सूचित किया जाता है कि प्रार्थी श्री अरुण कुमार पुत्र श्री राजो, निवासी गांव बोहरका, डाकघर भाली, तहसील कोटला, जिला कांगड़ा (हि0प्र0) ने अपनी माता स्व0 निर्मला देवी पत्नी श्री राजो की मृत्यु के विलंबित पंजीकरण हेतु इस न्यायालय में प्रार्थना-पत्र प्रस्तुत किया है।4645 राजपत्र, हिमाचल प्रदेश, 20 जून, 2026/30 ज्येष्ठ, 1948 प्रार्थी के अनुसार स्व0 निर्मला देवी की मृत्यु दिनांक 29-12-2023 को घर पर हुई थी, जिसका पंजीकरण अज्ञानतावश निर्धारित समय के भीतर ग्राम पंचायत भाली में दर्ज नहीं करवाया जा सका है। मुख्य चिकित्सा अधिकारी, कांगड़ा स्थित धर्मशाला ने भी अपने पत्र क्रमांक 1091 दिनांक 18-03-2026 के माध्यम से इस संदर्भ में अनुशंसा प्रेषित की है।

अतः सर्वसाधारण को इस इश्तहार के मार्फत सूचित किया जाता है कि इस बारे किसी को कोई उजर/एतराज हो तो वह दिनांक 09-07-2026 या इससे पूर्व किसी भी कार्य-दिवस पर अदालत हजा स्थित पांवटा साहिब में असालतन या वकालतन हाजिर आकर एतराज दर्ज करा सकता है अन्यथा उजर/एतराज पेश न होने की सूरत में उक्त नाम की दुरुस्ती आधार कार्ड में दर्ज करने के आदेश पारित कर दिये जाएंगे।
