NOTIFICATION

Shimla-2, the 23rd June, 2026

File No. UD-F(10)-10/2022-Part-I-L.—WHEREAS, the Ministry of Housing and Urban Affairs (MoHUA), Government of India, has introduced the National Urban Digital Mission (NUDM) to digitize municipal services and mandatory use of Citizen Seva Portal for providing5005 राजपत्र, हिमाचल प्रदेश, 30 जून, 2026/09 आषाढ़, 1948 various citizen centric services including Accounting and Financial Reporting in Municipalities, in accordance with NMAM alongwith all other Online Services available on UPYOG Platform.

AND WHEREAS, the Government of Himachal Pradesh is committed to enhancing transparency, efficiency and accountability in the financial management of Municipalities under the National Urban Digital Mission (NUDM).

AND WHEREAS, the Urban Platform for delivery of Online Governance (UPYOG) has been developed to provide a unified, web-based ERP platform for municipal accounting, asset management, and financial reporting complying with the National Municipal Accounting Manual (NMAM) standards.

AND WHEREAS, the National Municipal Accounting Manual (NMAM) provides standardized accounting policies and procedures to ensure accurate, complete and timely recording of municipal transactions;

AND WHEREAS, the UPYOG (Urban Platform for delivery of Online Governance) portal is an open-source, configurable digital platform developed to adhere to NUDM standards and NMAM accounting requirements;

AND WHEREAS, in compliance to the directions issued by MINISTRY OF HOUSING & URBAN AFFAIRS (MoHUA), GOVERNMENT OF INDIA vide D.O. letter K-14012/101(01)/ 2022-SC-Desk- (IV) dated 10th May 2022, the Department of Urban Development, Government of Himachal Pradesh, has decided to adopt the customized UPYOG Platform to deliver all online Municipal Services including Accounting and Finance module through single Citizen Seva Portal;

Now, therefore, in order to ensure mandate use of UPYOG Platform in all the Municipalities in the State, the following directions are hereby issued:—

1. Adoption of UPYOG Portal:—The UPYOG Accounting and Finance module alongwith all other online services available on Citizen Seva Portal shall be the mandatory platform for all Municipalities (Municipal Corporations, Municipal Councils and Nagar Panchayats) in the State.

2. Compliance with Municipal Accounting Manual, 2025:—All financial transactions, including budget preparation, general ledger posting, bill processing, receipts, asset management and bank reconciliation, shall be conducted on the UPYOG platform in compliance with the National Municipal Accounting Manual (NMAM) and the Himachal Pradesh Municipal Accounting Manual, 2025.

3. Mandatory Digitization:—All legacy data and new transactions from 1st August, 2026, must be initiated and recorded digitally through the UPYOG platform.

4. Integration of Services:—All Municipalities shall ensure entries in the integrated manner for different services such as property tax, garbage charges, trade license and other citizen services with the UPYOG Accounting module to ensure seamless revenue accounting.

5. Role of Officials:—The Commissioners/Executive Officers/Secretaries of the respective Municipal Corporations/Municipal Councils/Nagar Panchayats in Himachal Pradesh, shall be responsible for ensuring 100% compliance, timely data entry, mandatory usage of online services, online revenue collection and generation of5006 राजपत्र, हिमाचल प्रदेश, 30 जून, 2026/09 आषाढ़, 1948 financial reports (Balance Sheet, Income & Expenditure Statement) via UPYOG. They will submit the User Acceptance Testing (UAT) certificate to the Director, Urban Development before commencing the use of the portal for providing such services on real environment of the software/application for the concerned ULB. This notification shall come into force from the date of its publication in the Official Gazette.

Key directives of this notification include:

1. Mandatory Accounting:—All Municipal Bodies shall transition to the UPYOG

platform-Compliant Municipal Finance and Accounting module for maintaining

financial records.

2. Digital Transactions:—All receipts (tax, non-tax, fees) and payments (salary, works,

bills) shall be processed, recorded and reconciled through the UPYOG module.

3. Data Standardisation:—All master data, including vendor management, budget, and

bank accounts, shall be configured as per UPYOG templates.

4. Authorized Usage:—The UPYOG portal is hereby authorized to generate official

payment vouchers, receipts, and financial reports that shall be deemed authentic for

audit purposes.
