No. LEP-A001/2/2025/Part2.—The Governor Himachal Pradesh is pleased to notify "Rajiv Gandhi Swarozgaar Start-up Yojana Phase-IV" as under:—

1. Introduction.—The Government of Himachal Pradesh has launched Rajiv Gandhi Swarozgaar Start-up Yojana in the year 2024 with the aim of providing employment to the youth of the state. Based on the inputs received from the field functionaries, need has been felt to cater to the rural connectivity resulting in connecting educational institutions, health institutions, government offices to the rural areas. This will increase access for the rural masses and will lead to people being able to devote their time to other economic activities besides other innumerable economic benefits. Hence the Government has decided to launch "Rajiv Gandhi Swarozgaar Start-up Yojana Phase-IV" with the objective of generating sustainable self-employment opportunities for unemployed youth while strengthening public transport connectivity in rural and semi-urban areas of the State.

Under this scheme, selected beneficiaries shall be provided financial assistance and operational incentives for purchasing and operating passenger buses on identified intra-subdivision routes. The scheme shall encourage environmentally sustainable transportation through higher subsidies for electric buses while also allowing diesel buses to ensure operational flexibility in difficult hilly terrain.

2. Implementing Department.—The scheme shall be implemented by the Department of Labour, Employment and Overseas Placement in co-ordination with the Department of Transport and District Administration.

3. Objectives of the Scheme.—The major objectives of the scheme are as follows:—

1. To create sustainable self-employment opportunities for youth of Himachal Pradesh.

2. To improve public transport connectivity in rural and remote areas of every subdivision of the State.

3. To promote environmentally friendly transportation by encouraging the purchase and operation of electric buses.

4. To strengthen economic activity and accessibility in underserved areas through reliable transport services.

5. To provide income support and operational viability to selected beneficiaries through fixed operational incentives.

6. To ensure equitable opportunities for economically weaker sections by adopting income-based selection criteria.

4. Scope and Coverage of the Scheme.—1. The scheme shall be implemented in entire state of Himachal Pradesh.

2. A minimum of 10 bus routes shall be identified and notified in each Sub-division by the Sub-Divisional Level Route Formulation Committee(Attached at Annexure -'A'), except in tribal and backward sub-divisions which will be notified separately, in consultation with the Regional Transport Authorities. A maximum of 1000 routes in the state shall be identified and granted under this scheme.

3. The selected beneficiaries shall operate buses on approved routes under permits issued by the competent authority.

4. Both diesel buses and electric buses shall be eligible for subsidy and monthly incentive under the scheme.

5. The buses to be purchased under the scheme must have a minimum seating capacity of 32 passengers.

5. Eligibility Criteria.—The eligibility conditions for applicants under the scheme shall be as follows:—

5.1 General Eligibility.—

1. The applicant must be a bonafide resident of Himachal Pradesh.

2. The applicant registered with the Employment Exchange of Himachal Pradesh will be given priority.

3. The applicant must possess a valid Heavy Driving License and the bus will be driven by the beneficiary himself/herself. In case of the death of the beneficiary the vehicle will be driven by their legal heir who were the dependents of the deceased immediately preceding his/her death. The same eligibility conditions as mentioned in the scheme will apply to the legal heir as well. In case there is no legal heir or the legal heir is not willing to own and ply the bus, the bus along with the sanctioned route and outstanding financial liabilities will be handed over to the next beneficiary. The legal heir will have to convey his willingness to ply the bus within 15 days of the death of the original beneficiary. In case of no response within 15 days it will be presumed that the legal heirs of the beneficiary are not interested to ply the bus and the bus will be assigned to new beneficiary. For subsequent beneficiaries, 10 days will be given to convey the acceptance failing which the beneficiaries in the list will be given opportunity turn by turn to convey their acceptance until a beneficiary conveys the acceptance. Same process will be followed if there is recurrence of death of a beneficiary.

4. In case of non-availability of the beneficiary from the same sub-division for the aforesaid route/bus the candidate from the nearest Sub-division will be given an opportunity. In case no beneficiary is available in the nearest sub- division also the beneficiary from the next nearest sub-division will be given an opportunity. The same method will be followed up till the beneficiary is available in the same district. If the beneficiary is not available in the district then the route will be open to the beneficiaries of the entire state.

5. The heavy driving license should be at least 3 years old on the date of the application.

6. The age of the applicant shall be between 25 years and 50 years.

7. The applicant should not be a defaulter of any financial institution or government department.

8. A test will be conducted by the RTO of the Concerned Districts and only upon passing the test the beneficiary will be eligible for subsidy and monthly incentive.

1. Selection of beneficiaries shall primarily be based on annual family income determined on the basis of the income certificate.

2. Applicants with lower annual family income shall be accorded higher preference.

3. Income certificates issued only by competent revenue authorities will be acceptable.

4. In case of equal income, the beneficiary will be selected on the basis of draw of lots.

6. Incentive and Subsidy Details.—

6.1 Capital Subsidy.—The Government will provide capital subsidy for purchase of buses under the scheme as follows:—

** The Estimated Expenditure to be incurred under the Scheme is attached at "Annexure 'D'.

Conditions:

1. The buses to be purchased under this scheme will be ready to move/fully built buses only.

2. The subsidy shall be released directly to the Financing Institution in its Parking Account.

3. It will be the responsibility of the beneficiary/owner of the bus to keep the bus maintained, road worthy, insured, etc. at all point of time.

4. The beneficiary shall bear the remaining cost through bank finance or self- contribution.

5. The buses purchased under the scheme shall not be sold or transferred for a minimum period of five years except in case of the death of the beneficiary as mentioned under 5.1(3).

6. Expenses on account of Insurance, registration, token taxes, Special Road tax, permits, fitness certification, etc. shall be borne by the beneficiary himself/herself.

7. Tolls, parking fees and any other fees shall be paid by the beneficiary himself/herself.

8. It will mandatory for every bus owner to scribe on both side of the bus "Courtesy: Rajiv Gandhi Swarozgaar Start-up Yojana" in a size of not less than 1 feet (H) X 8 feet (L).

6.2 Mode of Financing.—

1. The beneficiary will have to give 10% of the cost of the vehicle as down payment from his own finances.

2. The beneficiary can avail maximum loan of 60% of the cost of the vehicle in case of a diesel bus and 40% of the cost of the vehicle in case of an electric bus from a financing institution.

3. The beneficiary will also have discretion to self finance the bus availing only the subsidy from the Government.

4. These buses will be exempted from SRT for the first year and they will pay SRT@50% during rest 4 years.

5. In case of the death of the beneficiary if the route is transferred to the next beneficiary as mentioned in 5.1(3) and the bus has been self financed, the next beneficiary will have to pay the amount of the bus, factoring in its depreciation, to the legal heir of the original beneficiary. The depreciation will be calculated as follows:—

6.3 Operational Incentive.—To ensure viability of operations beneficiaries shall receive fixed monthly operational incentive of Rs. 50,000/- in case of Diesel buses and Rs. 75,000/- in case of Electric buses for plying the bus on all days of the month covering all the trips as per the route permit sanctioned in his favour. The verification of the number of days for which the bus has completed its routes/trips will be done by the District Employment Officers of concerned district on the basis of VLTS/GPS data or any other information that he/she may have access to.

Monitoring:

1. The operational incentive shall be released upon verification of daily operation records.

2. Vehicle Location and Tracking System (VLTS)/GPS of the specification prescribed by the Govt. shall be installed by the beneficiary for monitoring the route compliance.

3. Incentives shall only be provided for buses operating on approved routes under the scheme.

5. The beneficiary will have to drive the bus himself/herself for at-least 20 days in a month to claim the incentive.

6. In case of any medical emergency or other valid domestic reasons a substitute is allowed to drive the vehicle for a maximum period of 20 days except where the medical documents necessitates rest for more than 20 days. The claim of the beneficiary for absence of 20 or more than 20 days, necessary medical certificate will have to be produced.

7. The beneficiary will get the monthly incentive only upto 5 years i.e 60 months only.

8. The income generated through services given by the beneficiary will be his own and used for operational expenses of the bus.

6.4 Passengers Incentive.—The Passengers travelling in these buses will receive incentives as follows:—

Conditions:

1. The students should have a valid ID proof.

2. The students beyond 10+2 will have to take only one ticket to travel for the whole day i.e. the entire day of the date on which it is issued.

3. The women will be given 50% concession for each time they travel in these buses.

4. Eligible women and students will be encouraged to obtain a HIMBUS Card for smooth claim of their incentives.

5. For effective implementation, the beneficiary operator under this scheme shall deploy an electronic ticketing system compatible with RFID-based authentication to enable verification of HIMBUS Cards at the point of ticket issuance.

7. Identification of Bus Routes.—1.The Committee(s) notified by the Transport Department vide notification dated 19-09-2022 in pursuance of powers conferred under Section 67 of the Motor vehicle Act, 1988 shall identify the routes.

 ➢Rural areas with Sub-division headquarters,  ➢Educational institutions,  ➢Industrial areas,  ➢Healthcare facilities,  ➢Tourist destinations,  ➢Remote panchayats lacking adequate public transport.

3. Preference shall be given to routes where public transport services are inadequate.

4. The Regional Transport Authority notified by the Government of Himachal Pradesh in pursuance of powers conferred under section 68 of the Motor Vehicle Act 1988, shall grant permits to the buses to be plied on the routes identified.

8. Implementation Process.—

8.1 Invitation of Applications.—Applications shall be invited through a portal developed by the Department of Labour Employment & Overseas Placement or as the Government may specify in the advertisement.

8.2 Selection Process.—

1. All the applications received through online portal shall be scrutinized by the respective District Employment Officers and if discrepancies are found in the application the same shall be reverted back to the applicant for rectification/completion of codal formalities within 5 days failing which the application will be rejected.

2. District Employment Officers will complete the process of verification of documents/required information and finalize the list of eligible beneficiary and will submit the same through dedicated online portal to the Regional Transport Officers of the Transport Department for conducting the driving test. After the test is conducted, the Regional Transport Officers of the Transport Department will forward the results of the candidate to the Department of Labour, Employment & Overseas Placement.

3. The applications of recommended eligible beneficiaries will be placed in front of a District Level Committee and once approved by them the candidate will be eligible for claiming of 50% or 30% subsidy whichever is applicable under the scheme.

8.3 Vehicle Procurement.—Selected beneficiaries shall purchase approved buses with minimum seating capacity of 32 seats Diesel buses will have to be procured within 30 days & electric buses within 90 days. The duration can be altered by the Secretary (LE&OP) to the GoHP.

8.4 Route Allocation and Monitoring.—

1. Route permits shall be issued by the concerned Regional Transport Authorities.

2. The Department of Transport shall monitor:

     ➢ Passenger services,

     ➢ Daily distance coverage,

     ➢ Maintenance standards.

3. All buses covered under this scheme shall be equipped with a GPS/Vehicle Location Tracking System (VLTS) capable of providing real-time location data. The GPS/VLTS shall be interoperable and capable of integration with external monitoring and tracking platforms through APIs. Non-interoperable or closed-system GPS/VLTS devices shall not be permitted under the scheme. The GPS/VLTS device shall comply with applicable AIS-140 specifications, BIS certification requirements, WPC approvals (where applicable), MoRTH guidelines, and cyber security requirements prescribed by the Government from time to time.

4. Vehicle Location and Tracking System (VLTS)/GPS based monitoring and periodic inspections will be conducted by the officials of Labour, Employment & Overseas Placement Department, Transport Department and Police Department.

9. Penalties.—Violation of the conditions laid down in the scheme shall lead to the following penalties:—

1. If the beneficiary misses one trip of the route allotted to him Rs. 1000 will be deducted from his monthly incentive.

2. In case of a breakdown the beneficiary will have to give immediate intimation of the breakdown to the District Employment Officer. No incentive will be given for this period of the breakdown of vehicle. The deduction of incentives will be on Pro-Rata-Basis.

3. In case of major service/repair prior intimation regarding number of tentative days needs to be given by the beneficiary to the District Employment Officer. No incentive will be given for this period for service/repair of vehicle. The deduction of incentives will be on Pro-Rata-Basis.

4. If the beneficiary deliberately misses 10 trips in a month without any intimation to the authorities, the Regional Transport Authority, on the recommendation of District Level Committee, shall be authorized to cancel the route permit of the bus. The beneficiary shall be solely responsible for this and no compensation in this case will be given to the beneficiary. The banks can recover their loan as per their terms and conditions.

5. No incentive will be admissible for the days when the bus is not plied for on account of the death of the beneficiary.

6. If the vehicle is sold, transferred, leased, mortgaged or otherwise disposed of within the mandatory lock-in period of five years without prior approval of the Government, the entire subsidy released shall be recovered alongwith5020 राजपत्र, हिमाचल प्रदेश, 01 जुलाई, 2026/10 आषाढ़, 1948 interest as arrears of land revenue under the provisions of the Himachal Pradesh Land Revenue Act and other applicable laws or in any manner the Government deems fit.

7. Any operational incentive found to have been claimed fraudulently or released due to misrepresentation, manipulation of GPS records, forged documents or suppression of facts shall be recovered in full with interest, as arrears of land revenue under the provisions of the Himachal Pradesh Land Revenue Act and other applicable laws or in any manner the Government deems fit.

8. The amount recoverable under this scheme will be adjusted against any pending incentive payments due to the beneficiary. In case the amount remains unpaid, the same shall be recoverable as arrears of land revenue under the provisions of the Himachal Pradesh Land Revenue Act and other applicable laws or in any manner the Government deems fit.

10. Monitoring and Evaluation.—

1. A State Level Monitoring Committee (Attached at Annexure-'B') shall review performance of the scheme atleast once in six months.

2. District Level Committee (Attached at Annexure-'C') shall review performance of the scheme atleast once in a quarter.

10. Expected Outcomes.—The scheme is expected to achieve the following outcomes:—

1. Creation of large-scale self-employment opportunities for youth

2. Improved transport connectivity in remote and rural areas

3. Promotion of green transportation through electric mobility

4. Reduction in unemployment and migration from rural areas

5. Strengthening of the rural economy and tourism sector in Himachal Pradesh 11. Conclusion.—The "Rajiv Gandhi Swarozgaar Start-up Yojana Phase-IV" aims to combine employment generation with sustainable transport development. By providing financial assistance, operational incentives and route support, the scheme shall empower unemployed youth while ensuring reliable transportation services across the State. The initiative shall contribute significantly towards inclusive growth, rural connectivity and environmentally responsible public transport in Himachal Pradesh. Estimated expenditure to be incurred under this scheme on account of subsidy is calculated at "Annexure-D". Detailed SOPs in this regard will be issued separately.

Scenario -1: If Diesel and Electric buses are in 50-50 proportion.

 ➢ For 5 Electric Buses, Subsidy = 5 * 45,00,000 = Rs.2,25,00,000  ➢ For 5 Diesel Buses, Subsidy = 5 * 9,00,000 = Rs. 45, 00,000  ➢ Total Subsidy for 10 Buses (Electric + Diesel) in each Sub-division = Rs. 2,25,00,000 + Rs. 45,00,000 = Rs. 2,70,00,000

  Expected Subsidy to be disbursed in all sub-divisions under the scheme = 69 *

2,70,00,000 = Rs. 1,86,30,00,000.

If 1000 buses are to be subsidised (50-50 proportion), then amount required will be =

(Rs. 45,00,000*500)+(Rs.9,00,000*500)=Rs.2,70,00,00,000.

Scenario -2: If all the buses are Diesel buses

 ➢ For 10 Diesel Buses in each Sub-division, Subsidy = 10 * 9,00,000 = Rs.90,00,000   Expected subsidy to be disbursed in all sub-divisions under the scheme= 69 * 90,00,000 = Rs. 62,10,00,000

If 1000 buses are to be subsidised, then amount required will be = Rs. 90,00,00,000

2. On account of monthly Incentives to the beneficiaries

  Amount of incentive to be given every month for Diesel buses =Rs. 50,000

  Amount of incentive to be given every month for Electric buses= Rs. 75,000.

  Amount of monthly Incentive @10 buses per Sub-Division in 50-50 proportion=

(5 *Rs. 50,000)+(5*75,000) = Rs. 6,25,000.

विषय.--जन्म व मृत्यु पंजीकरण अधिनियम, 1969 की धारा 13(3) के तहत जन्म पंजीकरण हेतु प्रार्थना-पत्र। भामन देवी पुत्री श्री स्यामा राम, गांव लाहड़ डाकघर अप्पर लम्वागांव, तहसील जयसिंहपुर, जिला कांगड़ा (हि0प्र0) ने इस अदालत में प्रार्थना-पत्र मय ब्यान हल्फिया पेश किया व आवेदन किया है कि मेरा जन्म दिनांक 01-01-1947 गांव लाहड़ डाकघर अप्पर लम्वागांव, तहसील जयसिंहपुर, जिला कांगड़ा (हि0प्र0) ग्राम पंचायत तलवाड़ में हुआ था। परन्तु अज्ञानतावश के कारण मेरे घरवालों ने व किसी भी परिवार के सदस्य ने जन्म का पंजीकरण ग्राम पंचायत तलवाड़ के अभिलेख में दर्ज नहीं करवाया गया है। अतः प्रार्थिया इस न्यायालय के माध्यम से जन्म पंजीकरण करने के आदेश स्थानीय ग्राम पंचायत तलवाड़ को जारी करवाना चाहती है।

अतः प्रार्थिया का आवेदन स्वीकार करते हुए इस इश्तहार मुश्त्री मुनादी एवं चस्पांगी द्वारा आम जनता को सूचित किया जाता है कि यदि किसी व्यक्ति को प्रार्थिया भामन देवी पुत्री श्री स्यामा राम, गांव लाहड़ डाकघर अप्पर लम्वागांव, तहसील जयसिंहपुर, जिला कांगड़ा (हि0प्र0) के जन्म दिनांक 01-07-1947 के पंजीकरण बारे कोई उजर या एतराज हो तो वह असालतन या वकालतन तारीख पेशी 28-07-2026 को दोपहर 02.00 बजे हाजिर अदालत होकर अपना एतराज पेश कर सकता है बाद तारीख पेशी किसी किस्म का उजर या एतराज न सुना जाएगा व जन्म पंजीकरण करने के आदेश उप-स्थानीय पंजीकार जन्म व मृत्यु ग्राम पंचायत तलवाड़ को पारित कर दिए जाएंगे।

अतः इस इश्तहार के माध्यम से आम जनता को सूचित किया जाता है कि उक्त जन्म तिथि पंजीकरण बारा किसी भी प्रकार का कोई उजर/एतराज हो तो दिनांक 10-07-2026 को मुकर्रर तारीख पर बवक्त 10.00 बजे सुबह असालतन या वकालतन हाजिर अदालत आकर पैरवी मुकदमा करें। अन्यथा आपके खिलाफ एकतरफा कार्यवाही अमल में लाई जाएगी।

1. स्ांक्षिप्त नाम और प्रारम्भ.—(1) इन नियमों का संक्षिप्त नाम हिमाचल प्रदेश नगर निगम निर्वाचन (तृतीय संशोधन) नियम, 2026 है।

(2) ये नियम राजपत्र (ई-गजट), में प्रकाशन की तारीख से प्रवृत्त होंगे।

2. नियम 81-ख का संशोधन. —हिमाचल प्रदेश नगर निगम (निर्वाचन) नियम, 2012 के नियम 81-ख के उप-नियम (1) में, खण्ड (ग) के स्थान पर निम्नलिखित रखा जाएगा, अर्थात्‌ः-

''(ग) पार्षद, क्रास चिन्ह (X) लगाने के पश्चात्‌ मतपत्र को इस प्रकार मोड़ेगा कि उसका मत छुप जाए;''

Shimla-02, the 1st July, 2026

No. UD-A(3)-14/2024.—Rules In exercise of the powers conferred by section 393 of the Himachal Pradesh Municipal Corporation Act, 1994 (Act No. 12 of 1994), the Governor, Himachal Pradesh is pleased to make the following Rules further to amend the Himachal Pradesh Municipal Corporation Election Rules, 2012 notified vide this Department Notification No. UD-A(3)-7/2011, dated 23-03-2012 and published in Rajpatra, Himachal Pradesh on 24-03-2012, namely:—

1. Short title and commencement.—(1) These rules may be called the Himachal Pradesh Municipal Corporation Election (3rd Amendment) Rules, 2026.

(2) These rules shall come into force from the date of publication in Rajpatra (e-Gazette), Himachal Pradesh.

2. Amendment in Rule 81-B.—In the Himachal Pradesh Municipal Corporation (Election) Rules, 2012, in rule 81-B, sub-rule (1), for clause (c), the following shall be substituted, namely:—

"After making cross, the councillor shall fold ballot paper so as to conceal his/her vote."
