Whereas , notification required under section 4 ( 1 ) of the Land Acquisition Act , Svt . 1990 was issued by the Collector . Land Acquisition , PWD , Jammu vide his endorsement No. LA/ 156-64 dated 09-06-2014 :
Whereas , the undersigned duly authorized by the Government vide SRO - 235 and 236 of 2009 dated 11-08-2009 to exercise the powers under sections 6 & 7 of the Land Acquisition Act , 1990 ( Svt . ) is satisfied after considering the report furnished by the Collector , Land Acquisition , PWD . (iii ) To raise institutional finance as per the approved scheme of Financing for Annual Plan 2014-15 as required from time to time during course of the year :
(iv) To authorize funds under Centrally Sponsored Schemes / Central Mega Flagship Schemes /TFC Grants /Plan up to a monetary limit of Rs . 50/- crore in each case and revalidation of such funds authorized previously, without any monetary limit ;

(iii) To order release of National Service Scheme grants to the Universities . :

Sanction of medical reimbursement claims under ESI Scheme up to an amount of Rs . 2.00 /- lacs in each case .

(i) Issue of license of Retail Fair Price Shop / Retail Kerosene Oil License ;
(ii ) All transportation cases including carriage of food grains in areas not finalized by HoDs be decided by the Administrative Secretary so that the distribution of ration is not discontinued due to non - finalization of contracts with the transporters . This measure will not replace the normal tendering process of engagement of transport through tendering process but only in cases of emergencies to make stop - gap arrangement , the decision may be taken by Administrative Secretary on the recommendations of the concerned HoDs strictly as a stop- gap arrangement .

SRO - 56.- In exercise of the powers conferred by proviso to section 124 of the Constitution of Jammu and Kashmir , the Governor hereby directs that following amendments shall be made in the Jammu and Kashmir Administrative Service Rules , 2008 , namely : -
I. In rule 5 ,-
(a) for sub - rule ( 1 ) , the following shall be substituted , namely :-
" 5. Pay scales of the service . ( 1 ) The service shall have the following scales of pay, namely : --
(i) junior scale of Rs . 9300-34800 with Grade Pay of Rs . 4800 .

(2) The Selection Committee shall take into consideration the following factors while considering promotion to the selection grade , special scale and the super time scale :-
(a) the APRs of five years preceding the year of promotion , complete in all respects i . e . duly initiated , reviewed and accepted shall be placed before the Selection Committee for perusal and consideration . Where the APRs of any particular year are not available for reasons to be recorded , the APRs immediately preceding the five years period shall be considered for assessment purposes . There should be no unexpunged adverse entry in any of his previous APRS ;
(b) the work done by the officer as reflected in the self- assessment report in the APRs of the officer and critically examine the views of initiating authorities on such self assessment ;
(c) the grading assigned to the officer by the Initiating Authority , the Reviewing Authority and the Accepting Authority ;
(d) whether clearance for such promotion has been obtained from the Vigilance Organization ;
(e ) whether the officer is under suspension ;
(f) whether the orders for instituting disciplinary proceeding against the officer have been issued ;
(g) whether a charge sheet has been issued against the officer in a disciplinary proceeding and the proceeding ispending ;
(h) whether charge sheet has been filed in a Court by the Investigating Agency in a criminal case and the case is pending ;

SRO - 63.- In exercise of the powers conferred by sub - sections (4) and (5) of section 6 of the Jammu and Kashmir Land Revenue Act , Samvat 1996 and in supersession of all previous notifications issued on the subject, the Government hereby confer upon Shri Shabir Hussain Bhat , Additional Deputy Commissioner , Anantnag , the powers of Collector , Land Acquisition , National Highway ( Railways ) to be exercised by him within the territorial jurisdiction of District Anantnag .
