The Hon'ble Chairman of the Legislative Council took a meeting of the House Committee and Committee on Privileges on 27th November , 2015. It was inter alia , observed that Hon'ble Legislators are not shown the required courtesy during their visit to the Airports at Jammu /Srinagar .

Although , in the past , the General Administration Department has issued instructions to officers/ organizations for extending due protocol to 510 The J & K Govt . Gazette, 10th March , 2016/ 20th Phal . , 1937. [No. 50

the Hon'ble Legislators as per the warrant of precedence , it has , time and again been reported that Hon'ble Legislators do not receive the courtesy to their satisfaction during their visit to airports and government offices .

Accordingly, it is impressed upon all the concerned to strictly adhere to the instructions of General Administration Department , issued from time to time , and extend due protocol to the Hon'ble Legislators . Besides , it is enjoined upon every officer/ official posted at the airports , Jammu/Srinagar , to extend courtesy and proper protocol to the Hon'ble Legislators , in letter and spirit.

1. Examination Fee :

After successful submission of the online Application Form , a challan will be generated indicating the basic details of the candidate which inter alia shall indicate the amount of fee to be deposited in the J& K Bank Branch @ Rs . 400/ - per paper.

The total amount of fee payable shall include Rs . 5/- as service charges for the J& K Bank .

2. Centre of Examination :

i. The examination will be held at J & K PSC Examination Hall , Srinagar and J & K PSC Examination Hall , Jammu .

ii . The allotment of centres shall be at the sole discretion of the Commission and once a centre is allotted to a candidate , request for change of centre will neither be entertained nor will the Commission respond to request for change of centre .

Note:-i . The candidate should carefully mention about his/ her choice for the centre viz . Jammu / Srinagar and the papers he wants to appear in the examination while filling up the Online Application Form .

3. The necessary instructions regarding filling up of online applications are given hereinbelow : -

i. Candidates are required to apply online through the website (www.jkpsc.nic.in) of the Commission . No other means /mode ofapplication shall be accepted .

ii. Applicants are first required to go to the JKPSC website wwwjkpsc.nic.in and click on the link " Online Application" .

iii . An " APPLY " button on the window of the computer will appear and the candidates will click on the " APPLY " button .

iv. On clicking " APPLY " button , an instruction window will appear . Candidates should read instructions carefully before clicking on " APPLY " button at the bottom of the webpage .

v. On clicking " APPLY " button, the system will ask the candidate to fill in the personal details .

vi . The candidate shall also be required to upload the images of recent photograph , signature and thumb impression specimen . Images to be uploaded should be only in ( * .jpeg , * .jpg ) .

Size of the photograph ( passport size ) and signature must be between 10KB to 20KB .

vii . By clicking on " SUBMIT " button at bottom of the page , it will display all facts /particulars that a candidate may have mentioned while filling up the necessary fields .

viii . Once the candidate is satisfied about the filled in details , then , he or she may click on " SUBMIT " button to finally push the data into server with successful submission report, which he or she can print . In case , a candidate feels that the fields /data filled are/ is wrong then he or she will be required to edit the details by pressing the cancel button , until he or she is satisfied about the correctness of the information required to be filled in the desired fields .

ix. Application once submitted cannot be edited .

Χ. Onsuccessful submission of the online application , a window will open with a link to print e - Challan and Application Form.

xi . The candidate should take a print out of the fee payment challan and can deposit fees in any of the branches of Jammu and No. 50 ] The J & K Govt. Gazette , 10th March , 2016/ 20th Phal . , 1937. 249

Kashmir Bank in the designated Account Number only printed on the e - Challan . A counterfoil copy of the application fee payment e - Challan duly authenticated by the bank with ( a) Branch Name and Code Number and (b) date of deposit of fee filled by the branch official shall be enclosed with the hard copy to be submitted in the Office of the Commission along withEligibility Certificate .

xii. Submission of fee payment challan shall not be accepted/ entertained after cut- off date fixed for the Advertisement Notification.

xiii. Please note that the above procedure is the only valid procedure for appying . No other mode of application or incomplete steps would be accepted and such applications would be rejected .

4. Action against candidates found guilty of misconduct-

Candidates are advised that they should not furnish any particulars that are false or suppress any material information . While submitting hard copy of the application in the Commission , candidates are warned that they should , in no case , alter or otherwise temper with any entry in a document or its attested / certified copy submitted by them , nor should they submit a tampered/fabricated document . If there is any inaccuracy or discrepancy between two or more such documents or their attested / certified copies , an explanation regarding this discrepancy should be furnished.

A candidate who is , or has been , declared by the Commission , to be guilty of-

i. obtaining by wrongful support of his /her candidature by any means ; or

ii. impersonating ; or

iii. procuring impersonation by any person ; or

viii . writing irrelevant matter including obscene language or pornographic matter , in the script ( s ) ; or

ix. misbehaving in any other manner in the examination hall ; or

x . harassing or doing bodily harm to the staff employed by the Commission for the conduct of their test ; or

xi . attempting to commit or, as the case may be , abetting the Commission of all or any of the acts specified in the foregoing clauses may, in addition to rendering himself/herself liable to criminal prosecution , shall be liable-

( a) to be debarred by the Commission for appearing in the examination ; and/ or

(b) to be debarred either permanently or for a specified period ,-

i . By the Commission from any examination or selection held bythem.

ii . By the State Government from any employment under them.

Jammu , the 4th February , 2016.

SRO - 33 . In pursuance of section 2 of the Jammu and Kashmir delegation of Powers Act , 2016 ( Governor's Act No. 1 of 2016 ) , the Governor is pleased to direct that the powers exercisable by a Minister 2 The J& K Govt. Gazette , 4th Feb. , 2016/15th Magha, 1937. [ No. 45 - a shall be exercised by the Advisors to the Governor in respect of the departments as shown against each in the Schedule to this notification .

The powers already delegated to the Administrative Secretaries as notified vide Notification SRO - 10 of 2016 dated 14th January, 2016 shall continue to be exercised by them . However, the Advisor shall identify the items of work and matters , other than those delegated vide SRO - 10 of 2016, which shall be put to them for decision , approval or information and notify the same through issue of Standing Orders , copies of which shall be sent to the Governor.

SRO - 34 . In pursuance of section 2 of the Jammu and Kashmir Delegation of Powers Act , 2016 ( Governor's Act No. 1 of 2016) , the Governor is pleased to direct that-

(i ) In respect of the departments allocated to Advisors vide Notification SRO - 33 of 2016 dated 4th February , 2016 , all cases which are required to be submitted to the Cabinet in terms of Schedule - II of the Jammu and Kashmir Government Business Rules shall be submitted by the Administrative 2 The J& K Govt. Departments with the approval of the concerned Advisor to the State Administrative Council through the Chief Secretary ;

(ii) in respect of the departments allocated to Advisors vide Notification SRO - 33 of 2016 dated 4th February , 2016 , all cases which are required to be submitted to the Chief Minister in co - ordination or the Governor in terms of Schedule - III and Schedule - IV of the Jammu and Kashmir Government Business Rules shall be submitted by the Administrative Department concerned with the prior approval of the concerned Advisor to the Governor through Chief Secretary ;

( iii) in respect of departments indicated in Appendix - A to this notification , all matters including those listed in Schedule - II, Schedule - III and Schedule - IV of Jammu and Kashmir Government Business Rules shall be submitted to the State Administrative Council or the Governor , as the case may be , with the prior approval of the Chief Secretary ;

(iv) in respect of departments indicated in Appendix - B to this notification , all matters including those listed in Schedule - II, Schedule - III and Schedule - IV of Jammu and Kashmir Government Business Rules shall be submitted to the State Administrative Council or the Governor , as the case may be , with the prior approval of the Financial Commissioner, Planning and Development Department though Chief Secretary ; and

(v) the powers already delegated to the Administrative Secretaries as notified vide Notification SRO - 10 of 2016 dated 14th January, 2016 shall continue to be exercised by them.

SRO - 51 .--Whereas , Government vide Notification SRO - 403 dated 29th November , 2007 , appointed Additional District and Sessions Judge , Jammu as Ex - Officio Arbitrator to make the award in respect of dispute regarding the rate of compensation between the Army Authorities and land owners/ tenants in respect of land measuring 685 Kanals 11 Marlas comprising khasra numbers shown in Annexure " A " to this notification 2 The J& K Govt . Gazette , 18th Feb. , 2016/ 29th Magha , 1937. [No. 47- c situated at Village Kharian , Tehsil R. S. Pura , District Jammu within a period of four months ; and

Whereas , the said Ex - Officio Arbitrator failed to complete his proceedings within the prescribed time , to make an award ; and

Whereas , the Government has considered the matter that Notification SRO - 403 was valid for a period of four months only and was not extended after its expiry and decided that a fresh notification for appointment of the Arbitrator be issued in order to make an award within a stipulated time .

Now, therefore , in exercise of powers conferred by clause (b) of sub - section ( 1 ) of section 8 of the Jammu and Kashmir Requisitioning and Acquisition of Immovable Property Act, 1968 , and in supersession of SRO - 403 dated 29-11-2007 , the Government hereby appoint Additional District and Sessions Judge , Jammu as an Arbitrator to make an award in respect of the said dispute . The Arbitrator shall furnish his findings within a period of four months , from the date of publication of this notification in the Government Gazette positively without seeking any further extension.

SRO - 61 . In exercise of the powers conferred by sub - section ( 1) of section 12 of the Code of Criminal Procedure , Samvat , 1989 , the Government hereby appoint Smt . Preeti Sharma, Tehsildar, Rajpora , District Samba to be the Executive Magistrate of the First Class who shall exercise all the powers of an Executive Magistrate of the First Class within her territorial jurisdiction .
