Notification No. 22-Rev. (LAJ) of 2016
Dated 27-04-2016.
Whereas, the land, specifications whereof are given in
Annexure "A" to this notification, is required for widening of NH-AI
in Village Gund Adelkote, Tehsil Banihal, District Ramban ;
Whereas, on the basis of an indent placed by Project Director,
National Highway, PIU, Jammu vide his No. PD/SGR/14022/LA-
Ramban/43 dated 28-05-2013, a notification under section 4 (1) was
issued by Collector Land Acquisition (ADC), Ramban, vide
No. 631-40/ACQ/NHAI dated 28-11-2014 for land measuring
18 Kanals 08 Marlas in Village Gund Adelkote, Tehsil Banihal, District
Ramban ; and 284 The J&K Govt. Gazette, 22nd Sept., 2016/31st Bhad., 1938. [No. 25 –––––––––––––––––––––––––––––––––––––––––––––––––––––– Whereas, the notification issued by the Collector, Land Acquisition under section 4(1) of the J&K State Land Acquisition Act, was served upon the interested persons for filing objections ; and
Whereas, the Collector, Land Acquisition (ADC), Ramban, vide his letter No. 467/ACQ/NH-AI dated 27-01-2016 has informed that no objection was received within the stipulated period under section 5-A of the land Acquisition Act ; and
Whereas, a declaration under sections 6 and 7 of the Land Acquisition Act was issued by the Divisional Commissioner, Jammu vide his No. 502/2519/Acq/Gund Adelkote/NH-AI/Rbn/15/2226-32 dated 02-12-2015, which was subsequently withdrawn vide No. DCS/LAS/ 1851/1262-68 dated 02-12-2015 by the Divisional Commissioner, who inter alia, requested for issuance of a fresh declaration/notification under sections 6 and 7 of the Land Acquisition Act by the competent authority ; and
Whereas, the Collector, Land Acquisition (ADC), Ramban, has also requested for invoking urgency clause under section 17 of the Land Acquisition Act, enabling him to take over possession of the land, immediately, in anticipation of the issuance of the Award ;
Whereas, the report of the Collector, Land Acquisition (ADC), Ramban vide No. referred to above duly endorsed by Deputy Commissioner, Ramban vide No. DC/LA/16/208 dated 04-02-2016, Divisional Commissioner, Jammu vide No. 502/2519/Acq/Gund- Adelkote/NH-AI/Rbn/163023 dated 18-02-2016, has been examined and it has been found that no objection has been received for acquisition of the land within the stipulated period for the aforementioned public purpose ; and
Whereas, the Government is satisfied that the land particulars whereof are mentioned above to this notification, is required for public purpose viz. widening of National Highway.
Now, therefore, in pursuance of section 6 of the J&K State Land Acquisition Act, Samvat 1990, it is declared that the land measuring 18 Kanals 08 Marlas in Village Gund Adelkote, Tehsil Banihal, District Ramban details whereof are indicated above to this notification is No. 25] The J&K Govt. required for public purposes viz. widening of National Highway. Further, the Collector, Land Acquisition (ADC), Ramban is directed under section 7 of the said Act to take order for acquisition of the said land after giving prescribed notice to the interested person(s) as required under the Land Acquisition Act/Rules.
Since, there is urgency involved in the matter, in pursuance of section 17 of the J&K State Land Acquisition Act, Samvat 1990. It is ordered that on expiry of fifteen days from the date of publication of notification under section 9(2) of the said Act, the Collector, Land Acquisition (ADC), Ramban, will take possession of the aforementioned land situated in Village Gund Adelkote, Tehsil Banihal, District Ramban required for public purposes, subject to the fulfilment of conditions prescribed under section 9(2) and section 17-A of the J&K State Land Acquisition Act and Rule 63 of the J&K Land Acquisition Rules.
However, the Collector concerned shall be personally responsible for proper title verification of all types of land involved in the case, identification of all the interested persons/rightful claimants and apportionment of compensation thereof in accordance with the relevant laws/rules in force, while making the award.

Notice is hereby given to all interested persons that the Government of J&K intends to take possession of land measuring 54 Kanals 09 Marlas at Village Chackwah, Tehsil Batote, District Ramban for construction of Batote-Chackwah road as per particulars appended to this notice for which Notification No. 11 Rev. (LAJ) of 2015 dated 31-12-2015 has been issued by the Secretary to Government, Revenue Department vide endorsement No. Rev/LAJ/ 340 The J&K Govt. Gazette, 22nd Sept., 2016/31st Bhad., 1938. [ No. 25 ––––––––––––––––––––––––––––––––––––––––––––––––—–––——
71/2015 dated 31-12-2015 under sections 6&7 of the Land Acquisition Act (Svt.) 1990 (hereinafter Act) for acquiring of land.
Now, before taking over the possession of land and payment of compensation all the interested persons are called upon to appear before the undersigned on 03-03-2016 at 11.00 A. M. at D. C. Complex, Ramban and state the nature of their respective interests in the land, the amount and particulars of their claims to compensation for such interests and their objections (if any) to the quantum and measurement of land. It is required that all such claims and objections are made in writing.
The Executive Engineer PMGSY Division, Ramban (Indenting Department) is also hereby called upon to appear before the undersigned either in person or through his authorized representative on above said date, time and venue to putforth his objection, if any, to the measurement made and to the amount of the tentative compensation that may be assessed.
It may be taken into notice by all that no claim or objection
whatsoever will be entertained after above said date.

Whereas, it has come to my notice that private individuals and various Government agencies are transporting bovine animals like milk cattle/drought animals through trucks and other means from District Jammu to other districts of the State ;
Whereas, sentiments of one particular community are attached with the bovine animals especially cow which is treated as sacred animal by one particular community ;
Whereas, it is necessary to take some preventive measures to
avoid such law and order problem in future.
Now, therefore, I, Simraandeep Singh, IAS, District Magistrate, Jammu in exercise of the powers vested in me under section 144 Cr. P. C. hereby direct that no bovine animals such as Cow, Oxen, Bulls, Calves etc. be transported from Jammu to other districts, except with written permission from undersigned or Addl. District Magistrate, Jammu under certain conditions imposed by this office, from time to time.
This order shall come into force with an immediate effect and shall remain in force for a period of two months from the date of its issue or if the order is rescined whichever be earlier.

4. Price prefernce to the SSI Units of J&K State as per provisions of J&K Industrial Policy shall be applicable only in evaluation and award of contract.
5. Detailed particulars of the (list of) specified Paper, Paper Products, Stationery and Binding itmes, bid documents and specifications of items may be downloaded from J&K Government e-Tendering Portal www.jktenders.gov.in.
6. An amount of Rs. 5,000/- (Rupees Five Thousand only) comprising of Bid Document fee of Rs. 2500/- and Bid Processing fee of Rs. 2500/- (In case of SSI Units Rs. 500/- which include Rs. 250/- as Bid Document fee and Rs. 250/- as Bid Processing fee) should be submitted in the form of Demand Draft (DD) drawn at any of the scheduled/nationalized Bank in favour of Director, Stationery and Office Supplies payable at Jammu either personally or through Registered Post in the Office of Directorate of Stationery and Office Supplies, Rail Head Complex, Jammu-180012, at least two days prior to the opening of the technical bid. Directorate of Stationery and Office Supplies shall not be respinsible for any postal delays and therefore, the bidders should ensure that they upload their bids and submit the financial instruments well in advance from the last date for bid submission. The bidders shall submit/upload scanned copies of all the requisite documents (for Tender Charges and Processing Fee) in Technical Bid (Cover-A).

not be accepted and the bid shall be rejected.
8. The technical bids shall be opened in the Office of Director, Stationery and Office Supplies located at Rail Head Complex, Jammu-180012, in presence of the Chairman, Central Purchase Committee, Members and Bidders or their representatives who may wish to be present.
9. The Central Purchase Committee is not bound to accept the lowest Bid and may reject any or all Bids without assigning any reason thereof.
10. The bidders shall have to submit a valid latest 'VAT Clearance Certificate' from the conecrned Commercial Taxes Officer and the latest 'Income Tax Return' (Assessment Year 2015-16) along with attested copy of 'PAN Card'.
11. It is clarified that the information required in bidding document should be submitted only in Annexures without any charge or modification in its formats. Bids submitted with changed or modified Annexures/formats shall be rejected.
12. Any queries/repesentations can be sought through e-Mail [email protected] or Sh. Anil Kumar, Assistant Director (Central), Member-Secretary, Central Purchase Committee on 94198-05893 strictly during office hours.
13. The bidders who will qualify in the technical evaluation have to deposit the samples of their respective quoted items within three days in the Office of Director, Stationery and Office Supplies located at Rail Head Complex, Jammu-180012. No sample shall be accepted after opening of financial bid.

SRO-231.––Whereas, on 23-08-2005, Police Station, CIK received
a reliable report to the effect that one Mohammad Yousuf Bara S/o
Raj Mohammad R/o Dardkhud, Harwan, Srinagar is working with the
militants. He is helping the foreign nationals/militants in arranging Airtel
SIM Cards and food/shelter etc. and is providing them every possible

activities at the behest of PAK ISI agents with the intention to secede J&K
from rest of the Country ; and
Whereas, in this connection, Case FIR No. 11/2005 under
sections 120-B, 212, 468, 471 RPC, 13, 18, 19, 20 of the Unlawful
Activities (Prevention) Act, 1967 and section 10 of the Criminal Law
(Amendment) Act, 1983 was registered in Police Station, CIK against the
accused, who was taken into custody and the investigation initiated ; and
Whereas, during the course of investigation, it was established that
the said accused is active in Kashmir and is involved in different militancy
related incidents and his intention is to separate J&K from the Union of
India and he was also involved in providing SIM Cards to Doctor Faheem
and other militants of Al- Badar outfit ; and
Whereas, during the course of investigation, on the basis of statement
of witnesses, the seizure memo and other evidence, the Investigating Officer
has established a prima facie case against the accused person under
sections 13, 18, 19 and 20 of the Unlawful Activities (Prevention) Act, 1967
and section 10 of Criminal Law (Amendment) Act, 1983 apart from other
offences ; and
Whereas, the Authority appointed by the State Government under
sub-section (2) of section 45 of the Unlawful Activities (Prevention)
Act, 1967 has independently scrutinized the Case Diary file and all other
relevant documents relating to the case and has come to a definite conclusion
that this is a fit case for accord of prosecution sanction against the accused
person ; and
Whereas, after perusing the Case Diary, the relevant documents and
also taking into consideration the observations/views of the Authority
appointed under sub-section (2) of section 45 of the Unlawful Activities
(Prevention) Act, 1967, the State Government is of the view that there is
sufficient material and evidence available against the accused person for
his prosecution under the aforesaid provisions of law.

Now, therefore, in exercise of the powers conferred under
sub-section (1) of section 45 of the Unlawful Activities (Prevention)
Act, 1967, and section 17 of the Criminal Law (Amendment) Act, 1983, the
State Government hereby accords sanction for launching prosecution against
the accused person namely, Mohammad Yousuf Bara S/o Raj Mohammad
R/o Dardkhud, Harwan, Srinagar for the commission of offences punishable
under sections 13, 18, 19 and 20 of the Unlawful Activities (Prevention)
Act, 1967 and section 10 of the Criminal Law (Amendment) Act, 1983
arising out of FIR No. 11/2005 of Police Station, CIK.

First Class within his territorial jurisdiction of District Kathua.
The Government further in exercise of the powers conferred by
sub-section (2) of section 10 of the said Code, hereby appoints the aforesaid
Executive Magistrate as Additional District Magistrate within his territorial
jurisdiction of District Kathua and shall have all the powers of District
Magistrate under the said Code.
