In terms of S. 135 B of the Representation of the People Act , 1951 , it is hereby ordered that :-
(i) 11th April , 2019 shall be a holiday in Jammu wing of the High Court with a stipulation that cases fixed for the said day shall be listed on 12th April , 2019 in addition to the cases fixed for 12th April , 2019 , before the respective bench ( es ) holding the roster .
(ii) 18th April , 2019 , a non - sitting day for the Hon'ble Court , shall be a holiday in Srinagar wing of the High Court .
(iii) Daily Waged/ Causal Workers of the High Court shall also be entitled to the benefit of paid holiday on aforesaid dates .

Subject : Annual Darbar Move of Offices from Jammu to Srinagar for the Summer Season , 2019 .
Government Order No. 471 - GAD of 2019
Dated 10-04-2019 .
Sanction is hereby accorded that-
1 the offices , as indicated at Annexures " A" and " B " to this order shall move to Srinagar, ' In Full and ' In Camp ' , respectively for the Summer Season , 2019. The offices 48 The J& K Govt . Gazette , 2nd May, 2019 /12th Vai . , 1941. [No. 5
observing five-days week shall close at Jammu on 26th April , 2019 ( Friday) after the office hours and the offices observing six - days week shall close on 27th April , 2019 ( Saturday ) after the office hours . All the offices shall reopen at Srinagar on 6th May, 2019 ( Monday) . All the departments shall ensure that records are packed in boxes after the working hours on the last working day.
2 the offices moving in camp shall carry only 33 % of the staff strength in that particular office or 10 official , whichever is minimum or otherwise , as specifically indicated.
3 all the departrnents shall depute their advance parties on 22nd April , 2019 ( Monday ) , consisting of one Gazetted Officer and four to five Non- Gazetted Employees who shall receive the records at Srinagar. However , these instructions shall not be applicable to the Election Department/Chief Electoral Officer , J & K due to the General Elections to the Lok Sabha , 2019 .
4 the departments shall ensure that records are properly packed in boxes / trunks and their keys should reach the advance parties at Srinagar , well in time. The S. S. P, Security, Civil Secretariat shall furnish a list of defaulting departments in this regard to the Government ( General Administration Department) at Srinagar.
5 J& K SRTC shall make available sufficient number of buses in good condition for transportation of Srinagar based employees on 27th & 28th April , 2019 and Jammu based employees on 4th & 5th May, 2019. The booking of buses shall be to the destination of the employees , wherever feasible . Tickets shall be issued by the SRTC in advance i . e . from 18th April , 2019 , both from the Civil Secretariat as well as from the main booking counters of SRTC . Inspector General of Police ( Traffic ) will coordinate movement of convoys on these dates .
6 J & K SRTC shall also make available trucks for shifting the records from Jammu to Srinagar . The trucks shall be No. 5 ] The J & K Govt . Gazette , 2nd May, 2019/ 12th Vai . , 1941. 49
requisitioned by the departments from SRTC and the departments shall draw advance for meeting carriage and packaging charges . The trucks shall be allowed to enter the Secretariat premises , Jammu on 27th April , 2019. Loading of trucks shall commence on the day following the last working day. Loading of records in the offices located outside the Secretariat premises observing six - days week shall take place after the working hours on the last working day . The loaded trucks shall leave for Srinagar on 28th April , 2018 , in a convoy.
7 S. S. P. ( Security ) , Jammu will supervise the packing/ loading of records of the offices located outside the Secretariat from the security point of view and issue clearance certificates to the Drivers who , in turn , shall show them to the S. S. P. (Security) , Civil Secretariat to allow them to be included in the convoy . The S. S. P. ( Security ) . Civil Secretariat shall ensure entry of trucks / records in the Civil Secretariat , Jarnmu / Srinagar after proper scrutiny.
8 J & K SRTC shall ensure that one crane , two empty buses and two empty trucks accompany the convoy on the respective days so that tne employees do not face inconvenience due to any break down of buses /trucks on the way. Mobile workshop (s ) shall also accompany the convoy.
9 J& K Police shall escort the convoy carrying employees and the ' Records Convoy ' all along the route up to their respective destinations besides also ensuring that the move convoy is given precedence in crossing the Chenani - Nashri Tunnel and the Jawahar Tunnel . The Director General of Police will issue necessary guidelines to the field agencies accordingly .
10 the Health and Medical Education Department shall make arrangements for medical aid facilities at Jhajjarkotli , Udhampur , Chanderkote , Ramsu , Banihal and Qazigund on the days when the employees travel from Jammu to Srinagar. The Principal Secretary to the Government , Health and Medical Education shall issue necessary instructions in this behalf to the Directorates of Jammu and Kashmir Divisions , accordingly.

11 no moving employee shall occupy any Government/E . P. / Municipal / residential accommodation except under proper allotment order . However , the employees can retain the Government accommodation allotted to them at Jammu for bona fide use of their families under intimation to the Estates Department on approved terms and conditions .
12 the moving employees having Ration Cards at Jammu shall surrender them to Director, Food , Civil Supplies and Consumer Affairs Department , Jammu and obtain a surrender certificate . The Director , Food, Civil Supplies and Consumer Affairs Department , Kashmir shall issue Ration Cards to the move employees at Srinagar on the opening of offices .
13 the employees who desire to move without families may retain the Ration Cards at Jammu for the summer season.
14 Special Move T. A. shall be paid at the uniform rate of Rs . 15,000/ - per move employee . This shall be drawn and disbursed in advance . Special move T. A. shall not however , be payable to such of the employees who do not move before/ within the prescribed date .
15 Advance pay shall also be authorized in terms of Rule 14.26 of the J& K Financial Code ( Vol - I ) in favour of such of the Non-Gazetted moving employees who may apply for the same , which shall be recoverable in installments as per rules .
16 Salary for the month of April , 2019 , in respect of all the employees working in the move offices , shall be drawn on 22nd April , 2019 .
17 no leave shall be admissible in combination/ continuation of move days except under very exceptional circumstances . The concerned Administrative Secretaries shall sanction leave , whatever due , under very exceptional circumstances only.
18 all the Administrative Departments shall detach the staff, if any, attached by them from the subordinate offices of No. 5 ] The J & K Govt . Gazette , 2nd May, 2019 / 12th Vai . , 1941. 51
Jammu Division by or before 25th April , 2019. The S. S. P. ( Security) , Civil Secretariat shall withdraw the temporary identity cards from the attached staff and submit a report to the General Administration Department before the closure of offices in Jammu .
19 the office timings on the reopening of offices at Srinagar shall be as under :-
9:30 a . m. to 5:30 p . m .

No. 576/Exit/2019/ SDR - Vol . I.- WHEREAS , the schedule for the General Elections to the House of the People , 2019 , State Legislative Assemblies of Andhra Pradesh , Arunachal Pradesh , Odisha and Sikkim 2019 and bye - elections in the State Legislative Assemblies of Bihar, Goa , Gujarat , Madhya Pradesh, Maharashtra, Meghalaya , Mizoram, Nagaland , Puducherry , Tamil Nadu , Uttar Pradesh & West Bengal , were announced by the Commission vide Press Notes bearing No. ECI/PN/ 28 / 2019 dated 10th March, 2019 , ECI/ PN /26/2019 dated 13th March, 2019 and ECI/ PN / 28/2019 dated 14th March , 2019 .

2. And whereas , as per the provisions of Section 126A of the Representation of the People Act , 1951 ( in short R.P. Act . 1951 ) there shall be restrictions on conduct of any exit poll and publication and dissemination of result of such exit poll during such period as may be notified by the Election Commission in this regard ;
3. Now therefore , in exercise of the powers under sub - section ( 1 ) of section 126A of the R.P. Act , 1951 the Election Commission having regard to the provisions of Sub - section (2) of the said Section, hereby notifies the period between 7:00 A.M. on 11th April , 2019 (Thursday ) and 6.30 P.M. on 19th May, 2019 ( Sunday ) as the period during which conducting any exit poll and publishing or publicizing by means of the print or electronic media or dissemination in any other manner whatsoever , the result of any exit poll in connection with the current General Elections to the House of the People , 2019 , and the State Legislative Assemblies of Andhra Pradesh, Arunachal Pradesh , Odisha & Sikkim , 2019 , and bye -elections from assembly constituencies announced vide Press notes referred to above , to be held simultaneously with the General Election to Lok Sabha , shall be prohibited.
4. It is further clarified that under Section 126 (1 ) (b ) of the R.P.Act . 1951 , displaying any election matter including results of any opinion poll or any other poll survey, in any electronic media would be prohibited during the period of 48 hours ending with the hours fixed for conclusion of poll in the respective polling areas in connection with aforesaid General Elections and bye - elections .
