Whereas, the land specifications whereof are given in "Annexure-A"
to this notification, is required for public purpose viz., for construction of road
from Tandhar to Pakhial situated in Village Thandar, Tehsil Chenani, District
Udhampur under PMGSY, Phase-V ;
Whereas, on the basis of an indent placed by Executive Engineer,
PMGSY Division, Udhampur vide No.PMGSY/Div/Udh-I/1685-88 dated
27-12-2007, a notification under section 4 (1) was issued by Collector, Land 66 The J&K Govt. Gazette, 2nd July, 2020/11th Asad., 1942. [No. 14 ––––––––––––––––––––––––––––––––––––––––––––––––––––––––––––––
Acquisition (SDM), Chenani vide No. 726-33/SDM/C/2018-19
dated 09-10-2018 read with corrigendum No. SDM/C/CLA/2019-20/
402-08 dated 24-09-2019 for land measuring 337 Kanals and 05 Marlas,
situated in Village Thandar, Tehsil Chenani, District Udhampur ;
Whereas, the Collector, Land Acquisition (ACR), Udhampur vide
No. SDM/CLA/C/2018-19/413-14 dated 24-09-2019, has reported that the notification issued under section 4 (1) of the J&K State Land Acquisition Act
was served upon the interested persons for filing objections, if any, to the
proposed acquisition, but no objection was received from the land owners/
interested persons within the prescribed period as required under sections 5
and 5-A of the Land Acquisition Act ;
Whereas, the report furnished by Collector, Land Acquisition (ACR),
Udhampur vide No. referred above duly endorsed by Deputy Commissioner,
Udhampur vide No. LA/DCU/1707 dated 10-10-2019, Divisional
Commissioner, Jammu vide No. 502/3779/ PMGSY/Thandar/Udr/19/2551
dated 19-10-2019 and by the Financial Commissioner, Revenue vide No. FC-
LS/LA-5061/19 dated 23-10-2019 has been examined and it has been found
that the land owners did not file any objection to the proposed acquisition ;
Whereas, the Government is satisfied that the land particulars whereof
are given in "Annexure-A" to this notification is required for public purpose
viz. for construction of road from Tandhar to Pakhial situated in Village
Thandar, Tehsil Chenani, District Udhampur under PMGSY, Phase-V.
Now, therefore, in pursuance of section 6 of the J&K State Land
Acquisition Act, Samvat 1990, it is declared that land measuring
337 Kanals and 05 Marlas situated in Village Thandar, Tehsil Chenani,
District Udhampur, particulars whereof are given in ''Annexure-A" to
this notification is required for public purposes viz. for construction of road
from Tandhar to Pakhial situated in Village Thandar, Tehsil Chenani, District
Udhampur under PMGSY, Phase-V. Further, the Collector, Land Acquisition
(ACR), Udhampur is directed under section 7 of the said Act to take order
for acquisition of the said land after giving prescribed notice to the interested
person (s) as required under the Land Acquisition Act/Rules.
However, the Collector concerned shall be personally responsible for
identification and proper title verification of all types of land involved in the No. 14] The J&K Govt. Gazette, 2nd July, 2020/11th Asad., 1942. 67 –––––––––––––––––––––––––––––––––––––––––––––––––––––––––––––– case and apportionment of compensation amongst all the interested persons/ rightful claimants, in accordance with the relevant laws/rules in force, while making the award.

In view of need to regulate expenditure due to situation arising out of Covid-19 and lockdown the departments are required to restrict the overall expenditure within 20th of Budget Estimates, 2021 in Quarter-1 (April-June, 2020).

[No. 35-d –––––––––––––––––––––––––––––––––––––––––––––—–––—————–– Lieutenant Governor of Jammu and Kashmir hereby directs that Jammu and Kashmir State Legal Service Authority constituted in terms of notification SRO No. 68 of 1998 dated 18th February, 1998 shall be deemed to have been constituted under the aforesaid provision of the Legal Services Authority Act, 1987 (Act No. 39 of 1987) for the Union Territory of Jammu and Kashmir.
This notification shall be deemed to have come into force with effect

S.O.-24.––In exercise of the powers conferred by proviso to Article 309 of Constitution of India, the Lieutenant Governor of Union Territory of Jammu and Kashmir hereby directs that rule 11 of the Jammu and Kashmir Social Welfare (Gazetted) Services Recruitment Rules, 2007 shall be substituted by the following, namely :—
"11. Selection Grade.—There shall be a selection grade of Rs. 15,600- 39,100 with Grade Pay of Rs. 5600 (pre-revised) and fifty per cent (50%) of the posts mentioned in Schedule-I shall be placed in the said grade on completion of 05 years in the scale of Rs. 9300-34800 with Grade Pay of Rs. 4800 (pre-revised) on the basis of the recommendations of the Departmental Selection
Committee to be appointed by the Government."

SRO-614.––Whereas, on 01-03-2019, Police Station, Bomai,
received an information through a reliable source to the effect that the
activits of banned association Jel are carrying out anti-national activities
in the jurisdiction of Police Station, Bomai and are provoking the local
people to carry out agitation for seceding State of J&K from the
Union of India, thus disrupting the sovereignty and territorial Integrity
of India ; and
2. Whereas, a case FIR No. 11/2019 under section 10, 13 ULA
(P) Act, 1967 was registered at Police Station, Bomai and investigation

3. Whereas, the statement of witnesses recorded, inter alia, reveal that the accused persons namely ; Abdul Rashid Sofi S/o Khazir Mohammad Sofi R/o Sempora, Sopore and Aijaz Ahmad Makhdoomi S/o Late Habibullah Makhdoomi R/o Tujjar Sharief are active members of the banned Jel outfit and are working as Ameer-i-Tehsil of Sopore/Zaingair Tehsil respectively who are involved in subversive activities, which is a threat to the security and sovereignty of State and Country ; and
4. Whereas, on the basis of investigation carried, the Investigating Officer established a prima facie case against the accused persons namely Abdul Rashid Sofi S/o Khazir Mohammad Sofi R/o Sempora, Sopore and Aijaz Ahmad Makhdoomi S/o Late Habibullah Makhdoomi R/o Tujjar Sharief for commission of offences punishable under sections 10 and 13 of the Unlawful Activities (Prevention) Act, 1967 ; and
5. Whereas, the Authority appointed by the State Government under sub-section (2) of section 45 of the Unlawful Activities (Prevention) Act, 1967, has independently scrutinized the Case Diary file and all the other relevant documents relating to the case and has come to a definite conclusion that this is a fit case for accord of prosecution sanction against the said accused persons ; and
6. Whereas, after perusing the Case Diary, the relevant documents and also taking into consideration the observations/views of the Authority appointed under sub-section (2) of section 45 of the Unlawful Activities (Prevention) Act, 1967, the State Government is of the view that there is sufficient material and evidence available against the accused persons for their prosecution under the aforesaid provisions of law.
Now, therefore, in exercise of powers conferred by sub-section (2) of section 45 of the Unlawful Activities (Prevention) Act, 1967, the State Government hereby accords sanction for launching prosecution against the accused persons namely; Abdul Rashid Sofi S/o Khazir Mohammad Sofi R/o Sempora, Sopore and Aijaz Ahmad Makhdoomi S/o Late Habibullah Makhdoomi R/o Tujjar Sharief for the commission of offences punishable under sections 10 and 13 of Unlawful Activities (Prevention) Act, 1967, in case FIR No. 11/2019 of Police Station, Bomai.

recommendations of the Council, hereby makes the following amendments
in the SRO notification No. SRO-GST-3 dated 08-07-2017 namely :–
(1) in the Table in column (3), after item (5), the following item shall
be inserted namely :—
''(6) Patroleum operations or coal bed methane operations
undertaken under specified contracts under the Hydrocarbon Exploration
Licensing Policy (HELP) or Open Acerage Licensing Policy (OLAP)''.
(ii) in the Annexure against Condition No. 1. In clause (e) the
following proviso shall be inserted at the end namely :—
''Provided that where the said goods so supplied are sought to be
disposed of in non-serviceable form after mutilation, the recipent of outward
supply or the transferee, as the case may be, may at his option, pay the
tax at the rate of 9 per cent on transaction value of such goods subject
to the condition that the recipient of outward supply or the transferee as
the case may be produces before the Deputy Commissioner of Central
Tax or the Assistant Commissioner of Central Tax or the Additional
Commissioner of State Tax or the Assistant Commissioner of State Tax,
as the case may be, having jurisdiction over the supplier of goods,
a certificate from a duly authorised officer of the Directorate General of
Hydro Carbons in the Ministry of Patroleum and Natural Gas, Government
of India to the effect that the said goods are non-serviceable and have
been mutilated for disposal.''
2. This notification shall come into force w.e.f 1st October, 2019.
