the following report has been drawn up and the supportive documents have to be verified by all the committee members .

(Sd.)

Member Secretary ,

Social Impact Study Committee, Block Development Officer , Kishtwar .

Executive Summary

→ The construction of Receiving Station Hatta ( 1 x 6.3 MVA33 / 11 KV) , Tehsil Kishtwar , requires 02 Kanals of Land from Village Pochhal of Tehsil Kishtwar . With the compilation of the Receiving Station , the present electric power crises will be removed once and for all .

The location of Receiving Station Hatta is at Hatta of revenue Village Pochhal Tehsil Kishtwar .

The acquisition requires 02 kanals of land belonging to 02 land holders on spot , in survey no . 2122 of Village Pochhal in Tehsil Kishtwar . The affected area is mostly unirrigated land .

→ In the alignment , the total area of land required is 02 Kanals of dry land from Village Pochhal of Tehsil and District Kishtwar . It is observed that the impact of the project is loss of land . The acquisition of this land is estimated to effect only one family , who will lose their land and agricultural assets due to the acquisition . However , no family is fully affected requiring a resettlement .

The loss of property and assets due to acquisition of land for construction of Receiving Station Hatta ( 1 x 6.3 MVA33/ 11KV) , Tehsil Kishtwar , should be compensated as mandated by the Act under relevant sections of Right to Fair Compensation and Transparency in the Land Acquisition, Rehabilitation and Resettlement Act , 2013 and under prescribed schedule of the Act. During the construction activities , preference should be given in employment No. 9 ] The J& K Official . Gazette , 2nd June, 2022/ 12th Jyai . , 1944. 97

to the affected family , if required, depending on their skills . This would compensate temporarily for the loss of the livelihood and income likely to be affected due to the acquisition of the land.

→ The technical wing of indenting agency shall design eco - friendly buildings and drainages at the site/ alignment minimizing the impact on the flora and fauna of the area .

→ The construction of Receiving Station Hatta ( 1 x 6.3 MVA33 / 11KV), in Village Pochhal Tehsil Kishtwar , has Positive Impact in general .

The Social Impact Assessment ( SIA) team is unanimously in viewing that this land is to be acquired by providing due compensation as per the RFCTLARR Act , 2013 provisions . The team emphasized that the project is important for the development of the area and the District . It is recommended that preventive measures be given the first consideration in order to reduce the cost of undertaking the mitigation measures and at the same time , minimizing the negative impact of the project .

Summary and Conclusion

The construction of Receiving Station Hatta ( 1 x 6.3 MVA33/ 11KV) , Tehsil and District Kishtwar , will be milestone in the path towards a permanent solution of electric power crises /difficulties faced by the people of Tehsil Kishtwar . The proposed project involves acquisition of 02 Kanals of unirrigated land from 02 landholders and both of them expressed willingness to handover their property . The Acquisition affects property of both the land holders partially . The projects is aimed at public utility and there is no more suitable alternate feasible spot . Both the affected land holders have expressed their willingness to give land for acquisition expecting a fair compensation . This study report helps the affected people to receive fair compensation as per RFCTLARR Act, 2013 .

When we explore the positive impacts along with the long term goal of the Receiving Station Hatta ( 1 x 6.3 MVA33/ 11KV) , Tehsil Kishtwar , it is necessary to realize it . To execute this project, 02 land holders need to sacrifice and give up their property . According to the Right to Fair Compensation, Transparency in Land Acquisition , Rehabilitation , Resettlement Act , 2013 , the affected land holders need to get fair compensation. For this , the team has studied the Social Impact on the area and proposed methods to reduce the negative impact .
