Subject : Summer Vacations .

Notification

No. 523 of 2022/RG/NG Dated 21-05-2022 .

It is notified for the information of all concerned that the Subordinate Courts falling in summer zone of Jammu province in UT of Jammu and Kashmir, excluding the Courts located in District Kishtwar , District Doda and also the Courts at Batote , Gool , Banihal and Ukhral in District Ramban and Bani in District Kathua , shall observe 15 days summer vacations w . e . f. 06-06-2022 to 20-06-2022 ( both days inclusive) .

The Principal District and Sessions Judges and Chief Judicial Magistrates of concerned Districts shall make suitable arrangements for disposal of urgent criminal business arising during the period of such vacations in the areas within their respective jurisdictions .

The period commencing from 6th to 11th of June , 2022 shall be No Work period for the Hon'ble High Court .

In pursuance to Rule 5 of the Aadhaar Authentication for Good Governance ( Social Welfare , Innovation , Knowledge ) Rules , 2020 , the Government of Jammu and Kashmir with the prior approval of Central Government hereby notifies that pilgrims desirous of undertaking pilgrimage to Shri Amarnathji Shrine shall furnish proof of possession of Aadhaar or undergo Aadhaar authentication on voluntary 2 The J&K Official Gazette , the 13th June , 2022/23rd Jyai . , 1944. basis with effect from the date of publication of this notification in the Official Gazette .

Shri Amarnathji Shrine Board shall follow guidelines issued by the Government of India with respect to use of the Aadhaar authentication on voluntary basis .

PUBLIC NOTICE OF ELECTION TO THE OFFICE OF PRESIDENT OF INDIA

WHEREAS a notification under sub - section ( 1) of section 4 of the Presidential and Vice - Presidential Elections Act , 1952 , for the holding of an election to fill the office of President of India has been issued by the Election Commission , I , P. C. Mody , the Returning Officer for such election , do hereby give notice that-

(i) nomination papers may be delivered by a candidate or any one of his proposers or seconders to the undersigned at his office [ No. 10-6 2 The J & K Official Gazette , 15th June , 2022 / 25th Jyai . , 1944.

in Room No. 29 , Ground Floor , Parliament House , New Delhi , or if he is unavoidably absent , to the Assistant Returning Officers , Shri Mukul Pande , Officer on Special Duty ( OSD ) / Shri Surendra Kumar Tripathi , Joint Secretary and Chief Vigilance Officer , Rajya Sabha Secretariat at the said office between 11.00 A.M. and 3.00 P.M. on any day (other than a public holiday) not later than the 29th of June , 2022 ;

( ii ) each nomination paper shall be accompanied by a certified copy of the entry relating to the candidate in the electoral roll for the Parliamentary constituency in which the candidate is registered as an elector ;

(iii) every candidate shall deposit or cause to be deposited a sum of Rupees Fifteen Thousand only . This amount may be deposited in cash with the Returning Officer at the time of presentation of the nomination paper or deposited earlier in the Reserve Bank of India or in a Government Treasury and in the latter case a receipt showing that the said deposit of the sum has been so made is required to be enclosed with the nomination paper ;

(iv) forms of nomination papers may be obtained from the above said office at the time aforesaid ;

(v) the nomination papers , other than those rejected under sub - section ( 4 ) of section 5B of the Act , will be taken up for scrutiny at Committee Room No. 62 , First Floor , Parliament House , New Delhi on Thursday , the 30th of June , 2022 at 11.00 Α.Μ. ;

(vi) the notice of withdrawal of candidatures may be delivered by a candidate , or any one of his proposers or seconders who has been authorised in this behalf in writing by the candidate , to the undersigned at the place specified in paragraph ( i ) above before three o'clock in the afternoon of 2nd of July , 2022 ;

(iii) हर अभ्यर्थी केवल पन्द्रह हजार रूपये की राशि जमा करेगा या जमा करवाएगा । यह रकम नामनिर्देशन पत्र प्रस्तुत करते समय रिटर्निंग आफिसर के पास नकद जमा की जा सकेगी या भारतीय रिजर्व बैंक या किसी सरकारी खजाने में इससे पहले जमा की जा सकेगी और पश्चात्कथित दशा में ऐसी रसीद का, जिसमें यह दर्शित किया हो कि उक्त राशि जमा कर दी गई है , नामनिर्देशन पत्र के साथ लगाया जाना आवश्यक होगा ;

(iv) नामनिर्देशन पत्रों के प्रारूप पूर्वोक्त कार्यालय से पूर्वोक्त समय पर प्राप्त किए जा सकेंगे ;

(v) अधिनियम की धारा 5 ख की उपधारा (4) के अधीन नामंजूर किए गए नामनिर्देशन पत्रों से भिन्न नामनिर्देशन पत्रों की संवीक्षा समिति कमरा सं . 62 , प्रथम तल , संसद भवन, नई दिल्ली में , बृहस्पतिवार 30 जून, 2022 को पूर्वाह्न 11 बजे की जाएगी ;

(vi) अभ्यर्थिता वापस लेने की सूचना अभ्यर्थी, या उसके प्रस्थापकों या समर्थकों में से किसी एक द्वारा , जो अभ्यर्थी द्वारा लिखित रूप से इस निमित्त प्राधिकृत किया गया हो , निम्न हस्ताक्षरकर्ता को , उपरोक्त पैरा (i ) में विनिर्दिष्ट स्थान में 2 जुलाई, 2022 को तीन बजे अपराह्न से पहले परिदत्त की जा सकेगी;

No. 479/2022 : Whereas , the term of office of Shri Ram Nath Kovind , President of I - ndia , Is due to expire , in terms of clause ( 1 ) of Article 56 of the Constitution , on the 24th Day of July , 2022 ; and

Whereas , an election is due to be held , in terms of clause ( 1 ) of Article 62 of the Constitution , to fill the vacancy to be caused by the expiration of the term of office of the incumbent President before the expiration of term of his office ; and [ No. 10-7 2 The J & K Official Gazette , 15th June , 2022 / 25th Jyai . , 1944.

Whereas , under sub - section ( 3 ) of Section 4 of the Presidential and Vice - Presidential Elections Act , 1952 (31 of 1952) , the Election Commission of India is required to so appoint the dates for the election to fill the vacancy in the Office of the President of India that the election will be completed at such time as will enable the President thereby elected to enter upun his / her office on the 25th Day of July , 2022 .

Now , therefore , the Election Commission of India hereby-

(A) calls upon the Electoral College , referred to in Article 54 of the Constitution , to elect a person to fill the above vacancy in the Office of the President of India before the expiration of the term of the incumbent President , in accordance with the provisions of the Constitution , the Presidential and Vice- Presidential Elections Act , 1952 ( 31 of 1952) , and the Rules and Orders made thereunder ; and

(B) in pursuance of sub- section ( 1 ) of Section 4 of the said Act , appoints-

( a) the 29th June , 2022 ( Wednesday ) , as the last date for making nominations ;

(b) the 30th June , 2022 ( Thursday ) , as the date for scrutiny of the nominations ;

(d) the 18th July , 2022 (Monday ) , as the date on which a poll shall , if necessary , be taken.

के राष्ट्रपति के पद को भरने के लिए निर्वाचन के लिए तारीख इस तरह नियत की जानी अपेक्षित है कि यह निर्वाचन समय के अन्दर पूरा हो जाए ताकि इस निर्वाचित राष्ट्रपति अपना पदभार वर्ष 2022 की जुलाई को पच्चीसवें दिन का ग्रहन कर सके ।

अतः अब , भारत निर्वाचन आयोग एतद द्वारा : -

(अ) संविधान के अनुच्छेद 54 में निर्दिष्ट निर्वाचक मंडल से यह अपेक्षा करता है कि संविधान के प्रावधानों के अनुसार, राष्ट्रपतीय और उपराष्ट्रपतीय निर्वाचन अधिनियम, 1952 ( 1952 का 31 ) और तदाधीन बनाए गए नियमों और उनके तहत जारी किए गए आदेशों के उपबन्धों के अनुसार, वर्तमान राष्ट्रपति की अवधि खत्म होने से पूर्व भारत के राष्ट्रपति के पद को भरने के लिए एक व्यक्ति निर्वाचित कर दें; और

(आ) उक्त अधिनियम् की धारा 4 की उपधारा (1 ) के अनुसरण में निम्नलिखित निर्धारित करता है :-

(क) नाम- निर्देशन करने की अन्तिम तारीख: 29 जून, 2022 (बुधवार)

(ख) नाम- निर्देशन की संवीक्षा की तारीख : 30 जून, 2022 ( गुरुवार)

सामान्य तौर पर , संसद सदस्यों से अपेक्षा की जाती है कि वे अपने मत नई दिल्ली में डालें और इसी तरह , संबंधित राज्य विधान सभाओं के सदस्यों से अपेक्षा की जाती है कि वे अपने मत मतदान के संबंधित स्थान पर डालें । हालांकि, विशेष परिस्थितिवश कोई अत्यावश्यकता होने की दशा में संसद सदस्य किसी भी राज्य / दिल्ली / पुडुचेरी में मतदान के किसी भी स्थान पर मतदान कर सकते हैं । इसी प्रकार , मतदान के अपने संबंधित स्थान के बजाय संसद , नई दिल्ली और किसी अन्य विधानसभा में मतदान करने के इच्छुक कोई भी विधायक भी ऐसा कर सकते हैं । इसके लिए , ऐसे निर्वाचकों को विहित फार्मेट [ रिटर्निंग अधिकारी एवं सहायक रिटर्निंग अधिकारीयों और आयोग की वेबसाइट (www.eci.gov.in ) पर भी उपलब्ध ] में निर्वाचन आयोग को इस तरह आवेदन करना होगा कि उनका आवेदन आयोग में मतदान की तारीख से कम से कम 10 दिन पहले पहुंच जाए ।
