With an objective of sensitizing farmers about new interventions approved under the Holistic Agriculture Development programme and benefits under other Centrally Sponsored Schemes , the Government of 210 The J& K Official Gazette , 15th June , 2023 /25th Jyai . , 1945. [No. 11
Jammu and Kashmir has launched and extensive Orientation Programme for the farmers of the Union Territory as " Kissan Sampark Abhiyaan " .
The programme inter alia envisages a three day orientation schedule at Panchayat level for which a detailed calendar has been notified by the Agriculture Production Department vide Government Order No. 231- JK ( APD ) of 2023 dated 06-04-2023 which is already available on the google drivelink https://drive.google.com/drive/folders/ 1jPMtFvfLqbYlqw3IojKaJVOW8MUqNm 3 ? usp = sharing .
In view of the renewed emphasis on Agriculture and Allied Sectors , the Hon'ble Lieutenant Governor has desired all Deputy Commissioners to ensure participation of Chairperson (s ) and Members of District Development Council , Block Development Councils and elected representatives of Panchayats in the Abhiyaan . It has also been desired that Prabhari Officers deployed to various Panchayat for the Back to Village Programme shall visit their respective Panchayat during the scheduled period for participation and smooth conduct of the programme .
Accordingly, it is impressed upon all Deputy Commissioners to ensure appropriate arrangements through the concerned line department for ensuring seamless organization and conduct of events in their districts under the Abhiyaan . Transfers in an administrative setup based on tenure system are a routine affairs , necessitated many a times , either by administrative exigencies or Government priorities and interests . These transfers however , should not break continuity and flow of set organizational goals and priorities . Continuity of ideas and best practices is a key ingredient of administration and so is knowledge - sharing and a robust feedback mechanism , especially involving those who have prior experience of working in a particular department .
It is a common observation that consequent upon transfers of Administrative Secretaries and Senior Officers from various departments , departmental priorities get re- aligned and hence initiatives conceptualized/ 212 The J& K Official Gazette , 15th June , 2023 /25th Jyai . , 1945. [No. 11

Recognizing the significance of such ideas/ initiative and therefore to ensure continuity of thought , it has decided to establish " Excellence Group" under the concerned Administrative Secretaries in all department of the Government of Jammu and Kashmir for facilitating exchange of ideas and concepts among Administrative Secretaries and other Senior Officers , who have held the charge of the departments or office in the past , and the present incumbents of these department or offices . This shall not only ensure materializing of fruitful ideas / initiatives , but would also foster value - addition in the governance structure , converting and idea into tangible outcome .
It is accordingly enjoined upon all Administrative Secretaries and Heads of Departments to establish these Excellence Groups hand make them vibrant by organizing discussions , while inviting senior officers , who have previously worked in these departments /offices . This would foster knowledge - sharing and continuity of thought and this kind of forum for argumentation would be an aid to achieve tangible results of the initiatives/ programmes conceived from time to time . With a view to streamline the Annual Performance Appraisal Reports i . e . APR Cycle in respect of Gazetted Officers (except IAS , IPS , IFOS No. 11 ] J & K Official Gazette , 15th June , 2023 /25th Jyai. , 1945. 213
and JKAS Officers ) of all Departments , Smart Performance Appraisal Report Recording Online Window ( SPARROW) was made live for filing of APRs w . e . f . 15-09-2022 , which can be accessed on https : // jaksparrow.jkgov.in .
In order to ensure the timely generation and completion of Annual Performance Appraisal Reports i . e . APR cycle of Gazetted Officers for the financial year 2022-23 on SPARROW platform, all the Officers who are entrusted with the role of custodians , in respect of Gazetted Officers on SPARROW platform , across all departments , shall get the requisite information of the Gazetted Officers as per the enclosed format (Annexure - 'A ') . Further , details of Initiating /Reviewing /Accepting Authorities of the Gazetted Officers , shall be in accordance with the rules notified vide Government Order No. 1311 -GAD of 2001 dated 09-11-2001 read with Government Order No. 375 - GAD of 2008 dated 26-03-2008 , Government Order No. 150 - JK( GAD ) of 2019 dated 06-12-2019 and Government Order No. 09 - JK ( GAD ) of 2021 dated 05-01-2021 . This information shall be used by the Custodians to generate blank APRs of the Gazetted Officers for self appraisal .
Further the blank APRs for the financial year 2022-23 , once generated by the Custodians shall be forwarded to the concerned Gazetted Officers through the portal for self appraisal which shall subsequently be forwarded to Initiating , Reviewing and Accepting Authorities . The APRs shall remain available in the account of the Officers for fixed timeline and thereafter shall be auto forwarded .
It is accordingly, impressed upon all the Officers , to record Annual Performance Reports as per fixed timelines and strictly in accordance with rules notified by the Government from time to time , to avoid forward at any stage , which would be treated as default on the part of the Officers concerned. Besides all the Administrative Departments shall strictly monitor and ensure timely completion of APR cycle in respect of Gazetted Officers for the financial year 2022-23 .

The absence seems to be intentional / deliberate , as such the accused person namely Parshotam Singh S/ o Paras Ram R/ o Thanote Bibrota, Tehsil Rajgarh , District Ramban is declared Proclaimed Offender . Further this Court is satisfied that the presence of absconding accused Parshotam Singh can't be secured in the ordinary manner except by taking recourse to the provisions of section 88 Cr . PC . by attaching the property of the said accused person . Tehsildar concerned is directed to provide the list of moveable and immoveable properties of the said accused person on or before the next date of hearing . Office is directed to forward copy of the order to SSP Doda/ SHO , P/ S Doda for compliance and Manager J& K, Ranbir Government Press for publication in Government Gazette . In order to have a clear distinction under District Plan and Union Territory Level Sectoral Plans , the following schemes shall constitute the District Plan for the financial year 2023-24 starting from 1st of April, 2023 :

i. Area Development Schemes comprising of DDC / BDC grants under Grant No. 08 - Finance and the Panchayati Raj Institution (PRI) grants under Grant No. 28 - Rural Development Department .
ii. The United Scheme implemented by District Development Commissioners .
The NFB Scheme implemented by District Development Commissioners .
iv. Aspirational Block Development Scheme implemented by Planning , Development and Monitoring Department .
V. Aspirational Panchayat Development Scheme implemented by Planning , Development and Monitoring Department .
vi . Samridh Seema Yojina implemented by Planning, Development and Monitoring Department .
vii. Back to Village Programme implemented by District Development Commissioners .

2. The Panchayat level Plans and Block Level Plans shall be subsumed in the District Plan .

plans or such other plans that are generally incorporated in Departmental Plans .
4. The DDCs shall ensure the compilation and submission of Work Plans /Action Plans in consultation with PRIs under the above mentioned schemes under District Plan as per the 11th Schedule of the Constitution of India which has been added by the 73rd Amendment Act of 1992 which contains the provisions that specify the powers , authority and responsibilities of Panchayats . The Work Plans of each District shall cover 29 matters as specified in 11th Schedule of the Constitution of India, on the basis of need assessment analysis .
5. Conequently, it is further clarified to all the Departments /DDCS that :
i. those Centrally Sponsored Schemes which are being implemented in Districts , shall also be included in the District Sector planning and developmental process for monitoring purpose . The said schemes , however , shall continue to be funded through Departments as per the prevailing practice.
ii. the schemes funded through NABARD which are being implemented in Districts , shall form the part of Works Plan of the Departments concerned under UT Plan from 1st April , 2023 onwards . Any ongoing works/ schemes on this account shall be incorporated under UT Plan by the Departments after obtaining the B12 statements of all such works from the DDCs . However , these shall continue to be monitored at district level .
the already existing District sectoral outlays shall form part ofCapex Budget of the concerned Administrative Department . Any ongoing works /schemes on this account shall also be shifted and incorporated under UT Plan by the Departments after obtaining the B12 statements of all works from the DDCs and shall be adjusted against the existing sectoral ceilings of 2023-24 shown distinctly in Demands for Grants 2023-24.

iv. the ongoing schemes under ULB Grants shall be the first charge under " Infrastructure Upgradation Scheme" .
V. all the District Development Commissioners and the Departments shall align their Action Plans /Work Plans accordingly by switching over to scheme based budgeting process for the next financial year 2023-24 starting from 1st ofApril , 2023 .
vi. the Development Expenditure Division - I shall accordingly issue the detailed guidelines for including of works in the annual action plan of each District as per above mentioned schemes .

Subject :-Coverage of medical expenses incurred on the treatment of life consuming diseases outside hospital /institute under AB - PMJAY, SEHAT Scheme vis - a - vis the J& K Civil Services (MedicalAttendance and Allowance ) Rules , 1990 .

The Government of J & K has introduced AB - PMJAY, SEHAT Scheme which provides free health insurance cover to all the citizens of J& K for Rs . 5 lakhs per family per year on floater basis . Subsequently, [No. 33-6

circular instructions were issued vide No. FD - Code/63 /2021-734 dated 31-08-2021 regarding consideration of medical reimbursement claims under the J& K Civil Services (Medical Attendance and Allowance ) Rules , 1990 post launch of Ayushman Bharat PM - JAY- SEHAT Scheme.
Consequent upon the above , it has come to the notice of the Finance Department that difficulties have been faced by various beneficiaries for reimbursement of expenditure incurred on the treatment of life consuming diseases outside hospital/ institute and on OPD basis .
The issue has been examined in consultation with the Health and Medical Education Department and Chief Executive Officer, State Health Society, ABPMJAY, J & K, which have clarified as under :-
"As per the Health Benefit Packages (HBP) 2.0 issued by National Health Authority (NHA) , there are 1574 treatment packages covered under Ayushman Bharat PM- JAY and AB-PM-JAY-SEHAT. Accordingly, secondary and tertiary care in-patient services including day care procedures are covered. This may include IPD/day- care- based treatment of life consuming diseases . However, OPD services , prescription given by doctor on OPD Basis and standalone diagnostics are not covered under the scheme. "
Accordingly, it is clarified that the medical expenses incurred on the treatment of life consuming diseases outside hospital/institute shall continue to be reimbursed in terms of rule 5 (5) of the J & K Civil Services (Medical Attendance and Allowance) Rules , 1990 .

Pursuant to the selection made on the basis of the Combined Competitive Examination - 2021 and as recommended by the Jammu and 2

Kashmir Public Service Commission , sanction is hereby accorded to the temporary appointment of the candidates as per Annexure - I to this order , against the posts in the Junior Scale of the Jammu and Kashmir Administrative Service , J & K Police ( Gazetted ) Service and J & K Accounts (Gazetted ) Service in the pay level 8 ( 47600-151100 ) with immediate effect .
The appointees shall be on probation for a period of two years during which they shall undergo such training and pass the Departmental Examination as prescribed under rules .
The candidates allotted to Jammu and Kashmir Administrative Service , J & K Police (G ) Service and J & K Accounts ( G ) Service shall report to the Director General , J & K Institute of Management , Public Administration and Rural Development ( IMPA & RD ) for undergoing foundation course as per the Training Policy notified vide Government Order No. 916 - GAD of 2019 dated 9.8.2019 .
The candidates allotted to J& K Police ( G ) Service and J & K Accounts ( G ) Service , after completion of the foundation course at J & K IMPA & RD shall report to the Director General of Police , J & K and Director General , Accounts and Treasuries , J & K respectively for undergoing the prescribed training while as the candidates allotted to Junior JKAS shall continue to undergo the prescribed training at J & K IMPA & RD .
The appointees shall be allowed to join only on production of the following certificates in original : -
Qualification Certificate
(i)
(ii ) Date of Birth Certificate
(iii) Domicile Certificate
( iv) Relevant Category Certificate
(v) Any other certificate required under rules .
The candidates who fail to join within a period of 21 ( twenty one ) days from the date of issuance of the appointment order shall forego their right to appointment which shall be deemed to have been cancelled ab initio without any further notice .

The salary of the appointees shall be drawn and disbursed to them after the receipt of the satisfactory reports in respect of genuineness of Qualification / Date of Birth / Relevant Category Certificates and subject to production of an affidavit ( as per Annexure - II ) to this order . In case , any candidate is adversely reported upon by the verifying agency or any certificate is found not to be genuine/ valid , he/ she shall have no claim to hold the post to which appointed and his /her appointment shall automatically stand cancelled without any further notice .
It is further ordered that the names in the appointment order shall not be construed in order of their seniority which shall be determined by their respective cadre controlling departments in terms of the Jammu and Kashmir Civil Services ( Classification , Control and Appeal ) Rules , 1956 .
The appointment/ allocation of the candidates to the respective services shall be subject to the outcome of the writ petition (s ) , if any , pending adjudication before any Competent Court of law .
