In supersession of all orders and instructions issued on the subject from time to time, it is hereby ordered that the deputation of Wardens/Assistant Wardens/Tutors in (i) Gujjar & Bakerwal Hostels, (ii) Hostels run under the Advisory Board for the Welfare and Development 216 The J&K Official Gazette, the 22 nd June, 2023/1stAsad., 1945. A. Seeking of Applications :
After accrual of vacancy and on the recommendations of the concerned department administrating the Hostel, the Deputy Commissioner shall invite applications through Chief Education Officer of the district from Master/Teachers working within the district in the School Education Department for posting as Wardens/Assistant Wardens/Tutors in these Hostels.
B. Scrutiny of the applications :
The Chief Education Officer shall scrutinize the application forms received from desirous candidates for placing before the "District Level Screening Committee", comprising the following for examination and furnishing of specific recommendations in respect of each candidate :

C. Mandate of the District Level Screening Committee :
The District Level Screening Committee, keeping in view the following parameters, shall furnish recommendations in respect of most suitable candidates to the Deputy Commissioner for issuing orders for posting as Wardens/Assistant Wardens/Tutors as per the requirement of the Department :⸻
a) Vigilance clearance ;
b) Favorable character antecedents from CID ;

c) Seniority/length of service ;
d) Administrative Skills ;
e) Suitability for the post ;

D. Issuance of Deputation Orders :
The Deputy Commissioner shall issue deputation orders in respect of the recommended candidates for posting as Wardens/Assistant Wardens/Tutors strictly in terms of standard conditions of deputation envisaged under J&K CSR.
The terms of deputation shall be for a maximum period of three years only, on the expiry of which the official(s) shall be deemed to have been relieved to their parent department.

In order to streamline the processing of Annual Performance Reports (APRs) in respect of Gazetted Officers of the Union Territory of Jammu and Kashmir, Smart Performance Appraisal Report Recording Online Window (SPARROW) was made live from 15-09-2022, which can be accessed on https://jaksparrow.jk.gov.in. over of Annual Performance Appraisal Reports from manual mode to online system was to ensure ready access of the Annual Performance Report by the authorized users, preventing loss of APRs in transition, enhanced transparency, better monitoring and timely completion of performance appraisals.
For recording of Annual Performance Appraisal Reports of JAK-SPARROW in respect of Gazetted Officers for the Financial year 2022-23, detailed instructions were issued vide Circular No. 12- JK(GAD) of 2023 dated 28-03-2023. However, it has been observed that despite repeated instructions, some Gazetted Officers are still getting their APRs processed in the offline mode, which stifles the very purpose of elaborate set of instructions/guidelines notified on the subject and the electronic SPARROW window. This deviation has been viewed seriously by the authorities.
It is accordingly, impressed upon all the Gazetted Officers, to record Annual Performance Report through online mode only, strictly in accordance with the rules notified by the Government from time to time. Besides, all Administrative Secretaries shall ensure that APRs in case of Gazetted Officers should not be processed manually and are filed in electronic mode only, on the designated SPARROW portal.

NOTIFICATION
Whereas, the Election Commission of India has decided to update its Notification No.56/2019/PPS-III, dated 23rd September, 2021, as amended from time to time, specifying the names of recognized National and State Parties and the list of free symbols, issued in pursuance of paragraph 17 of the Election Symbols, (Reservation and Allotment) Order, 1968.

NOW, THEREFORE, in pursuance of paragraph 17 of the Election Symbols (Reservation and Allotment) Order, 1968, and in supersession of its aforesaid notification No.56/2019/PPS-III, dated 23rd September, 2021, as amended from time to time, published in the Gazette of India, Extraordinary, Part-II, Section-3, Sub-Section (iii), the Election Commission of India hereby specifies the list of National Parties and the Symbols respectively reserved for them and postal address of their Headquarters as per the table appended below :—

सं 56/2023/पीपीएस-II(एसपी)-यतः, भारत निर्वाचन आयोग ने अपनी अधिसूचना सं 56/2019/पीपीएस-III, दिनांक 23 सितंबर, 2021, 2 जम्मू और कष्मीर अधिकारिक राजपत्र, 22 मई 2023/1 जयेश्ठ, 1945. [ सं. 7-6
समय-समय पर यथा-संषोधित, जिसमें निर्वाचन प्रतीक (आरक्षण और आबंटन) आदेष, 1968 के पैराग्राफ 17 के अनुसरण में निर्गत मान्यताप्राप्त राश्ट्रीय एवं राज्यीय दलों के नाम एवं मुक्त प्रतीकों की सूची विनिर्दिश्ट की गई है, को अद्यतनीकृत करने का निर्णय लिया है।
अतः, अब, निर्वाचन प्रतीक (आरक्षण और आबंटन) आदेष, 1968 के पैराग्राफ 17 के अनुसरण में और भारत के राजपत्र के असाधारण अंक, भाग-II, खंड-3, उप-खंड (iii) में प्रकाषित अपनी पूर्वोक्त अधिसूचना सं. 56/2019/ पीपीएस-III, दिनांक 23 सितंबर, 2021, समय-समय पर यथा-संषोधित, के अधिक्रमण में भारत निर्वाचन आयोग एतद्द्वारा नीचे संलग्न सारणी के अनुसार राज्यीय दल, ऐसे राज्य जिनमें उसे/उन्हें मान्यताप्राप्त है/हैं और ऐसे राज्य या राज्यों में उसके/उनके लिए क्रमषः आरक्षित प्रतीक तथा उसके/उनके मुख्यालय/ मुख्यालयों के डाक पते की सूची विनिर्दिश्ट करता है :-
