Subject : Acquisition of land measuring 28 Kanals 19 Marlas situated in Village Dherewery , Tehsil Bhalessa ( Gandoh ) , District Doda for construction of Gandoh Dherewery road .
Notification No. 09 - REV ( LAJ ) of 2023 Dated 02-06-2023 .
Whereas , on the basis of indent placed by the Executive Engineer , PMGSY Division Thathri , notification under section 4 ( 1 ) of Land Acquisition Act , Samvat , 1990 was issued vide Notification No. 212- 16 /LAC dated 18-06-2013 by Collector , Land Acquisition ( SDM ) , Gandoh, for land measuring 28 Kanals 19 Marlas situated in Village 252 The J & K Official Gazette , 13 th July , 2023 / 22nd Asad . , 1945. [ No. 15
Dherewery , Tehsil Bhalessa ( Gandoh ) , District Doda , calling upon the objections from the land owners / interested persons ; and .
Whereas , Collector Land Acquisition ( SDM ) , Gandoh vide No. 368-691 /LAC dated 30-09-2019 , recommended the case to District Collector ( DC ) , Doda for issuance of declaration under sections 6 and 7 of J& K Land Acquisition Act , Samvat 1990 , for construction of Gandoh Dherewery road situated in Village Dherewery , Tehsil Bhalessa ( Gandoh ) and District Doda who vide No. 454 /LAC / D / 19 dated 21-10-2019 endorsed to Divisional Commissioner , Jammu who vide No. 502/ 3907 / PMGSY/ 19 /Doda/3069 dated 21-12-2019 endorsed the same to Financial Commissioner ( Revenue ) , J & K . The case was returned to clarify some observations vide No. FC - LS / LA- 5198 / 2020 dated 11-06-2020 and No. FC - LS / LA - 5198 / 2020 dated 29-04-2021 , after addressing the observations the case was returned by the Divisional Commissioner , Jammu vide no . 502/ 3907 /PMGSY/Doda/ 23 / 111 dated 19-04-2023 as received from Deputy Commissioner , Doda vide No. 868- 69 / LAC / D / 22 dated 25-03-2023 . Financial commissioner , Revenue , J & K vide No. FCR - land/ 195 /2022-06 - FCR dated 10-04-2023 forwarded to this department for the said purpose ; and
Whereas , the report furnished by the Collector Land Acquisition ( SDM ) , Doda vide letter referred to above , duly endorsed by Distrtict Collector ( DC ) Doda , Divisional Commissioner , Jammu and Financial Commissioner (Revenue ) , J & K has been examined and it has been found that no one has filed any abjection to the proposed acquisition ; and
Whereas , the Government is satisfied that the aforesaid land is required for public purpose i.e. construction of Gandoh Dherewery road situated in Village Dherewery , Tehsil Bhalessa ( Gandoh ) and District Doda.
Now , therefore , in pursuance of section 6 of the J & K Land Acquisition Act , Samvat 1990 , it is declared that the land measuring 28 Kanals 19 Marlas ( as per description at Annexure " A" ) situated in Village Dherewery , Tehsil Bhalessa ( Gandoh ) and District Doda is required for public purposes i . e . construction of Gandoh Dherewery road . Further the Collector Land Acquisition ( ACR ) Kathua is directed under section 7 of the said act to take orders for acquisition of the said No. 15] The J& K Official Gazette , 13th July , 2023 / 22nd Asad . , 1945. 253
land after giving prescribed notice to the interested person ( s ) as required under the Land Acquisition Act/Rules .
However , the Collector concerned shall be held specifically responsible for identification and proper verification of all types of lands involved in the case for making apportionment of compensation amongst all the interested persons / rightful claimants , in accordance with the relevant laws / rules in force , while making the award . The Collector /Indenting department shall also ensure that no compensation shall be made for the portion of land in the instant case which has already been acquired for any public purpose .

beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one's identity ; and
Whereas , the Tribal Affairs Department , is administering the Pre- matric Scholarship Scheme for Scheduled Tribes which is being implemented through the Directorate of Tribal Affairs , J & K ; and Whereas , under the Scheme , Pre - matric Scholarship is provided to Scheduled Tribe Students by the Implementing Agency as per the extant Scheme guidelines ; and
Whereas , the aforesaid Scheme involves recurring expenditure incurred from the Consolidated Fund of Union Territory of Jammu and Kashmir .
Now , therefore , in pursuance of section 7 of the Aadhaar (Targeted Delivery of Financial and other Subsides , Benefits and Services ) Act , 2016 ( 18 of 2016 ) , the Government of Union Territory of J & K hereby notifies the following , namely : -
1 . A Child desirous of availing the benefits under the scheme shall hereby be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication .
2. Any Child desirous of availing the benefit under the scheme , who does not possess the Aadhaar number or , has not yet enrolled for Aadhaar , shall be required to make application for Aadhaar entrolment subject to the consent of his parents or guardians , before registering for the scheme provided that he is entitled to obtain Aadhaar as per section 3 of the said Act and such children shall visit any Aadhaar enrolment centre ( list available at the Unique Identification Authority of India , UIDAI ) ( website www.uidai.gov.in) to get enrolled for Aadhaar .
3. As per regulation 12 of the Aadhaar ( enrolment and update ) Regulations , 2016 , the department through its Implementing Agency , is required to offer Aadhaar Enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar Enrolment centre located in the respective Block or Taluka or Tehsil , the Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming a UIDAI Registrar themselves :

Provided that till the time Aadhaar is assigned to the Child , the benefit under the scheme shall be given to such children subject to production of the following documents , namely : -
(a) If the Child has been enrolled after attaining the age of five years ( with biometrics collection) , his Aadhaar Enrolment Identification Slip , or of bio - metric update identification slip ; and
(b) Any one of the following documents , namely
( i ) Birth Certificate ; or Record of birth issued by the appropriate authority ; or
( ii ) School Identity Card , duly signed by the principal of the school , containing parents , names ; and
(c) Any one of the following documents as proof of relationship of the beneficiary with the parent or legal guardian as per the extant scheme guidelines , namely :
( i ) Birth Certificate ; or Record of birth issued by the appropriate authority ; or
( ii) Ration Card ; or
( iii ) Ex - Servicemen Contributory Health Scheme ( ECHS ) Card ; or
Employees , State Insurance Corporation ( ESIC ) Card or Central Government Health Scheme (CGHS) Card ; or
( iv) Pension Card ; or
(v) Army Canteen Card ; or
(vi) Any Government Family Entitlement Card ; or
(vii) Any other document as specified by the Department :
Provided further that the above documents shall be checked by an officer specifically designated by the department for that purpose .
(4) In order to provide benefits to the beneficiaries under the scheme conveniently , the department through its Implementing Agency shall make all the required No. 15 ] The J& K Official Gazette , 13th July , 2023 / 22nd Asad . , 1945. 259
arrangements to ensure that wide publicity through media shall be given to the beneficiaries to make them aware of the said requirements .
(5) In all cases , where Aadhaar authentication fails due to poor bio - metrics of the beneficiaries or due to any other reason , the following remedial mechanisms shall be adopted , namely :-
authentication (a) In case of poor fingerprint quality , iris scan or face facility shall be adopted for authentication , thereby the department through its Implementing Agency shall make provisions for iris scanners or face authentication along with finger- print authentication for delivery of benefits in seamless manner ;
(b) In case the Biometric authentication through finger prints or iris scan or face authentication is not successful , wherever feasible and admissible authentication by Aadhaar one time Password or time -based one time password ( OTP ) with limited time validity , as the case may be , shall be offered ;
(c) In all other cases where Biometric or Aadhaar one time password ( OTP ) or time -based one - time password authentication is not possible , benefits under the scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response ( QR ) code printed on the Aadhaar letter and the necessary arrangement of QR code reader shall be provided at the convenient locations by the department through its Implementing Agency .
(6) Notwithstanding anything contained herein above , no child shall be denied benefit under the scheme in case of failure to establish his identity by undergoing authentication , or furnishing proof of possession of Aadhaar number , or in the case of a child to whom no Aadhaar number has been assigned , producing an application for enrolment . The benefit shall be given to him by verifying his identity on the basis of other documents as mentioned in clauses (b ) and ( c ) of the proviso of sub- paragraph ( 3 ) of paragraph 1 , and where 260 The J & K Official Gazette , 13 th July , 2023 / 22nd Asad . , 1945. benefit is given on the basis of such other documents , a separate register shall be maintained to record the same , which shall be reviewed and audited periodically by the department through its Implementing Agency .

Whereas , pursuant to above notification , no objection was received from anyone within the prescribed time period, in the meantime , on the request of Irregation Department 08 Marlas of land comprising Khasra No. 08 min of existing S. No. 02 of said notification has been de - notified vide No. DCK/ LA/ ACR / 2022-23-137-44 dated 02-08-2022 under the acquisition for the construction of PMGSY road from T03 KM 6th to Chak Bhagga Custodian General , J & K vide letter No. CG (EP) 931- 35/ 2021 - Acq dated 20-07-2021 issued NOC for the land measuring 11 Kanals 02 Marlas coming under acquisition and now the land measuring 19 Kanals 03 Marlas , is required for the said project ; and
Whereas , Collector Land Acquisition ( ACR) , Kathua vide No. DCK / ACR / LA/ 2022-23 / 153-54 dated 18-08-2022 , recommended the case to District Collector ( DC ) , Kathua for issuance of declaration under sections 6 & 7 of J & K Land Acquisition Act , Samvat 1990 , for Acquisition of aforementioned land for construction of PMGSY road from T03 - KM 6th to Chak Bhagga who vide No. DCK / LA/ 2022- 23 / 1324-27 dated 08-09-2022 endorsed to Divisional Commissioner , Jammu who , vide No. 502 /4585 / PMGSY / Chak Bhagga / Kth/ 22 / 1194- (7035768 ) dated 12-10-2022 endorsed the same to Financial Commissioner ( Revenue ) , J & K ; and 262 The J & K Official Gazette , 13 th July , 2023 / 22nd Asad . , 1945. Whereas , Financial Commissioner ( Revenue ) , J & K vide No. FCR / Land/ 195 / 2022-06 / 7050182 dated 02-11-2022 sought some clarifications from Divisional Commissioner , Jammu , who vide No. 502 / 4585 / PMGSY / Chg Bagga/ Kathua/ 23 / 2389 dated 28-03-2023 clarified the observations . Financial Commissioner Revenue , J & K vide No. FCR - Land / 195 / 2022-06 - FCR dated 10-04-2023 forwarded the case to this department for the said purpose ; and
Whereas , the report furnished by Collector Land Acquisition (ACR) Kathua vide letter referred to above , duly endorsed by District Collector ( DC ) , Kathua , Divisional Commissioner , Jammu and Financial Commissioner ( Revenue ) , J & K has been examined and it has been found that no one has filed any objection to the proposed acquisition ; and
Whereas , the Government is satisfied that the aforesaid land is required for public purpose i . e . construction of PMGSY road from T03 - KM 6th to Chak Bhagga situated in Village Chak Bhagga , Tehsil and District Kathua .
Now , therefore , in pursuance of section 6 of the J & K Land Acquisition Act , Samvat 1990 , it is declared that the land measuring 19 Kanals 03 Marlas under Khasra No. 08 min situated in Village Chak Bhagga , Tehsil and District Kathua is required for public purposes i . e . construction of PMGSY road from T03 - KM 6th to Chak Bhagga . Further the Collector Land Acquisition ( ACR ) , Kathua is directed under section 7 of the said Act to take orders for acquisition of the said land after giving prescribed notice to the interested person ( s ) as required under the Land Acquisition Act /Rules .
However , the Collector concerned shall be held specifically responsible for identification and proper title verification of all types of lands involved in the case for making apportionment of compensation amongst all the interested persons / rightful claimants , in accordance with the relevant laws/rules in force , while making the award . The collector / indenting department shall also ensure that no compensation shall be made for the portion of land which has already been acquired for road in question.

Reference :- District Collector Pulwama's communication vide No. DCP / LV/ 2023 /490-91 dated 16-02-2023 .
Whereas , the Chief Engineer JK Power Transmission Corporation Ltd. Kashmir has placed an Indent before the District Collector , Pulwama and the same was forwarded to this Collectorate vide No. DCP / LA/ 2021 /413-415 dated 31-08-2021 for acquisition of land measuring 03 Kanal 08 Marlas 05 Sirsai 3.75 Sft . falling at two Villages viz . Ladheo (01 Kanal 04 Marla 06 Sirsai ) and at Village Lethpora ( 02 Kanal 03 Marla 08 Sirsai 3.75 Sft. ) required for public purpose. namely diversion of 220 KV D /C Alusteng - Mirbazar Transmission Line for tower foundations in Villages Ladhoo and Lethpora , Tehsil Pampore , District Pulwama ;
Whereas , in accordance , with the sub - section 1 of Rule 4 of the Right to Fair Compensation and Transparency in Land Acquisition , Rehabilitation and Resettlement Act , 2013 , the Committee of officers for conduct of field inspection stands already constituted by the Deputy Commissioner, Pulwama vide his office order No. DCP / LA/2020/ 610- 630 dated 25-08-2020 . Accordingly, the Committee was directed by this Collectorate vide office letter Nos . ADC/ AWP/ LA/ 21-22/ 512-20 dated 01-10-2021 and ADC/ AWP/ LA/ 21-22/521-29 dated 01-10-2021 to conduct a field inspection for two locations viz . Villages Lethpora and Ladhoo respectively.

Whereas , members of the constituted Committee submitted their report through Tehsildar Pampore vide his office letter No. TP - OQ/ 1264 dated 12-09-2022 . The summary of the Social Impact Assessment Report/Preliminary invesitgation reveals as under : -
1. That the proposed acquisition of land serves the public prupose .
2. The DPR of the department was perused and found feasible .
3. The Transmission line had earlier been fixed from the land which was acquired by the CRPF for the establishment of Group Centre and J & K Police for the establishment of Commando Training Institute . In view of the objections raised by the security agencies vide their letter (No. O.B - V- 1/2010- 11 GC BLDG dated 07-02-2011 ) a decision was taken by indenting department for identifying alternate route for the transmission line in coordination with the line departments and consultant hired for the project . The JKPTCL ( PDD ) has now opted for an alternate route which was found feasible by the Committee Members .
4. No utilized land which has been previously acquired exists in the area is not available .
5. No such land has been earlier acquired/ still unutilized in the village.
The committee unanimously recommends that the scheme serves / will serve the public purpose hence be considered for the compensation under rules and be made functional at an earliest ;
Whereas , no commercial/ residential / agricultural structure is coming under the alignment as such no family is likely to be displaced due to land acquisition.
Now, therefore , it is notified that for the above said project land measuring 03 Kanals 08 Marlas 05 Sirsai 3.75 Sft . is required for the erection of 10 towers falling in two Villages viz . Ladhoo and Lethpora , [No. 15

The Government is pleased to authorize Tehsildar / Revenue staff Indenting Department , their consultant and their staff to enter upon and survey land , take levels of any land , dig or bore into the sub - soil and do all other acts required for the proper execution of their work as provided and specified in Section 12 of the said act .
Under Section 11 (4) of the Act, no person shall make any transaction or cause any transaction of land i . e . sale/ purchase , etc. or create any encumbrances on such land from the date of publication of such notification without prior approval of the Collector .

Secretariat Assistant Course /Foundation Course Examination ( J&K Secretariat Assistants Training Course) , in accordance with the provisions laid downunder G.O. No. 318 - JK ( GAD ) of 2021 dated 08-04-2021 and J& K Public Service Commission (Conduct of Examination) Rules , 2022 , as amended from time to time .
IMPORTANT
→ The Commission has developed an online Application Form for the Departmental Examinations . The Application Form together with instructions for filling up of the Application Forms will be available on the website of the Commission i.e. www.jkpsc.nic.in. from 05-06-2023 .
→ Candidates are advised to go through the instructions and all the eligibility conditions prescribed for the examination, before filling the online Application Form( s ) .
→ Last date for filling of online Application Form(s ) , complete in all respects , alongwith the requisite fee ( Online mode only ) is 04-07-2023 .
→ Candidates shall submit , in person or by the registered/ speed post , the hard copy of the downloaded online application formes , alongwith fee receipt and the Eligibility Certificate , duly recorded by the Competent Authority , within five days after last date of filling of the Online application(s ) , in the Office of the Public Service Commission at Reshamghar Colony, Bakshi Nagar , Jammu or Solina , Srinagar , as the case may be .
→ The Commission will not be responsible for any postal/ courier delays and applications received after the above prescribed last date shall not be entertained .

1. Examination Fee :
After successful submission of the online application formes , candidates have to pay the fee @ Rs.400/ - per paper through online mode only, in the " Submitted Applications " Menu .
2. Centre of Examination :
i. The Examination will be held at J & K PSC Examination Hall , Srinagar and J & K PSC Examination Hall , Jammu .
ii. The allotment of centres shall be at the sole discretion of the Commission and once a centre is allotted to a candidate , request for change of centre will neither be entertained nor will the Commission respond to request for change of centre .
Note :
i. The Candidate( s) should carefully mention his/ her choice for the centre viz . Jammu / Srinagar and the Papers he/ she wants to appear in the examination while filing up the Online Application Form(s ) .
3. The necessary instructions regarding filling up of online applications are given herein below :-
i. Candidates are required to apply online through the website of the Commission i.e http://www.jkpsc.nic.in . No other means/ mode of application shall be accepted .
ii. Candidates are first required to go to the JKPSC website www.jkpsc.nic.in and click on the link " One Time Registration " or click on Login menu if you have already created your profile with the JKPSC .
iii . After logging into your account , candidates are required to fill all the requisite fields of One Time Registration ( OTR) i.e. personal information , contact information and educational qualification , service details and uploading of documents etc.
iv . The candidate shall also be required to upload the image of date stamped recent passport size color photograph and 6 The J&K Official Gazette , 13th July, 2023/ 22nd Asad . , 1945. [No. 15
signature . The photograph should not have been taken earlier than 01-01-2022 .
V. Size ofthe photograph ( passport size ) and signature must be between 10kB to 20kB in * .jpeg or * .jpg only .
vi . After successful submission of all the details in your OTR account , check the eligibility conditions as mentioned in the advertisement notification before applying for the post .
vii . Click on the " show jobs " as shown against the respective post examination you want to apply .
viii . On Clicking on the " show jobs " a window will appear on your computer screen . Select the month of the advertisement notification for which you want to apply , a link( s ) for the post (s) will appear on the computer screen.
ix . An " APPLY " button is shown against the respective post and the candidates will click on the APPLY button against the post he/she is eligible .
X. On clicking " APPLY " button , an instruction window will appear . Candidates should read instructions carefully before clicking on " APPLY " button at the bottom of the web page .
xi . On clicking " APPLY" button, the system will display all facts/ particulars that a candidate have mentioned while filling up the necessary fields of his/ her OTR account .
xii . Once the candidate is satisfied about the filled in details , then , he or she may click on " SUBMIT " button to finally push the data into server with successful submission report , which he or she can print . In case, a candidate feels that the fields/ data filled are/is wrong then he or she will be required to edit the details by pressing the EDIT button , until he or she is satisfied about the correctness of the information required to be filled in the desired fields .
xiii . Note that the Online Application Form once submitted cannot be edited.
xiv. On successful submission of the online application , a window will open with a link to print application form.

xv. Candidates have to pay the requisite fee through online mode only in the " SUBMITTED APPLICATIONS " menu in your account .
xvi . [ IMPORTANT ] After successful payment of the fee , the fee status with transaction details will be reflected on the Online Application Form . Candidates must check the fee status by clicking on the " Print Application " button in the " submitted Applications menu " in your jkpsc account . In case the payment status shows either " not submitted or under processing or status has not been reflected on your submitted application form " , candidate ( s ) are advised to contact the JKPSC Office at Solina/Resham Ghar Colony Jammu immediately for clarification . Further where the online fee is paid through other service providers the candidate must ensure that not only the amount of fee is debited from his /service provider's Account but also credited into the official account of JKPSC .
xvii . Submission of fee payment shall not be accepted/ entertained after cut- off date fixed for the advertisement notification.
xviii . Please note that the above procedure is the only valid procedure for applying . No other mode of application or incomplete steps would be accepted and such applications would be rejected .
4. Action against candidates found guilty of misconduct :-
Candidates are advised that they should not furnish any particulars that are false or suppress any material information. While submitting hard copy of the application in the Commission, candidates are warned that they should , in no case , alter or otherwise tamper with any entry in a document or its attested/ certified copy submitted by them, nor should they submit a tampered/ fabricated document . If there is any inaccuracy or discrepancy between two or more such documents or their attested /certified copies , an explanation regarding this discrepancy should be furnished .
A candidate who is , or has been , declared by the Commission, to be guilty of :
i. obtaining by wrongful support of his /her candidature by any means , or

procuring impersonation by any person , or
iv. submitting fabricated documents or documents which have been tampered with , or
V. making statements which are incorrect , or false or suppressing material information , or
vi. resorting to any other irregular or improper means in connection with his /her candidature for the selection , or
vii . using unfair means during the test , or
viii . writing irrelevant matter including use of obscene language , in the script ( s ) , or
ix. misbehaving in any other manner in the examination hall , or
Χ. harassing or causing bodily harm to the staff employed by the Commission for the conduct of their test , or
xi. attempting to commit or , as the case may be , abetting the Commission of all or any of the acts specified in the foregoing clauses may, in addition to rendering himself/herself liable to criminal prosecution , shall be liable :-
(a) to be debarred by the Commission for appearing in the examination , and/ or
(b) to be debarred either permanently or for a specified period: -
( i) By the Commission from any examination or selection held by them, and
( ii) By the Government Union Territory of J & K from any employment under them .

In continuation of Government Order No. 32 - JK ( ARI & Trgs . ) of 2022 dated 29-10-2022 and 02 - JK ( ARI & Trgs . ) of 2023 dated 16-01-2023 and on the recommendation of Service Selection Board , sanction is hereby accorded to the appointment of Mr. Sabzar Ahmad Malik S / o Abdullah Malik R/ o Chahihal , Tehsil Banihal , District Ramban as Multitasking Staff ( Orderly ) under RBA Category in the Government Press , Jammu , in pay Level of SL - 1 ( 14800-47100 ) , with immediate effect .
The appointee shall report to the office of the General Manager , Government Press , Jammu , within a period of twenty - one ( 21 ) days from the date of issuance of this order , failing which he shall forego his right to appointment , and the same shall be deemed to have been cancelled ab initio without any further notice .
The appointee shall be allowed to join only on the production of the following certificates ( in original ) to be verified subsequently : -
i) Academic/ Qualification Certificates .
ii) Matriculation/ Date of Birth Certificate .
iii ) Health Certificate from the concerned Chief Medical Officer of the District .
iv) Domicile Certificate issued by the Competent Authority .
v) Valid relevant Category Certificate , if any applicable .
The appointment of the above candidate shall further be subject to the following conditions : -
a) The appointee shall furnish an undertaking in the shape of affidavit as per Annexure - A to this Order .

b) The salary of the appointee shall not be drawn and disbursed to him unless the satisfactory report in respect of genuineness of Qualification/Date of Birth / Relevant Category Certificates .

d) The appointment of the candidate shall be governed by the " New Pension Scheme " as per SRO - 400 of 2009 dated 24-12-2009 .
e) The inter - se - seniority of the appointee shall be strictly as per their merit in the slection list and J & K Civil Service (Classification , Control and Appeal ) Rules , 1956 .
f) The appointments of the above appointee shall be cancelled ab initio , if it is found that he possesses higher qualification than the prescribed one at any stage and he shall also be liable for criminal prosecution under law .
g) The appointment of the above appointee shall be subject to outcome of writ petition (s ) , if any , pending before the competent court of law .

Whereas , draft amendments in the Jammu and Kashmir Motor Vehicles Rules , 1991 were published vide notification S.O. - 208 dated 14th of April , 2023 as required under sub - section ( 1 ) of section 212 of Motor Vehicles Act , 1988 , in the Official Gazette inviting 2 The J& K Official Gazette , 21st June , 2023 /31st Jyai . , 1945. [No. 11 - a
objections and suggestions from all the persons likely to be affected thereby , before the expiry of six weeks from the date on which the copy of Official Gazette containing the said notification was made available to the public ; and
Whereas , no objection/ suggestion was received from the public on the said draft amendments in J & K Motor Vehicles Rules , 1991 .
Now , therefore , in exercise of powers conferred by Sections 65 , 111 , 211 and 212 of the Motor Vehicles Act, 1988 ( Act No. 59 of 1988 ) , the Government hereby make the following amendments in Jammu and Kashmir Motor Vehicles Rules , 1991 ; namely : -
1. In rule - 44 , in sub - rule ( 1 ) , second proviso shall be substituted by the following namely : -
" Provided further that inspection for fitness of public service vehicles whose age is more than 15 years from the date of manufacture shall be carried out twice in a year (half yearly ) . The full fitness fee as notified under rule 81 of Central Motor Vehicles Rules , 1989 shall be charged at the grant of first fitness certificate during the year and a token fee of Rs . 100/ - shall be charged for carrying out second six monthly fitness inspection of the vehicle , with all record in online mode . "
2. In rule 55 , proviso first shall be substituted by the following namely :
" Provided that the procedure for allotment of vanity number shall be as under :
(i) The registration fee for e - auction will be Rs . 1000 and the registration fee including the reserve price of the number shall be paid online for all the categories . The amount of registration fee i.e. Rs . 1000 shall be non - refundable and registration shall be deemed to be complete only after the successful payment .
(ii) The Registering Authority shall charge one- time Special Registration Fee ( SRF ) for allotment of a Special Registration Mark ( SRM ) to a motor vehicle , in addition to the registration fee , prescribed under rule 81 of the No. 11 - a ] The J & K Official Gazette , 21st June , 2023 / 31st Jyai . , 1945. 3
Central Motor Vehicles Rules , 1989. In each registration series , the mode of allotment of Special Registration Mark ( SRM ) , rate of Special Registration Fee ( SRF ) and the multiples of increase in the bid value shall be governed by the category of special registration mark as tabulated below :

(iii) After successful registration on e - auction platform , the vehicle owner shall have an option to bid for the choice registration mark in any registration marks series of registration authorities of Jammu and Kashmir . The owner of the vehicle shall be restricted to bid for only one choice registration mark for each vehicle .
(iv) The citizen has provision to choose online , desired registration mark of choice . If the application shows availability of desired registration mark of choice in the RTO / ARTO series , then applicant can select the registration mark of choice and deposit Rs . 1000/ - and the reserve price of the number online to reserve the number for e - auction . Once , the applicant successfully makes payment of Rs . 1000/ - and the reserve price of the number , the desired registration mark of choice will be blocked from the concerned RTO/ ARTO series for the e - auction period . If the number is not allotted to anybody , the same will be returned back to RTO / ARTO series .
(v) After the completion of the online auction process , the highest bidder shall have 10 days to deposit his 100 % bid amount through online mode otherwise Registration number shall be forfeited and will be available for the Auction again .
(vi) In case of more than one applicant applying at minimum reserve price and where no further incremental bid is made by any of these applicants , the registration number of choice will be allotted to the first applicant . Further , if there is only one applicant , choice registration number shall be allotted at minimum special registration fee ( SRF ) mentioned in the notification .
(vii) After the successful bidder has deposited the 100 % bid amount within stipulated period, the e - auction platform shall map the choice registration number with the registration application ( chassis number and engine 5 No. 11 - a ] The J & K Official Gazette , 21st June , 2023 / 31st Jyai . , 1945 .
number) at the respective registering authority . Application for e - auction will be processed by the applicant through VAHAN registration application number generated at RTO / ARTO or dealer end.
