Sanction is hereby accorded to the transfer of State land measuring 53 Kanals 03 Marlas as per description at Annexure " A " in District Baramulla in favour of Central Reserve Police Force ( CRPF ) for establishing Battalion Camping Site 53 Bn CRPF in terms of provisions of Rule 310 of General Financial Rules , 2017 on payment of transfer value of Rs.3 , 44 , 94 , 350/ - ( Rupees Three Crore Forty Four Lac Ninety Four Thousand Three Hundred Fifty only ) @ Rs.6,49,000/ - per Kanal .
It is further ordered that :
i . The transfer value of the land shall be deposited in the relevant account of the Deputy Commissioner, Baramulla , who shall further deposit in the account head of Government of J & K , Major Head 0029 - Land Revenue , Minor Head 800 - other receipts .
ii . The land shall be used only for the purpose for which the sanction of transfer has been accorded .
iii . The land shall put to use after obtaining all other permissions as may be required for its construction from the Competent Authority and pay any charges/ compensation of the said land , if applicable .
iv . The CRPF shall adhere to all such provisions of laws relating to Revenue /Housing and Urban Development Department , Forest/ J& K Water Resources (Regulation and Management ) Act , 2010 etc. before utilization of the land . If any land found part of water course/ source shall not be put to any use .
v. It would be the responsibility of the user force to comply with the directions of the Hon'ble High Court of J & K or any other Competent Court with regard to the usage of the said land and contest the litigation , if any pending.
vi. The land is transferred on ' as is where is basis ' and nothing in this order shall be construed to debar any Competent Authority to take legal action in case of violation on the field relating to usage of land.

vii . No diversion of transferred land for any other purpose shall be made .

It shall be subject to the following conditions : -
i . The land shall be used only for the purpose for which the sanction of transfer has been accorded.
ii . The sanction has nothing to do with the process of allotment or regularization of the land for Industrial Units for which Industries and Commerce Department has to fullfill the criteria as required under the laid down rules .
iii . The land shall be put to use after obtaining all other permissions as may be required for its establishment from the Competent Authority.
iv. The user Department shall strictly adhere to all such provisions of laws relating to Revenue/Forest/Housing & Urban Development Department/ J & K Water Resources (Regulation and Management ) Act, 2010 etc. If any land found part of water course/source shall not be put to any use ..
v. It would be the responsibility of the user department to comply with directions of the Hon'ble High Court of J & K or any other Competent Court with regard to the usage of the said land .
vi. No diversion of transferred land for any other purpose shall be made.
vii . Litigation , if any to be contested by the indenting department .

xi . This shall be without prejudice to the outcome of the writ petition(s ) , if any, pending before the Competent Courts .

iii . The land shall put to use after obtaining all other permissions as may be required for its construction from the Competent Authority and pay any charges/ compensation of the said land if applicable .
iv . The CRPF shall adhere to all such provisions of laws relating to Revenue/ Forest/ Housing & Urban Development Department / J & K Water Resources (Regulation and Management) Act , 2010 etc. before utilization of the land .

Whereas , Mr. Rahul Kreed, Junior Sclae Stenographer Geology and Mining Department submitted a representation to the Director , Geology and Mining , J & K for correction of his name from Kreed to Rahul Khatri in his service record ; and Whereas , Director , Geology and Mining J& K forward the said representation to the Administrative Department and recommended for change of his name in accordance with the rule governing the subject ; and Whereas , Finance Department vide Circular No. FD - Code/ 154/ 2022-03 dated 10-05-2023 has notified the procedure for change of name by Government employees . The clause I of the ibid circular reads as under :-
i. AGovernment employee wishing to adopt a new name or to effect any modification in his /her existing name may do so , formally by a deed changing his/her name . The sample deed form is enclosed .
ii . The execution of the deed should be followed by publication of the change in a prominent local newspapnewspaper at the Government employee's own expense.

iii. The change in the name shall be made with Aadhaar authentication and complete verification of record of e- HRMS .
Whereas , the matter was examined in the department and was accordingly taken up with the Director Finance, Mining Department for his opinon regarding consideration of the request of official to change his name as Shri Rahul Khatri from Shri Rahul Kreed in his service record , who conveyed as under :
A person can change his /her name at any time in his/ her lifetime . However, it needs to be done legally by creating an affidavit, publishing an advertisement in the newspaper and a notification in the Gazette of India at his own expenses . After the name change is notified in the Gazette , the person can start using the new name and apply for changing the name in all ID proof documents .
Whereas , Mr. Rahul Kreed, Junior scale Stenographer has executed the requisite affidavit /deed and notice about the correction in his name has been published in a prominent local newspaper ; and Whereas , the official has also published notification in the official Gazette for change of his name from Mr. Rahul Kreed to Mr. Rahul Khatri on his own expenses .
Now, therefore , it is hereby ordered that besides correcting the first page of Service Book of the official by reflecting the entry as Rahul Khatri instead of Rahul Kreed, his name wherever appearing in the service records be treated as Rahul Khatri instead of Rahul Kreed and the official is also permitted to make the necessary changes to his name as Rahul Khatri with Aadhaar authentication and complete verification in the e- HRMS records .

Pursuant to the accord of administrative approval to the project titled ' Hosting of e - Office Applications for 10 States /UTs ( 8 NE States , UT of J & K and UT of Ladakh ) ' , by Meit Y. Government of India sanction is hereby accorded to the migration of e - Office instance from Jammu and Kashmir State Data Centre to NIC /NICSI cloud for a period of three years , subject to the following conditions ,-
1. NIC/NICSI shall be responsible for ensuring Zero data loss , complete data integration and 100 % replica of the existing e - files for seamless migration of JK e - Office to the NIC/NICSI cloud . The e-Office in Managed Services model of NIC / NICSI shall be hosted with 99 % uptime , as confirmed by NIC .
2. Three instances of JK e- Office will be hosted at the Data Centre for performance optimization i.e. Secretariat instance - 5,000 users ; DC Offices- 10,000 users and HoD Offices - 10,000 users .
3. NIC/ NICSI shall be responsible for provisioning of Deployment Infrastructure and Professional (Man- aged) Services for upto 25000 e - Office users of Government of Jammu and Kashmir ( GoJ & K) . It will also have backup copies on separate infrastructure and application - level data redundancy to be used in case of disruption of services at Primary Data Centre ( PDC) .

4. NIC / NICSI shall also be responsible for provisioning of manpower resourses for three years duration which includes 7 resources for capacity building and help desk team to be stationed in J& K .
5. The migration of J & K e - Office to NIC /NICSI cloud shall be undertaken in accordance with the agreed SOPs of e- Office PMU with complete coordination between all stakeholders - NIC , CDAC ( SDC ) and JaKeGA ( ITD ) to ensure seamless migration .
6. The proposal being fully funded by Government of India , shall have no financial implication for the UT ofJ&K.

No. 464 / EPS / 2024 ( 5 ) . - WHEREAS , the President of India has , by notification issued under sub - section ( 2) of Section 14 of the Representation of People Act , 1951 (43 of 1951 ) and published in the Gazette of India on the 26th April , 2024 ( Friday ) , been pleased to call upon each of the parliamentary constituencies , specified in column ( 2) of the Schedule below, in the States or Union Territories mentioned in column ( 1 ) , of the Schedule to elect members to the House of the People , [No. 4-3 2 The J & K Official Gazette , 26th April , 2024 / 6th Vai . , 1946.
in accordance with the provisions of the said Act and of the rules and orders made thereunder .
2. Now , therefore , in pursuance of Sections 30 and 56 of the said Act , the Election Commission of India hereby-
(A) Appoints , with respect to the said election , from each of the parliamentary constituencies specified in the said Schedule ,-
(a) the 03rd May , 2024 ( Friday ) , as the last date for making nominations ;
(b) the 04th May , 2024 ( Saturday ) , as the date for scrutiny of nominations ;
( c) the 06th May , 2024 ( Monday ) , as the last date for withdrawal of candidatures ;
(d) the date specified in column ( 3 ) of the SCHEDULE below , as the date on which a poll shall , if necessary , be taken in the parliamentary constituencies , specified in the corresponding entry in column (2 ) of the said Schedule ; and

S.O. (E) .- Whereas it has been decided to hold a general election for the purpose of constituting a new House of the People , on the expiration of the term of Seventeenth House of the People .

अधिसूचना
सं. 464/ईपीएस /2024 (3 ) .- यतः , भारत के राष्ट्रपति ने लोक प्रतिनिधित्व अधिनियम, 1951 ( 1951 का 43 ) की धारा 14 की उप - धारा (2) के अंतर्गत निर्गत और भारत के राजपत्र में 12 अप्रैल, 2024 ( शुक्रवार) को प्रकाशित अधिसूचना के द्वारा नीचे दी गई अनुसूची के स्तंभ ( 1 ) में उल्लिखित राज्यों या संघ राज्य क्षेत्रों में , इसके स्तंभ ( 2 ) में विनिर्दिष्ट संसदीय निर्वाचन क्षेत्रों में से प्रत्येक संसदीय निर्वाचन क्षेत्र से अपेक्षा की है कि उक्त अधिनियम के उपबंधों और तदधीन बनाए गए नियमों और किए गए आदेशों के अनुसार लोक सभा के लिए सदस्य निर्वाचित कर दें ।

2. अतः , अब, उक्त अधिनियम की धारा 30 और 56 के अनुसरण में , भारत निर्वाचन
आयोग एतद्द्वारा-
(अ) उक्त अनुसूची में विनिर्दिष्ट प्रत्येक संसदीय निर्वाचन क्षेत्र से, उक्त निर्वाचन के संबंध में -
(क) नामनिर्देशन करने की अंतिम तारीख के रूप में 19 अप्रैल, 2024 ( शुक्रवार) को;
(ख) नामनिर्देशनों की संवीक्षा की तारीख के रूप में 20 अप्रैल , 2024 (शनिवार) को;
(ग) अभ्यर्थिताएं वापस लेने की अंतिम तारीख के रूप में 22 अप्रैल , 2024 ( सोमवार) को;
(घ) नीचे दी गई अनुसूची के स्तंभ (3 ) में विनिर्दिष्ट तारीख को उस तारीख के रूप में , जिसको यदि आवश्यक हुआ तो उक्त अनुसूची के स्तंभ ( 2 ) में तदनुरूप प्रविष्टि में विनिर्दिष्ट संसदीय निर्वाचन क्षेत्रों में मतदान होगा; और
(ङ) 6 जून , 2024 ( गुरुवार) को उस तारीख के रूप में, जिससे पहले ऊपर उल्लिखित सभी संसदीय निर्वाचन क्षेत्रों में निर्वाचन संपन्न करा लिया जाएगा;
नियत करता है; और
(आ) उक्त अनुसूची के स्तंभ (4 ) में विनिर्दिष्ट समय को ऐसे समय के रूप में निर्धारित करता है जिसके दौरान, यदि आवश्यक हुआ तो उपर्युक्त निर्वाचन के लिए उक्त अनुसूची के स्तंभ (2 ) में तदनुरूप प्रविष्टि में विनिर्दिष्ट संसदीय निर्वाचन क्षेत्रों में इसके स्तंभ ( 3 ) में ऐसे निर्वाचन क्षेत्र के सम्मुख विनिर्दिष्ट तारीख को मतदान कराया जाएगा ।

NOTIFICATION
No. 464 / EPS /2024 (3 ) .- WHEREAS , the President of India has , by notification issued under Sub - Section (2 ) of Section 14 of the 2

The J& K Official Gazette , 12th April, 2024/23rd Chai . , 1946.
Representation of People Act , 1951 (43 of 1951 ) and published in the Gazette of India on the 12th April , 2024 ( Friday) , been pleased to call upon each of the parliamentary constituencies , specified in column (2 ) of the Schedule below, in the States or Union Territories mentioned in column ( 1 ) , of the Schedule to elect memmbers to the House of the People , in accordance with the provisions of the said Act and of the rules and orders made thereunder .
2. Now, therefore , in pursuance of Sections 30 and 56 of the said Act, the Election Commission of India hereby-
(A) Appoints , with respect to the said election , from each of the
parliamentary constituencies specified in the said Schedule ,-
( a) the 19th April, 2024 ( Friday) , as the last date for making nominations ;
(b) the 20th April, 2024 ( Saturday ) , as the date for scrutiny of nominations ;
(c) the 22nd April, 2024 ( Monday) , as the last date for withdrawal of candidatures ;
(d) the date specified in column ( 3 ) of the SCHEDULE below , as the date on which a poll shall , if necessary, be taken in the parliamentary constituencies , specified in the corresponding entry in column ( 2) of the said Schedule ; and
(e ) the 06th June, 2024 (Thursday ) , as the date before which the election shall be completed in all the above mentioned parliamentary constituencies ; and
(B) Fixes hours specified in column (4) of the said Schedule , as the hours during which the poll shall , if necessary, be taken in the constituencies , specified in the corresponding entry in column ( 2 ) of the said Schedule , on the date specified against such constituency in column ( 3 ) thereof, for the above election.

का०आ० ( अ) - सत्रहवीं लोक सभा के कार्यकाल की समाप्ति पर, नई लोक सभा गठित किए जाने के प्रयोजन के लिए साधारण निर्वाचन कराए जाने का विनिश्चय किया गया है;

The committee has decided that the rate of advertisement may be fixed as Rs . 5 per sqft , Rs . 3 per sqft ( for flexes /banners ) , per day for prime locations and Rs . 3 per sq. ft . Rs . 1 per sqft ( for flexes / banners ) per day for non prime locations within the Town.
Proposal for enhancement of fee with regard to pilgrimage :
The committee has decided that the rent from ground and fields i.e. Permission for holding religious events may be fixed as Rs.700 per day for Municipal Committees .
However for holding events other than religious the rate may be Rs . 1400 per day for Municipal Committees .
Proposal for revision of fee for permission to install crackers :
The committee has decided that the application fee for permis- sion to install cracker stall may be fixed as Rs . 1000 per stall for No. 52-11 ] The J& K Official Gazette , 30th March, 2024/ 10th Chai . , 1946 . 7
Municipal Committees . There may be an annual increase of 50 % in the above rates after year of notification .

It is hereby published for the information of general public that under Sections 65 , 66 and 68 of the Jammu and Kashmir Municipal Act , 2000 , Solid Waste Management Rules , 2016 notified by the Ministry of Environment , Forest and Climate Change , GOI vide Notification No. G.S.R 1357 ( E ) dated 08-04-2016 and Solid Waste Management 2 The J& K Official Gazette , 9th March . , 2024/ 19th Phal . , 1945. [ No. 49-5
Bye- Laws 2019 subsequently notified by Jammu and Kashmir Government in respect of Municipal Committee , Vijaypur in the year 2019 , the Committee has revised the User Charges which will come into force w.e.f 01-04-2024 . The person having any objections may submit the same to the undersigned in writing within 30 days from the date of publication of this notification through official email id i.e eovijaypur- [email protected] or in person during the official working hours on any working day . SO- 600.-Whereas , Section 427 of the Jammu and Kashmir Municipal Corporation Act , 2000 , provides as under : -
" 427. Power to Remove Difficulties . If any difficulty arises in giving effect to the provisions of this Act or by reasons of anything contained in this Act to any other enactment for the time being in force , the Government may , as occasion requires , by order direct that this Act [No. 35 -e 2 The J& K Official Gazette , 30th Nov. , 2023/ 9th Agra . , 1945.
shall during such period as many be specified in the order but not extending beyong the expiry of two years from the commencement orders have effect subject to such adaptations whether by way of modification addition or omission as it may deem to be necessary and expedient . "
Whereas , Section 5 of the Jammu and Kashmir Municipal Corporation Act , 2000 provides for the duration of the Corporation , which provides as under :-
" 5. Duration of the Corporation.- ( 1 ) The Corporation , unless sooner dissolved under Section 404 of this Act , shall continue for five years from the date appointed for its first meeting .
(2) An election to constitute the Corporation shall be completed-
( a) before the expiry of its duration specified in Sub - Section ( 1 ) ;
(b) before the expiration of a period of six months from the date of its dissolution :
Provided further that where the remainder of the period for which the dissolved Corporation would have continued is less than six months , it shall not be necessary to hold any election under this section for constituting the Corporation for such period :
Provided further that the first election to a Corporation constituted after the commencement of the Act shall be held within a period of two years of its constitution . "
Whereas , the repective terms of elected representatives of Municipal Corporations of Srinagar and Jammu have expired ;
Whereas , a difficulty has arisen in giving effect to the provisions of the Act for the purpose of smooth administration and providing better services to public at large.
Now therefore , in exercise of the powers conferred under Section 427 of the Jammu and Kashmir Municipal Corporation Act , 2000 , the Government hereby makes the following order ; namely :-
1. Short title and commencement : - ( 1 ) The order may be called the Jammu and Kashmir Municipal Corporation ( Removal of Difficulties ) Order, 2023 .

(2) It shall be deemed to have come into force with immediate effect and shall remain in force for a period of two years or till it is revoked by the Government , whichever is earlier .
2. Removal of Difficulties : The difficulties arisen on account of expiry of the term of elected representatives of Jammu Municipal Corporation and Kashmir Municipal Corporation and in giving effect to Section 5 of the Jammu and Kashmir Municipal Corporation Act , 2000 are hereby removed by appointing Commissioner of Jammu Municipal Corporation and Srinagar Municipal Corporation as Administrators of the respective Corporations for a term of two years or until the establishment of the Corporation , whichever is earlier , and they shall exercise the functions and duties of the Corporation ( s ) as provided under the Act .

SO- 601.- Whereas , on 09-06-2023 , the Police Station , Poonch , received a docket to the effect that a Joint Search Operation was carried out by the Police/ Security Forces in Village Kalsan , and during the search , two suspects while seeing the Police / Security Forces tried to 2

escape but were chased down on the spot and identified as Mohd Safeer S / o Mohd Hussain and Mohd Rashid S / o Bader Din R's / o Ward No. 03 , Kalsan Dara , Bagyal , Tehsil Haveli , Poonch . During search , the Police recovered 02 Chinese Hand Grenades at their instances ; and
2. Whereas , based on the above , a case FIR No. 77/2023 under Section 4/5 ESA and Sections 13 and 18 of ULA ( P ) Act , was registered in the Police Station , Poonch , and the investigation of the case was set into motion . Subsequently , during the investigation , the offences under Sections 8 ( a ) /21 , 22 , 29 NDPS Act , and offences under Sections 17 , 20 , 23 , 38 and 39 of ULA ( P) Act were added in the case ; and
3. Whereas , during the course of investigation , the site plan of the place of occurrence and the seizure memos were prepared and the statements of the witnesses acquainted with the facts and circumstances of the case were recorded under the relevant provisions of law ; and
4. Whereas , during the investigation , the accused viz . Mohd Safeer , Mohd Rashid and one Mohd Yaseen S / o Saif Din R / o Degwar , Terwan , Tehsil Haveli , District Poonch , were found in contact with a terrorist of HM , a banned outfit , namely Mohd Bashir S / o Mohd Hussain R/ o Ward No. 03 , Kalsan Dara , Bagyal , Haveli , Poonch A/P PoK. The accused viz . Mohd Yaseen , was already arrested by Poonch police in case FIR No. 42/2023 of Police Station , Sunderbani . Subsequently , his custody was changed in the instant case ; and
5. Whereas , during the investigation , it was found that the accused viz . Mohd Safeer and Mohd Rashid , procured 02 Hand Grenades and 02 Packets of Heroine like substances from the accused terrorist viz . Mohd Bashir , with the directions to hand over the same to the accused viz . Mohd Yaseen , who already had provided an amount of Rs . 07 lakhs to them for the consignment . Subsequently , during the investigation , an amount of Rs . 07 lakhs and 02 Packets of Heroine like substance were also recovered at the instance of accused viz . Mohd Safeer and Mohd Rashid , respectively ; and
6. Whereas , during the investigation , it was established that the accused viz . Mohd Safeer , Mohd Rashid and Mohd Yaseen , were working as Over Ground Workers ( OGWs ) for the terrorists of HM , a No. 35- f] The J & K Official Gazette , 1st Dec. , 2023 / 10th Agra . , 1945. 3
banned outfit , particularly the terrorist viz . Mohd Bashir , and under a well knit criminal conspiracy were providing logistic support to him, besides the accused viz . Mohd Safeer and Mohd Rashid , procured explosive material and Heroine ( Contraband) from the said terrorist and an amount of Rs . 07 lakhs from the accused viz . Mohd Yaseen , for carrying out the terrorist activities in the area ; and
7. Whereas , on the basis of the investigation , the statements of witnesses recorded and other evidence collected , the Investigating Officer , has established a prima facie involvement of the below mentioned accused for the commission of offences punishable under Sections of the Unlawful Actvities ( Prevention ) Act , 1967 , as shown against their names :

Whereas , the Authority , appointed by the Government under Sub- Section ( 2) of Section 45 of the Unlawful Activities ( Prevention ) Act , 1967 , has independently examined the Case Diary File and all the other relevant documents relating to the case and has come to the conclusion that a prima facie case is made out against the above accussed ; and
10. Whereas , after perusing the Case Dairy File , the relevant documents and also taking into consideration the views of the Authority appointed under Sub - Section ( 2 ) of Section 45 of the Unlawful Activities ( Prevention) Act , 1967 , the Government is of the view that there is sufficient material and evidence available against the above mentioned asccused for their prosecution under the provisions of law.
Now, therefore , in exercise of the powers conferred by Sub- Section ( 2) of Section 45 of the Unlawful Activities ( Prevention ) Act , 1967 , the Government hereby accord sanction for launching prosecution against the accused viz , Mohd Safeer , Mohd Rashid , Mohd Yaseen , and Mohd Bashir , for the commission of offences punishable under the relevant Sections of ULA ( P ) Act , as indicated against the accused at Para ( 7 ) above , arising out of FIR No. 77/2023 of Police Station , Poonch .

SO- 602 . Whereas , the use of Aadhaar as an identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes , brings in transparency and efficiency , 2

and enables beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need of produce multiple documents to prove one's identity ;
And Whereas , the the Department of Food , Civil Supplies and Consumer Affairs is administering the Prime Minister's Food Supplementation for Priority Households Scheme in addition to NFSA and NPHH to provide foodgrains at affordable and subsidized rates to PHH Rationees /Beneficiaries , which is being implemented through the Department of Food, Civil Supplies and Consumer Affairs , Jammu / Kashmir and under the scheme , Rice @ Rs . 25/ - Per Kg is given to the PHH , by the respective Directorates of Food , Civil Supplies and Consumer Affairs as per the extant Scheme guidelines ;
And Whereas , the aforesaid Scheme involves recurring expenditure incurred from the Consolidated Fund of Union Territory of Jammu and Kashmir .
Now , therefore , in pursuance of Section 7 of the Aadhaar ( Targeted Delivery of Financial and Other Subsidies , Benefits and Services ) Act , 2016 ( 18 of 2016 ) ( herein referred to as the said Act ) , the Government of Union Territory of Jammu and Kashmir hereby notifies the following , namely :-
1. (1) An individual eligible for receiving the benefit under the Schemes shall hereby be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication .
(2) Any individual desirous of availing benefits under the Schemes , who does not possess the Aadhaar number or , has not yet enrolled for Aadhaar shall be required to make application for Aadhaar enrollment before registering for the schemes provided that he / she is entitled to obtain Aadhaar as per Section 3 of the said Act and such individuals shall visit any Aadhaar Enrollment Centre ( list available at the Unique Identification Authority of India (UIDIA ) website www.uidia.gov.in ) to get enrolled for Aadhaar .
(3) As per Regulation 12 of the Aadhaar ( Enrollment and Update) Regulations , 2016 , the department through its No. 35 - g ] The J & K Official Gazette , 5th Dec. , 2023/ 14th , Agra . , 1945. 3
Implementing Agency is required to offer Aadhaar enrollment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrollment center located in the respective Block or Tehsil , the department through its Implementing Agency shall provide Aadhaar enrollment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming a UIDAI Registrar themselves :
Provided that till the time Aadhaar is assigned to the individual , benefits under the Scheme shall be given to such individual , subject to the production of the following documents , namely :-
( a) if he has enrolled , his Aadhaar Enrollment Identification slip ; and
(b) any one of the following documents , namely
Bank or Post Office Passbook with photo ; or (i)
Permanent Account Number ( PAN) Card ; or (ii)
(iii) Passport ; or
Ration Card ; or
(iv)
(v) Voter Identity Card ; or
MGNREGA Card ; or
(vi)
(vii) Kissan Photo Passbook ; or
(viii) Driving license issued by the Licensing Authority under the Motor Vehicles Act , 1988 (59 of 1988 ) ; or
(ix) Certificate of identity having photo of such person issued by a Gazetted Officer or a Tehsildar on an official letter head ; or
(x) Any other document as specified by the department :

Provided further that the above documents may be checked by an officer specifically designated by the Directorate of Food , Civil Supplies and Consumer Affairs , Jammu / Kashmir for that purpose .
(2) In order to provide benefits to the beneficiaries under the scheme conveniently, the Directorate of Food , Civil Supplies and Consumer Affairs , Jammu/ Kashmir shall make all the required arrangements to ensure that wide publicity through the media shall be given to the beneficiaries to make them aware of the said requirement .
(3) In all cases , where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason , the following remedial mechanisms shall be adopted , namely : -
(a) In case of poor fingerprint quality , Iris scan or face authentication facility shall be adopted for authentication , thereby the respective Directorate of Food, Civil Supplies and Consumer Affairs , Jammu / Kashmir shall make provisions for Iris scanners or face authentication along with fingerprint authentication for delivery of benefits in seamless manner ;
(b) In case the biometric authentication through fingerprints or Iris scan or face authentication is not successful , wherever feasible and admissible authentication by Aadhaar One Time Password or Time Based One Time Password with limited time validity , as the case may be , shall be offered ;
(c) In all other cases where biometric or Aadhaar One Time Password or Time Based One Time Password authentication is not possible , benefits under the Scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response ( QR ) code printed on the Aadhaar letter and the necessary arrangement of QR code reader shall be provided at the convenient locations by the department through its Implementing Agency .

(4) In addition to the above , in order to ensure that no bona fide beneficiary under the Scheme is deprived of his due benefits , the respective Directorate of Food , Civil Supplies and Consumer Affairs , Jammu / Kashmir through its Implementing Agency shall follow the exception handling mechanism put in place by Department of Food, Civil Supplies and Consumer Affairs by way of nominee facility vide Government Order No. 61 - JK ( FCS & CA ) of 2021 dated 04-08-2021 or as outlined in the office memorandum of DBT Mission , Cabinet Secretariat Government of India dated 19th December , 2017 .

SO-608.- Whereas , on 01-07-2023 , the Police Station , Batmaloo , received a docket to the effect that a reliable information was received , about the movement of some unknown terrorists in the area . Subsequently , Joint Nakas were established by the Police/ Security 2 The J & K Official Gazette , 11th Dec. , 2023 / 20th Agra. , 1945. [ No. 36 - c
Forces and during the Naka checking at Bus stand , Batmaloo , a suspect while seeing the Naka Party tried to escape but was chased down on the spot and identified as Yasir Ahmad Itoo S / o Ab . Rashid Itoo R/ o Gulshan Abad, Qaimoh , Kulgam . During the checking of a bag carried by the accused , the Police recovered , 04 IEDs and Detonators from the bag ; and
2. Whereas , based on the above , a case FIR No. 77/2023 under Sections 7/25 Arms Act , 3/5 ESA and Sections 13 and 23 of ULA (P ) Act , was registered in the Police Station , Batamaloo , and the investigation of the case was set into motion. Subsequently , during the investigation , the offence under Sections 18 , 20 , 38 and 39 of ULA ( P ) Act were added in the case ; and
3. Whereas , during the course of investigation , the site plan of the place of occurrence and the seizure memos were prepared and the statements of the witnesses acquainted with the facts and circumstances of the case were recorded under the relevant provisions of law ; and
4. Whereas , during the investigation , it was found that the accused viz . Yasir Ahmad Itoo , was in contact with a terrorist of LeT , a banned outfit , namely; Shahid Ahmad Kuttey S / o Mohd Yousuf Kuttey R/ o Chatipora , Shopian , who had provided the recovered explosive material to him in order to promote terrorist activities in the area ; and
5. Whereas , during the investigation , it was established that the accused viz . Yasir Ahmad Itoo , was working as an Over Ground Worker (OGW) for the terrorists of LeT , a banned outfit , particularly the terrorist Viz . Shahid Ahmad Kutter , and was providing logistic support to him , besides , under a well knit criminal conspiracy procured explosive material from the said terrorist for carrying out the terrorist activities in the area ; and
6. Whereas , on the basis of the investigation , the statement of witnesses recorded and other evidence collected, the Investigating Officer , has established a prima facie involvement of the below mentioned accused for the commission of offences punishable under No. 36 - c ] The J & K Official Gazette , 11th Dec. , 2023 / 20th Agra . , 1945. 3

is under great strain and stress after receiving the threats , besides , his family members are in shock andmentally disturbed because of threatening calls ; and
2. Whereas , upon this information , a Case FIR No. 44/2023 under Sections 295 - A, 298,504 and 506 IPC was registered in Police Station , Chanderkote , and the investigation of the case was set into motion . Subsequently , during the investigation , the offence under Section 201 IPC was addedin thecase ; and
3. Whereas , during the course of investigation , the site plan of the place of occurrence and the seizure memos were prepared and the statements of witnesses acquainted with the facts and circumstances of the case were recorded under the relevant provisions of law ; and
4. Whereas , during the investigation , one person identified as Aeiunul Ali s / o Ghulam HassanDar R/ oDab Tulmulla , Vakroora , Ganderbal , was found involved in the commission of crime . Subsequently , the accused was arrested in the case; and
5. Whereas , during the investigation, it was established that the accused viz Aeiunul Ali , deliberately and maliciously send messages to Ajay Singh , on his whatsapp and thereby outraged the religious feelings of Ajay Singh and his family in particular and community in general ; and

Subsequently , a Joint Cordon and Search Operation was launched by the Police/ Security Forces . During the search , the accused were arrested on the spot , the Police recovered 33 Posters of LeT banned outfit from their possession respectively ; and

" Therefore, in the present case when the petitioners came to be elected as President of their respective municipal Committee/ Council the duration of the respective municipality for five ( 5) years is to be counted for its termination date and the petitioners cannot out stay the said five (5) years of tenure . Thus with respect to each municipality in reference in the present case, the date of election of the petitioners as presidents of respective municipalities is to be read and reckoned as first meeting of the municipality and five ( 5) years term to be counted therefrom so as to coincide with the term of office of the petitioners as president for five (5) years with term of five (5) years their respective municipalities . and identtified as Arfat Yousuf Khan S/ o Mohammad Yousuf Khan R/ o Pethgam , Rajpora , Pulwama During his personal Search , the Police Recovered 01 , Pistol , 02 Magazines and 20 Rounds from his Possession ; and
2. Whereas , based on the above a Case FIR No. 94/2023 under sections 7/25 Arms Act , and Section 13 , 23 of ULA ( P) Act was registered in the Police Station Batamaloo , and the investigation, of the case was into motion . Subsequently, during the investigation , the orffences under Section 18 , 20 , 38 , 39 and 40 of ULA ( P) Act , were added in the case ; and
3. Whereas , during the course of investigation , the site plan of the place of occurrence and the seizure memos were prepared and the statement of witnesses acquanited with the facts and circumstances of the case were recorded under the relevant provisions of law ; and
4. Whereas , during the investigation , it was found that the accused viz . Artaf Yousuf Khan , came to contact with an unknown person through one terrorist namely Yawar Shafi Bhat S /o Mohd Shafi Bhat R/ o Kalampora , Pulwama , and later on was working for the said unknown person transferred an amount of Rs , 20,000/- in the account of accused viz . Arfat Yousuf Khan, in order to facilitate the transportation of arms / ammunition for the terrorists from pne place to another ; and
5. Whereas , during the investigation , it was found that on the date of occurrence the accused viz . Artaf Yousuf Khan , on the directions of said unknown person procured arms /ammunition from Bemina Srinagar , area from an unknown person and on his way was arrested by the Naka Party near Petrol Pump , Tengpora NHW, alongwith the said arms / ammunition ; and
6. Whereas , during the investigation , it was established that the accused viz.artaf Yousuf Khan , was working as Over Ground Worker (OGW) for the terrorists of Al - Badr , a banned outfit , and was providing logistic support to them besides , under a well knit criminal conspiracy was facilitating the transportation of arms/ ammunition for the terrorists for carrying out the terrorists activities in the area ; and
7. Whereas , the accused terrorist viz . Yawar Shafi Bhat , has been killed in an encounter w ith the Security Forces and the proceedings under the law would abate against him ; and 3

8. Whereas , the Investigation, in respect of the unknown accused shall continue to ascertain his actual identify and to bring out his role/ involvement in the case and the court of competent jurisdiction ; and
9. Whereas , on the basis of the investigation , the statements of witnesses recorded and other evidence collected the Investigating Officer , has established a prima facie involvement of the below mentioned accused for the commission of offences punishable under Sections of the Unlawful Activities ( Prevention) Act , 1967 , as shown against his Name :-

SO- 633 . In exercise of the powers conferred by Section 23 of the Jammu and Kashmir Reservation Act, 2004 , the Lieutenant Governor hereby makes the following amendments in the Jammu and Kashmir Reservation Rules , 2005 , namely :-
In rule 4 , after Explanation ( C) , the following Explanation shall be added , namely :-
"Explanation (D) :-For the purpose of clause ( b ) , reservation to the extent of a minimum of 1 % each , out of the total posts advertised from time to time for recruitment to the common cadre of Jammu and Kashmir and Ladakh Judicial Service (other than Higher Judicial Service ) , shall be provided to the Scheduled Tribes belonging to Districts of Leh and Kargil of the Union Territory of Ladakh till the common cadre / Service is bifurcated" .
This notification shall be deemed to have come into force w.e.f.
24-08-2023 .

SO-634.-Whereas , on 05-07-2023 , the Police Station , Kreeri , received a docket to the effect that a reliable information was receved about the movement of some unknown terrorists in Village Nowpora Jagir. chesed down on the spot and identified as Mohammad Seediq Lone S/ o Mohammad Ramzan Lone R/ o Nowpora Jagir. During his personal search , the Police recovered 01 Pistol with magazine and 03 rounds from his possession ; and
2. Whereas , based on the above a Case FIR No. 78/2023 under Sections 7/25 , Arms Act , and Sections 16, 18 and 39 of ULA (P) Act was registered in the Police Station Kreeri , and the investigation of the case was set into motion . Subsequently, during the investigation , the offences under Section 16 of ULA (P) Act waa dropped and the Section 23 of ULA ( P) Act , was added in the case ; and
3. Whereas , during the course of investigation , the site plan of the place of occurrence and the seizure memos were prepared and the statements of witnesses acquanited with the facts and circumstances of the case were recorded under the relevant provisions of law ; and
4. Whereas , during the investigation , it was found that the accused viz . Mohammad Seediq Lone , was in contact with two terrorists of LeT, a banned outfit , namely Adil Rehman Dantoo S / o Abdual Rehma Dantoo R/ o Arampora, Gulabad, Sopore and Usman Bhai , who provided the recovered arms / ammunition to him in order to promote terrorist activities in the area ; and
5. Whereas , the investigation, in respect of terrorists viz . Adil Rehamn Dantoo and Usman Bhai , shall continue to bring out their role/ involvement in the case and the supplementary chargesheet against them would be filed in the court of competent jurisdiction ; and
6. Whereas , during the investigation , it was established that the accused viz . Mohammad Seediq Lone , was working as Over Ground Workers ( OGWs ) for the terrorists of LeT, a banned outfit , and was providing logistic support to them , besides under a well knit criminal conspiracy procured arms /ammunition from the terrorists for carrying out the terrorist activitie in the area ; and
7. Whereas , on the basis of the investigation , the statements of witnesses recorded and other evidence collected , the Investigating Officer , has established prima facie involvement of the below mentioned accused for the commission of offences punishable under No. 38 - n ] The J& K Official Gazette , 27th Dec. , 2023/6th Pausa , 1945. 3
