This office is in receipt of copy of General Warrant of Arrest, issued by the Hon'ble Court of Principal Sessions Judge Pulwama against Javid Iqbal Chuhan S/o Muhammad Yaseen Chuhan R/o Garan Ward No. 06, Dharamshal, Rajouri, in Case FIR No. 207/2025 U/Ss 137(2), 126(2), 70(2), 65(1), 90 BNS and 5G/6 POCSO Act of P/S Pulwama.

report as well as the statement of the concerned IO of the case reveals that during the investigation, the above named accused person has evaded the arrest to avoid the proceedings and has intentionallly concealed himself and as reported by police that the arrest of accused is impossible through usual mode.

Through the medium of the instant Warrant of Arrest all police personals of the J&K Police are ordered and authorized to arrest the above accused person whenever and wherever found and produce him before this Court under proper custody. The warrant of arrest shall remain in force till its execution.

Whereas, Prevention of Cruelty to Animals Act, 1960 read with Transport of Animals Welfare Rules, 1978 ; Transport of Animals on foot (Amendment) Rules, 2001 requires to take all preventive measures as per the provisions of Acts and Rules referred above for implementation of animal welfare laws and to take stringent action against the offenders violating animal welfare laws.

Whereas, sentiments of one particular community are attached with the Bovine animals especially cow which is treated as sacred animal by one particular community ;

Whereas, it is necessary to take some preventive measures to avoid such law and order problem in future.

Now, therefore, I Rakesh Minhas, IAS, District Magistrate Jammu in exercise of the powers vested in me under Section 163 of Bharatiya Nagarik Suraksha Sanhita (BNSS) do hereby direct that no Bovine 7528 The J&K Official Gazette, the 29th Jan., 2026/9th Magha, 1947. This order shall come into force with immediate effect and shall remain in force for a period of two months from date of its issue or till the order is rescinded whichever be earlier. Any person who contravenes this order shall be liable to be punished in accordance with the provisions of Section-223 of Bharatiya Nyaya Sanhita (BNS).

As the notice cannot be served individually on all the concerned, the order is hereby issued ex-parte.

In exercise of the powers conferred under Section 52 of the Jammu and Kashmir Development Act, 1970, the Jammu Development No. 44] The J&K Official Gazette, the 29th Jan., 2026/9th Magha, 1947. 7529 –––––––––––––––––––––––––––––––––––––––––––––––––––––– Authority (JDA) hereby notifies the adoption and implementation of the Rehabilitation Assistance Scheme (RAS) for its employees at par with the Rehabilitation Assistance Scheme of the Government of Jammu and Kashmir, as amended from time to time.

1. The scheme shall apply to the dependents of deceased JDA employees who die in harness, and shall be governed by the same terms, conditions, eligibility criteria, procedural guidelines and benefits as prescribed by the Government of Jammu and Kashmir under the Rehabilitation Assistance Scheme.

2. All cases under the Rehabilitation Assistance Scheme in respect of JDA employees shall be processed and decided strictly in accordance with the provisions of the J&K Government RAS Scheme, and any clarificartion or amendment issued by the Government from to time to time shall mutatis mutandis apply to JDA.

3. Further, Vice Chairman, JDA shall be the Competent Authority to approve regular cases under said Scheme and Chairman JDA shall be the Competent Authority to approve the cases requiring relaxation. This is in pursuance of the approval granted in the the 90th Board of Directors meeting of JDA.

4. This notification shall come into force with effect from the date of its issuance.

SO–153.—In exercise of the powers conferred by Article 234 of the Constitution of India, the Lieutenant Governor in consultation with the High Court of Jammu and Kashmir and Ladakh and the Jammu and Kashmir Public Service Commission hereby makes the following amendments in the Jammu and Kashmir Civil Service (Judicial) Recruitment Rules, 1967 notified vide SRO-5 dated 04-01-1968 ; namely :—

(i) For rule 11, the following rule shall be substituted, namely :—

APPENDIX-C

REGULATIONS FOR THE MEDICAL EXAMINATION OF

CANDIDATES FOR ADMISSION TO THE JAMMU AND

[KASHMIR CIVIL SERVICE (JUDICIAL)]

These regulations are intended merely for the guidance of

Medical Board and not meant to restrict their discretion in any

way.

1. To be passed medically fit for admission to the Jammu and Kashmir Civil Service (Judicial) a candidate must be in good mental and bodily health and free from any physical defect likely to interfere with the efficient performance of his duties and member of the service.

2. The following conditions will be observed in connection with the test for acuteness of vision.

VISION OF CANDIDATE

(a) No candidate will be accepted whose vision is less than Better eye Worse eye

Spectacles will be allowed for either upto plus 5 (D or minus 5) D provided that there are no morbid changes in the funds.

(b) In myopia if there is a posterior stamphyloma, the spectacles must not exceed 2.5 D in either eye.

(d) Squint or any other morbid condition of the eyes of the lids of either eye liable to the risk of aggravation or recurrence will cause the rejection of the candidate.

(e) Each eye must have a full field of vision as tested by hand movement.

      (f)   Any defect in colour vision will be noted but will not
            cause  rejection  of  the  candidate.
      (g)   In case of doubt of serious abnormality the opinion of
            the opthalimic specialist will be obtained.
      (h)   No candidate will be accepted whose standard of vision
            does not come upto the specified requirements without
            the  use  of  constant  glasses.
3.    The  urine  (passed    in  presence  of  the  Examiner)  should  be
      examined  and  the  result  recorded.
4.    The following additional points should be observed :–
      (a)   That the candidate's hearing in each ear is good and that
            there  is  no  sign  of  disease  of  the  ear  ;
      (b)   That  his  speech  is  without  impediment  ;
      (c)   That his teeth are in good order and that he is provided
            with dentures where necessary for effective mastication
            (well  filled  teeth  will  be  considered  as  sound)  ;
      (d)   That  his  chest  is  well  formed  and  his  chest  expansion
            sufficient  and  that  his  heart  and  lungs  are  sound  ;
      (e)   That  there  is  no  evidence  of  abdominal  diseases  ;
      (f)   That  he  is  not  ruptured  ;
      (g)   That he does not suffer from phdrocela a severe degree
            of  varicocele  varicose  voins  or  pile.
      (h)   That  his  limbs,  hands  and  feet  are  well  formed  and
            development that there is free and perfect motion of all
            his joints ;
      (i)   That  he  does  not  suffer  from  any  inverterate  skin  ;
      (j)   That  there  is  no  congenial  malformation  or  defect  ;
      (k)   That he does not bear traces of acte or chronic disease
            pointing to an imparity constitution ;

When any defect is found it must be noted in the certificate and the medical examination should state his opinion whether or not it is likely to interfere with the efficient performance of the duties which will be required of the candidate. If the condition is remediable by operation it should be stated.

The following intimation is made for the guidance of the Medical Examiner :—

(1) In the medical examination of the candidates Medical Officers are specially required to use tact and judgement and to take proper precaution to secure privacy with the object of removing any objection which may be made by individual to stripping.

(2) Should a candidate object to the exposure of his person for detection of haemorrhoids, veneral diseases, hernia and disease of the testicles ; scrotum and rectum the candidate must if this examinations in his case is in the opinion of the board necessary be rejected.

(3) The opinion of the board accepting or rejecting a candidate is final and cannot be questioned on any ground. The board is debarred from disclosing to any candidate permanently unfit the reasons for his rejection. In these cases their opinion and report is to be treated as strictly confidential and for the information of Government only. Where however, the Board detects temporary defects amenable to treatment the candidate may be so informed in order that he may have the defect remedied and present himself for re-examination.

(4) No person will be deemed qualified for admission to the service unless he satisfies the Government that he has no disease constitutional affection or bodily informity unfitting him or likely to unfit him for that service.

(5) It should be understood that the question of fitness involves the future as well as present and the main object of medical examination is to secure continuous effective service and in the case of candidates for permanent appointment to prevent 8 The J&K Official Gazette, 9th June, 2025/19th Jyai., 1947. It is at the same time to be noted that the question is one of the likelihood of continuous, of effective service and that the rejection of candidate need not be advised on account of the presence of a defect which is only a small proportion of cases is found to interfere with continuous effective service.

appended thereto. His attention is specially directed to the

warning contained in the note below :—
