In pursuance of rule 39 of the Jammu and Kashmir Civil Services (Judicial) Recruitment Rules, 1947, the Lieutenant Governor, on the recommendation of the Jammu and Kashmir Public Srevice Commission, is pleased to accord approval of the selection of Ms. Stanzin Itzes Chosket, D/o Nema Stanzin, R/o Besthang House, Village Shey, District Leh, Union Territory of Ladakh under ST category.

This is in compliance of the Order dated 11-11-2025 passed by Hon'ble Suprema Court of India in SLP (C) No. 14423/2024, titled Ambir Khan versus Stanzin Itzes Chosket and Others read with judgement dated 06-06-2024 passed in WP(C) No. 935/2024 titled Stanzin Itzes Chosket v/s UT of J&K and Ors.

The selection shall remain subject to the final outcome of the SLP (C) No. 14423/2024 titled Ambir Khan V. Stanzin Itzes Chosket and Others.

Subject :—Observance of National Sadhana Saptab (2nd to 8th April, 2026) and Mandatory Learning Directives-Regarding.

Circular No. 10-JK (GAD) of 2026

Dated : 30.03.2026.

The Capacity Building Commission (CBC), in collaboration with the Department of Personnel and Training (DoPT) and Karmayogi Bharat, is organizing a National SADHANA (Strengthening Adaptive Development and Humane Aptitude for National Advancement) Saptah from 2nd to 8th April 2026 across all States, Union Territories (UUTs), and Central Government Ministries, Departments, and Organizations4 The J&K Official Gazette, the 23rd April, 2026/3rd Vai., 1948. [No. 4 (MDOs. The commencement of this Saptah marks the Foundation Day of the CBC and commemorates over five years of Mission Karmayogi.

This week-long initiative seeks to strengthen a culture of continuous learning and competency development across the civil services. In this year's edition, all activities are anchored in the evolving governance landscape shaped by rapid technological change, attention to Indian Knowledge Systems, and an increasing emphasis on citizen- centric governance-encapsulated by the theme : Technology, Tradition, and Tangible Outcomes.

To achieve these objectives, all employees registered on the iGOT Karmayogi portal are encouraged to undertake curated learning pathways and complete competency-linked courses during the Saptah.

Furthermore, keeping in view that capacity building in Artificial Intelligence (AI) is a key focus area, employees are encouraged to learn about Al using the indicative list of relevant courses attached as Annexure-I, in addition to building functional and behavioral competencies by completing free, advanced-level courses available on the Karmayogi Marketplace (Annexure-II). Additionally, to ensure inclusivity and accessibility during SADHANA Saptah, a list of multilingual course packages is enclosed as Annexure-III. These serve as supplementary resources, and employees are highly encouraged to utilize them to complete relevant training in their preferred languages.

Accordingly. all Administrative Secretaries HoDs are requested to ensure compliance by directing the employees under their administrative control to complete at least four hours of Al/ role-aligned learning on the iGOT Karmayogi platform during the SADHANA Saptah from 2nd to 8th April 2026, and to actively monitor this progress by submitting a daily Action Taken Report (ATR) detailing the number of course enroliments and completions Furthermore, a final consolidated compliance report must be submitted to the General Administration Department immediately post-culmination of the Saptah.

2nd April-8th April 2026

Sadhana Saptah (2-8 April 2026) is a nationwide initiative aimed at strengthening governance capabilities through continuous learning and capacity building across Ministries, Departments, and State Governments.

All government employees are encouraged to complete a minimum of 4 hours of learning during the Saptah.

Completion of any one of the iGOT Marketplace courses will lead to the award of the 'Karmayogi Utkarsh' Badge and a digital certificate, and completion of at least three Artificial Intelligence courses from the 'Al Daksh Program' will lead to the award of the 'Al Daksh' Badge.

Whereas, the accused person namely Shoket Ali S/o Maqbool Hussain R/o Panihad, Tehsil Kotranka, District Rajouri, who is facing trial before this Court has absconded and his immediate arrest in the near future is not possible.

As such the general warrant of arrest under section 512 Cr. P.C. is issued against the above named accused person. This is to authorize you to arrest the accused person wherever he is found and produce the accused person before the Court. The general warrant of arrest shall remain in existence till the accused is arrested and the warrants are recalled by the Court.
