Standard Operating Procedures (SOPs)
(a) Consumer with 14.2 kg New Connection (NC) and taking 14.2 kg subsequent
refill : The cost of one 14.2 kg refill will be reimbursed to the beneficiary.
(b) Consumer with 5 kg Double Bottle Connection (DBC) and taking 5 kg refill :
Cost of one 5 kg refill be reimbursed to beneficiary per booking i.e., 1st reimbursement with 1st refill booking and 2nd reimbursement after 2 booking.
(c) Consumer with 14.2 kg New Connection (NC) who has swapped to 5 kg
connections is taking two 5 kg refills subsequently : Beneficiary will first swap 14.2 kg cylinder with one 5 kg cylinder. After that beneficiary will be given 2 numbers of 5 kg refills. Cost of one 5 kg refill will be reimbursed to beneficiary per( 3 booking i.e., 1st reimbursement with 1st refill booking 2nd reimbursement after 2 booking.
** A check will be put so that customer cannot swap back to 14.2 kg cylinder after receiving the 1st 5 kg sponsored refill. Only taking the 2nd 5kg refill can the customer swap back to 14.2 kg equipment.
(d) No PMUY beneficiary will be given a choice to take one 5 kg + one 14.2 kg refill or vice versa. Cost of subsequent two 5 kg refill or one 14.2 kg refill will only be reimbursed.
Modalities
(i) PMUY beneficiary: The beneficiary will be eligible for one 14.2 Kg refill or two 5 Kg refill under the scheme. The consumer will pay the full amount {Retail Selling Price (RSP)} as per the cash memo to the distributor. The full amount will be reimbursed to the consumer directly into the consumer's bank linked band account through Direct Benefit Transfer LPG (DBTL) mode.
(ii) Oil Marketing Companies (OMC) Distributors: The distributors will charge the Retail Selling Price (RSP) amount from the beneficiary against the refill delivery.
(iii) Oil Marketing Companies (OMCs): The Retail Selling Price (RSP) amount will be transferred to the beneficiary account as per PAHAL scheme against the delivery of refill as per extant rules.
(iv) Government of Jharkhand: Oil Marketing Companies (OMCs) after delivering the refill to the beneficiary, the refill details will flow from Oil Marketing Companies (OMCs) server to NIC Jharkhand portal which is currently being used by Oil Marketing Companies (OMCs). Government of Jharkhand will develop a separate tab in NIC portal used by Oil Marketing Companies (OMCs) for generation of bills. Oil Marketing Companies (OMCs) will print and submit the bills to the state government for full reimbursement of amount equal to Retail Selling Price (RSP) minus subsidy.
(v) Oil Marketing Companies (OMCs) will claim the subsidy amount from Petroleum Planning and Analysis Cell (PPAC).
(vi) Customers will be informed "Total Retail Selling Price (RSP) amount of this refill will be reimbursed to the bank account linked to your aadhaar"
(vii) The additional refill to PMUY consumer (1 no. of 14.2 kg refill/2nos of 5kg refill) will be given to both existing consumer and prospective customers.
(viii) The refills given i.e. 1 no. of 14.2 kg refill/2nos. of 5kg refill will be counted under the loan deferment scheme.
(ix) Customers will be getting subsidy in line with existing capping norms.
