, , , 4413That, Shri Mast Ram Meena was the Dy. Commissioner of Deoghar between 21.06.2008 to 19.08.2011. 2 ( That, Shri Mast Ram Meena, the then DC, Deoghar was aware about alleged illegal sale/purchase of land plots by Shri Dhrub Narayan Parihast and others since 2008. He himself was aware that a FIR was to be registered against Shri Dhrub Narayan Parihast. That, Shri Mast Ram Meena, vide letter dated. 18.08.2011 addressed to Incharge, Dist. Record Room, Deoghar (Shri Mithilesh Kumar Jha), directed to keep the documents (kept in a locked and sealed steel box) in the Dist. Record Room, Deoghar for safe custody which were related to the enquiries conducted on alleged illegal transfer/ purchase & sale of land plots in around Deoghar. Accordingly, the said box was kept in the Dist. Record Room, Deoghar. The said records were stolen from the District Record Room, Deoghar allegedly on 29/30.08.2011.

That, Shri Mast Ram Meena was aware about untoward incidences (in 2011) of breaking of glass of a window and also about tampering of some records of the Dist. Record Room Deoghar by some person having vested interest and about incidence of tearing of revenue records of Dist. Record Room, Deoghar by Shri Sunil Poddar, son of Shri Jyotindra Poddar (peon) during his tenure as DC, Deoghar. Moreover, there was no security arrangement for the security of Dist. Record Room at that time. In spite of above, Shri Mast Ram Meena ordered for keeping the said 'very important' and 'confidential' documents related to said enquiries, wherein he himself had recommended for investigation by Vigilance or any other competent agency, in the Dist. Record Room and not in the Confidential Section or in the nearby Strong Room /Treasury of Deoghar having round the clock security arrangements.

Thus, by the above acts, Shri Mast Ram Meena committed gross negligence and failed to maintain absolute integrity and devotion to duty and contravened Rule and committed misconduct under Clause-3 (1 & 2) of The All India Services (Conduct) Rules, 1968.

"I reach the conclusion that none of the charges levelled against the Officer has been proved".
