(cid:874)वषयः झारख(cid:214)ड (cid:162)े(cid:287) (cid:874)वकास (cid:292)ा(cid:876)धकार (cid:874)व(cid:467)नयमन, 2016 म(cid:581) संशोधन के संबंध म(cid:581) ।

(cid:163)ापांक 2329-- झारख(cid:214)ड औ(cid:622)यो(cid:876)गक (cid:162)े(cid:287) (cid:874)वकास (cid:292)ा(cid:876)धकार (cid:874)व(cid:467)नयमन, 2016 म(cid:581) संक(cid:227)प सं(cid:201)या 374 (cid:465)दनांक 07.02.2017 के (cid:622)वारा आं(cid:871)शक संशोधन (cid:873)कया गया था। उ(cid:200)त संशोधन के मा(cid:218)यम से (cid:874)व(cid:467)नयमन म(cid:581) क(cid:467)तपय रोजगारो(cid:219)मुख उ(cid:622)योग(cid:585) को भू(cid:871)म मू(cid:227)य म(cid:581) 50 (cid:292)(cid:467)तशत छू ट एवं (cid:222)याज र(cid:465)हत (cid:873)क(cid:232)त(cid:585) म(cid:581) भुगतान क(cid:551) सु(cid:874)वधा द(cid:547) गई थी िजसके अ(cid:205)छे प(cid:464)रणाम आए और काफ(cid:551) रोजगारो(cid:219)मुख उ(cid:622)योग(cid:585) (cid:622)वारा (cid:467)नवेश म(cid:581) (cid:465)दलच(cid:232)पी लेते हु ए (cid:467)नवेश का (cid:467)नण(cid:91)य (cid:871)लया गया है, परंतु अ(cid:219)य (cid:874)वभाग(cid:585) से संबं(cid:876)धत (cid:467)नवेशक(cid:585) (cid:622)वारा भी इस तरह क(cid:551) छू ट क(cid:551) अपे(cid:162)ा क(cid:551) जाने लगी। इस पर (cid:874)वचार-(cid:874)वमश(cid:91) हेतु मु(cid:201)य स(cid:876)चव क(cid:551) अ(cid:218)य(cid:162)ता म(cid:581) संबं(cid:876)धत (cid:874)वभाग(cid:585) के (cid:292)धान स(cid:876)चव(cid:585)/ स(cid:876)चव(cid:585) के साथ (cid:465)दनांक 31.03.2017 को बैठक हु ई िजसम(cid:581) (cid:467)न(cid:224)नवत ् (cid:467)नण(cid:91)य (cid:871)लया गयाः-2 झारख(cid:214)ड गजट (असाधारण) गु(cid:510)वार, 15 (cid:871)सत(cid:224)बर, 2022 1. Electronic System Design and Manufacturing (ESDM) को भी IT/ ITeS Sector क(cid:551) तरह भू(cid:871)म मू(cid:227)य म(cid:581) छू ट एवं (cid:222)याज र(cid:465)हत (cid:873)क(cid:232)त(cid:585) म(cid:581) भुगतान क(cid:551) सु(cid:874)वधा द(cid:547) जाए।

2. (cid:232)टाट(cid:91)-अप कं प(cid:467)नय(cid:585) IT/ ITeS तथा ESDM Sector क(cid:551) कं प(cid:467)नय(cid:585) को (cid:467)न(cid:871)म(cid:91)त भवन के Lease Rent म(cid:581) ⁵⁰% क(cid:551) छू ट (cid:292)थम दो वष(cid:607) के (cid:871)लए द(cid:547) जाए ।

3. (cid:232)वा(cid:232)(cid:216)य (cid:876)च(cid:873)क(cid:215)सा (cid:871)श(cid:162)ा, अ(cid:232)पताल, न(cid:871)स(cid:589)ग सं(cid:232)थान, उ(cid:205)च (cid:871)श(cid:162)ण सं(cid:232)थान, (cid:467)नजी (cid:874)व(cid:230)व(cid:874)व(cid:622)यालय, तकनीक(cid:551) सं(cid:232)थान, (cid:232)पोट(cid:91)स सं(cid:232)थान को (cid:292)ाथ(cid:871)मकता Sector म(cid:581) रखते हु ए रोजगारो(cid:219)मुख उ(cid:622)योग(cid:585) क(cid:551) तरह भू(cid:871)म मु(cid:227)य म(cid:581) छू ट एवं (cid:222)याज र(cid:465)हत (cid:873)क(cid:232)त(cid:585) म(cid:581) भुगतान क(cid:551) सु(cid:874)वधा देने क(cid:551) अनुशंसा क(cid:551) गई ।

4. मेगा उ(cid:622)योग(cid:585) को छोड़कर अ(cid:219)य सभी उ(cid:622)योग(cid:585) को भू(cid:871)म का मू(cid:227)य (cid:222)याज र(cid:465)हत पाँच वष(cid:607) म(cid:581) 10 बराबर (cid:873)क(cid:232)त(cid:585) म(cid:581) भुगतान करने क(cid:551) छू ट द(cid:547) जाए ।

उपरो(cid:200)त (cid:467)नण(cid:91)य/ अनुशंसा को िजयाडा बोड(cid:91) क(cid:551) बैठक म(cid:581) अनुमोदन (cid:873)कया गया है, साथ ह(cid:547) उ(cid:200)त बैठक क(cid:551) काय(cid:91)वाह(cid:547) म(cid:581) (cid:467)न(cid:224)न दो (cid:292)(cid:232)ताव भी अनुमो(cid:465)दत (cid:873)कया गयाः-

A. झारखंड मेगा फू ड पाक(cid:91) (cid:292)ाइवेट (cid:871)ल(cid:871)मटेड, गेतलसुद म(cid:581) िजन शत(cid:91) पर (cid:874)वक(cid:871)सत भू(cid:871)म/ (cid:467)न(cid:871)म(cid:91)त (cid:162)े(cid:287) को दुसरे उ(cid:622)य(cid:871)मय(cid:585) को सबल(cid:547)ज करने क(cid:551) शि(cid:200)त मं(cid:466)(cid:287)प(cid:464)रषद के (cid:465)दनांक 17.11.2011 क(cid:551) बैठक म(cid:581) मद सं0-20 म(cid:581) तथा उ(cid:622)योग (cid:874)वभाग के प(cid:287)ांक 2877 (cid:465)दनांक 12.12.2011 (cid:622)वारा (cid:292)द(cid:215)त क(cid:551) गई है उसी तज(cid:91) पर अ(cid:219)य औ(cid:622)यो(cid:876)गक पाक(cid:607) के डेवलपर को सबल(cid:547)ज करने क(cid:551) शि(cid:200)त द(cid:547) जाय ।

B. कं (cid:875)डका-6 (ii) (b) म(cid:581) संशोधन का (cid:292)(cid:232)ताव (cid:465)दया गया है (cid:873)क (cid:292)बंध (cid:467)नदेशक, िजयाडा से (cid:292)(cid:232)ताव (cid:292)ा(cid:220)त होने पर (cid:874)वशेष ि(cid:232)थ(cid:467)त म(cid:581) भू(cid:871)म को (cid:871)संगल (cid:874)व(cid:214)डो ि(cid:200)लयर(cid:581)स क(cid:871)मट(cid:547) ए(cid:200)ट-2015 के तहत मु(cid:201)य स(cid:876)चव क(cid:551) अ(cid:218)य(cid:162)ता म(cid:581) ग(cid:465)ठत उ(cid:205)च (cid:232)तर(cid:547)य स(cid:871)म(cid:467)त क(cid:551) अनुशंसा के आलोक म(cid:581) ऑन लाईन (cid:292)ोसेस एवं अ(cid:876)धसूचना (cid:467)नग(cid:91)त (cid:873)कए (cid:466)बना सीधे आवंटन (cid:873)कया जा सके गा । उपरो(cid:200)त अनुशंसा के आलोक म(cid:581) झारख(cid:214)ड औ(cid:622)यो(cid:876)गक (cid:162)े(cid:287) (cid:874)वकास (cid:292)ा(cid:876)धकार (cid:874)व(cid:467)नयमन, 2016 के संक(cid:227)प सं(cid:201)या 1637 (cid:465)दनांक 16.05.2016 म(cid:581) (cid:874)वभागीय संक(cid:227)प सं(cid:201)या 374 (cid:465)दनांक 07.02.2017 के (cid:272)म म(cid:581) स(cid:224)यक (cid:874)वचारोपरा(cid:219)त (cid:467)न(cid:224)न (cid:292)कार संशोधन (cid:873)कया जाता हैः-.

(I). Sub para 6(ii)(b) Will be substituted as follows:

6(ii)(b). The application for land allotment/shed can be done online only in the website of the Authority or Single Window System website. However land can be allotted directly on recommendation by High Power Committee under Chief Secretary constituted under Jharkhand Single Window Clearance Act. 2015, exempting from public notification and online procedure in specific cases on receipt of proposal from MD, JIADA.

(II). Sub para 6(d)(i) Will be substituted as follows:

6(d) (i). Jharkhand Industrial Area Development Authority shall encourage establishment of labour intensive industries like textiles, garment, footwear, minor forest produce processing sector, herbal processing sector, agri and food processing sector, IT/ITeS Sector and Electronic System Design and Manufacturing (ESDM) Sector.

(III). After sub para 6(d)(iv), sub para 6(d)(v) to 6(d)(ix) will be inserted as below:

6(d)(v). Medical health education, Hospital, Nursing Institute, Higher Education Institute, Private University, Technical Institute, Sports Institute will be treated as priority sector and reserve price for such land will be 50% of the price fixed in the Industrial Area and such industries may pay land price in ten equal installment in spread of five years but they will have to pay 5% interest per annum on the remaining principal amount, which will be collected with the installment amount due for that period. If any industry fails to pay installment in time, the interest of 15% shall be levied on the installment amount from the due date.

6(d)(vi). To attract the start up companies, IT/ITeS and ESDM sector companies, these companies will be given 50% relaxation in lease rent of built up area for the period of first two years.

6(d)(vii). To promote employment generation and revenue generation through industrialisation all other industries except mega industries can get the benefit of installment facility. Unit may pay land price in ten equal installment in spread of five years but they will have to pay 5% interest per annum on the remaining principal amount which will be collected with the installment amount due for that period. If any industry fails to pay installment in time, the interest of 15% shall be levied on installment amount from the due date.

6(d)(viii). Developer of other industrial park will have the power to sublease their developed plot/constructed area on the same terms and condition as imposed by Cabinet on 17.11.2011 as item no. 20 and communicated by the Industry Department vide letter No. 2877 dated 12.12.2011 to Jharkhand Mega Food Park Pvt. Ltd. for sublease to other entrepreneurs.

6(d)(ix). Concession given in the Sub para 6(d)(v) and 6(d)(vii) will be applicable only for five years from the date of notification of this amendment.

5. संक(cid:227)प सं(cid:201)या 374 (cid:465)दनांक 07.02.2017 क(cid:551) अ(cid:219)य कं (cid:875)डकाय(cid:581) यथावत रह(cid:581)गी ।

6. संशो(cid:876)धत (cid:292)ावधान इस संक(cid:227)प के (cid:467)नग(cid:91)त होने क(cid:551) (cid:467)त(cid:876)थ से (cid:292)भावी होगा ।

7. (cid:292)(cid:232)ताव पर मं(cid:466)(cid:287)प(cid:464)रषद (cid:622)वारा (cid:465)दनांक 18.08.2017 क(cid:551) बैठक के मद सं(cid:201)या-18 म(cid:581) इसक(cid:551) (cid:232)वीकृ (cid:467)त द(cid:547) गयी है ।
