जब(cid:873)क झारख(cid:214)ड के (cid:874)व(cid:230)व(cid:874)व(cid:622)यालय(cid:585) को (cid:207)यादा (cid:232)वायतता (cid:292)दान करने के (cid:871)लए (cid:874)व(cid:230)व(cid:874)व(cid:622)यालय अनुदान आयोग (cid:622)वारा समय-समय पर अ(cid:876)धसू(cid:876)चत (cid:874)व(cid:467)नयम को लागू करने के (cid:871)लए झारख(cid:214)ड रा(cid:207)य (cid:874)व(cid:230)व(cid:874)व(cid:622)यालय अ(cid:876)ध(cid:467)नयम (अंगीकृ त एवं यथा संशो(cid:876)धत), 2000 म(cid:581) संशोधन क(cid:551) आव(cid:230)यकता है ।
जब(cid:873)क रा(cid:207)य के (cid:874)व(cid:230)व(cid:874)व(cid:622)यालय(cid:585) के (cid:871)श(cid:162)क(cid:585) क(cid:551) समय पर पदो(cid:219)न(cid:467)त और (cid:467)नयुि(cid:200)त सु(cid:467)नि(cid:230)चत करने के (cid:871)लए समय-समय पर लागू (cid:873)कए गए यू0जी0सी0 (cid:874)व(cid:467)नयम(cid:585) को (cid:232)वतः लागू करने के (cid:871)लए (cid:292)ावधान (cid:873)कए जाने हेतु तदनुसार झारख(cid:214)ड रा(cid:207)य (cid:874)व(cid:230)व(cid:874)व(cid:622)यालय अ(cid:876)ध(cid:467)नयम (अंगीकृ त एवं यथा संशो(cid:876)धत), 2000 म(cid:581) संशोधन क(cid:551) आव(cid:230)यकता हैः
अतएव झारख(cid:214)ड रा(cid:207)य (cid:874)वधानम(cid:214)डल के (cid:622)वारा भारतीय गणरा(cid:207)य के 73व(cid:581) वष(cid:91) म(cid:581) (cid:467)न(cid:224)न(cid:871)ल(cid:872)खत (cid:510)प से इन संशोधन(cid:585) को अ(cid:876)ध(cid:467)नय(cid:871)मत (cid:873)कया जाता है ।
अ(cid:218)याय-01
(cid:292)ारं(cid:871)भक
1. सं(cid:879)(cid:162)(cid:220)त शीष(cid:91)क, (cid:874)व(cid:232)तार एवं (cid:292)ारंभः-
(i) यह अ(cid:876)ध(cid:467)नयम झारख(cid:214)ड रा(cid:207)य (cid:874)व(cid:230)व(cid:874)व(cid:622)यालय (संशोधन), अ(cid:876)ध(cid:467)नयम, 2022 कहा जाएगा । (ii) इसका (cid:874)व(cid:232)तार स(cid:224)पूण(cid:91) झारख(cid:214)ड रा(cid:207)य म(cid:581) होगा ।
(iii) यह झारख(cid:214)ड रा(cid:207)य के शासक(cid:551)य राजप(cid:287) म(cid:581) (cid:292)का(cid:871)शत होने क(cid:551) (cid:467)त(cid:876)थ से (cid:292)भावी होगा ।
अ(cid:218)याय-02
01. (cid:871)श(cid:162)क(cid:585) तथा पदा(cid:876)धका(cid:464)रय(cid:585) क(cid:551) (cid:467)नयुि(cid:200)त के (cid:871)लए (cid:467)न(cid:871)म(cid:91)त (cid:292)ावधान(cid:585) के अ(cid:219)तग(cid:91)त झारख(cid:214)ड रा(cid:207)य (cid:874)व(cid:230)व(cid:874)व(cid:622)यालय अ(cid:876)ध(cid:467)नयम (अंगीकृ त एवं यथा संशो(cid:876)धत), 2000 क(cid:551) धारा-2 म(cid:581) अंतव(cid:566)श एवं धारा-57 क(cid:551) उपधारा-2(a), उपधारा-2(b) तथा उपधारा-5 के (cid:510)प म(cid:581) (cid:292)(cid:467)त(cid:232)थापन ।
धारा-2 म(cid:581) (cid:467)न(cid:224)न (cid:509)प से अंतव(cid:566)(cid:871)शत हो (Definitions)
(ao) "direct recruitment" means the process of appointing faculty by inviting applications against public advertisement from persons eligible to teach in a State University/College.
(ap) "sanctioned strength" means the number of posts in teacher's cadre approved by the appropriate authority;
झारख(cid:214)ड गजट (असाधारण) शु(cid:272)वार, 23 (cid:871)सत(cid:224)बर, 2022 3(aq) "teachers' cadre" means a class of all the teachers of a State University / College regardless of the branch of study or faculty, who are remunerated at the same grade of pay; excluding any allowance or bonus.
धारा-57 क(cid:551) उपधारा-2(a) (cid:467)न(cid:224)न (cid:509)प से (cid:292)(cid:467)त(cid:232)था(cid:874)पत हो- The Jharkhand Public Service Commission shall hold every year a qualifying test for appointment of teachers in the University/Constituent Colleges/ Affiliated Colleges which shall be known as the Jharkhand Eligibility Test. For this purpose it shall invite application as per the requisition sent by University from only such candidates who fulfil the prescribed qualifications as laid down in the Statute framed in this regard.
However, such test shall be conducted having regard to any regulation framed or direction issued by the University Grants Commission in this regard;
धारा-57 क(cid:551) उपधारा-2(b) (cid:467)न(cid:224)न (cid:509)प से (cid:292)(cid:467)त(cid:232)था(cid:874)पत हो- For appointment of teachers in the University and Constituent Colleges the Commission shall invite applications from candidates who have passed the Jharkhand Eligibility Test (JET) conducted by JPSC and/or have cleared the National Eligibility Test (NET)/Junior Research Fellow (JRF) conducted by the UGC/CSIR and/or have been awarded Ph.D. degree in the relevant subject in accordance with the Statute in this regard as per University Grants Commission Regulations and on the basis of interview shall prepare merit list against the vacancies sent by the University and such list shall remain valid for a period of one year from the date of its approval. The merit list shall consist of twice the number of vacancies, but the Commission shall send in order of merit only one name at a time to the University for Appointment against a single vacancy.
Provided that the Commission shall recommend names to the University from the merit list in conformity with the reservation roster prepared and sent by the University in accordance with the law relating to reservation in appointment in force in the State for Universities of Jharkhand considering University as one unit.
धारा-57 क(cid:551) उपधारा-5 (cid:467)न(cid:224)न (cid:509)प से (cid:292)(cid:467)त(cid:232)था(cid:874)पत हो-
Notwithstanding anything to the contrary contained in the Act, Statutes, Rules or Regulations, the policy of reservation in the State of Jharkhand for the Universities of Jharkhand shall apply to all appointments for teacher of University considering University as one unit.
