(C) No.-23/2025 in S.L.P.(Crl.) No.-7964/2023-Narendra Singh @Pandit Vs. Narendra Prasad Singh & Ors. म(cid:581) (cid:465)दनांक-24.02.2025 को पा(cid:464)रत आदेश के आलोक म(cid:581) झारख(cid:214)ड रा(cid:207)य सजा पुनर(cid:547)(cid:162)ण पष(cid:91)द क(cid:551) (cid:465)दनांक-24.03.2025 को बैठक आहू त क(cid:551) गई। उ(cid:200)त बैठक म(cid:581) पष(cid:91)द (cid:622)वारा क(cid:551) गयी अनुशंसा के आलोक म(cid:581) रा(cid:207)य सरकार (cid:622)वारा के (cid:219)(cid:289)(cid:547)य कारा, घाघीडीह, जमशेदपुर म(cid:581) संसी(cid:871)मत बंद(cid:547) नरे(cid:219)(cid:289) (cid:871)संह उफ(cid:91) पं(cid:875)डत, पे०-(cid:232)व० मदन मोहन (cid:871)संह, उ(cid:296)-71 वष(cid:91) लगभग, पता :- (cid:274)ाम-मा० सा० 636 (cid:219)यु काल(cid:547)माट(cid:547), रोड, गाढ़ाबासा, थाना-गोलमुर(cid:547), िजला-पूव(cid:568) (cid:871)संहभूम के असमय कारामुि(cid:200)त के (cid:292)(cid:232)ताव को (cid:467)न(cid:224)नां(cid:873)कत कारण से अ(cid:232)वीकृ त करते हु ए कारा से मु(cid:200)त नह(cid:547)ं करने का (cid:467)नण(cid:91)य (cid:871)लया गया है :-
"The Board again considered the case of Narendra Singh @ Pandit as per the guidelines of State Government, in terms and condition enumerated in the 2 झारख(cid:214)ड गजट (असाधारण) शु(cid:272)वार, 11 अ(cid:292)ैल, 2025 The following are the grounds on which the Review Board came to the conclusion that the convict Narendra Singh@ Pandit is not fit Case to given benefit of pre mature release:
(1) The convict is undergoing sentence of R.I. for life for offence under section-302/34 of IPC and R.I. for 3 years under section-27 of the Arms Act, the convict was sentenced on 14.07.2005.
(2) The convict has committed heinous offence of killing a popular public representative in broad day light for political reason in a premeditated manner along with other co-accused. Which sent shock waves to the entire downtrodden section of the society of the state.
Thus, seeing the deep conspiracy the case was handed over to the CBI for investigation. The CBI after investigation submitted chargesheet against the convict under section-302/34 of IPC & under section 27 of the Arms Act.
(3) The offence by the convict has affected the common man having faith in the democratic system of the country. The offence can be termed direct attack on the democratic system of the governance. The pre-mature release of the convict shall send wrong message in the society and will bolster the criminals having similar intent. This offence had affected the society at large.
(4) Therefore in the facts and circumstances and upo taking in to consideration guidelines given by the Hon'ble Supreme Court in Laxman Naskar Vs U.O.I. & Ors (AIR 2000 SC 986) This committee does not find it a fit case to pre- mature release of Narendra Singh @ Pandit.
