S.O ____(E).-Whereas the use of Aadhaar number to establish identity enables individuals to receive subsidies, benefits and services in a convenient and seamless manner, obviates the need for multiplicity of documents to establish identity, simplifies processes and promotes transparency and efficiency:
And whereas the Department of Labour, Employment, Training & Skill Development (hereinafter referred to as the said Ministry or the said Department, as the case may be) in the Government of Jharkhand (hereinafter referred to as the said Government) is administering the Shramik Auzar Sahayata Yojana (hereinafter referred to as the said scheme) to provide cash assistance of up to INR 5000 to registered construction workers for purchasing an Auzar kit tailored to their respective trades. The benefit will be given every three years.

And whereas Jharkhand Building and Other Construction Workers' Welfare Board (hereinafter referred to as the said agency) under the administrative purview of the Department of Labour, Employment, Training & Skill Development (hereinafter referred to as the said Ministry or the said Department, as the case may be) in the Government of Jharkhand (hereinafter referred to as the said Government) is administering the Shramik Auzar Sahayata Yojana (hereinafter referred to as the said scheme)
And whereas given to the Benefit for receipt of which proof of Aadhar number is proposed to be made necessary (hereinafter referred to as the said benefit) is given to the Construction Workers2 Jharkhand Gazette (Extraordinary), Friday, 6th June, 2025 (hereinafter referred to as the beneficiaries) under the said scheme and the instructions and guidelines issued in respect thereof:
And whereas expenditure for the said scheme is incurred from the Cess Fund of Jharkhand Building and Other Construction Workers' Welfare Board.
And whereas the Jharkhand Building and Other Construction Workers' Welfare Board is desirous that the said Government, for the purpose of establishing identity of a beneficiary as a condition for the receipt of the said benefit, require that such beneficiary undergo authentication, or furnish proof of possession of Aadhaar number.
Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (hereinafter referred to as the said Act), the Government of Jharkhand hereby notifies the following, namely:-
1. An individual desirous of availing of the said benefit under the said scheme shall be required to undergo authentication, or furnish proof of possession of Aadhaar number.
2. In order to enable beneficiaries to avail of the said benefits conveniently, the Ministry shall make all necessary steps to ensure wide publicity through media to make the beneficiaries aware of the requirement of Aadhaar number under the said scheme.
3. Where the authentication of the Aadhaar number of a beneficiary done through any of the biometric-based modes of authentication (namely, facial image, fingerprints or iris scan based authentication) fails due to any reason, such as poor quality of biometric information, the following remedial mechanisms shall be adopted, namely:-
(a) In case any particular biometric-based mode of authentication is not successful, any other mode of biometric-based authentication or one-time pin (OTP) based authentication shall, wherever feasible and admissible, be offered;
(b) In cases where biometric-based or OTP-based modes of authentication are not possible, benefits under the said scheme may, after establishing the genuineness of the Aadhaar number by doing offline verification of the digital signature certificate of UIDAI on the Aadhaar Secure Quick Response (QR) Code or the Aadhaar Paperless Offline e-KYC document, as the case may be, be given on the basis of any of the following:
(i) An Aadhaar Secure Quick Response (QR) Code containing Aadhaar card, Aadhaar letter (i.e., the letter issued to an Aadhaar number holder on generation of his Aadhaar number) or e-Aadhaar (i.e., the password- protected electronic copy of Aadhaar letter downloadable from the website of UIDAI or accessible using its mAadhaar app), after its genuineness is established through offline verification by scanning the QR code using the Aadhaar QR Scanner or mAadhaar apps.
(ii) Aadhaar Paperless Offline e-KYC document (downloadable from the website of UIDAI or accessible using its mAadhaar app), after its genuineness is established through offline verification of the digital signature certificate of UIDAI on the document through the application developed by the Ministry or Department or scheme implementing agency concerned for this purpose, in accordance with the details given in this regard on the website of UIDAI.

The said scheme, managed by the Jharkhand Building and Other Construction Workers ' Welfare Board, is exclusively designed to benefit building and other construction workers. Therefore, individuals below 18 years of age are not eligible for its benefits.
5. In order to ensure that bona fide beneficiaries who are aged 18 years or more are not deprived of the benefit due to them under the said scheme, the Jharkhand Building and Other Construction Workers' Welfare Board shall follow the exception handling mechanism specified in the Office Memorandum no. D-26011/04/2017-DBT, dated the 19th December, 2017 of the Direct Benefit Transfer Mission, Cabinet Secretariat, and Government of India (available on https://dbtbharat.gov.in).
6. This notification shall be effective from the date of its publication in the official Gazette.

और जब(cid:873)क झारखंड भवन एवं अ(cid:219)य सि(cid:219)नमा(cid:91)ण कम(cid:91)कार क(cid:227)याण बोड(cid:91) यह चाहता है (cid:873)क उ(cid:200)त सरकार उ(cid:200)त लाभ क(cid:551) (cid:292)ाि(cid:220)त के (cid:871)लए शत(cid:91) के (cid:510)प म(cid:581) लाभाथ(cid:568) क(cid:551) पहचान (cid:232)था(cid:874)पत करने के (cid:292)योजन के (cid:871)लए, यह अपे(cid:162)ा करे (cid:873)क ऐसे लाभाथ(cid:568) को (cid:292)माणीकरण से गुजरना होगा, या आधार सं(cid:201)या होने का (cid:292)माण (cid:292)(cid:232)तुत करना होगा।
अब, इस(cid:871)लए, आधार ((cid:874)व(cid:419)ीय और अ(cid:219)य सि(cid:222)सडी, लाभ और सेवाओं का ल(cid:879)(cid:162)त (cid:874)वतरण) अ(cid:876)ध(cid:467)नयम, 2016 (इसके बाद उ(cid:200)त अ(cid:876)ध(cid:467)नयम के (cid:510)प म(cid:581) संद(cid:871)भ(cid:91)त) क(cid:551) धारा 7 के (cid:292)ावधान(cid:585) के अनुसरण म(cid:581), झारखंड सरकार एत(cid:622)(cid:622)वारा (cid:467)न(cid:224)न(cid:871)ल(cid:872)खत अ(cid:876)धसू(cid:876)चत करती है, अथा(cid:91)त ्: -
1. उ(cid:200)त योजना के तहत उ(cid:200)त लाभ (cid:292)ा(cid:220)त करने के इ(cid:205)छु क (cid:229)यि(cid:200)त को (cid:292)माणीकरण से गुजरना होगा, या आधार सं(cid:201)या के रखने का (cid:292)माण (cid:292)(cid:232)तुत करना होगा।
2. लाभा(cid:876)थ(cid:91)य(cid:585) को उ(cid:200)त लाभ(cid:585) को सु(cid:874)वधाजनक (cid:510)प से (cid:292)ा(cid:220)त करने म(cid:581) स(cid:162)म बनाने के उदे ् द(cid:230)य से मं(cid:287)ालय मी(cid:875)डया के मा(cid:218)यम से (cid:229)यापक (cid:292)चार-(cid:292)सार सु(cid:467)नि(cid:230)चत करने के (cid:871)लए सभी आव(cid:230)यक कदम उठाएगा ता(cid:873)क लाभा(cid:876)थ(cid:91)य(cid:585) को आधार सं(cid:201)या क(cid:551) आव(cid:230)यकता के बारे म(cid:581) जाग(cid:510)क (cid:873)कया जा सके । 3. जहां बायोमे(cid:465)(cid:282)क जानकार(cid:547) क(cid:551) खराब गुणव(cid:419)ा जैसे (cid:873)कसी भी बायोमे(cid:465)(cid:282)क आधा(cid:464)रत तर(cid:547)के (अथा(cid:91)त ् चेहरे क(cid:551) छ(cid:874)व, उं ग(cid:871)लय(cid:585) के (cid:467)नशान या आई(cid:464)रस (cid:232)कै न आधा(cid:464)रत (cid:292)माणीकरण) के मा(cid:218)यम से (cid:873)कए गए लाभाथ(cid:568) के आधार नंबर का (cid:292)माणीकरण (cid:873)कसी भी कारण से (cid:874)वफल हो जाता है, तो (cid:467)न(cid:224)न(cid:871)ल(cid:872)खत उपचारा(cid:215)मक तं(cid:287) अपनाया जाएगा, अथा(cid:91)त ्: –
(क) य(cid:465)द अ(cid:876)ध(cid:292)माणन क(cid:551) कोई (cid:874)वशेष बायोमे(cid:465)(cid:282)क आधा(cid:464)रत प(cid:622)ध(cid:467)त सफल नह(cid:547)ं होती है तो जहां कह(cid:547)ं (cid:229)यवहाय(cid:91) और (cid:274)ा(cid:233)य हो, बायोमे(cid:465)(cid:282)क-आधा(cid:464)रत (cid:292)माणीकरण या एकबारगी (cid:874)पन (ओट(cid:547)पी) आधा(cid:464)रत (cid:292)माणीकरण का कोई अ(cid:219)य तर(cid:547)का जो (cid:229)यवहाय(cid:91) और (cid:232)वीकाय(cid:91) हो, (cid:292)दान (cid:873)कया जाएगा;
(ख) ऐसे मामल(cid:585) म(cid:581) जहां बायोमे(cid:465)(cid:282)क-आधा(cid:464)रत अथवा ओट(cid:547)पी-आधा(cid:464)रत (cid:874)व(cid:876)धयां अ(cid:876)ध(cid:292)माणन के (cid:229)यवहाय(cid:91) नह(cid:547)ं ह(cid:583), उ(cid:200)त (cid:232)क(cid:551)म के अंतग(cid:91)त लाभ आधार (cid:871)स(cid:200)योर ि(cid:200)वक (cid:464)र(cid:232)पांस ((cid:200)यूआर) कोड अथवा आधार पेपरलेस ऑफलाइन ई-के वाईसी द(cid:232)तावेज, जैसा भी मामला हो, पर यूआईडीएआई के (cid:875)डिजटल ह(cid:232)ता(cid:162)र (cid:292)माण-प(cid:287) का ऑफलाइन स(cid:215)यापन करके आधार सं(cid:201)या क(cid:551) वा(cid:232)त(cid:874)वकता (cid:232)था(cid:874)पत करने के बाद, (cid:467)न(cid:224)न(cid:871)ल(cid:872)खत म(cid:581) से (cid:873)कसी के आधार पर (cid:465)दया जाएगा:

4. झारखंड भवन एवं अ(cid:219)य सि(cid:219)नमा(cid:91)ण कम(cid:91)कार क(cid:227)याण बोड(cid:91) (cid:622)वारा (cid:292)बं(cid:876)धत उ(cid:200)त योजना (cid:874)वशेष (cid:510)प से भवन एवं अ(cid:219)य सि(cid:219)नमा(cid:91)ण (cid:302)(cid:871)मक(cid:585) को लाभ पहु ंचाने के (cid:871)लए बनाई गई है। इस(cid:871)लए, 18 वष(cid:91) से कम आयु के सामा(cid:219)य (cid:229)यि(cid:200)त इसके लाभ(cid:585) के (cid:871)लए पा(cid:287) नह(cid:547)ं ह(cid:583)।
5. यह सु(cid:467)नि(cid:230)चत करने के (cid:871)लए (cid:873)क 18 वष(cid:91) या उससे अ(cid:876)धक आयु के (cid:292)ामा(cid:872)णक लाभाथ(cid:568) उ(cid:200)त योजना के तहत उनके कारण लाभ से वं(cid:876)चत नह(cid:547)ं ह(cid:583), झारखंड भवन एवं अ(cid:219)य सि(cid:219)नमा(cid:91)ण कम(cid:91)कार क(cid:227)याण बोड(cid:91) (cid:292)(cid:215)य(cid:162) लाभ अंतरण (cid:871)मशन, मं(cid:466)(cid:287)मंडल स(cid:876)चवालय, भारत सरकार के काया(cid:91)लय (cid:163)ापांक- D-26011/04/2017-DBT (cid:465)दनांक-19 (cid:465)दस(cid:224)बर, 2017 म(cid:581) (https://dbtbharat.gov.in पर उपल(cid:222)ध) (cid:467)न(cid:465)द(cid:91)(cid:231)ट अपवाद ह(cid:583)ड(cid:871)लंग तं(cid:287) का पालन करेगी ।
6. यह अ(cid:876)धसूचना राजप(cid:287) म(cid:581) इसके (cid:292)काशन क(cid:551) तार(cid:547)ख से (cid:292)भावी होगी ।
