हेतु (cid:467)नग(cid:91)त (cid:465)दशा-(cid:467)नद(cid:566)श के आलोक म(cid:581) CSC-SPV (cid:622)वारा सरकार(cid:547) प(cid:464)रसर यथा-पंचायत

भवन/वाड(cid:91) काया(cid:91)लय/शहर(cid:547) (cid:467)नकाय काया(cid:91)लय म(cid:581) आधार क(cid:581) (cid:289) (Update Client Lite) क(cid:551)

(cid:232)थापना तथा इस हेतु रा(cid:207)य सरकार एवं CSC-SPV के म(cid:218)य (cid:873)कये जाने वाले एकरारनामा

सं(cid:201)या- 740--व(cid:419)(cid:91)मान म(cid:581) CSC SPV, रा(cid:207)य रिज(cid:232)(cid:282)ार और एनरोलम(cid:581)ट एज(cid:581)सी अथा(cid:91)त ् सूचना (cid:292)ौ(cid:622)यो(cid:876)गक(cid:551) एवं ई-गवन(cid:591)स (cid:874)वभाग, झारख(cid:214)ड सरकार के अंतग(cid:91)त सरकार(cid:547) प(cid:464)रसर यथा-पंचायत भवन/वाड(cid:91) काया(cid:91)लय/शहर(cid:547) (cid:467)नकाय काया(cid:91)लय म(cid:581) आधार (cid:232)थाई पंजीकरण के (cid:219)(cid:289) क(cid:551) (cid:232)थापना हेतु अनुम(cid:467)त (cid:292)दान क(cid:551) गई थी । UIDAI के काया(cid:91)लय (cid:163)ापन सं०-HQ-16024/4/2020-EU-I-HQ Part (1)2 झारख(cid:214)ड गजट (असाधारण) शु(cid:272)वार, 18 जुलाई, 2025 (cid:465)दनांक 30-01-2023 (cid:622)वारा आधार पंजीकरण का काय(cid:91) सुर(cid:879)(cid:162)त प(cid:464)रवेश म(cid:581) करने हेतु in-house मॉडल क(cid:551) प(cid:464)रक(cid:227)पना क(cid:551) गई है एवं इससे संबं(cid:876)धत (cid:465)दशा-(cid:467)नद(cid:566)श भी जार(cid:547) (cid:873)कए गए ह(cid:583)। उ(cid:200)त काया(cid:91)लय आदेश के अनुसार वैसे आधार पंजीकरण के (cid:219)(cid:289)(cid:585) को in-house model के तहत समझा जायेगा जो (cid:467)न(cid:224)न अहता(cid:91)ओं को पूरा करते ह(cid:583):-

Category A- Ministries/Departments/Agencies of Central/State Government:

i. Aadhaar Enrolment Kit (AEK) (Machines) owned by the Registrar / Enrolment Agency (EA) (procured using ICT assistance from UIDAI/GoI or procured using own fund of State Registrar/EA).

ii. AEK is located and functioning from Government Premises under the overall supervision of a government official.

2. CSC-SPV (cid:622)वारा (cid:232)था(cid:874)पत सभी आधार पंजीकरण के (cid:219)(cid:289) UIDAI (cid:622)वारा जार(cid:547) in-house model के अहता(cid:91)ओं को पूरा नह(cid:547)ं करते ह(cid:583)। अतः UIDAI के (cid:292)ासं(cid:876)गक (cid:292)ावधान(cid:585) के अनुसार अब CSC-SPV (cid:622)वारा (cid:232)था(cid:874)पत (cid:873)कये गये आधार पंजीकरण के (cid:219)(cid:289), पूव(cid:91) म(cid:581) (cid:873)कये गए एकरारनामे के (cid:292)ावधान(cid:585) के अनुसार संचा(cid:871)लत नह(cid:547)ं (cid:873)कये जा सकते ह(cid:583) ।

अतः व(cid:872)ण(cid:91)त ि(cid:232)थ(cid:467)त म(cid:581) मौजूदा एकरारनामे को र(cid:622)द करते हु ए UIDAI (cid:622)वारा (cid:467)नग(cid:91)त in-house model के (cid:292)ासं(cid:876)गक (cid:292)ावधान(cid:585) के साथ DoIT एवं CSC-SPV के बीच पंचायत(cid:585)/शहर(cid:547) (cid:232)थानीय (cid:467)नकाय(cid:585) तथा वाडो म(cid:581) आधार के (cid:219)(cid:289)(cid:585) क(cid:551) (cid:232)थापना हेतु नया एकरारनामा (cid:873)कया जाएगा। िजसक(cid:551) मु(cid:201)य शत(cid:591) (cid:467)न(cid:224)नवत ् होगीः-

i. Dept. of IT & e-Gov. –GoJ hereby appoints CSC-SPV for the purpose of collecting and forwarding specified data required for Aadhaar update to UIDAI and performing the services ("Services") hereto, subject to the terms and conditions hereinafter set forth.

ii. CSC-SPV is permitted to setup Aadhaar Centers in Govt. premises (Gram Panchayat Bhawan / Ward Office / ULBs) and allowed to operate with Update Client Lite (UCL) software provided by UIDAI having provision for address update, mobile/email update and document update only.

iii. CSC-SPV will pay the expenses of electricity, internet etc. to the respective ULBs directly for setting up an Aadhaar Center in ULBs.

iv. DoIT & e-Gov. will not bear any expenses w.r.t. the rent, electricity, internet and others for setting up and functioning of an Aadhaar Center.

v. Aadhaar Centre in Panchayat Bhawan will be operated by the operator already designated for "Pragya Kendra" under the "Digital Panchayat Yojana" in respective Panchayat.

vi. All the guidelines/circulars issued by UIDAI w.r.t. Aadhaar Centers / Aadhaar update and applicable within the scope of this agreement shall be applicable to Aadhaar Centers setup by CSC-SPV.

vii. CSC-SPV shall ensure that the Supervisor/ Operator will abide by the operational procedures specified in operating manual wherever applicable and comply with orders, directions, circulars or notices which may be issued or prescribed by Dept. of IT & e-Gov. – GoJ or UIDAI.

viii. CSC-SPV shall also ensure that the Supervisor/ Operator adhere to all provisions of this Agreement.

ix. Supervisor / Operators must operate Aadhaar Kit only in Govt. premises (Gram Panchayat Bhawan / Ward Office / ULBs). The Deputy Commissioner-cum-Sub Registrar of each District shall be Controlling and Administrative Authority, and the office shall be addressed as "Controlling-Office" of Aadhaar Center setup within the jurisdiction of the District.

x. The allocation of Government premises will be done by the Controlling Office.

xi. Working of Aadhaar Center must be as per official timings. Supervisor / Operators should not be allowed to operate Aadhaar Kit on State Govt. Holidays/Off-days and should not be allowed to take away the kit from the center on off-days/holidays and even at the End of the Day.

xii. The obligations of CSC-SPV arising out of the terms and conditions contained herein shall be independent of and in addition to the obligations arising out of its any other activities.

xiii. UIDAI vide letter no. HQ-16019/7/2020-EU-I-HQ dated 03 May, 2023 has allotted a new Enrolment Agency (EA) code (4068) toDept of IT & e-Gov.- GoJ. All the CSC-SPV operators are onboarded under new allotted EA code-4068 for setting up Aadhaar Centers in Govt. premises (Gram Panchayat Bhawan / Ward Office / Urban Local Bodies) for UCL.

3. UIDAI के काया(cid:91)लय (cid:163)ापन सं०-HQ-16024/4/2020-EU-I-HQ Part (1) (cid:465)दनांक 30-01-2023 के आलोक म(cid:581) CSC SPV (cid:622)वारा (cid:232)था(cid:874)पत (cid:873)कए गए आधार पंजीकरण के (cid:219)(cid:289)(cid:585) को सूचना (cid:292)ौ(cid:622)यो(cid:876)गक(cid:551) एवं ई-गवन(cid:591)स (cid:874)वभाग के एक नए Enrolment Agency (EA) code – 4068 म(cid:581) (cid:232)थानांत(cid:464)रत कर (cid:465)दया जाएगा एवं इन के (cid:219)(cid:289)(cid:585) म(cid:581) Update Client Lite (UCL) Software (cid:622)वारा आधार म(cid:581) के वल पता अ(cid:622)यतन, मोबाईल/ई-मेल अ(cid:622)यतन एवं द(cid:232)तावेज अ(cid:622)यतन क(cid:551) सु(cid:874)वधा होगी। इन के (cid:219)(cid:289)(cid:585) म(cid:581) आधार पंजीकरण एवं बायोमे(cid:465)(cid:282)क अ(cid:622)यतन का काय(cid:91) (cid:467)न(cid:231)पा(cid:465)दत नह(cid:547)ं (cid:873)कया जाएगा । 4. रा(cid:207)य सरकार एवं CSC-SPV के बीच (cid:873)कये जाने वाले एकरारनाम(cid:581) से रा(cid:207)य सरकार पर कोई (cid:874)व(cid:419)ीय भार नह(cid:547)ं पड़ेगा । (cid:292)(cid:215)येक अ(cid:622)यतन के (cid:871)लए UIDAI,भारत सरकार (cid:622)वारा आधार एवं द(cid:232)तावेज अ(cid:622)यतन हेतु (cid:467)नधा(cid:91)(cid:464)रत दर का 10% CSC-SPV (cid:622)वारा रा(cid:207)य रिज(cid:232)(cid:282)ार और एनरोलम(cid:581)ट एज(cid:581)सी अथा(cid:91)त सूचना (cid:292)ौ(cid:622)यो(cid:876)गक(cid:551) एवं ई-गवन(cid:591)स (cid:874)वभाग, झारख(cid:214)ड सरकार को भुगतान (cid:873)कया जायेगा ।

5. (cid:292)(cid:232)ताव पर मं(cid:466)(cid:287)प(cid:464)रषद क(cid:551) (cid:232)वीकृ (cid:467)त सूचना (cid:292)ौ(cid:622)यो(cid:876)गक(cid:551) एवं ई-गवन(cid:591)स (cid:874)वभाग के संलेख (cid:163)ापांक -669 (cid:465)दनांक-30-05-2025 के (cid:272)म म(cid:581) (cid:465)दनांक-04.06.2025 को संप(cid:219)न मं(cid:466)(cid:287)प(cid:464)रषद क(cid:551) बैठक म(cid:581) मद सं(cid:201)या-09 म(cid:581) द(cid:547) गयी है ।
