अ०सं०: कव(cid:517)-03/कवकवध-37/2023-215--योजना सह वि(cid:517) विभाग, झारख(cid:503), राँची की अधिसूचना सं(cid:421)ा 1016, दिनांक 31.03.2016 (cid:554)ारा "झारख(cid:503) कोषागार संहिता, 2016" का गठन किया गया है, जो 01 अ(cid:366)ैल, 2016 से (cid:366)भावी है । विभागीय संक(cid:665) सं(cid:421)ा 3532 दिनांक 21.12.2023 के (cid:554)ारा ई० कु बेर (cid:600)ेटफाम(cid:330), भारतीय (cid:303)रजव(cid:330) ब(cid:339)क के मा(cid:559)म से के (cid:574)ीय (cid:366)ायोजित योजनाओं Centrally Sponsored Schemes (CSS) की राशि कोJust in time पर जारी करने की SNA SPARSH (cid:366)(िcid:354)या लागू की गई है |
2. वि(cid:517) विभागीय अधिसूचना सं(cid:421)ा 3034/वि०, दिनांक 17.12.2025 के मा(cid:559)म से झारखंड कोषागार संहिता, 2016 म(cid:336) संशोधन किया गया है । उ(cid:389) संशोधन के प(cid:686)ात झारख(cid:503) कोषागार संहिता, 2016 के नियम 261 म(cid:336) अनुदान (Grants-in-Aid) से संबंधित विप(cid:361)ों के पा(cid:303)रत किए जाने के संबंध म(cid:336) नि(cid:635)लि(cid:304)खत (cid:366)ावधान निहित ह(cid:339):–2 झारख(cid:214)ड गजट (असाधारण) मंगलवार, 17 फ़रवर(cid:547), 2026 JTC Rule261:-Save as hereinafter provided, bills for grants-in-aid with object head 46(salary),79 (non salary) and 78 (capital formation), contribution, etc, shall be presented against the allotment in JTC Form 41/JTC Form 41(a). Grants in aid, contribution etc. sanctioned by the Government shall not be disbursed at the Treasury except under the authority of the competent sanctioning authority, who should issue the sanction order after and only after taking utilization certificate of pending withdrawened amount in the year before the previous financial year from the drawing and disbursing officer. The sanction order must have the name of drawing officer and the treasury. It should also contain the details of previous year's sanctions order and date, sanctioned amount and received utilization certificate letter number with amount.
Details of withdrawned amount in the year before Previous Financial Year should be given conspicuously in the sanction letter as follows-

The grants-in-aid bill shall be prepared under the supervision of the sanctioning authority, countersigned by him or by the officer authorized by him in the sanction order and drawned by a drawing and disbursing officer authorized in this behalf, and shall be duly receipted by the grantee along with a certificate to the effect that
conditions for such grants-in-aid have been fulfilled. The orders sanctioning the payment must also be quoted in the bill.
3. भारत सरकार (cid:554)ारा Centrally Sponsored Schemes (CSS) के अंतग(cid:330)त अनुदान (Grants-in-Aid) की राशि के निग(cid:330)मन की (cid:366)(िcid:354)या को अधिक पारदश(cid:334), (cid:533)(cid:303)रत एवं (cid:366)ौ(cid:552)ोगिकी-आधा(cid:303)रत बनाने के उ(cid:542)े(cid:692) से SNA SPARSH (cid:366)णाली के अंतग(cid:330)त Just-in-Time Release of Funds की (cid:366)(िcid:354)या लागू की गई है ।
उ(cid:389) (cid:366)णाली के अंतग(cid:330)त रा(cid:475) के Implementing Agencies (cid:554)ारा योजना की राशि सीधे संबंधित Vendor/Beneficiary के ब(cid:339)क खाते म(cid:336) ह(cid:721)ांत(cid:303)रत किए जाने का (cid:366)ावधान है । (cid:366)(cid:529)ेक (cid:366)(cid:721)ुत विप(cid:361) वार भारत सरकार का अनुपातिक अंश तथा रा(cid:475) सरकार का अंश विप(cid:361) पा(cid:303)रत होने के समय ही निग(cid:330)त किया जाता है ।3 झारख(cid:214)ड गजट (असाधारण) मंगलवार, 17 फ़रवर(cid:547), 2026 इस (cid:366)कार Just-in-Time (cid:366)(िcid:354)या के तहत SNA SPARSH (cid:366)णाली से आ(cid:453)ादित योजनाओं तथा रा(cid:475) सरकार (cid:554)ारा भवि(cid:712) म(cid:336) Just-in-Time Release (cid:366)णाली के अंतग(cid:330)त चलायी जाने वाली योजनाओं म(cid:336), (cid:366)(cid:721)ुत किए जाने वाले Fully Vouched Grants-in-Aid विप(cid:361)ों पर (cid:738)ीकृ ति (cid:366)ाधिकारी अथवा उनके (cid:554)ारा नामित (cid:366)ाधिकारी के (cid:366)ति ह(cid:721)ा(cid:407)र की आव(cid:692)कता (cid:366)तीत नहीं होती है | 4. झारखंड कोषागार संहिता, 2016 (यथा संशोधित अधिसूचना सं(cid:421)ा 3034/वि०, दिनांक 17.12.2025) के नियम 261 म(cid:336) संशोधन करते (cid:352)ए, उ(cid:389) नियम म(cid:336) उप-नियम 261(c) के (cid:349)प म(cid:336) नि(cid:635) (cid:366)ावधान को जोड़ा जाता है : —
JTC 261(c):- Grant-in-aid bills for just-in-time release of funds, that is under SNA SPARSH System or any other schemes as notified by the State Government for just-in-time release of funds, shall be prepared in JTC Form 41(b) as fully vouched bill. No countersignature of the sanctioning authority shall be required for such bills."
