S.O…………(E)._Whereas, the use of Aadhaar as an identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one's identity,
And whereas, the Department of School Education & Literacy, Government of Jharkhand (hereinafter referred to as the Department) is administering the "Stipend to Girls studying in JBAVs" (hereinafter referred to as the Scheme) to all girls studying in Class VI-XII in Jharkhand Balika Awasiye Vidyalayas (JBAVs) of which is being implemented through the Jharkhand Education Project Council-JEPC (hereinafter referred to as the implementing Agency);
And whereas, under the Scheme, Stipend (hereinafter referred to as the benefit) is given to all girls studying in Class VI-XII in Jharkhand Balika Awasiye Vidyalayas (JBAVs)(hereinafter referred to as the beneficiaries), by the Implementing Agency as per the extant Scheme guidelines;
2 Jharkhand Gazette (Extraordinary) Monday 1st June, 2026And whereas, the aforesaid Scheme involves recurring expenditure incurred from the Consolidated Fund of Jharkhand;
Now, therefore, in pursuance of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act.) the government of Jharkhand hereby notifies the following, namely:-
1. (1) A child desirous of availing the benefit under the Scheme shall hereby be required to fumish proof of possession of the Aadhaar number or undergo Aadhaar authentication.
(2) Any child desirous of availing the benefit under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrolment subject to the consent of his parents or guardians. Before registering for the Scheme provided that he is entitled to obtain Aadhaar as per section 3 of the said Act and such children shall visit any Aadhaar enrolment center (list available at the Unique identification Authority of India (UIDAI) website www.uidai.gov.in) to get enrolled
(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016.
The Department through its Implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment center located in the respective Block or Taluka or Tehsil, the department through its implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming a UIDAI Registrar themselves:
Provided that till the time Aadhaar is assigned to the child, the benefit under the Scheme shall be given to such children subject to production of the following documents, namely:-
(a) If the child has been enrolled after attaining the age of five years (with biometrics collection), his Aadhaar Enrolment Identification slip, or of bio- metric update identification slip; and
(b) Any one of the following documents. Namely-
(i) Birth Certificate; or Record of birth issued by the appropriate authority; or (ii) School identity card, duly signed by the principal of the school, containing parents' names; and
(c) Any one of the following document's as proof of relationship of the beneficiary with the parent or legal guardian as per the extant Scheme guidelines, namely:-
(i) Birth Certificate; or Record of birth issued by the appropriate authority; or (ii) Ration Card; or
(iii) Ex-servicemen contributory Health scheme (ECHS) Card; or Employees' State Insurance Corporation (ESIC) Card, or Central Government Health Scheme (CGHS) Card; or
(iv) Pension Card; or
(v) Army Canteen Card; or
(vi) Any Government family Entitlement Card; or (vii) Any other document as specified any the Department;

2. In order to provide benefits to the beneficiaries under the Scheme conveniently the Department through its Implementing Agency shall make all the required arrangements to ensure that wide publicity through media shall be given to the beneficiaries to make them aware of the said requirement.
3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted namely:-
(a) In case of poor fingerprint quality, integrated Risk information System scan or face authentication facility shall be adopted for authentication, thereby the department through its Implementing Agency shall make provisions for Integrated Risk Information System scanners or face authentication along with finger-print authentication for delivery of benefits in seamless manner:
(b) In case the biometric authentication through fingerprints or integrated Risk information System scan or face authentication is not successful, wherever feasible and admissible authentication by Aadhaar One Time Password or Time-based One-Time password with limited time validity, as the case may be, shall be offered;
(c) In all other cases where biometric or Aadhaar One Time Password or Time- based One-Time Password authentication is not possible, benefits under the scheme may be given on the Aadhaar letter and the necessary arrangement of Quick Response code reader shall be provided at the convenient locations by the Department through its Implementing Agency.
4. Notwithstanding anything contained herein above, no child shall be denied benefit under the Scheme in case of failure to establish his identity by undergoing authentication, or furnishing proof of possession of Aadhaar number, or in the case of a child to whom no Aadhaar number has been assigned, producing an application for enrolment. The benefit shall be given to him by verifying his identity on the basis of other documents as mentioned in clauses (b) and (c) of the proviso of sub- paragraph (3) of paragraph 1, and where benefit is given on the basis of such other documents a separate register shall be maintained to record the same, which shall be reviewed and audited periodically by the Department through its implementing Agency.
5. This notification shall come into effect form the date of its publication in the official Gazette.

एस.ओ.........(ई)._जबकि, सेवाओं या लाभों या स(cid:304)(cid:629)डी के वितरण के लिए एक पहचान द(cid:721)ावेज के (cid:349)प म(cid:336) आधार का उपयोग सरकारी वितरण (cid:366)(िcid:354)याओं को सरल बनाता है, पारदशि(cid:330)ता और द(cid:407)ता लाता है, और लाभाथि(cid:330)यों को उनके अधिकारों को सीधे एक सुविधाजनक तरीके से (cid:366)ा(cid:593) करने म(cid:336) स(cid:407)म बनाता है । और किसी की पहचान साबित करने के लिए कई द(cid:721)ावेजों को (cid:366)(cid:721)ुत करने की आव(cid:692)कता को समा(cid:593) करके इसे सहज तरीके से उपल(cid:617) करता है,
और जबकि, (cid:715)ू ली शि(cid:407)ा और सा(cid:407)रता विभाग, झारखंड सरकार (इसके बाद विभाग के (cid:349)प म(cid:336) संदभि(cid:330)त) झारखंड बालिका आवासीय वि(cid:552)ालयों (JBAVs) म(cid:336) क(cid:407)ा VI-XII म(cid:336) पढ़ने वाली सभी लड़कियों के लिए के लिए "जे.बी.ए.वी म(cid:336) पढ़ने वाली छा(cid:361)ाओं को वृ(िcid:517)" (इसके बाद योजना के (cid:349)प म(cid:336) संदभि(cid:330)त) का संचालन कर रहा है । झारखंड शि(cid:407)ा प(cid:303)रयोजना प(cid:303)रषद-जेईपीसी (इसके बाद काया(cid:330)(cid:587)यन एज(cid:336)सी के (cid:349)प म(cid:336) संदभि(cid:330)त) के मा(cid:559)म से काया(cid:330)(cid:304)(cid:587)त किया जा रहा है;
और जबकि, योजना के तहत, मौजूदा योजना दिशा निद(cid:337)शों के अनुसार काया(cid:330)(cid:587)यन एज(cid:336)सी (cid:554)ारा झारखंड बालिका आवासीय वि(cid:552)ालयों (JBAVs) म(cid:336) क(cid:407)ा VI-XII म(cid:336) पढ़ने वाली सभी लड़कियों (इसके बाद लाभाथि(cid:330)यों के (cid:349)प म(cid:336) संदभि(cid:330)त) को वृ(िcid:517) (इसके बाद लाभ के (cid:349)प म(cid:336) संदभि(cid:330)त) दी जाती है;
और जबकि उ(cid:389) योजना म(cid:336) झारख(cid:503) की संचित निधि से किया गया आवत(cid:334) (cid:681)य शामिल है;
इसलिए, अब, आधार (वि(cid:517)ीय और अ(cid:586) स(cid:304)(cid:629)डी, लाभ और सेवाओं का ल(िcid:407)त वितरण) अधिनियम, 2016 (2016 का 18) (इसके बाद उ(cid:389) अधिनियम के (cid:349)प म(cid:336) संदभि(cid:330)त) की धारा 7 के अनुसरण म(cid:336) झारखंड सरकार एतद (cid:554)ारा अधिसूचित करती है । नि(cid:635)लि(cid:304)खत, अथा(cid:330)त्: -
1. (1) योजना के तहत लाभ (cid:366)ा(cid:593) करने के इ(cid:453)ु क ब(cid:452)े को आधार सं(cid:421)ा रखने या आधार (cid:366)माणीकरण से गुजरने का (cid:366)माण देना होगा ।
(2) योजना के तहत लाभ (cid:366)ा(cid:593) करने के इ(cid:453)ु क किसी भी ब(cid:452)े, जिसके पास आधार सं(cid:421)ा नहीं है या जिसने अभी तक आधार के लिए नामांकन नहीं कराया है, कोअपने माता-पिता या अभिभावकों की सहमति के अधीन आधार नामांकन के लिए आवेदन करना होगा । योजना के लिए पंजीकरण करने से पहले बशत(cid:337) कि वह उ(cid:389) अधिनियम की धारा 3 के अनुसार आधार (cid:366)ा(cid:593) करने का हकदार है और ऐसे ब(cid:452)े किसी भी आधार नामांकन क(cid:336) (cid:363) (भारतीय विशि(cid:700) पहचान (cid:366)ाधिकरण (यू आई डी ए आई) की वेबसाइट www.uidai.gov पर उपल(cid:617) सूची) पर जा सकते ह(cid:339) । म(cid:336)) नामांकित होने के लिए
(3) आधार (नामांकन और अ(cid:552)तन) विनियम, 2016 के विनियम 12 के अनुसार । विभाग को अपनी काया(cid:330)(cid:587)यन एज(cid:336)सी के मा(cid:559)म से उन लाभाथि(cid:330)यों के लिए आधार नामांकन सुविधाएं (cid:366)दान करना आव(cid:692)क है जो अभी तक आधार के लिए नामांकित नहीं ह(cid:339) और आधार नहीं होने की (cid:304)(cid:830)थति म(cid:336) संबंधित (cid:624)ॉक या तालुका या तहसील म(cid:336) (cid:304)(cid:830)थत नामांकन क(cid:336) (cid:363), विभाग5 Jharkhand Gazette (Extraordinary) Monday 1st June, 2026 अपनी काया(cid:330)(cid:587)यन एज(cid:336)सी के मा(cid:559)म से यू आई डी ए आई के मौजूदा रजि(cid:720)(cid:332) ार के सम(cid:587)य म(cid:336) या (cid:738)यं यू आई डी ए आई रजि(cid:720)(cid:332) ार बनकर सुविधाजनक (cid:830)थानों पर आधार नामांकन सुविधाएं (cid:366)दान करेगा:
बशत(cid:337) कि जब तक ब(cid:452)े को आधार नहीं दिया जाता है, तब तक ऐसे ब(cid:452)ों को योजना के तहत लाभ नि(cid:635)लि(cid:304)खत द(cid:721)ावेजों के उ(cid:523)ादन के अधीन दिया जाएगा, अथा(cid:330)त्: -
(ए) यदि ब(cid:452)े को पांच वष(cid:330) की आयु (बायोमेटि(cid:332) क सं(cid:356)ह के साथ) (cid:366)ा(cid:593) करने के बाद नामांकित किया गया है, तो उसकी आधार नामांकन पहचान पच(cid:334), या बायो-मेटि(cid:332) क अ(cid:552)तन पहचान पच(cid:334); और
(बी) नि(cid:635)लि(cid:304)खत द(cid:721)ावेजों म(cid:336) से कोई एक।अथा(cid:330)त्
(i) ज(cid:585) (cid:366)माण प(cid:361); या उपयु(cid:389) (cid:366)ाधिकारी (cid:554)ारा जारी ज(cid:585) का (cid:303)रकॉड(cid:330); या
(ii) (cid:715)ू ल के (cid:366)धानाचाय(cid:330) (cid:554)ारा विधिवत ह(cid:721)ा(cid:407)(cid:303)रत (cid:715)ू ल पहचान प(cid:361), जिसम(cid:336) माता-पिता के नाम हों; और
(सी) मौजूदा योजना दिशानिद(cid:337)शों के अनुसार माता-पिता या कानूनी अभिभावक के साथ लाभाथ(cid:334) के संबंध के (cid:366)माण के (cid:349)प म(cid:336) नि(cid:635)लि(cid:304)खत म(cid:336) से कोई एकद(cid:721)ावेज, अथा(cid:330)त्: - (i) ज(cid:585) (cid:366)माण प(cid:361); या उपयु(cid:389) (cid:366)ाधिकारी (cid:554)ारा जारी ज(cid:585) का (cid:303)रकॉड(cid:330); या
(ii) राशन काड(cid:330); या
(iii) भूतपूव(cid:330) सैनिक अंशदायी (cid:738)ा(cid:726) योजना (ईसीएचएस) काड(cid:330); या कम(cid:330)चारी रा(cid:475) बीमा निगम (ESIC) काड(cid:330), या क(cid:336) (cid:363) सरकार (cid:738)ा(cid:726) योजना (CGHS) काड(cid:330); या
(iv) प(cid:336)शन काड(cid:330); या
(v) सेना क(cid:339) टीन काड(cid:330); या
(vi) कोई भी सरकारी प(cid:303)रवार पा(cid:361)ता काड(cid:330); या
(vii) कोई अ(cid:586) द(cid:721)ावेज जैसा कि किसी विभाग म(cid:336) निदि(cid:330)(cid:700) किया गया है;
बशत(cid:337) कि उपरो(cid:389) द(cid:721)ावेजों की जांच विभाग (cid:554)ारा विशेष (cid:349)प से उस उ(cid:542)े(cid:692) के लिए नामित अधिकारी (cid:554)ारा की जाएगी।
2. योजना(cid:566)ग(cid:330)त हित (cid:356)ाहियों को सुविधानुसार लाभ उपल(cid:617) कराने हेतु विभाग अपनी (िcid:354)या(cid:587)यन एज(cid:336)सी के मा(cid:559)म से सम(cid:721) आव(cid:692)क (cid:681)व(cid:830)थाय(cid:336) करेगा कि मीडिया के मा(cid:559)म से हित (cid:356)ाहियों को उ(cid:389) आव(cid:692)कता से अवगत कराने हेतु (cid:681)ापक (cid:366)चार-(cid:366)सार किया जायेगा।
3. सभी मामलों म(cid:336), जहां लाभाथि(cid:330)यों के खराब बायोमेटि(cid:332) (cid:411) के कारण या किसी अ(cid:586) कारण से आधार (cid:366)माणीकरण विफल हो जाता है, नि(cid:635)लि(cid:304)खत उपचारा(cid:527)क तं(cid:361) को अपनाया जाएगा:
-
(ए) खराब फिं गर (िcid:366)ंट गुणव(cid:517)ा के मामले म(cid:336), (cid:366)माणीकरण के लिए एकीकृ त जो(cid:304)खम सूचना (cid:366)णाली (cid:715)ै न या चेहरा (cid:366)माणीकरण सुविधा अपनाई जाएगी, जिससे विभाग अपनी काया(cid:330)(cid:587)यन एज(cid:336)सी के मा(cid:559)म से फिं गर (िcid:366)ंट (cid:366)माणीकरण के साथ एकीकृ त जो(cid:304)खम सूचना (cid:366)णाली (cid:715)ै नर या चेहरा (cid:366)माणीकरण के लिए (cid:366)ावधान करेगा ।लाभ के निबा(cid:330)ध तरीके से वितरण के लिए:
(बी) उंगलियों के निशान या एकीकृ त जो(cid:304)खम सूचना (cid:366)णाली (cid:715)ै न या चेहरा (cid:366)माणीकरण के मा(cid:559)म से बायोमेटि(cid:332) क (cid:366)माणीकरण सफल नहीं होने की (cid:304)(cid:830)थति म(cid:336), जहां भी संभव हो और आधार वन टाइम पासवड(cid:330) या सीमित समय वैधता के साथ टाइम-आधा(cid:303)रत6 Jharkhand Gazette (Extraordinary) Monday 1st June, 2026 वन-टाइम पासवड(cid:330), जैसा भी मामला हो, (cid:554)ारा (cid:366)माणीकरण (cid:738)ीकाय(cid:330) है। होना, पेश किया जाएगा;
(सी) अ(cid:586) सभी मामलों म(cid:336) जहां बायोमेटि(cid:332) क या आधार वन टाइम पासवड(cid:330) या टाइम- आधा(cid:303)रत वन टाइम पासवड(cid:330) (cid:366)माणीकरण संभव नहीं है, योजना के तहत आधार प(cid:361) पर लाभ दिया जा सकता है और (cid:533)(cid:303)रत (cid:366)ति(िcid:354)या कोड रीडर की आव(cid:692)क (cid:681)व(cid:830)था (cid:366)दान की जाएगी । विभाग (cid:554)ारा अपनी काया(cid:330)(cid:587)यन एज(cid:336)सी के मा(cid:559)म से सुविधाजनक (cid:830)थानों पर।
4. यहां ऊपर निहित कु छ भी होने के बावजूद, किसी भी ब(cid:452)े को (cid:366)माणीकरण के मा(cid:559)म सेअपनी पहचान (cid:830)थापित करने म(cid:336) विफल रहने, या आधार सं(cid:421)ा होने का (cid:366)माण (cid:366)(cid:721)ुत करने म(cid:336) विफल रहने या ऐसे ब(cid:452)े के मामले म(cid:336), जिसके पास आधार सं(cid:421)ा नहीं है, योजना के तहत लाभ से वंचित नहीं किया जाएगा । नामांकन के लिए एक आवेदन (cid:366)(cid:721)ुत करते (cid:352)ए सौंपागया है । पैरा 1 के उप-पैरा(cid:356)ाफ (3) के परंतुक के खंड (बी) और (सी) म(cid:336) उ(cid:304)(cid:671)(cid:304)खत अ(cid:586) द(cid:721)ावेजों के आधार पर उसकी पहचान की पु(िcid:700) करके उसे लाभ दिया जाएगा, और जहां आधार पर लाभ दिया जाता है ऐसे अ(cid:586) द(cid:721)ावेजों के लिए एक अलग रजि(cid:720)र रखा जाएगा, जिसे दज(cid:330) करने के लिए विभाग (cid:554)ारा अपनी काया(cid:330)(cid:587)यन एज(cid:336)सी के मा(cid:559)म से समय- समय पर समी(cid:407)ा और लेखा परी(cid:407)ा की जाएगी।
5. यह अधिसूचना राजप(cid:361) म(cid:336) इसके (cid:366)काशन की तिथि से (cid:366)भावी होगी।
