NOTIFICATION
Whereas the draft of the Karnataka Housing Board (Recruitment and Conditions of Service) (Amendment) Rules, 2022 was published as required by sub-section (1) of section 74 of the Karnataka Housing Board Act, 1962 (Karnataka Act 10 of 1963), vide Notification No. DOH 59 KHB 2020, dated:
09.05.2022 in Part IVA of the Karnataka Gazette, dated: 09.05.2022, inviting objections and suggestions from all persons likely to be affected within fifteen days from the date of its publication in the official Gazette.
And whereas, the said Gazette was made available to the public on 09.05.2022.
And whereas, the objection and suggestions received in this regard have been considered by the Government.
Now, therefore, in exercise of the powers conferred by section 74 read with section 10-A of the Karnataka Housing Board Act, 1962 (Karnataka Act 10 of 1963), the Government of Karnataka hereby makes the following rules further to amend the Karnataka Housing Board (Recruitment and Conditions of Service) Rules, 1993, namely,-
RULES
1. Title and commencement.- (1) These rules may be called the Karnataka Housing Board (Recruitment and Conditions of Service) (Amendment) Rules, 2022.
(1)2 (2) They shall come into force from the date of their publication in the official Gazette.
2. Substitution of Schedule-I.- In the Karnataka Housing Board (Recruitment and Conditions of Service) Rules, 1993 (hereinafter referred to as the said rules), for Schedule-I, the following shall be substituted, namely:-

| (2) Must have put in a service of not less than seven years in the cadre of Assistant Engineer (Civil). P rovided that if an Assistant Engineer (Civil) with seven years of service is not available for promotion, then an Assistant Engineer (Civil) who has put in a service of not less than three years may be considered for promotion. | |||
| 18. | Assistant Director of Town Planning | (1) By Transfer from the cadre of Assistant Executive Engineer (civil) of the Karnataka Housing Board. or (2) By Promotion from the cadre of Assistant Engineer (civil) with Master Degree in Town Planning or equivalent; Provided that if no suitable officer is available for Transfer or Promotion then by deputation of an Assistant Director of Town Planning from the Department of Town and Country Planning. | For Transfer and promotion.- (1) Must be holder of a Bachelor Degree in civil Engineering and Master Degree in Town Planning or equivalent qualification from a University established by law; and ( 2) Must have put in a service of not less than five years in the cadre of Assistant Engineer (Civil) N ote: The irrevocable option shall be obtained from concerned officer before such promotion/transfer. F or deputation.- Must possess Master Degree in Town Planning or equivalent qualification from a University established by Law. |
| 19. | Assistant Executive Engineer (Electrical) | By promotion from the cadre of Assistant Engineer (Electrical) | Must have put in service of not less than five years in the cadre of Assistant Engineer (Electrical). |

After the retirement of the existing staff, the posts shall be filled by outsourcing with qualification as prescribed under the Karnataka Civil Services (Recruitment to the posts of Stenographers and Data Entry Assistants) Rules, 1983. | Must have qualification in accordance with the Karnataka Civil Services (Recruitment to the posts of Stenographers and Data Entry Assistants) Rules, 1983. |
| 30. | First Division Assistant | (1) 30 posts by direct recruitment by adopting the procedure of the Karnataka Civil Services (Direct Recruitment) (General) Rules, 2021; and ( 2) 62 posts by promotion from the cadre of Second Division Assistant. | For Direct Recruitment.- Must possess a bachelor degree from an University established by Law. F or Promotion.-Must have put in a service of not less than three years in the cadre of Second Division Assistant. |
| 31. | First Division Surveyor | On contract basis. | Must have qualification prescribed for the post of Surveyor in the Survey Settlement and Land Records Department. |

| 33. | Second Division Assistant | (1) Sixty five percent (59 posts) by direct recruitment by adopting the procedure of the Karnataka Civil Services (Direct Recruitment) (General) Rules, 2021; ( 2) Fifteen percent (13 posts) by transfer from the cadre of Driver; and | For Direct Recruitment.- Must have passed PUC or equivalent examination. F or promotion and transfer.- (1) Must have put in a service of not less than five years in the cadres specified in column (3); and ( 2) Must have passed PUC or equivalent examination: |
| (3) Twenty percent (18 posts) by promotion from the cadre of Daffedar / Group D on the basis of combined seniority. S eniority being determined by treating a person holding the post carrying a higher scale of pay as senior to a person holding the post carrying a lower scale of pay. Seniority inter-se among the persons holding the posts carrying the same scale of pay being determined on the basis of the length of service in the respective cadres. | Provided that, pass in Pre- University course or equivalent course prescribed as qualification for promotion / transfer shall not be applicable for those who were already in service possessing SSLC qualification on the date of commencement of the Karnataka Civil Services (Recruitment to the Ministerial Posts) (Amendment) Rules, 2013. | ||
