NOTIFICATION
Whereas the draft of the Karnataka Agriculture Services (Cadre and Recruitment) (Amendment) Rules, 2022, was published as required by sub-section (1) of section 3 read with section 8 of the Karnataka State Civil Service Act, 1978 (Karnataka Act 14 of 1990) in Notification No: AGRI-32/ANE/2021, dated: 28-10-2022 in Part IV-A vide No.542 of Karnataka Extraordinary Gazette dated: 28-10-2022 inviting objections and suggestions from all persons likely to be affected thereby within fifteen days from the date of publication of the draft in the Official Gazette.
Whereas, the said Gazette was made available to public on 28-10-2022.
And whereas the objections and suggestions received have been considered by the State Government.
Now, therefore, in exercise of the powers conferred by sub-section (1) of Section 3 read with Section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990), the Government hereby makes the following rules, namely;

RULES
1. Title and commencement.- (1) These rules may be called the Karnataka Agriculture Services (Cadre and Recruitment) (Amendment) Rules, 2022.
(2) They shall come into force from the date of their final publication in the Official Gazette.
2. Amendment of Schedule.- In the Karnataka Agriculture Services (Recruitment) Rules, 2021 in the schedule,-
(1) before the entries relating to the category of post of "Commissioner for Agriculture", at serial no. 1 the following shall be inserted, namely:-
Part-1
(2) in Part-2 (TECHNICAL CADRE),-
(a) after the category of post of "Director of Agriculture", at serial no. 1, and entries relating there to following shall be inserted, namely:
| 1A Director | of Agriculture (Secondary Agriculture) (Rs.97,100- 1,41,300) | 0 | 1 | 0 | 1 | By Promotion by selection from the cadre of Additional Director of Agriculture. | Must have put in a service of not less than three years in the cadre of Additional Director of Agriculture. |
(b) in the category of post of "Joint Director of Agriculture" at serial no. 3, entries relating to number of posts in column 3, for the figures "0,46,6,52" the figures "0,44,14,58", shall be substituted.
(c) in the category of post of "Deputy Director of Agriculture", at serial no. 4, entries relating to number of posts in column 3, for the figures "5,81,0,86" the figures "5,83,0,88", shall be substituted.
(d) for the category of post of "Assistant Director of Agriculture", at serial no. 5 and entries relating there to the following shall be substituted, namely:-

For Promotion: (1) Must have put in a service of not less than 5 years in the cadre of agricultural officer; and (2) Must be holder of B.Sc in Agriculture or B.Sc (Hons.) Agriculture or B.Tech (Food Science and Technology)/ B.Tech(Food Technology) or B.Sc (Agriculture Marketing and Co- operation)/ B.Sc (Hons.) Agri Marketing and Co- operation / B.Sc (Hons.) Agri Business Management or B.Sc (Agri bio- technology)/ B.Tech (Bio- technology) or B.Sc (Agricultural Engineering)/ B.Tech (Agricultural Engineering); P rovided that, those possessing a qualification other than a Bachelors degree (B.Sc)/ B.Sc (Hons.) Agriculture shall not be considered against and/or promoted to any of the post notified by the Government of Karnataka vide Notifications AGD 3 AMS 2016, dated:01.09.2016, AGD 135 AMS 2016, dated:07.09.2016 and AGD 134 AMS 2016 dated:03.10.2016 or notified by Government from time to time. |
(e) in the category of post of "Agricultural Officer" at serial no. 7, in column 5,- (i) under the heading "For Direct Recruitment", for the words " filled by holders of Bachelor Degree in Agriculture and remaining fifteen percent of post shall be filled by holders of B.Tech (Agricultural Engineering) or B.Tech (Food technology/Food Science and Technology) or B.Tech (Biotechnology)" the words "filled by holders of B.Sc in Agriculture or B.Sc (Hons.)Agriculture and remaining fifteen percent of post shall be filled by holders of B.Tech (Food Science and Technology)/B.Tech(Food Technology) or B.Sc (Agriculture Marketing and Co-operation)/ B.Sc (Hons.) Agri Marketing and Co-operation / B.Sc (Hons.) Agri Business Management or B.Sc (Agri bio-technology)/ B.Tech (Bio-technology) or B.Sc (Agricultural Engineering)/B.Tech (Agricultural Engineering) " shall be substituted.
5(ii) under the heading "For Promotion", in the proviso for the words "other than a Bachelor Degree in Agriculture {B.Tech (Agricultural engineering) or B.Tech (Food technology/Food Science and Technology) or B.Tech (Biotechnology)}" the words "other than a B.Sc in Agriculture or B.Sc (Hons.)Agriculture or B.Tech (Food Science and Technology)/B.Tech(Food Technology) or B.Sc (Agriculture Marketing and Co-operation)/ B.Sc (Hons.) Agri Marketing and Co-operation / B.Sc (Hons.) Agri Business Management or B.Sc (Agri bio- technology)/ B.Tech (Bio-technology) or B.Sc (Agricultural Engineering)/B.Tech (Agricultural Engineering)" shall be substituted.
(f) in the category of post of "Assistant Agricultural Officer" at serial no. 9, in column 5, under the heading "For Direct Recruitment" for the words "filled by holders of Bachelor's Degree in Agriculture and remaining fifteen percent of post shall be filled by holders of B.Tech (Agricultural Engineering) or B.Tech (Food Technology/Food Science and Technology) or B.Tech (Biotechnology)" the words "filled by holders of B.Sc in Agriculture or B.Sc (Hons.)Agriculture and remaining fifteen percent of post shall be filled by holders of B.Tech (Food Science and Technology)/B.Tech(Food Technology) or B.Sc (Agriculture Marketing and Co-operation)/ B.Sc (Hons.) (g) in Part-3 (MINISTERIAL STAFF CADRE) - in the category of post of 'Administrative Officer' at serial no. 1, in column 5, the following shall be inserted at the end namely,-
"Provided that, if an officer who has put in a service of not less than five years is not available, then an officer who has put in a service of not less than three years may be considered for promotion".
(h) in Part-3 (MINISTERIAL STAFF CADRE) - in the category of post of 'Assistant Administrative Officer' at serial no. 2, in column 5, the following shall be inserted at the end namely,-6 "Provided that, if an official who has put in a service of not less than five years is not available, then an official who has put in a service of not less than three years may be considered for promotion".
