2022-23 ನೇ ಹಣಕಾಸು ವರ್ಷದ ಸೇವೆಗಳಿಗಾಗಿ ಕರ್ನಾಟಕ ರಾಜ್ಯದ ಸಂಚಿತ ನಿದಿಯಿಂದ ಮತ್ತು ಅದರೊಳಗಿಂದ ಕೆಲವು ಅಧಿಕ ಮೊತ್ತಗಳ ಸಂದಾಯ ಮತ್ತು ವಿನಿಯೋಗಕ್ಕಾಗಿ ಅದಿಕಾರ ನೀಡಲು ಒಂದು ವಿಧೇಯಕ. 2022-23 ನೇ ಹಣಕಾಸು ವರ್ಷದ ಸೇವೆಗಳಿಗಾಗಿ ಕರ್ನಾಟಕ ರಾಜ್ಯದ ಸಂಚಿತ ನಿದಿಯಿಂದ ಮತ್ತು ಆ ಪೈಕಿಯಿಂದ ಕೆಲವು ಅಧಿಕ ಮೊತ್ತಗಳ ಸಂದಾಯ ಮತ್ತು ವಿನಿಯೋಗಕ್ಕಾಗಿ ಅದಿಕಾರ ನೀಡುವುದು ಯುಕ್ತವಾಗಿರುವುದರಿಂದ :
ಇದು ಭಾರತ ಗಣರಾಜ್ಯದ ಎಪ್ಪತ್ತನಾಲ್ಕನೆಯ ವರ್ಷದಲ್ಲಿ ಕರ್ನಾಟಕ ರಾಜ್ಯ ವಿಧಾನ ಮಂಡಲದಿಂದ ಈ ಕೆಳಕಂಡಂತೆ ಅಧಿನಿಯಮಿತವಾಗಲಿ.
1. ಸಂಕ್ಷಿಪ್ತ ಹೆಸರು :- ಈ ಅಧಿನಿಯಮವನ್ನು ಕರ್ನಾಟಕ ಧನವಿನಿಯೋಗ ಅಧಿನಿಯಮ, 2023 ಎಂದು ಕರೆಯತಕ್ಕದ್ದು.
2. ಕರ್ನಾಟಕ ರಾಜ್ಯ ಸಂಚಿತ ನಿದಿಯಿಂದ 2022-23 ನೇ ಹಣಕಾಸು ವರ್ಷಕ್ಕಾಗಿ 1126711.34 ಲಕ್ಷ ರೂಪಾಯಿಗಳ ನೀಡಿಕೆ : ಅನುಸೂಚಿಯ 2ನೇ ಅಂಕಣದಲ್ಲಿ ನಿರ್ದಿಷ್ಟ ಪಡಿಸಲಾದ ಸೇವೆಗಳ ಸಂಬಂಧದಲ್ಲಿ 2022-23 ನೇ ಹಣಕಾಸು ವರ್ಷದಲ್ಲಿ ಸಂದಾಯ ಮಾಡುವಾಗ ಒದಗಿಬರುವ ಹಲವಾರು ಖರ್ಚುಗಳನ್ನು ವಹಿಸುವುದಕ್ಕಾಗಿ ಅನುಸೂಚಿಯ 5ನೇ ಅಂಕಣದಲ್ಲಿ ನಿರ್ದಿಷ್ಟಪಡಿಸಲಾಗಿರುವ ಹನ್ನೊಂದು ಸಾವಿರದ ಎರಡು ನೂರ ಅರವತ್ತೇಳು ಕೋಟಿ ಹನ್ನೊಂದು ಲಕ್ಷ ಮೂವತ್ತ್ನಾಲ್ಕು ಸಾವಿರ ರೂಪಾಯಿಗಳು ಮೀರದಷ್ಟು ಕರ್ನಾಟಕ ರಾಜ್ಯ ಸಂಚಿತ ನಿಧಿಯಿಂದ ಮತ್ತು ಅದರೊಳಗಿಂದ ಸಂದಾಯ ಮಾಡತಕ್ಕದ್ದು ಮತ್ತು ಉಪಯೋಗಿಸತಕ್ಕದ್ದು. 3. ಧ ನವಿನಿಯೋಗ:- ಈ ಅದಿನಿಯಮದ ಮೂಲಕ, ಕರ್ನಾಟಕ ರಾಜ್ಯದ ಸಂಚಿತ ನಿದಿಯಿಂದ ಮತ್ತು ಅದರೊಳಗಿಂದ ಸಂದಾಯ ಮಾಡಲು ಮತ್ತು ಉಪಯೋಗಿಸಲು ಅದಿಕಾರ ನೀಡಲಾದ ಮೊತ್ತಗಳನ್ನು ಸದರಿ ವರ್ಷಕ್ಕೆ ಸಂಬಂಧಪಟ್ಟಂತೆ ಅನುಸೂಚಿಯಲ್ಲಿ ತಿಳಿಸಲಾದ ಸೇವೆಗಳು ಮತ್ತು ಉದ್ದೇಶಗಳಿಗಾಗಿ ವಿನಿಯೋಗಿಸತಕ್ಕದ್ದು.

2022-23ನೇ ಹಣಕಾಸು ವರ್ಷದಲ್ಲಿ ಸಂದಾಯ ಮಾಡುವಾಗ ಒದಗಿಬರುವ ಹಲವಾರು ಖರ್ಚುಗಳನ್ನು ವಹಿಸುವುದಕ್ಕಾಗಿ ರಾಜ್ಯದ ಸಂಚಿತ ನಿಧಿಯೊಳಗಿನಿಂದ ವಿನಿಯೋಗಿಸಲು ಭಾರತ ಸಂವಿಧಾನದ 205ನೇ (1) (ಎ) ಅನುಚ್ಛೇದದ ಉಪಬಂಧಗಳಿಗನುಸಾರವಾಗಿ ಈ ವಿಧೇಯಕವನ್ನು ಮಂಡಿಸಲಾಗಿದೆ.

THE KARNATAKA APPROPRIATION BILL, 2023

A Bill to authorize payment and appropriation of certain further sums from and out of the Consolidated Fund of the State of Karnataka for the Services of the Financial year 2022-23.
Whereas it is expedient to authorize payment and appropriation of certain further sums from and out of the Consolidated Fund of the State for the services of the Financial year 2022-23.
Be it enacted by the Karnataka State Legislature in the SEVENTY FOURTH year of the Republic of India as follows:-
1. Short Title.- This Act may be called the Karnataka Appropriation Act, 2023.
2. Issue of Rupees 1126711.34 Lakhs out of the Consolidated Fund of the State of Karnataka for the Financial year 2022-23: From and out of the Consolidated Fund of the State of Karnataka, there may be paid and applied sums not exceeding those specified in column 5 of the Schedule amounting in the aggregate to the sum of Rupees Eleven thousand two hundred and sixty seven crore eleven lakhs and thirty four thousand only towards defraying the several charges which will come in the course of payment during the Financial Year 2022- 23 in respect of the services specified in column 2 of the schedule.
3. Appropriation:- The sums authorized to be paid and applied from and out of the Consolidated Fund of the State by this Act shall be appropriated for the services and purposes expressed in the Schedule in relation to the said year.

STATEMENT OF OBJECTS AND REASONS
This Bill is introduced in pursuance of the provisions of Article 205 (1) (a) of the Constitution of India to provide for the appropriation out of the Consolidated Fund of the State towards defraying the several charges which will come in course of payment during the part of the Financial Year 2022-23.
