ಆನ್‌ಲೈನ್ ಮೂಲಕ ಅರ್ಜಿಗಳನ್ನು ಸಲ್ಲಿಸಲು ಕೊನೆಯ ದಿನಾಂಕ: 10ನೇ ಏಪ್ರಿಲ್ 2023 ಕರ್ನಾಟಕ ನ್ಯಾಯಿಕ ಸೇವಾ (ನೇಮಕಾತಿ) ನಿಯಮಗಳು, 2004 ಮತ್ತು 2011, 2015 ಮತ್ತು 2016ರ ತಿದ್ದುಪಡಿ ನಿಯಮಗಳ ಅಡಿಯಲ್ಲಿ ಕರ್ನಾಟಕ ಉಚ್ಚ ನ್ಯಾಯಾಲಯವು, ಪ್ರಸ್ತುತ ಇರುವ ಹಾಗೂ ಬ್ಯಾಕ್‌ಲಾಗ್ ಹುದ್ದೆಗಳೂ ಸೇರಿದಂತೆ ಸಿವಿಲ್ ನ್ಯಾಯಾಧೀಶರ 57 ಹುದ್ದೆಗಳಿಗೆ ನೇರ ನೇಮಕಾತಿಗಾಗಿ ಆನ್‌ಲೈನ್ ಮೂಲಕ ಅರ್ಜಿಗಳನ್ನು ಆಹ್ವಾನಿಸಲಾಗಿದೆಯೆಂದು ಈ ಮೂಲಕ ಅಧಿಸೂಚಿಸಿದೆ.

1. ಕನಿಷ್ಠ ವಿದ್ಯಾರ್ಹತೆ ಮತ್ತು ವಯೋಮಿತಿ :

ಎ. ನೇರ ನೇಮಕಾತಿ :

(ಎ) ಭಾರತದಲ್ಲಿನ ಕಾನೂನಿನ ಮೂಲಕ ಸ್ಥಾಪಿತವಾದ ವಿಶ್ವವಿದ್ಯಾಲಯವು ನೀಡಿದ ಕಾನೂನು ಪದವಿಯನ್ನು ಹೊಂದಿರಬೇಕು ಮತ್ತು ಕಡ್ಡಾಯವಾಗಿ ವಕೀಲರಾಗಿ ನೋಂದಣಿ ಆಗಿರಬೇಕು.

(ಬಿ) ಅಭ್ಯರ್ಥಿಗಳ ವಯಸ್ಸು, ಅರ್ಜಿಗಳನ್ನು ಸಲ್ಲಿಸುವುದಕ್ಕೆ ನಿಗದಿಪಡಿಸಿದ ಕೊನೆಯ ದಿನಾಂಕದಂದು, ಅನುಸೂಚಿತ ಜಾತಿ ಮತ್ತು ಅನುಸೂಚಿತ ಪಂಗಡಕ್ಕೆ ಸೇರಿದ ಅಭ್ಯರ್ಥಿಗಳ ಸಂದರ್ಭದಲ್ಲಿ 38 ವರ್ಷ ವಯಸ್ಸು ಮತ್ತು ಇತರರ ಸಂದರ್ಭದಲ್ಲಿ 35 ವರ್ಷ ವಯಸ್ಸು ಮೀರಿರಬಾರದು.

(ಸಿ) ಮಾಜಿ-ಸೈನಿಕ ಅಭ್ಯರ್ಥಿಗಳಿಗಾಗಿ, ಗರಿಷ್ಠ ವಯೋಮಿತಿಯಲ್ಲಿ ಮೂರು ವರ್ಷಗಳ ಸಡಿಲಿಕೆ ಇರುತ್ತದೆ.

ಬಿ. ಸೇವಾ ನಿರತ ಅಭ ್ಯರ್ಥಿಗಳ ನೇಮಕಾತಿ (ಉಚ್ಚ ನ್ಯಾಯಾಲಯ, ಜಿಲ್ಲಾ ನ್ಯಾಯಿಕ ವಿಭಾಗದಲ್ಲಿ ಕಾರ್ಯ ನಿರ್ವಹಿಸುತ್ತಿರುವ ಸಿಬ್ಬಂದಿಗಳು ಮತ್ತು ಪ್ರಾಸಿಕ್ಯೂಷನ್ಸ್ ಮತ್ತು ಸರ್ಕಾರಿ ವ್ಯಾಜ್ಯ ನಿರ್ವಹಣೆ ಇಲಾಖೆಯಲ್ಲಿ ಕಾರ್ಯ ನಿರ್ವಹಿಸುತ್ತಿರುವ ಸಹಾಯಕ ಸರ್ಕಾರಿ ಪ್ರಾಸಿಕ್ಯೂಟರ್- ಹಾಗೂ -ಹೆಚ್ಚುವರಿ ಸರ್ಕಾರಿ ನ್ಯಾಯವಾದಿಗಳು) :

(1)2 (ಎ) ಭಾರತದ ಕಾನೂನಿನ ಮೇರೆಗೆ ಸ್ಥಾಪಿತವಾದ ವಿಶ್ವವಿದ್ಯಾಲಯವು ನೀಡಿದ ಕಾನೂನು ಪದವಿಯನ್ನು ಹೊಂದಿರಬೇಕು.

(ಬಿ) ಅರ್ಜಿಗಳನ್ನು ಸಲ್ಲಿಸುವುದಕ್ಕೆ ನಿಗದಿಪಡಿಸಿದ ಕೊನೆಯ ದಿನಾಂಕದಂದು, ಅನುಸೂಚಿತ ಜಾತಿ ಮತ್ತು ಅನುಸೂಚಿತ ಪಂಗಡಕ್ಕೆ ಸಂಬಂಧಿಸಿದ ಅಭ್ಯರ್ಥಿಗಳ ಸಂದರ್ಭದಲ್ಲಿ 43 ವರ್ಷಗಳ ವಯಸ್ಸು ಮತ್ತು ಇತರರ ಸಂದರ್ಭದಲ್ಲಿ 40 ವರ್ಷ ವಯಸ್ಸು ಮೀರಿರಬಾರದು.

(ಸಿ) ಉಚ್ಚ ನ್ಯಾಯಾಲಯದಲ್ಲಿ ಮತ್ತು ಜಿಲ್ಲಾ ನ್ಯಾಯಿಕ ವಿಭಾಗದಲ್ಲಿ ಕಾರ್ಯ ನಿರ್ವಹಿಸುತ್ತಿರುವ, ಅಗತ್ಯ ವಿದ್ಯಾರ್ಹತೆಯನ್ನು ಹೊಂದಿರುವ ಎಲ್ಲಾ ಸೇವಾನಿರತ ಅಭ್ಯರ್ಥಿಗಳೂ, ಅವರ ವೃಂದ ತಾರತಮ್ಯವಿಲ್ಲದೆ ಎಲ್ಲರೂ ಸಿವಿಲ್ ನ್ಯಾಯಾಧೀಶರ ಹುದ್ದೆಗೆ ಅರ್ಜಿ ಸಲ್ಲಿಸಲು ಅರ್ಹರಾಗಿರುತ್ತಾರೆ.

(ಡಿ) ಪ್ರಾಸಿಕ್ಯೂಷನ್ಸ್ ಮತ್ತು ಸರ್ಕಾರಿ ವ್ಯಾಜ್ಯ ನಿರ್ವಹಣೆ ಇಲಾಖೆಯಲ್ಲಿ ಕಾರ್ಯ ನಿರ್ವಹಿಸುತ್ತಿರುವ ಸಹಾಯಕ ಸರ್ಕಾರಿ ಪ್ರಾಸಿಕ್ಯೂಟರ್ - ಹಾಗೂ - ಹೆಚ್ಚುವರಿ ಸರ್ಕಾರಿ ನ್ಯಾಯವಾದಿಗಳೂ ಸಹ ಸಿವಿಲ್ ನ್ಯಾಯಾಧೀಶರ ಹುದ್ದೆಗೆ ಅರ್ಜಿ ಸಲ್ಲಿಸಲು ಅರ್ಹರಾಗಿರುತ್ತಾರೆ.

ಟಿಪ್ಪಣಿ : 1. ಸಿವಿಲ್ ನ್ಯಾಯಾಧೀಶರ ವೃಂದಕ್ಕೆ ಮಾಡುವ ನೇರ ನೇಮಕಾತಿಯು, ಅನುಸೂಚಿತ ಜಾತಿಗಳು, ಅನುಸೂಚಿತ ಪಂಗಡಗಳು ಮತ್ತು ಇತರ ಹಿಂದುಳಿದ ವರ್ಗಗಳಿಗೆ ಮೀಸಲಾತಿಯನ್ನು ಕಲ್ಪಿಸುವ, ಭಾರತ ಸಂವಿಧಾನದ 16(4) ಅಥವಾ 16(4ಎ) ಅನುಚ್ಛೇದದ ಅಡಿಯಲ್ಲಿ ಮಾಡಿದ ಯಾವುದೇ ಆದೇಶಕ್ಕೆ ಒಳಪಟ್ಟಿರುತ್ತದೆ.

2. ಸಿವಿಲ್ ನ್ಯಾಯಾಧೀಶರ ವೃಂದದ ನೇರ ನೇಮಕಾತಿಗಾಗಿ, ನಿಗದಿಪಡಿಸಿದ ವಿದ್ಯಾರ್ಹತೆಗೊಳಪಟ್ಟು, ಮೂಳೆ ಸಂಬಂಧಿತ (ಆರ್ಥೋಪಿಡಿಕ್) ವಿಕಲಚೇತನ ವ್ಯಕ್ತಿಗಳಿಗಾಗಿ (ಒಂದು ಕೈ (OA)/ ಒಂದು ಕಾಲು (OL)/ಎರಡೂ ಕಾಲುಗಳು (BL) ಅಂಗವಿಕಲತೆ ಹೊಂದಿರುವ ವ್ಯಕ್ತಿಗಳಿಗೆ) 1% (ಶೇಕಡಾ ಒಂದು) ಮೀಸಲಾತಿಯನ್ನು ನೀಡಲಾಗಿದೆ.

ಟಿಪ್ಪಣಿ: 1. (*) ಈ ಚಿಹ್ನೆಯು ಬ್ಯಾಕ್‌ಲಾಗ್ ಹುದ್ದೆಗಳನ್ನು ಸೂಚಿಸುತ್ತದೆ.

2. ರೋಸ್ಟರ್ ಬಿಂದುಗಳು ಸರ್ಕಾರದ ಆದೇಶ ಸಂಖ್ಯೆ ಸಿಆಸುಇ 01 ಸೆಹಿಮ 2022 ಬೆಂಗಳೂರು ದಿನಾಂಕ: 28.12.2022 ಪ್ರಕಾರ ವಿಂಗಡಿಸಲಾಗಿದೆ.

3. () ಈ ಚಿಹ್ನೆಯು ಸರ್ಕಾರದ ಆದೇಶ ಸಂಖ್ಯೆ: ಸಿಆಸುಇ 179 ಸೆನೆನಿ 2020, ಬೆಂಗಳೂರು ದಿನಾಂಕ: 14.07.2021ರ ಪ್ರಕಾರ ತೃತೀಯ ಲಿಂಗದ ವರ್ಗೀಕರಣವನ್ನು ಸೂಚಿಸುತ್ತದೆ.

4. ಸಂಬಂಧಿತ ಸರ್ಕಾರಿ ಆದೇಶಗಳನ್ನು ಜಾರಿಯಲ್ಲಿಟ್ಟುಕೊಂಡು ಮೇಲ್ಕಂಡ ಖಾಲಿ

ಹುದ್ದೆಗಳ ವರ್ಗೀಕರಣವನ್ನು ಮಾಡಲಾಗಿದೆ.

3. ನೇಮಕಾತಿ ವಿಧಾನ :- ಉಚ್ಚ ನ್ಯಾಯಾಲಯವು ನಡೆಸುವ ಸ್ಪರ್ಧಾತ್ಮಕ ಪರೀಕ್ಷೆಯಲ್ಲಿ (ಮುಖ್ಯ ಲಿಖಿತ ಮತ್ತು ಮೌಖಿಕ) ಪಡೆದ ಒಟ್ಟು ಅಂಕಗಳ ಆಧಾರದ ಮೇಲೆ ನೇರ ನೇಮಕಾತಿಯನ್ನು ಮಾಡಲಾಗುತ್ತದೆ.

(1) ನೇರ ನೇಮಕಾತಿಯ ಸ್ಪರ್ಧಾತ್ಮಕ ಪರೀಕ್ಷೆಯು ಮೂರು ಹಂತಗಳನ್ನು ಒಳಗೊಂಡಿದ್ದು, ಅವುಗಳೆಂದರೆ, (ಎ) ಪೂರ್ವಭಾವಿ ಪರೀಕ್ಷೆ (ಬಿ) ಮುಖ್ಯ ಲಿಖಿತ ಪರೀಕ್ಷೆ ಮತ್ತು (ಸಿ) ಮೌಖಿಕ ಪರೀಕ್ಷೆಯಾಗಿರುತ್ತವೆ. ಪೂರ್ವಭಾವಿ ಪರೀಕ್ಷೆಯ ಅಂಕಗಳನ್ನು ಮುಖ್ಯ ಲಿಖಿತ ಪರೀಕ್ಷೆಗೆ ಅರ್ಹತೆ ಹೊಂದಲು ಮಾತ್ರ ಪರಿಗಣಿಸಲಾಗುತ್ತದೆ.

(ಎ) ಪೂರ್ವಭಾವಿ ಪರೀಕ್ಷೆ: ಪೂರ್ವಭಾವಿ ಪರೀಕ್ಷೆಯನ್ನು 100 ಅಂಕಗಳಿಗೆ ವಸ್ತುನಿಷ್ಠ ಮಾದರಿಯ ಪ್ರಶ್ನೆ ಪತ್ರಿಕೆಯ ರೂಪದಲ್ಲಿ ನಡೆಸಲಾಗುತ್ತದೆ ಮತ್ತು ಸದರಿ ಪರೀಕ್ಷೆಯ ಪಠ್ಯಕ್ರಮವು ಈ ಕೆಳಕಂಡಂತಿರುತ್ತದೆ, ಎಂದರೆ:-

(ಬಿ) ಮುಖ್ಯ ಲಿಖಿತ ಪರೀಕ್ಷೆ

(i) ಭಾಷಾಂತರ ಪತ್ರಿಕೆ ( ಗರಿಷ್ಠ ಅಂಕಗಳು 100)

ಒಂದು ಭಾಷಾಂತರ ಪತ್ರಿಕೆಯಿದ್ದು, ಅಭ್ಯರ್ಥಿಗಳು ಆಂಗ್ಲಭಾಷೆಯಿಂದ ಕನ್ನಡಕ್ಕೆ ಮತ್ತು ಕನ್ನಡದಿಂದ ಆಂಗ್ಲಭಾಷೆಗೆ ಕೆಲವು ಉದ್ಧøತ ಭಾಗಗಳನ್ನು ಭಾಷಾಂತರಿಸುವ ಅಗತ್ಯವಿರುತ್ತದೆ. ಉದ್ಧøತ ಭಾಗಗಳನ್ನು (1) ಹೇಳಿಕೆಗಳು, (2) ತೀರ್ಪುಗಳು ಮತ್ತು (3) ದಸ್ತಾವೇಜುಗಳಿಂದ ಆರಿಸಿ ತೆಗೆದುಕೊಳ್ಳಲಾಗಿರುತ್ತದೆ.

(ii) ಕಾನೂನು ಪತ್ರಿಕೆ - I (ಗರಿಷ್ಠ ಅಂಕಗಳು 100)

(iii) ಕಾನೂನು ಪತ್ರಿಕೆ - II (ಗರಿಷ್ಠ ಅಂಕಗಳು 100)

ಸಿವಿಲ್ ಪ್ರಕರಣಗಳಲ್ಲಿ ವಿವಾದಾಂಶಗಳನ್ನು ರೂಪಿಸುವುದು ಮತ್ತು ತೀರ್ಪುಗಳನ್ನು ಬರೆಯುವುದು.

(iv) ಕಾನೂನು ಪತ್ರಿಕೆ - III (ಗರಿಷ್ಠ ಅಂಕಗಳು 100)

ಕ್ರಿಮಿನಲ್ ಪ್ರಕರಣಗಳಲ್ಲಿ ಆರೋಪಣೆಗಳನ್ನು ರೂಪಿಸುವುದು ಮತ್ತು ತೀರ್ಪುಗಳನ್ನು ಬರೆಯುವುದು.

(ಸಿ) ಮೌಖಿಕ - ಪರೀಕ್ಷೆ (ಗರಿಷ್ಠ ಅಂಕಗಳು 100)

ಅಭ್ಯರ್ಥಿಗಳ ಸಾಮಾನ್ಯ ಜ್ಞಾನ, ಕಾನೂನು ತತ್ವಗಳ ಗ್ರಹಿಕೆ ಮತ್ತು ಸಿವಿಲ್ ನ್ಯಾಯಾಧೀಶರಾಗಿ ನೇಮಕವಾಗಲು ಅವರಿಗಿರುವ ಅರ್ಹತೆಗಳನ್ನು ಪರೀಕ್ಷಿಸಲಾಗುವುದು.

(ಡಿ) ಕಂಪ್ಯೂಟರ್ ಜ್ಞಾನದ ಪರೀಕ್ಷೆ (ಗರಿಷ್ಠ ಅಂಕಗಳು 25)

ಕಂಪ್ಯೂಟರ್ ಜ್ಞಾನದ ಪರೀಕ್ಷೆಯು 25 ಅಂಕಗಳಿಗೆ ಇರುತ್ತದೆ. ಅಭ್ಯರ್ಥಿಗಳು ಗಳಿಸಿದ ಈ ಅಂಕಗಳನ್ನು ಅವರ ಅರ್ಹತೆಯನ್ನು ನಿಶ್ಚಿತಪಡಿಸಲು ಪರಿಗಣಿಸಲಾಗುತ್ತದೆ ಮತ್ತು ಅಭ್ಯರ್ಥಿಗಳು ಕಂಪ್ಯೂಟರ್ ಜ್ಞಾನದ ಪರೀಕ್ಷೆಯಲ್ಲಿ ಗಳಿಸಿದ ಅಂಕಗಳನ್ನು, ಮುಖ್ಯ ಲಿಖಿತ ಪರೀಕ್ಷೆ ಮತ್ತು ಮೌಖಿಕ ಪರೀಕ್ಷೆಯಲ್ಲಿ ಗಳಿಸಿದ ಒಟ್ಟು ಅಂಕಗಳಿಗೆ ಸೇರಿಸಲಾಗುವುದಿಲ್ಲ.

ಸೂಚನೆ : (ಬಿ) ಮತ್ತು (ಸಿ) ಗೆ ಸಂಬಂಧ ಪಟ್ಟಂತೆ ಯಾವ ಅಭ ್ಯರ್ಥಿಗಳು ಕನ್ನಡದಲ್ಲಿ ಉತ್ತರಿಸಲು ಅಪೇಕ್ಷೆ ಪಡುತ್ತಾರೋ ಅವರು ಕನ್ನಡದಲ್ಲಿ ಉತ್ತರಿಸಬಹುದು.

(ಇ) (i) ಪೂರ್ವಭಾವಿ ಪರೀಕ್ಷೆಯಲ್ಲಿ ತೇರ್ಗಡೆಯಾಗುವುದಕ್ಕೆ ನಿಗದಿಪಡಿಸಿರುವ ಕನಿಷ್ಠ ಅಂಕಗಳು, ಪರಿಶಿಷ್ಟ ಜಾತಿ ಮತ್ತು ಪರಿಶಿಷ್ಟ ಪಂಗಡದವರಿಗೆ 50 ಅಂಕಗಳು ಮತ್ತು ಇತರರಿಗೆ 60 ಅಂಕಗಳಾಗಿರುತ್ತವೆ.

(ii) ಮುಖ್ಯ ಲಿಖಿತ ಪರೀಕ್ಷೆಯಲ್ಲಿ ತೇರ್ಗಡೆಯಾಗಲು ಪ್ರತಿಯೊಂದು ಪತ್ರಿಕೆಯಲ್ಲೂ ನಿಗದಿಪಡಿಸಿರುವ ಕನಿಷ್ಠ ಅಂಕಗಳು, ಪರಿಶಿಷ್ಟ ಜಾತಿ ಮತ್ತು ಪರಿಶಿಷ್ಟ ಪಂಗಡದ ಅಭ್ಯರ್ಥಿಗಳಿಗೆ ಕನಿಷ್ಠ ಅಂಕಗಳು 40 ಮತ್ತು ಇತರರಿಗೆ 50 ಅಂಕಗಳು.

(iii) ಮೌಖಿಕ ಪರೀಕ್ಷೆಯಲ್ಲಿ ತೇರ್ಗಡೆಯಾಗಲು ನಿಗದಿಪಡಿಸಿರುವ ಕನಿಷ್ಠ ಅಂಕಗಳು ಪರಿಶಿಷ್ಟ ಜಾತಿ ಮತ್ತು ಪರಿಶಿಷ್ಟ ಪಂಗಡದ ಅಭ್ಯರ್ಥಿಗಳಿಗೆ ಕನಿಷ್ಠ 40 ಮತ್ತು ಇತರರಿಗೆ 50 ಅಂಕಗಳು.

ಪರಂತು,

(i) ಮುಖ್ಯ ಲಿಖಿತ ಪರೀಕ್ಷೆಯ ಯಾವುದೇ ಪತ್ರಿಕೆಯಲ್ಲಿ ಮೇಲೆ ನಿಗದಿಪಡಿಸಿದ ಕನಿಷ್ಠ ಅಂಕಗಳಿಗಿಂತ ಕಡಿಮೆ ಅಂಕಗಳನ್ನು ಗಳಿಸಿದಂತ ಯಾವುದೇ ಅಭ್ಯರ್ಥಿಯು ಮೌಖಿಕ ಪರೀಕ್ಷೆಗೆ ಅರ್ಹರಾಗತಕ್ಕದ್ದಲ್ಲ.

(ii) ಮುಖ್ಯ ಲಿಖಿತ ಪರೀಕ್ಷೆಯ ಅಥವಾ ಮೌಖಿಕ ಪರೀಕ್ಷೆಯ ಯಾವುದೇ ಪತ್ರಿಕೆಯಲ್ಲಿ ಮೇಲೆ ನಿಗದಿಪಡಿಸಿದ ಕನಿಷ್ಠ ಅಂಕಗಳಿಗಿಂತ ಕಡಿಮೆ ಅಂಕಗಳನ್ನು ಗಳಿಸಿದಂತ ಯಾವುದೇ ಅಭ್ಯರ್ಥಿಯು ಸಿವಿಲ್ ನ್ಯಾಯಾಧೀಶರಾಗಿ ನೇಮಕವಾಗುವುದಕ್ಕೆ ಅರ್ಹರಾಗತಕ್ಕದ್ದಲ್ಲ.

(ಎಫ್) ಪರಿಶಿಷ್ಟ ಜಾತಿ ಅಥವಾ ಪರಿಶಿಷ್ಟ ಪಂಗಡಕ್ಕೆ ಸೇರಿದ ಅಭ್ಯರ್ಥಿಯನ್ನು ಸಾಮಾನ್ಯ ವರ್ಗಕ್ಕೆ ಪರಿಗಣಿಸಬೇಕಾದಲ್ಲಿ, ಅಂತಹ ಅಭ್ಯರ್ಥಿಯು ಪೂರ್ವಭಾವಿ ಪರೀಕ್ಷೆ, ಮುಖ್ಯ ಲಿಖಿತ ಪರೀಕ್ಷೆ ಹಾಗೂ ಮೌಖಿಕ ಪರೀಕ್ಷೆಗಳಲ್ಲಿ ಸಾಮಾನ್ಯವರ್ಗದ ಅಭ್ಯರ್ಥಿಗಳಿಗೆ ನಿಗದಿಪಡಿಸಿದ ಕನಿಷ್ಟ ಅಂಕಗಳನ್ನು ಗಳಿಸಿರಬೇಕು.

(2) ಕರ್ನಾಟಕ ನ್ಯಾಯಿಕ ಸೇವಾ (ನೇಮಕಾತಿ) ನಿಯಮಗಳು, 2004ರ 5ನೇ ನಿಯಮದ ಉಪ-ನಿಯಮ II (1) (ಇ) (ii) ಮತ್ತು ತಿದ್ದುಪಡಿ ನಿಯಮಗಳು, 2011, 2015 ಮತ್ತು 2016ರ ಮೇರೆಗೆ ಮೌಖಿಕ ಪರೀಕ್ಷೆಗೆ ಅರ್ಹರಾಗಿರುವಂಥ ಅಭ್ಯರ್ಥಿಗಳಿಂದ ಸಾಧ್ಯವಾಗಬಹುದಾದಷ್ಟು, ಪ್ರತಿ ಮೀಸಲಾತಿ ಪ್ರವರ್ಗದಲ್ಲಿನ ಖಾಲಿ ಸ್ಥಾನಗಳ ಸಂಖ್ಯೆಯನ್ನು ಗಮನದಲ್ಲಿಟ್ಟುಕೊಂಡು, ಅಧಿಸೂಚಿಸಿರುವ ಖಾಲಿ ಹುದ್ದೆಗಳ ಸಂಖ್ಯೆಗೆ 7 (ಏಳು) ಪಟ್ಟು ಅಭ್ಯರ್ಥಿಗಳನ್ನು, ಅರ್ಹತೆಯ ಆಧಾರದ ಮೇಲೆ ಆಯ್ಕೆ ಮಾಡಿ, ಮೌಖಿಕ ಪರೀಕ್ಷೆಗೆ ಕರೆಯಲಾಗುವುದು.

4. ನೇಮಕಾತಿಯ ಅನರ್ಹತೆ:- ಯಾವುದೇ ವ್ಯಕ್ತಿಯು –

(ಎ) ಭಾರತೀಯ ಪೌರನಾಗಿರದ ಹೊರತು;

(ಬಿ) ಆತನು/ಆಕೆಯು ನ್ಯಾಯಿಕ ಸೇವೆಯಿಂದ ಅಥವಾ ಸರ್ಕಾರಿ ಅಥವಾ ಶಾಸನಾತ್ಮಕ ಅಥವಾ ಸ್ಥಳೀಯ ಪ್ರಾಧಿಕಾರ ಸೇವೆಯಿಂದ ಕಡ್ಡಾಯ ನಿವೃತ್ತಿ ಹೊಂದಿದ್ದರೆ, ತೆಗೆದು ಹಾಕಿದ್ದರೆ ಅಥವಾ ವಜಾಗೊಳಿಸಿದ್ದರೆ ಅಥವಾ ಅಭ್ಯರ್ಥಿಯು ನ್ಯಾಯಾಂಗ ಅಧಿಕಾರಿಯಾಗಿ ಆಯ್ಕೆಗೊಂಡ ನಂತರ ಪರಿವೀಕ್ಷಣ ಅವಧಿಯಲ್ಲಿ ಸೇವೆಯಿಂದ ವಿಮುಕ್ತಿಗೊಂಡಿದ್ದರೆ;

(ಸಿ) ನೈತಿಕ ಅಧಃಪತನಕ್ಕೆ ಸೇರುವ ಯಾವುದೇ ಅಪರಾಧದಲ್ಲಿ ಅಪರಾಧಿಯೆಂದು ನಿರ್ಣೀತನಾಗಿದ್ದಲ್ಲಿ ಅಥವಾ ಉಚ್ಚ ನ್ಯಾಯಾಲಯ ಅಥವಾ ಕೇಂದ್ರ ಲೋಕಸೇವಾ ಆಯೋಗ ಅಥವಾ ಯಾವುದೇ ರಾಜ್ಯ ಲೋಕಸೇವಾ ಆಯೋಗಗಳು ನಡೆಸುವ ಪರೀಕ್ಷೆಗಳಿಗೆ ಹಾಜರಾಗುವುದರಿಂದ ಅಥವಾ ಇವು ನಡೆಸುವ ನೇಮಕಾತಿಗಳಿಗೆ ಶಾಶ್ವತವಾಗಿ ಅನರ್ಹಗೊಂಡಿರುವ ಅಥವಾ ಅನರ್ಹರಾಗಿರುವ ಅಥವಾ ಯಾವುದೇ ಬಾರ್ ಕೌನ್ಸಿಲ್‌ನ ನೋಂದಣಿ ಪಟ್ಟಿಯಿಂದ ತೆಗೆದುಹಾಕಲ್ಪಟ್ಟಿದ್ದಲ್ಲಿ;

(ಡಿ) ಬಾರ್ ಕೌನ್ಸಿಲ್ ಅಥವಾ ಯಾವುದೇ ಶಿಸ್ತುಪಾಲನಾ ಪ್ರಾಧಿಕಾರ ದಂಡ ಅಥವಾ ಶಿಕ್ಷೆ ವಿಧಿಸಿದ್ದಲ್ಲಿ, ಅರ್ಜಿದಾರ ನ್ಯಾಯಿಕ ಹುದ್ದೆಗೆ ಸೂಕ್ತವಲ್ಲವೆಂದು ಆಯ್ಕೆ ಪ್ರಾಧಿಕಾರ ಅಭಿಪ್ರಾಯಪಟ್ಟಲ್ಲಿ;

(ಇ) ತನ್ನ ಅಭ್ಯರ್ಥಿಕೆಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ಯಾವುದೇ ರೂಪದಲ್ಲಿ ನೇಮಕಾತಿ ಪ್ರಾಧಿಕಾರವನ್ನು ಪ್ರತ್ಯಕ್ಷವಾಗಿ ಅಥವಾ ಪರೋಕ್ಷವಾಗಿ ಪ್ರಭಾವಿಸಿದ್ದಲ್ಲಿ;

(ಎಫ್) ಅಭ್ಯರ್ಥಿಯ ವೈವಾಹಿಕ ಸ್ಥಿತಿಯಲ್ಲಿ ದ್ವಿಪತ್ನಿತ್ವ/ದ್ವಿಪತಿತ್ವ ಇದ್ದಲ್ಲಿ ಸೇವೆಯ ನೇಮಕಾತಿಗೆ ಅರ್ಹರಾಗಿರತಕ್ಕದ್ದಲ್ಲ.

5. ಪ್ರೊಬೇಷನ್:-

ಆಯ್ಕೆಯಾದ ಅಭ್ಯರ್ಥಿಗಳು, ಪ್ರಾರಂಭದಲ್ಲಿ ಎರಡು ವರ್ಷಗಳ ಅವಧಿಗೆ ಅಥವಾ ವಿಸ್ತರಿಸಬಹುದಾದ ಅವಧಿಗೆ ಪ್ರೊಬೇಷನಲ್ಲಿರುತ್ತಾರೆ ಹಾಗೂ ಕರ್ನಾಟಕ ಸಿವಿಲ್ ಸೇವಾ (ಪ್ರೊಬೇಷನ್) ನಿಯಮಗಳು, 1977ರ ಉಪಬಂಧಗಳು, ಹಾಗೆ ನೇಮಕಗೊಂಡ ವ್ಯಕ್ತಿಗಳಿಗೆ ಉಚಿತ ವ್ಯತ್ಯಾಸಗಳೊಂದಿಗೆ ಅನ್ವಯವಾಗತಕ್ಕದ್ದು. ಸಿವಿಲ್ ನ್ಯಾಯಾಧೀಶರಾಗಿ ನೇಮಕಗೊಂಡ ಅಭ್ಯರ್ಥಿಗಳು ಸೇವೆಯ ಪ್ರೊಬೇಷನಲ್ಲಿರುವಾಗ –

(ಎ) ಒಂದು ವರ್ಷಕ್ಕಿಂತ ಕಡಿಮೆಯಿರದ ಅಥವಾ ಉಚ್ಚ ನ್ಯಾಯಾಲಯವು ನಿರ್ದಿಷ್ಟಪಡಿಸಬಹುದಾದಂಥ ಹೆಚ್ಚಿನ ಅವಧಿಯ ಅಂಥ ತರಬೇತಿಯನ್ನು ಪಡೆದುಕೊಳ್ಳತಕ್ಕದ್ದು,

ಹಾಗೂ

(ಬಿ) ಅವನು/ಅವಳು ಕನ್ನಡ ಭಾಷಾ ಪರೀಕ್ಷೆಯಲ್ಲಿ ಉತ್ತೀರ್ಣರಾಗಿರದಿದ್ದರೆ ಕರ್ನಾಟಕ ಸಿವಿಲ್ ಸೇವಾ (ಸೇವೆಗಳು ಹಾಗೂ ಕನ್ನಡ ಭಾಷಾ ಪರೀಕ್ಷೆಗಳು) ನಿಯಮಗಳು, 1974ರ ಅನುಸಾರವಾಗಿ ಕರ್ನಾಟಕ ಲೋಕಸೇವಾ ಆಯೋಗವು ನಡೆಸುವ ಕನ್ನಡ ಭಾಷಾ ಪರೀಕ್ಷೆಯಲ್ಲಿ ಉತ್ತೀರ್ಣರಾಗತಕ್ಕದ್ದು.

6. ಆನ್‌ಲೈನ್ ಅರ್ಜಿ ಸಲ್ಲಿಸಲು ಅಥವಾ ಶುಲ್ಕ ಸಂದಾಯ ಮಾಡಲು ಸೂಚನೆ :-

(ಎ) ಸದರಿ ಹುದ್ದೆಗಳಿಗೆ ಅರ್ಜಿ ಸಲ್ಲಿಸಲು ಬಯಸುವ ಅಭ್ಯರ್ಥಿಗಳು https://karnatakajudiciary.kar.nic.in/recruitment.php ವೆಬ್‌ಸೈಟ್‌ನ ಮೂಲಕ ಆನ್‌ಲೈನ್‌ನಲ್ಲಿ ಅರ್ಜಿ ಸಲ್ಲಿಸಬಹುದಾಗಿದೆ. ಆನ್‌ಲೈನ್ ಅನ್ನು ಹೊರತುಪಡಿಸಿ ಇತರ ಯಾವುದೇ ವಿಧಾನದಲ್ಲಿ ಕಳುಹಿಸಿದ ಅರ್ಜಿಗಳನ್ನು ಪರಿಗಣಿಸಲಾಗುವುದಿಲ್ಲ. ಈ ಮುಂದೆ ಹೇಳಿರುವಂತೆ ಶುಲ್ಕವನ್ನು ತುಂಬುವುದು.

(ಬಿ) ಆನ್‌ಲೈನ್ ಮೂಲಕ ಶುಲ್ಕ ಸಂದಾಯ: ಅಭ್ಯರ್ಥಿಗಳು ಆನ್‌ಲೈನ್‌ನಲ್ಲಿ ಅರ್ಜಿ ಸಲ್ಲಿಸಿದ ನಂತರ https://karnatakajudiciary.kar.nic.in/recruitment.php ಲಿಂಕ್ ಮೂಲಕ ಸ್ಟೇಟ್ ಬ್ಯಾಂಕ್ ಆಫ್ ಇಂಡಿಯಾ ಆನ್‌ಲೈನ್ ಪೇಮೆಂಟ್ ಗೇಟ್‌ವೇಯಿಂದ ಶುಲ್ಕವನ್ನು ಸಂದಾಯ ಮಾಡತಕ್ಕದ್ದು.

(ಡಿ) ಪೂರ್ವಭಾವಿ ಪರೀಕ್ಷೆ ಶುಲ್ಕ ಸಂದಾಯ: ಸಾಮಾನ್ಯ ಅಭ್ಯರ್ಥಿಯು ಮತ್ತು ಪ್ರವರ್ಗ- II(ಎ)/II(ಬಿ)/III(ಎ)/III(ಬಿ) ಅಭ್ಯರ್ಥಿಯು ರೂ.1,000/-(ರೂಪಾಯಿ ಒಂದು ಸಾವಿರ ಮಾತ ್ರ) ಶುಲ್ಕವನ್ನು ಸಂದಾಯ ಮಾಡತಕ್ಕದ್ದು. ಪ.ಜಾ/ಪ.ಪಂ/ ಪ್ರವರ್ಗ-I ಕ್ಕೆ ಸೇರಿದ ಅಭ್ಯರ್ಥಿಗಳು ರೂ. 500/- (ರೂಪಾಯಿ ಐದು ನೂರು ಮಾತ ್ರ) ಶುಲ್ಕವನ್ನು ಸಂದಾಯ ಮಾಡತಕ್ಕದ್ದು.

(ಇ) ಪೂರ್ವಭಾವಿ ಪರೀಕ್ಷೆಯಲ್ಲಿ ಯಶಸ್ವಿಯಾದ ಪ್ರತಿಯೊಬ್ಬ ಅಭ್ಯರ್ಥಿಯು, ಮುಖ್ಯ ಲಿಖಿತ ಪರೀಕ್ಷೆಗೆ ಹಾಜರಾಗಲು, ಪೂರ್ವಭಾವಿ ಪರೀಕ್ಷೆಯ ಫಲಿತಾಂಶವನ್ನು ಘೋಷಿಸಿದ ದಿನಾಂಕದಿಂದ 15(ಹದಿನೈದು) ದಿನಗಳೊಳಗೆ, ಮುಖ್ಯ ಲಿಖಿತ ಪರೀಕ್ಷಾ ಶುಲ್ಕವನ್ನು ಸಂದಾಯ ಮಾಡತಕ್ಕದ್ದು, ಹಾಗೆ ಸಂದಾಯ ಮಾಡಲು ತಪ್ಪಿದಲ್ಲಿ, ಅಂಥ ಅಭ್ಯರ್ಥಿಯ ಅಭ್ಯರ್ಥಿಕೆಯನ್ನು ಮುಖ್ಯ ಲಿಖಿತ ಪರೀಕ್ಷೆಗೆ ಪರಿಗಣಿಸಲಾಗುವುದಿಲ್ಲ.

ಸಾಮಾನ್ಯ ಅಭ್ಯರ್ಥಿಯು ಮತ್ತು ಪ್ರವರ್ಗ-II(ಎ)/II(ಬಿ)/III(ಎ)/III(ಬಿ) ಅಭ್ಯರ್ಥಿಯು ರೂ. 1,500/- (ರೂಪಾಯಿ ಒಂದು ಸಾವಿರದ ಐದುನೂರು ಮಾತ ್ರ) ಶುಲ್ಕವನ್ನು ಸಂದಾಯ ಮಾಡತಕ್ಕದ್ದು. ಪ.ಜಾ/ಪ.ಪಂ/7 ಪ್ರವರ್ಗ-I ಕ್ಕೆ ಸೇರಿದ ಅಭ್ಯರ್ಥಿಗಳು ರೂ.750/- (ರೂಪಾಯಿ ಏಳುನೂರ ಐವತ್ತು ಮಾತ ್ರ) ಶುಲ್ಕವನ್ನು ಸಂದಾಯ ಮಾಡತಕ್ಕದ್ದು.

7. ಇತರ ಷರತ್ತುಗಳು :

(ಎ) ಒಮ್ಮೆ ಸಂದಾಯ ಮಾಡಿದ ಶುಲ್ಕವನ್ನು ಯಾವುದೇ ಸಂದರ್ಭಗಳಲ್ಲೂ ಮರುಪಾವತಿಸತಕ್ಕದ್ದಲ್ಲ.

(ಬಿ) ಸ್ಪರ್ಧಾತ್ಮಕ, ಮುಖ್ಯ ಲಿಖಿತ ಪರೀಕ್ಷೆ ಮತ್ತು ಮೌಖಿಕ ಪರೀಕ್ಷೆಗೆ ಕರೆಯಲ್ಪಡುವ ಅಭ್ಯರ್ಥಿಗಳು, ತಮ್ಮ ಸ್ವಂತ ಖರ್ಚಿನಲ್ಲಿ ಹಾಜರಾಗತಕ್ಕದ್ದು.

(ಸಿ) ಆನ್‌ಲೈನ್ ಹೊರತುಪಡಿಸಿ ಇತರ ಯಾವುದೇ ವಿಧಾನದಲ್ಲಿ ಕಳುಹಿಸಿದ ಅರ್ಜಿಗಳನ್ನು ಪರಿಗಣಿಸಲಾಗುವುದಿಲ್ಲ.

(ಡಿ) ಪರಿಶಿಷ್ಟ ಜಾತಿ/ಪರಿಶಿಷ್ಟ ಪಂಗಡ, ಪ್ರವರ್ಗ-I/II(ಎ)/II(ಬಿ)/III(ಎ)/III(ಬಿ) ಅಡಿಯಲ್ಲಿ ಮೀಸಲಾತಿಯನ್ನು ಕೋರುವ ಅಭ್ಯರ್ಥಿಗಳು, ಕರ್ನಾಟಕ ಸರ್ಕಾರವು ನಿಗದಿಪಡಿಸಿರುವ ನಮೂನೆಯಲ್ಲಿ ಮತ್ತು ಸಕ್ಷಮ ಪ್ರಾಧಿಕಾರವು ನೀಡಿದ ಪ್ರಮಾಣಪತ್ರವನ್ನು ಆನ್‌ಲೈನ್ ಅರ್ಜಿಯನ್ನು ಸಲ್ಲಿಸುವ ಸಮಯದಲ್ಲಿ ಹೊಂದಿರತಕ್ಕದ್ದು ಮತ್ತು ಆಯ್ಕೆ ಸಮಿತಿಯು ನಿರ್ದೇಶಿಸಲ್ಪಟ್ಟಾಗ ತಪ್ಪದೆ ಹಾಜರುಪಡಿಸುವುದು.

(ಇ) ಅಂಗವಿಕಲ ವರ್ಗದ ಅಡಿಯಲ್ಲಿ ಮೀಸಲಾತಿಯನ್ನು ಕೋರುವ ಅಭ್ಯರ್ಥಿಗಳು ಸಕ್ಷಮ ಪ್ರಾಧಿಕಾರ ನೀಡಿದ ಪ್ರಮಾಣಪತ್ರವನ್ನು ಆನ್‌ಲೈನ್ ಅರ್ಜಿಯನ್ನು ಸಲ್ಲಿಸುವ ಸಮಯದಲ್ಲಿ ಹೊಂದಿರತಕ್ಕದ್ದು ಮತ್ತು ಆಯ್ಕೆ ಸಮಿತಿಯು ನಿರ್ದೇಶಿಸಲ್ಪಟ್ಟಾಗ ತಪ್ಪದೆ ಹಾಜರುಪಡಿಸುವುದು.

(ಎಫ್) ಮಾಜಿ ಸೈನಿಕ ವರ್ಗದ ಅಡಿಯಲ್ಲಿ ಮೀಸಲಾತಿಯನ್ನು ಕೋರುವ ಅಭ್ಯರ್ಥಿಗಳು ಕೇಂದ್ರ ಸಶಸ್ತ್ರ ಪಡೆೆಯಿಂದ ಬಿಡುಗಡೆ ಮಾಡಲಾದ ಅಥವಾ ವಿಮುಕ್ತಿಗೊಳಿಸಿದ ಪ್ರಮಾಣ ಪತ್ರವನ್ನು ಆನ್‌ಲೈನ್ ಅರ್ಜಿಯನ್ನು ಸಲ್ಲಿಸುವ ಸಮಯದಲ್ಲಿ ಹೊಂದಿರತಕ್ಕದ್ದು ಮತ್ತು ಆಯ್ಕೆ ಸಮಿತಿಯು ನಿರ್ದೇಶಿಸಲ್ಪಟ್ಟಾಗ ತಪ್ಪದೆ ಹಾಜರುಪಡಿಸುವುದು.

(ಜಿ) ಗ್ರಾಮೀಣ ಮೀಸಲಾತಿಯಡಿಯಲ್ಲಿ ಅರ್ಜಿ ಸಲ್ಲಿಸುವಂತಹ ಅಭ್ಯರ್ಥಿಗಳು 1 ರಿಂದ 10ನೇ ತರಗತಿಯವರೆಗೆ ಕಡ್ಡಾಯವಾಗಿ ಗ್ರಾಮೀಣ ಮೀಸಲಾತಿಗೆ ಒಳಪಡುವ ಪ್ರದೇಶಗಳಲ್ಲಿ ವ್ಯಾಸಂಗ ಮಾಡಿರತಕ್ಕದು. ಅಭ್ಯರ್ಥಿಗಳು ಸರ್ಕಾರಿ ಆದೇಶ ಸಂಖ್ಯೆ ಸಿಆಸುಇ 96 ಸೆನೆನಿ 2005 ದಿನಾಂಕ 10.08.2005 ರನ್ವಯ ಸಂಬಂಧಪಟ್ಟ ಶಾಲೆಯ ಮುಖ್ಯೋಪಾಧ್ಯಾಯರ ಸಹಿ ಮತ್ತು ಕ್ಷೇತ್ರ ಶಿಕ್ಷಣಾಧಿಕಾರಿಯವರ ಮೇಲುರುಜುವಿನೊಂದಿಗೆ ನಿಗದಿ ಪಡಿಸಿದ ನಮೂನೆಯಲ್ಲಿ ಪ್ರಮಾಣ ಪತ್ರವನ್ನು ಹೊಂದಿರತಕ್ಕದ್ದು ಮತ್ತು ಗ್ರಾಮೀಣ ಮೀಸಲಾತಿಯಡಿಯಲ್ಲಿ ಅರ್ಜಿ ಸಲ್ಲಿಸುವಂತಹ ಸಾಮಾನ್ಯ ಅರ್ಹತೆಯ ಅಭ್ಯರ್ಥಿಗಳು ಮೇಲುಸ್ತರಕ್ಕೆ ಸೇರಿಲ್ಲದಿರುವ ಬಗ್ಗೆ ಸರ್ಕಾರಿ ಆದೇಶ ಸಂಖ್ಯೆ ಸಿಆಸುಇ 8 ಸೆನೆನಿ 2001 ದಿನಾಂಕ 13.02.2001 ರನ್ವಯ ನಮೂನೆ-1ರಂತೆ ಸಂಬಂಧಿತ ತಹಶೀಲ್ದಾರ್‌ರವರಿಂದ ಪಡೆದ ಪ್ರಮಾಣ ಪತ್ರವನ್ನು ಸಹ ಆನ್‌ಲೈನ್ ಅರ್ಜಿ ಸಲ್ಲಿಸುವ ಸಮಯಕ್ಕೆ ಹೊಂದಿರತಕ್ಕದ್ದು ಮತ್ತು ಆಯ್ಕೆ ಸಮಿತಿಯು ನಿರ್ದೇಶಿಸಲ್ಪಟ್ಟಾಗ ತಪ್ಪದೆ ಹಾಜರುಪಡಿಸುವುದು.

(ಎಚ್) ಕನ್ನಡ ಮಾಧ್ಯಮದ ಮೀಸಲಾತಿಯಡಿಯಲ್ಲಿ ಅರ್ಜಿ ಸಲ್ಲಿಸುವಂತಹ ಅಭ್ಯರ್ಥಿಗಳು 1 ರಿಂದ 10ನೇ ತರಗತಿಯವರೆಗೆ ಕಡ್ಡಾಯವಾಗಿ ಕನ್ನಡ ಮಾಧ್ಯಮದಲ್ಲಿ ವ್ಯಾಸಂಗ ಮಾಡಿದ ಬಗ್ಗೆ ಸರ್ಕಾರಿ ಅಧಿಸೂಚನೆ ಸಂಖ್ಯೆ ಸಿಆಸುಇ 71 ಸೆನೆನಿ 2001 ದಿನಾಂಕ 24.10.2002 ರನ್ವಯ ಸಂಬಂಧಪಟ್ಟ ಶಾಲೆಯ ಮುಖ್ಯೋಪಾಧ್ಯಾಯರ ಸಹಿ8 ಮತ್ತು ಕ್ಷೇತ್ರ ಶಿಕ್ಷಣಾಧಿಕಾರಿಯವರ ಮೇಲುರುಜು ಹೊಂದಿರುವ ಪ್ರಮಾಣ ಪತ್ರವನ್ನು ಆನ್‌ಲೈನ್ ಅರ್ಜಿ ಸಲ್ಲಿಸುವ ಸಮಯಕ್ಕೆ ಹೊಂದಿರತಕ್ಕದ್ದು ಮತ್ತು ಆಯ್ಕೆ ಸಮಿತಿಯು ನಿರ್ದೇಶಿಸಲ್ಪಟ್ಟಾಗ ತಪ್ಪದೆ ಹಾಜರುಪಡಿಸುವುದು.

(ಐ) 'ಇತರೆ' ವರ್ಗೀಕರಣದ ಅಡಿಯಲ್ಲಿ ಮೀಸಲಾತಿಯನ್ನು ಕೋರುವ ಅಭ್ಯರ್ಥಿಗಳು ಸಕ್ಷಮ ಪ್ರಾಧಿಕಾರವು ನೀಡಿರುವ ಪ್ರಮಾಣಪತ್ರವನ್ನು ಆನ್‌ಲೈನ್ ಅರ್ಜಿಯನ್ನು ಸಲ್ಲಿಸುವ ಸಮಯದಲ್ಲಿ ಹೊಂದಿರತಕ್ಕದ್ದು (Section 6 of The Transgender Persons (Protection of Rights) Act, 2019) ಮತ್ತು ಆಯ್ಕೆ ಸಮಿತಿಯು ನಿರ್ದೇಶಿಸಲ್ಪಟ್ಟಾಗ ತಪ್ಪದೆ ಹಾಜರುಪಡಿಸುವುದು.

(ಜೆ) ಅಭ್ಯರ್ಥಿಯು ಉತ್ತಮ ನಡತೆಯ ಎರಡು (ಅವನು/ಅವಳು ಓದಿದ ಸಂಸ್ಥೆ/ಕಾಲೇಜಿನ ಪ್ರಾಂಶುಪಾಲರಿಂದ ವಿದ್ಯಾಭ್ಯಾಸದ ವಿವರಗಳೊಂದಿಗೆ ಪಡೆದ ಒಂದು ಮತ್ತು ಅವನು/ಅವಳು ಚೆನ್ನಾಗಿ ಪರಿಚಯವಿರುವ ಹಾಗೂ ಸಂಬಂಧಿಯಾಗಿರದ ಒಬ್ಬ ಗೌರವಾನ್ವಿತ ವ್ಯಕ್ತಿಯಿಂದ ಪಡೆದ ಇನ್ನೊಂದು) ಪ್ರಮಾಣಪತ್ರಗಳನ್ನು ದಾಖಲಾತಿಗಳ ಪರೀಶೀಲನೆ ಸಮಯದಲ್ಲಿ ಹಾಜರುಮಾಡತಕ್ಕದ್ದು.

(ಕೆ) ಮೌಖಿಕ ಪರೀಕ್ಷೆಯ ಸಮಯದಲ್ಲಿ ದಾಖಲೆಗಳ ಪರಿಶೀಲನೆಗಾಗಿ ಕರೆಯಲ್ಪಡುವ ಅಭ್ಯರ್ಥಿಗಳು, ಶೈಕ್ಷಣಿಕ ವಿದ್ಯಾರ್ಹತೆ ಅಂದರೆ ಜನ್ಮ ದಿನಾಂಕವನ್ನು ತೋರಿಸಲು ಎಸ್.ಎಸ್.ಎಲ್.ಸಿ ಅಥವಾ ತತ್ಸಮಾನ ಪರೀಕ್ಷೆಯ ಪ್ರಮಾಣಪತ್ರ, ಗುರುತಿನ ಚೀಟಿ, ಪದವಿ ಹಾಗೂ ಕಾನೂನು ಪದವಿಯ ಅಂಕ ಪಟ್ಟಿಗಳು ಮತ್ತು ಘಟಿಕೋತ್ಸವ ಪ್ರಮಾಣಪತ್ರಗಳು, ಜಾತಿ ಪ್ರಮಾಣ ಪತ್ರ, ಗ್ರಾಮೀಣ / ಅಂಗವಿಕಲ / ಮಾಜಿ ಸೈನಿಕರು / ಕನ್ನಡ ಮಾಧ್ಯಮ ಮತ್ತು ಇತರೆ (Transgenders) ಸಂಬಂಧಿಸಿದಂತೆ ಕೋರಿರುವ ಮೀಸಲಾತಿಗಳ ಪ್ರಮಾಣ ಪತ್ರಗಳಿಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ಸ್ವಯಂ ಧೃಡೀಕೃತ ಮೂರು ಛಾಯ ಪ್ರತಿಗಳ ಜೊತೆಗೆ ಅಗತ್ಯ ಮೂಲ ದಾಖಲೆಗಳನ್ನು ಪರಿಶೀಲನೆಗಾಗಿ ಸಲ್ಲಿಸತಕ್ಕದ್ದು.

(ಎಲ್) ಕರ್ನಾಟಕ ಸಿವಿಲ್ ಸೇವೆಗಳು (ಸಾಮಾನ್ಯ ನೇಮಕಾತಿ) ನಿಯಮಗಳು 1977ರ ತಿದ್ದುಪಡಿಯಾದ ನಿಯಮ 11ರ ಪ್ರಕಾರ ಸೇವಾ ನಿರತ ಅಭ್ಯರ್ಥಿಗಳು ಆನ್‌ಲೈನ್‌ನಲ್ಲಿ ಅರ್ಜಿಯನ್ನು ಭರ್ತಿಮಾಡುವ ಸಂದರ್ಭದಲ್ಲಿ 'ಹೌದು' ಅಥವಾ 'ಇಲ್ಲ' ಎಂಬುದನ್ನು ಆಯಾ ಕಾಲಂನಲ್ಲಿ ನಮೂದಿಸತಕ್ಕದ್ದು ಮತ್ತು ಅವರು ಆಯ್ಕೆಗೊಂಡ ಸಂದರ್ಭದಲ್ಲಿ ಅವರು ಕರ್ತವ್ಯ ನಿರ್ವಹಿಸುತ್ತಿರುವ ಇಲಾಖೆಯಿಂದ 'ನಿರಪೇಕ್ಷಣಾ ಪತ್ರ' ವನ್ನು ಒದಗಿಸತಕ್ಕದ್ದು.

(ಎಮ್) ಪರಿಶೀಲನೆಯ ಯಾವುದೇ ಸಮಯದಲ್ಲಿ ಅಥವಾ ನೇಮಕಾತಿಯ ಯಾವುದೇ ಹಂತದಲ್ಲಿ, ಅಭ ್ಯರ್ಥಿಯು ಅರ್ಜಿಯಲ್ಲಿ ಒದಗಿಸಿರುವ ಮಾಹಿತಿಯು ಸುಳ್ಳು ಎಂದು ಕಂಡುಬಂದರೆ ಅಥವಾ ಅಭ ್ಯಥಿಯು ಯಾವುದೇ ಅರ್ಹತಾ ಮಾನದಂಡಗಳನ್ನು ಪೂರೈಸದಿದ್ದಲ್ಲಿ ಅಥವಾ ಅವನು/ಅವಳು ಯಾವುದೇ ವಸ್ತುನಿಷ್ಠ ಸತ್ಯಗಳನ್ನು ತಿರುಚಿದರೆ ಅಥವಾ ಮೊಟಕುಗೊಳಿಸಿದರೆ, ಅವನ/ಅವಳ ಉಮೇದುವಾರಿಕೆಯನ್ನು ರದ್ದುಗೊಳಿಸಲಾಗುತ್ತದೆ. ನೇಮಕಾತಿಯ ನಂತರವೂ ಅಂತಹ ಯಾವುದೇ ನ್ಯೂನತೆಗಳು ಕಂಡುಬಂದರೆ, ಅವನ/ಅವಳ ನೇಮಕಾತಿಯನ್ನು ಕೊನೆಗೊಳಿಸಲಾಗುವುದು. ತಪ್ಪು, ಅಪೂರ್ಣ ಅಥವಾ ತಪ್ಪಾದ ಮಾಹಿತಿಯನ್ನು ಒದಗಿಸುವುದು ಅಭ ್ಯರ್ಥಿಯ ಅನರ್ಹತೆಗೆ ಕಾರಣವಾಗುವುದಲ್ಲದೆ ಅಂತಹ ಮಾಹಿತಿಯನ್ನು ಒದಗಿಸಿದ್ದಕ್ಕಾಗಿ ಕ್ರಿಮಿನಲ್ ಮೊಕದ್ದಮೆಗೆ ಹೊಣೆಗಾರನಾಗುತ್ತಾನೆ/ಳೆ.

DIRECT RECRUITMENT TO THE POST OF CIVIL JUDGE

It is hereby notified that under the provisions of Karnataka Judicial Service (Recruitment) Rules, 2004 and Amendment Rules 2011, 2015 and 2016, the High Court of Karnataka invites online applications for direct recruitment to 57 posts of Civil Judges which includes 16 Backlog Posts.

1. Minimum Qualification and Age Limit: -

A. Direct Recruitment:-

(a) Must be holder of a Degree in Law granted by a University established by Law in India and must have enrolled as an Advocate.

(b) Must not have completed as on the last date fixed for receipt of applications, Thirty Eight years of age in the case of candidates belonging to Scheduled Caste or Scheduled Tribe and Thirty Five years of age in the case of others.

(c) For Ex-servicemen candidates, relaxation of three years in the upper age limit.

B. In-service Candidates:-

(a) Must be holder of a Degree in Law granted by a University established by Law in India.

(b) Must not have completed as on the last date fixed for receipt of applications, Forty Three years of age in the case of candidates belonging to Scheduled Caste or Scheduled Tribe and Forty years of age in the case of others.

(c) All In-service candidates having required qualification working in the High Court and in the District Judiciary irrespective of their cadres are eligible to apply for the post of Civil Judge.

(d) Assistant Public Prosecutors/Additional Government Pleaders who are working in the Department of Prosecutions and Government Litigation are also eligible to apply for the post of Civil Judges.

Note: 1. Direct recruitment to the cadre of Civil Judges is subject to any order made under Article 16(4) or 16(4A) of the Constitution of India, providing reservation for Scheduled Castes, Scheduled Tribes and other backward classes.

2. For direct recruitment to the cadre of Civil Judges 1% (One

percent) reservation has been provided for Orthopedic disabled persons (persons having disability with one arm (OA)/one leg (OL)/both legs (BL), subject to the prescribed qualifications.

2. The Vertical Roster is followed as per Government Order No.DPAR 01 SeHiMa 2022 dated 28.12.2022.

3. Indicates the classification as per Government Order No. DPAR 179 SeNeNi 2020 dated 14.07.2021 i.e., Reservation for Transgender.

4. Other classifications of vacancies is made as per

relevant Government Orders in force.

3. Method of Recruitment:- By direct recruitment on the basis of aggregate of marks obtained in a Competitive Examination (Main Written Examination) and Viva-Voce conducted by High Court of Karnataka.

(1) The Competitive Examination for recruitment of Civil Judges shall consist of 3 stages i.e., (a) Preliminary Examination (b) Main Written Examination and (c) Viva-Voce. The marks secured in the Preliminary Examination is considered only for Eligibility for the Main Written Examination.

(a) PRELIMINARY EXAMINATION:-

The Preliminary Examination will be by way of Objective Type Question Paper consisting of 100 marks and the syllabi for the said examination is as under:-

Part-A : Code of Civil Procedure, 1908;

Negotiable Instruments Act, 1881;

Transfer of Property Act, 1882;

Indian Contract Act, 1872;

Specific Relief Act, 1963;

Indian Constitution; and

Karnataka Rent Act, 1999.

Part-B : Code of Criminal Procedure, 1973;

Indian Penal code, 1860; and

Indian Evidence Act, 1872.

Part-C : General knowledge – Test of reasoning

and mental ability.

(b) MAIN WRITTEN EXAMINATION:-

(i) Translation Paper (Maximum Marks 100)

There will be one translation paper and the candidates will be required to translate passages in English into Kannada and Kannada into English. The Passages will be from (1) Depositions, (2) Judgments and (3) Documents.

(ii) Law Paper I (Maximum Marks 100)

The Code of Civil Procedure, 1908;

The Code of Criminal Procedure, 1973;

The Indian Evidence Act, 1872;

Principles of Pleading and

The Constitution of India.

(iii) Law Paper II (Maximum Marks 100)

Framing of Issues and writing of Judgments in Civil Cases.

(iv) Law Paper III (Maximum Marks 100)

Framing of Charges and writing of Judgments in Criminal Cases.

(c) VIVA-VOCE (Maximum Marks 100)

The candidates General Knowledge, grasp of principles of law and suitability for appointment as Civil Judge shall be tested.

(d) COMPUTER TEST (Maximum Marks 25)

The test of knowledge of computers shall carry maximum 25 marks and such marks secured by the candidate shall be considered for ascertaining the suitability and computer knowledge of the candidates and shall not be aggregated to the total marks obtained in the Main Written Examination and Viva-Voce.

Note: Regarding (b) and (c), such of those candidates who desire to answer in Kannada may do so.

(e) (i) Minimum marks for pass in the Preliminary Examination shall be 50 for candidates belonging to Scheduled Castes and Scheduled Tribes and 60 for others.

(ii) Minimum marks for pass in each paper of the Main Written Examination shall be 40 for candidates belonging to Scheduled Castes and Scheduled Tribes and 50 for others.

(iii) Minimum marks for pass in the Viva-Voce shall be 40 for candidates belonging to Scheduled Castes and Scheduled Tribes and 50 for others.

Provided that no candidate who has secured less than the minimum marks specified above:

(i) in any paper of the Main Written Examination shall

be eligible for Viva-Voce.

(ii) in any paper of the Main Written Examination or in Viva-

Voce shall be eligible for appointment as Civil Judge.

(f) In order to be considered under General Category, a candidate belonging to a Scheduled Caste or Scheduled Tribe has to secure the minimum marks prescribed for General Category in the Preliminary Examination, Main Written Examination and Viva-Voce.

(2) From among the candidates who are eligible for viva-voce as per sub-rule II (1) (e) (ii) of Rule 5 of the Karnataka Judicial Service (Recruitment) Rules, 2004 and Amendment Rules, 2011, 2015 and 2016, as far as may be, such number of candidates as is equal to 7 (seven) times the number of vacancies notified, having regard to the number of vacancies in each reserved category, selected in the order of merit, shall be called for viva-voce Examination.

4. Disqualification for Appointment:- No person shall be eligible for appointment to the service –

(a) unless he/she is a Citizen of India;

(b) if he/she is compulsorily retired, removed or dismissed from Judicial Service or from service in Government or Statutory or Local Authority or if a candidate after being selected as a Judicial Officer has been discharged from service during probationary period.

(c) if he/she has been convicted of an offence involving moral turpitude or who is or has been permanently debarred or disqualified by the High Court or the Union Public Service Commission or any State Public Service Commission from appearing for examinations or selections conducted by it or has been removed from its roll by any Bar Council.

(d) if any penalty or punishment has been imposed by the Bar Council or any Disciplinary Authority which in the opinion of Selecting Authority, makes the applicant unsuitable for a judicial post.

(e) if he/she directly or indirectly influences the Recruiting Authority by any means for his/her candidature.

(f) if the marital status of the candidate is bigamous.

5. Probation:- A candidate selected will be initially on probation for two years or for extended period and the provisions of Karnataka Civil Services (Probation) Rules, 1977, shall mutatis mutandis, apply to persons so14 appointed. The candidates appointed as Civil Judge, during the period of probation, shall –

(a) undergo such training for a period not less than one year or more as specified by the High Court, and

(b) Pass the Kannada Language Examination conducted by the Karnataka Public Service Commission in accordance with the Karnataka Civil Services (Services and Kannada Language Examinations) Rules, 1974, if he/she has not already passed.

6. Instructions to submit Online application/payment of fee:-

(a) Those who are desirous of applying for the said posts are required to fill up their application through online by visiting the High Court of Karnataka website https://karnatakajudiciary.kar.nic.in/recruitment.php Applications sent by any other mode other than online will not be considered. The fee shall be remitted as hereunder:

(b) Online Payment: On submission of application through online, the candidate shall make online payment of prescribed fee by State Bank of India (SBI) online payment gateway through the link https://karnatakajudiciary.kar.nic.in/recruitment.php

Or

(c) Challan Payment: On submission of application through online, the candidate shall download the challan in PDF format from the State Bank of India (SBI) online payment gateway through the link https://karnatakajudiciary.kar.nic.in/recruitment.php and shall remit the prescribed fee in any branch of SBI. (System needs to support PDF reader-like Adobe, Acrobat).

(d) Preliminary Examination Fee : The Candidate belonging to General Merit and Category-II(A)/II(B)/III(A)/III(B) shall remit fee of Rs.1,000/- (Rupees One Thousand only). The candidate belonging to Scheduled Caste/Scheduled Tribe/Category-I shall remit fee of Rs.500/- (Rupees Five Hundred only).

(e) Main Written Examination fee shall be payable by each candidate who is successful in the Preliminary Examination and eligible to appear for the Main Written Examination immediately within 15 (Fifteen) days from the date of announcing the result of the Preliminary Examination, failing which, their candidature will not be considered for Main Written Examination. The candidate belonging to General Merit and Category –II(A)/II(B)/III(A)/III(B) shall remit fee of Rs. 1,500/- (Rupees One Thousand and Five Hundred only). The candidate belonging to Scheduled Caste/Scheduled Tribe/Category-I shall remit fee of Rs.750/- (Rupees Seven Hundred and Fifty only).

7. Other conditions:-

a) Fee once paid shall not be refunded under any circumstances.

b) Candidates shall appear for the Preliminary Examination, Main Written Examination and Viva-Voce at their own cost.

c) Applications sent/submitted by any mode other than online will not be considered.

d) Candidates Claiming Reservations under Scheduled Caste/ Scheduled Tribe, Category – I / II(A) / II(B) / III(A) / III(B) shall possess the caste certificate in the format as prescribed by the Government of Karnataka and issued by the Competent Authority at the time of submitting online application and produce the same whenever directed by the Selection Committee without fail.

e) Candidates claiming reservation under Persons with Benchmark Disability category shall posses the Certificates issued by Competent Authorities at the time of submitting online application and produce the same whenever directed by the Selection Committee without fail.

f) Candidates claiming reservation under Ex-servicemen category shall possess the certificate of release or discharge from Military Service at the time of submitting online application and produce the same whenever directed by the Selection Committee without fail.

g) Candidates claiming reservation under Rural Category should have studied from 1st to 10th standard in rural areas. The candidate shall possess Rural Study Certificate in the format prescribed by the Government of Karnataka in its G.O.No.DPAR 96 SRR 2005 dated 10.08.2005, duly attested by the Head Master of the School and countersigned by the concerned Block Education Officer (BEO) and General Merit candidate claiming reservation under Rural category shall also possess certificate in Form-1 obtained from concerned Tahsildar as per G.O. No. DPAR 8 SRR 2001 dated 13.02.2001, certifying that they do not fall under the Creamy Layer prescribed by Government of Karnataka at the time of submitting online application and produce the same whenever directed by the Selection Committee without fail.

h) Candidates claiming reservation under Kannada Medium category shall possess certificate for having studied in Kannada Medium from 1st to 10th standard in prescribed format as per Government Notification No. DPAR 71 SRR 2001 dated 24.10.2002, duly attested by the Head Master of the School and countersigned by the concerned Block Education Officer (BEO) at the time of submitting online application and produce the same whenever directed by the Selection Committee without fail.

i) Candidates claiming reservation under 'Others' shall possess the Certificate issued by the Competent Authority on or before the last date for submitting online application as per Section 6 of the Transgender Persons (Protection of Rights) Act, 2019.

j) The candidate shall furnish two character certificates of good character (one from the Principal of the Institution/College in which he/she last studied with study details and another from a R.N.I. No. KARBIL/2001/47147 POSTAL REGN. No. RNP/KA/BGS/2202/2017-19Licensed to post without prepayment WPP No. 297 17 respectable person not being a relative who is well acquainted with him/her at the time of verification of documents.

k) Candidates called for the document verification at the time of Viva- Voce shall produce all relevant original documents along with three sets of self attested copies of the same with regard to Educational Qualification i.e., SSLC or equivalent examination certificate to show the Date of Birth, ID Proof, Marks cards of Degree, Law Degree, Convocation Certificates and Certificate of Caste, reservations claimed with regard to Rural / Persons with benchmark disability/ Ex–servicemen/ Kannada Medium and others (Transgenders) etc., for verification.

l) In-service candidates shall mention 'Yes' or 'No' while submitting online application and if the candidate is selected, he/she shall produce "No Objection Certificate" from the concerned department, where he/she is working as per amended Rule 11 of Karnataka Civil Service (General Recruitment) Rules, 1977.

m) On verification, at any time or at any stage of recruitment, if it is found that the information furnished by the candidate in the application is false or the candidate does not fulfill any of the eligibility criteria and/or that he/she has suppressed/twisted or truncated any material facts, his/her candidature will stand cancelled. If any of these shortcomings is found even after appointment, his/her appointment shall be liable to be terminated. Furnishing of wrong, incomplete or incorrect information would not only lead to disqualification but also liable for criminal prosecution for furnishing such information.
