NOTIFICATION Whereas the draft of the following rules further to amend the Karnataka General Services (Development Branch and Local Government Branch) (Cadre and Recruitment) Rules, 2008, was published as required by sub section (1) of section 3 read with section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990) in Notification No. RDPR 313 GPK 2022 (E), Dated:27-02-2024 in Part IV-A in Karnataka Extraordinary Gazette dated: 27-02-2024 inviting objections and suggestions from all persons likely to be affected thereby by within fifteen days from the date of its publication of the draft in the Official Gazette.
Whereas, the said Gazette was made available to the public on 27-02-2024.
And whereas the objections and suggestions received in respect of the said draft rules have been considered by the State Government;
Now, therefore, in exercise of the powers conferred by sub-section (1) of Section 3 read with Section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990), the Government hereby makes the following rules, namely:-
RULES
1. Title and commencement.- (1) These rules may be called the Karnataka General Services (Development Branch and Local Government Branch) (Cadre and Recruitment) (Amendment) Rules, 2024.
(1)2 (2) They shall come into force from the date of their publication in the Official Gazette.
2. Substitution of rule 2.- In the Karnataka General Services (Development Branch and Local Government Branch) (Cadre and Recruitment) Rules, 2008, (hereinafter referred to as the said rules) for rule 2, the following shall be substituted namely:-
"2. Definition.- In these rules, unless the context otherwise requires,-
(a) "Appointing authority" means the Authority as specified in Schedule -II; and (b) "Development Department" means Departments of Agriculture, Co-operation, Social Welfare, Public Works, Women and Child Development, Animal Husbandry including such other departments declared as such by the State Government."
3. Amendment of the Schedule.- In the schedule to the said rules,-
(i) for the heading "SCHEDULE" the heading "SCHEDULE-I" shall be substituted.
(ii) at Serial No.7, after the category of post of "Gazetted Manager" and the entries relating thereto, the following shall be inserted, namely:-
| 7A | Senior Panchayat Development Officer (40,900- 78,200) | 1500 | By promotion from the the cadre of Panchayat Development Officer. | Must have put in a service of not less than five years in the cadre of Panchayat Development officer: P rovided that, if an official who has put in a service of five years is not available, then an official who has put in a service of not less than three years may be considered for promotion. |
(iii) at Serial No.8, for the category of the post of "Panchayat Development Officer" and the entries relating thereto, the following shall be substituted, namely:-
| 8 | Panchayat Development Officer (Rs37,900- 70,850) | 4454 | (1) Sixty five percent by direct recruitment in accordance with the Karnataka Civil Services (Direct Recruitment) (General) Rules, 2021; and (2) Thirty five percent by promotion from the cadre of Grama Panchayat Secretary and Rural development Assistant (Grade-I). | For direct recruitment.- Must possess a Bachelor's degree from an University established by law. F or promotion.-(1) Must have put in a service of not less than five years in the cadre of Grama Panchayat Secretary and Rural development Assistant (Grade-I): P rovided that, if an official who has put in a service of five years is not available, then an official who has put in a service of not less than three years may be considered for promotion. |
(iv) at Serial No.9, the for category of post of "Grama Panchayat Secretary and Rural Development Assistant (Grade-I)" and the entries relating thereto, the following shall be substituted, namely:-
| 9 | Grama Panchayat Secretary and Rural Developme nt Assistant (Grade-I) (Rs 27,650- 52,650) | 2127 | (1) Fifty Percent by direct recruitment in accordance with the Karnataka Civil Services (Direct Recruitment) (General) Rules, 2021; and (2) Fifty percent by promotion from the cadre of Grama Panchayat Secretary and Rural development Assistant (Grade-II) and Second Division Accounts Assistant in the ratio of 3:2, every 4th and 5th vacancy shall be filled by promotion from the cadre of Second Division Accounts Assistant | F or direct recruitment: Must possess a Bachelor's degree from an University established by law. For promotion: Must have put in a service of not less than five years in the cadres of Grama Panchayat Secretary and Rural Development Assistant (Grade-II) and Second Division Accounts Assistant, as the case may be: P rovided that, if an official who has put in a service of five years is not available, then an official who has put in a service of not less than three years may be considered for promotion. |
(v) in the entries relating to the category of post of "Grama Panchayat Secretary and Rural development Assistant (Grade-II)" at Serial No.10, in column number 5, for the entries under the heading "For direct recruitment" the following shall be substituted, namely:-
"Must have passed pre university course or equivalent qualification."
(vi) in the entries relating to the category of post of "Second Division Accounts Assistant" at Serial No.10A, in column number 5, for the entries under the heading "For direct recruitment" the following shall be substituted, namely:-
"Must have passed pre university course in commerce."
4. Insertion of new schedule.- In the said rules, after SCHEDULE as so amended, the following shall be inserted, namely:-
