13. Levy and collection of cess.- (1) There shall be levied and collected onetime CESS at the time of vehicle registration, at such rate not more than onethousand rupees, as may be notified, by the State Government. Different rates maybe levied for different class of motor vehicles.
(2) Every notification issued under sub section (1) shall be laid before eachhouse of the State Legislature.
(3) The registration Authority shall at the time of registration collect the cessso levied and remit the same to the Karnataka Road Safety fund, in such manneras may be prescribed.
