NOTIFICATION-I
Whereas the draft of the following rules further to amend the Karnataka Excise (Lease of the Right of Retail Vend of Wine or Fortified Wine) Rules, 2008, was published as required by sub- section (1) of Section 71 of the Karnataka Excise Act, 1965 (Karnataka Act 21 of 1966) in Notification-I No: FD 06 PES 2025, dated: 10-04-2026 in Part-IVA of the Karnataka Gazette (Extraordinary) No.272 dated: 10-04-2026 inviting objections and suggestions from all persons likely to be affected within Ten days from the date of its publication in the official Gazette.
And, whereas the said Gazette was made available to the public on 10th April, 2026.
And, whereas no objections and suggestions were received in respect of the said draft by the State Government.
Now, therefore, in exercise of the powers conferred by Section 71 of the Karnataka Excise Act, 1965 (Karnataka Act 21 of 1966), the Government of Karnataka hereby makes the following rules, namely:-
RULES
1. Title and commencement: - (1) These Rules may be called the Karnataka Excise (Lease of the Right of Retail Vend of Wine or Fortified Wine) (Amendment) Rules, 2026.
(2)They shall come into force from the date of their final publication in the official Gazette.
(1)2 2. Amendment of Rule 2:- In the Karnataka Excise (Lease of the Right of Retail Vend of Wine or Fortified Wine) Rules, 2008 (hereinafter referred to as the 'said rules'), in rule 2, in clause (8), for the word "Year", the words "Excise Year" shall be substituted.
3. Amendment of Rule 7:- In Rule 7 of the said rules, for sub-rule (2), the following shall be substituted, namely:-
"(2) The licence granted under sub-rule (1) shall be subject to the conditions specified therein and shall take effect from the date specified therein. The licence shall be valid for a period of 5 (five) Excise years including the year of grant, subject to annual payment of licence fee and additional licence fee at the prevailing rates".
4. Amendment of Rule 8:- In Rule 8 of the said rules, for sub-rule (2), the following shall be substituted, namely:-
"(2) On receipt of the application under sub-rule (1), the Deputy Commissioner of Excise may renew the lease for a period of 5 (five) Excise years including the year of renewal, subject to annual payment of licence fee and additional licence fee at the prevailing rates".

Īಯಮಗಳ
1. ಶೀಷಿೆ ಮತುà ¤ಾÎರಂಭ :- (1) ಈ ĪಯಮಗಳನುÇ ಕ£ಾಟಕ ಅಬಾĸ (®ೈŖ ಅಥ®ಾ įೕġ¥ೈŏ ®ೈನÇ ěಲЪೆ ¨ಾªಾಟದ ಹĔ´ನ ಗುĦÃೆ) Īಯಮಗಳ, 2026 ಎಂದು ಕ(cid:170)ೆಯತಕ(cid:180)ದು(cid:197).
(2)ಈ Īಯಮಗಳ, ಕ£ಾಟಕ (cid:170)ಾಜ(cid:205) ಪತÎದಲಿÐ ಅವಗಳನುÇ ಅಂ(cid:294)ಮ(cid:174)ಾ(cid:278) ಪÎಕġಸಿದ (cid:296)(cid:163)ಾಂಕ(cid:296)ಂದ ಾĸೆ ಬರತಕ(cid:180)ದು(cid:197).
2. 2 £ೇ (cid:298)ಯಮದ (cid:294)ದು(cid:197)ಪ(cid:291):– ಕ£ಾಟಕ ಅಬಾĸ (®ೈŖ ಅಥ®ಾ įೕġ¥ೈŏ ®ೈನÇ (cid:283)ಲ(cid:208)(cid:170)ೆ (cid:168)ಾ(cid:170)ಾಟದ ಹĔ´ನ ಗುĦÃೆ) Īಯಮಗಳ, 2008 ರ (ಇದರಲಿÐ ಇನುÇ ಮುಂ¡ೆ ಸದĸ Īಯಮಗೆಂದು ಉ¬ೆÐೕĕಸ¬ಾĖ¡ೆ), 2 £ೇ4 ĪಯಮದಲಿÐ, ಉಪ-(cid:298)ಯಮ (8) ರಲಿÐ "ವಷ" ಎಂಬ ಪದದ ಬದ(cid:172)ಾ(cid:278), "ಅಬಾĸ ವಷ" ಎಂಬ ಪದಗಳನು(cid:199) ಪ(cid:206)(cid:294)(cid:177)ಾ(cid:196)(cid:299)ಸತಕ(cid:180)ದು(cid:197).
3.7 £ೇ Īಯಮದ ĦದುÅಪģ:– ಸದ(cid:312) (cid:298)ಯಮಗಳ 7 £ೇ ĪಯಮದಲಿÐ, ಉಪ-(cid:298)ಯಮ (2) ರ ಬದ(cid:172)ಾ(cid:278), ಈ ಮುಂ(cid:296)ನದನು(cid:199) ಪ(cid:206)(cid:294)(cid:177)ಾ(cid:196)(cid:299)ಸತಕ(cid:180)ದು(cid:197), ಎಂದ(cid:170)ೆ:-
"(2) ಉಪ-(cid:298)ಯಮ (1) ರ ಅģಯಲಿÐ ಮಂಜೂರು (cid:168)ಾಡ(cid:172)ಾದ ಸನ(cid:199)ದು ಅದರಲಿÐ ĪĨಷ¾ಪģಸಿದ ಷರತುÃಗಳಿೆ ಒಳಪġ¾ರುತáೆ ²ಾಗೂ ಅದರಲಿÐ ĪĨಷ¾ಪģಸಿದ Ĩ£ಾಂಕĨಂದ ಾĸೆ ಬರುತáೆ. ಪÎĦ ವಷ ಪÎಚಲಿತ ದರಗಳೆಂ ಸನÇದು ಶುಲ´ ಮತುà ²ೆಚು¹ವĸ ಸನÇದು ಶುಲ´ದ ¤ಾವĦೆ ಒಳಪಟು¾, ಮಂಜೂªಾĦ Īೕಡ¬ಾĖರುವ ವಷ ±ೇĸದೆಂ 5 (ಐದು) ಅಬಾĸ ವಷಗಳ ಅವĩೆ ಸನÇದು ¨ಾನÍ®ಾĖರುತáೆ".
4. 8 £ೇ Īಯಮದ ĦದುÅಪģ:– ಸದ(cid:312) (cid:298)ಯಮಗಳ 8 £ೇ ĪಯಮದಲಿÐ, ಉಪ-(cid:298)ಯಮ (2) ರ ಬದ(cid:172)ಾ(cid:278), ಈ ಮುಂ(cid:296)ನದನು(cid:199) ಪ(cid:206)(cid:294)(cid:177)ಾ(cid:196)(cid:299)ಸತಕ(cid:180)ದು(cid:197), ಎಂದ(cid:170)ೆ:-
"(2) ಉಪ-(cid:298)ಯಮ (1) ರ ಅģಯಲಿÐ ಅĝಯನುÇ ಸಿÒೕಕĸಸಿದ ನಂತರ, ಪÎĦ ವಷ ಪÎಚಲಿತ ದರಗಳೆಂ ಸನÇದು ಶುಲ(cid:180) ಮತು(cid:195) (cid:178)ೆಚು(cid:185)ವ(cid:312) ಸನ(cid:199)ದು ಶುಲ(cid:180)ದ ¤ಾವĦೆ ಒಳಪಟು(cid:190), ಅಬಾĸ ಉಪ ಆಯುಕ(cid:195)ರು ನವೀಕರಣ ವಷವನುÇ ಒಳೊಂಡೆಂ 5 (ಐದು) ಅಬಾĸ ವಷಗಳ ಅವĩೆ ಗುĦÃೆಯನುÇ ನವೀಕĸಸಬಹುದು".

6(i) Clause (1-A) shall be renumbered as (1-AA).
(ii) Before Clause (1-AA) as so renumbered, the following shall be inserted, namely:-
"(1-A) "Excise Year" means the year commencing on the first day of Juy and ending with the 30th day of June of the next calendar year".
3. Amendment of Rule 8:- In Rule 8 of the said rules, for sub-rule (1), the following shall be substituted, namely:-
"(1) The licence shall be granted in Form M.W.G.2 and shall be subject to the conditions specified therein and shall take effect from the date specified therein.
The licence shall be valid for a period of 5 (five) Excise years including the year of grant, subject to annual payment of licence fee and additional licence fee at the prevailing rates".

Whereas the draft of the following rules further to amend the Karnataka Excise (Manufacture of Wine) Rules, 2008, was published as required by sub-section (1) of Section 71 of the Karnataka Excise Act, 1965 (Karnataka Act 21 of 1966) in Notification-III No: FD 06 PES 2025, dated: 10-04-2026 in Part-IVA of the Karnataka Gazette (Extraordinary) No.272 dated: 10-04-2026 inviting objections and suggestions from all persons likely to be affected within Ten days from the date of its publication in the official Gazette.
And, whereas the said Gazette was made available to the public on 10th April, 2026.
And, whereas no objections and suggestions were received in respect of the said draft by the State Government.
Now, therefore, in exercise of the powers conferred by Section 71 of the Karnataka Excise Act, 1965 (Karnataka Act 21 of 1966), the Government of Karnataka hereby makes the following rules, namely:-
RULES
1. Title and commencement: - (1) These Rules may be called the Karnataka Excise (Manufacture of Wine) (Amendment) Rules, 2026.
(2)They shall come into force from the date of their final publication in the official Gazette.
2. Amendment of Rule 2:- In the Karnataka Excise (Manufacture of Wine) Rules, 2008 (hereinafter referred to as the 'said rules'), in Rule 2, after clause (2), the following clause shall be inserted, namely:-
"(2-A) "Excise Year" means the year commencing on the first day of Juy and ending with the 30th day of June of the next calendar year".
103.Amendment of Rule 5:- In Rule 5 of the said rules, for sub-rule (1), the following shall be substituted, namely:-
"(1) The licence shall be granted in Form F.W.2 and shall be subject to the conditions specified therein and shall take effect from the date specified therein. The licence shall be valid for a period of 5 (five) Excise years including the year of grant, subject to annual payment of licence fee and additional licence fee at the prevailing rates".

1. ಶೀಷಿೆ ಮತುÃ ¤ಾÎರಂಭ :- (1) ಈ ĪಯಮಗಳನುÇ ಕ£ಾಟಕ ಅಬಾĸ (®ೈŖ ತ©ಾĸೆ) Īಯಮಗಳ, 2026 ಎಂದು ಕ(cid:170)ೆಯತಕ(cid:180)ದು(cid:197).
(2) ಈ Īಯಮಗಳ, ಕ£ಾಟಕ (cid:170)ಾಜ(cid:205) ಪತÎದಲಿÐ ಅವಗಳನುÇ ಅಂ(cid:294)ಮ(cid:174)ಾ(cid:278) ಪÎಕġಸಿದ (cid:296)(cid:163)ಾಂಕ(cid:296)ಂದ ಾĸೆ ಬರತಕ(cid:180)ದು(cid:197).
