NOTIFICATION The draft of the following rules further to amend the Karnataka Higher Education Department Services (Technical Education Department) (Cadre and Recruitment) Rules, 2024, which the Government of Karnataka proposes to make in exercise of the powers conferred by sub-section (1) of section 3 read with section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990) is hereby published as required by clause (a) of sub-section (2) of section 3 of the said Act, for the information of all the persons likely to be affected thereby and notice is hereby given that the said draft will be taken into consideration after seven days from the date of its publication in the official Gazette.
Any objection or suggestion which may be received by the State Government from any person with respect to the said draft before the expiry of the period specified above will be considered by the State Government. The Objections or suggestions may be addressed to the Secretary to Government, Department of Higher Education Department (Technical Education), 6th Floor, M.S. Building, Dr. B.R. Ambedkar Veedhi, Bengaluru – 560 001.
DRAFT RULES
1. Title and Commencement.-(1) These rules may be called the Karnataka Higher Education Department Services (Technical Education Department) (Cadre and Recruitment) (Amendment) Rules, 2026.
(2) They shall come into force from the date of their final publication in the official Gazette.
(1)2 2. Amendment to the Schedule.- In Karnataka Higher Education Department (Technical Education Department) (Cadre and Recruitment) Rules, 2024, in the Schedule,-
(1) for the category of post of Principal, Government Polytechnics (Engineering subjects) AICTE Pay scale and at Serial No.12 and entries relating theirto the following shall be substituted, namely:-

Principal, | Government Polytechnics (Engineering Subjects) (AICTE Scale) Rs.1,31,400- 2,17,100) | Pay | 75 Forty percent by direct recruitment in accordance with the Karnataka State Civil Services (Direct Recruitment General) Rules, 2021; and Sixty Percent by promotion from the cadre of Head of Department Engineering/ Technology and Humanities and Science subject in Government Polytechnics in a ratio of 50:1. | For Direct Recruitment: Qualification as per AICTE Regulations or concerned national regulatory authorities issued from time to time. For Promotion: (1) Must have put in a service of not less than 3 years in the cadre of Head of Department Engineering/ Technology and Humanities and Science subject in Government Polytechnics. (2)The Heads of Department must have included in the combined seniority lists of the various disciplines in the Engineering Subjects and the Science Subjects. |
(2) for the category of post of Principal, Government Polytechnic, (Non- Engineering) (AICTE Pay scale) and at Serial No.13 and entries relating theirto the following shall be substituted, namely,-

(2) Must have Minimum of 15 years of experience in Teaching / Research / Industry, out of which 5 years in Lecturer (Selection Grade-II). An average 360* feedback score of 8 to 10 out of 10 for last 5 years. |
