. 915 No. 915 PROCEEDINGS OF THE GOVERNMENT OF KARNATAKA
SUBJECT: Redesigning and enhancing the Form 16-A of Karnataka Land Revenue Rules, 1966.
PREAMBLE:
Whereas, the Record of Rights is maintained under the provisions of the Karnataka Land Revenue Act, 1964 and the Karnataka Land Revenue Rules, 1966;
And whereas, Form16 or Form 16-A has already been prescribed under Rule 58, 62 of the Karnataka Land Revenue Rules, 1966, pursuant to the Karnataka Land Revenue (Amendment) Rules, 2022, for use in the villages or areas notified under the said Rules;
And whereas, substantial progress has since been made by the department in the digitization, integration of various authenticated department database and Aadhaar linking of land records, thereby enabling improved identification, authentication and verification of the recorded holders and land parcels. It is therefore considered necessary to incorporate all the attributes, subject to applicable law and prescribed safeguards, in the revised Form 16-A so as to enhance the transparency, accuracy, reliability and integrity of the Record of Rights;
And whereas, the Department has also undertaken digitization and integration of Akarbandh, cadastral maps, survey sketches and other spatial land records, and geo-referenced spatial datasets are increasingly becoming available; (1)2 And whereas, the existing Form 16-A is required to be revised to reflect the technological advancement in land-record management and to provide citizens with a more comprehensive, transparent and verifiable Record of Rights;
And whereas, the Government considers it necessary to redesign and enhance the existing Form 16-A, without altering the legal character of the Record of Rights or, by such redesign alone, creating, extinguishing or transferring any right, title or interest in land;
Now, therefore, in exercise of the powers conferred by Sections 197 read with other enabling provisions of the Karnataka Land Revenue Act, 1964 and the rules made thereunder, the Government of Karnataka hereby issues the following order:-
