ಕರ್ನಾಟಕ ಪುರಸಭೆ ಕಾಯ್ದೆ 1964ರ ಪ್ರಕರಣ 352(1)(b) ರಡಿಯಲ್ಲಿ ಪ್ರದತ್ತವಾದ ಅಧಿಕಾರವನ್ನು ಚಲಾಯಿಸಿ ಈ ಕೆಳಕಂಡವರನ್ನು ತಕ್ಷಣದಿಂದ ಜಾರಿಗೆ ಬರುವಂತೆ ಹಾಗೂ ಮುಂದಿನ ಆದೇಶದವರೆಗೆ ಮೂಡಿಗೆರೆ ಪಟ್ಟಣ ಪಂಚಾಯಿತಿಗೆ ಸದಸ್ಯರನ್ನಾಗಿ ಸರ್ಕಾರವು ನಾಮ ನಿರ್ದೇಶನ ಮಾಡಿದೆ.

ಸರ್ಕಾರವು ಮಂಗಳೂರು ಸ್ಥಳೀಯ ಯೋಜನಾ ಪ್ರದೇಶದ ಮಹಾ ಯೋಜನೆ 2001 (ಪರಿಷ್ಕøತ-II)ಕ್ಕೆ ಅಂತಿಮ ಅನುಮೋದನೆ ನೀಡಿ ಹೊರಡಿಸಲಾದ ಆದೇಶ ಸಂಖ್ಯೆ:ನಅಇ 186 ಮೈಅಪ್ರಾ 2009 ದಿನಾಂಕ:10.9.2009ಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂತೆ ಸದರಿ ಆದೇಶದಲ್ಲಿನ ಕೆಲವೊಂದು ನೂನ್ಯತೆಗಳನ್ನು ಸರಿಪಡಿಸಲು ಹೊರಡಿಸಲಾದ ತಿದ್ದುಪಡಿ ಸಂಖ್ಯೆ:ನಅಇ 186 ಮೈಅಪ್ರಾ 2009 ದಿನಾಂಕ:3.10.2009ರಲ್ಲಿನ ಕ್ರಮ ಸಂಖ್ಯೆ(7)ರಲ್ಲಿ "ಮಂಗಳೂರು ಮಹಾ ಯೋಜನೆ (ಪರಿಷ್ಕøತ-II) ವಲಯ ನಿಯಮಾವಳಿಗಳಲ್ಲಿನ ಅಂಶ 28.4.1ರಲ್ಲಿ ಅಕ್ರಮ ನಿವೇಶನಗಳನ್ನು ಸಕ್ರಮಗೊಳಿಸಲು ಪ್ರಸ್ತಾಪಿಸಿರುವುದು ಮೂಲ ಕಾಯ್ದೆಗೆ ವಿರುದ್ಧವಾಗಿರುತ್ತದೆ. ಈ ಬಗ್ಗೆ ಕರ್ನಾಟಕ ನಗರ ಮತ್ತು ಗ್ರಾಮಾಂತರ ಯೋಜನಾ ಕಾಯ್ದೆ 1961 ಹಾಗೂ ಇತರೆ ಕಾಯ್ದೆಗಳಿಗೆ ತಿದ್ದುಪಡಿ ತರುವ ಪ್ರಸ್ತಾವನೆಯು ಸರ್ಕಾರದ ಪರಿಶೀಲನೆಯಲ್ಲಿರುತ್ತದೆ. ಆದ್ದರಿಂದ ಅಂಶ 28.4.1ನ್ನು ತಕ್ಷಣದಿಂದಲೇ ಜಾರಿಗೆ ಬರುವಂತೆ ರದ್ದುಗೊಳಿಸಿದೆ" ಎಂದು ಆದೇಶಿಸಿರುವುದನ್ನು ತಕ್ಷಣದಿಂದ ಜಾರಿಗೆ ಬರುವಂತೆ ಮತ್ತು ಮುಂದಿನ ಆದೇಶದವರೆವಿಗೆ ತಡೆಹಿಡಿಯಲಾಗಿದೆ.

In exercise of the powers conferred by clause (s) of section 2 of the Code of Criminal Procedure, 1973 (Central Act 2 of 1974), the Government of Karnataka, hereby declare that with effect from the date of publication of this Notification in the Official Gazette, the areas and places specified in column (3) of the schedule below, shall cease to be within the jurisdiction of the Police Station specified in column (4) thereof and the said areas and places shall be included in the police station specified in column (2) thereof in respect of the offences specified below:

The Traffic Police Stations specified in column (2) shall be responsible for investigation of the offences under:

1. the Karnataka Traffic Control Act, 1960 (Karnataka Act No.18 of 1960)

2. the Karnataka Traffic (Control of Public Vehicles) Rules, 1979

3. the Karnataka Traffic Control (Regulation of Traffic on Highways) Rules, 1979 and the Karnataka Traffic Control Rules 1979

4. the Karnataka Public Conveyance Act, 1988 (Central Act 59 of 1988) and the Karnataka Motor Vehicle Rules 1989.

5. the Motor Vehicles Act, 1988 (Central Act 59 of 1988 )and the Karnataka Motor Vehicle Rules 1989 6 offences under sections 279, 304 (A), 337, 338 and 427 of Indian Penal Code, 1860.

ಕರ್ನಾಟಕ ಕಾರ್ಮಿಕರ ರಾಜ್ಯ ವಿಮಾ ಯೋಜನೆ (ವೈದ್ಯಕೀಯ) ಸೇವೆಗಳು (ನೇಮಕಾತಿ) (ತಿದ್ದುಪಡಿ) 2010ರ ನಿಯಮಗಳ ಕರಡನ್ನು ಕರ್ನಾಟಕ ಸಿವಿಲ್ ಸೇವಾ ಅಧಿನಿಯಮ 1978ರ (1990ರ ಕರ್ನಾಟಕ ಅಧಿನಿಯಮ 14) 3ನೇ ಪ್ರಕರಣದ (2)ನೇ ಉಪ-ಪ್ರಕರಣದ ಖಂಡ (ಎ)ರ ಮೂಲಕ ಸೂಚಿಸಿರುವಂತೆ ಪ್ರಕಟಿಸಲಾಗಿದ್ದು, ಇದರಿಂದ ಭಾದಿತರಾಗಬಹುದಾದ ಎಲ್ಲಾ ವ್ಯಕ್ತಿಗಳು ಈ ಅಧಿಸೂಚನೆಯು ರಾಜ್ಯ ಪತ್ರದಲ್ಲಿ ಪ್ರಕಟವಾದ ದಿನಾಂಕದಿಂದ ಹದಿನೈದು ದಿನಗಳೊಳಗೆ ಆಕ್ಷೇಪಣೆಗಳು ಮತ್ತು ಸಲಹೆಗಳನ್ನು ರಾಜ್ಯ ಸರ್ಕಾರಕ್ಕೆ ಸಲ್ಲಿಸಿದಲ್ಲಿ ಅದನ್ನು ಪರಿಗಣಿಸಲಾಗುವುದು ಆಕ್ಷೇಪಣೆ ಮತ್ತು ಸಲಹೆಗಳನ್ನು ಸರ್ಕಾರದ ಕಾರ್ಯದರ್ಶಿಗಳು, ಕಾರ್ಮಿಕ ಇಲಾಖೆ, ವಿಕಾಸ ಸೌಧ, ಬೆಂಗಳೂರು-560 001 ಇವರಿಗೆ ಕಳುಹಿಸತಕ್ಕದ್ದು.

ಕರಡು ನಿಯಮಗಳು

1) ಶೀರ್ಷಿಕೆ ಮತ್ತು ಪ್ರಾರಂಭ

:- (1) ಈ ನಿಯಮಗಳನ್ನು ಕರ್ನಾಟಕ ಕಾರ್ಮಿಕರ ರಾಜ್ಯ ವಿಮಾ ಯೋಜನೆ ವೈದ್ಯಕೀಯ ಸೇವಾ (ನೇಮಕಾತಿ) (ತಿದ್ದುಪಡಿ) ನಿಯಮಗಳು 2010 ಎಂದು ಕರೆಯತಕ್ಕದ್ದು.

2) ಪರಿಶಿಷ್ಟದ ತಿದ್ದುಪಡಿ:- ಕರ್ನಾಟಕ ಕಾರ್ಮಿಕರ ರಾಜ್ಯ ವಿಮಾ ಯೋಜನೆ (ವೈದ್ಯಕೀಯ) ಸೇವಾ (ನೇಮಕಾತಿ) ನಿಯಮಗಳು 2007ರ ಪರಿಶಿಷ್ಟದಲ್ಲಿ ಕಾನೂನು ಸಹಾಯಕರ ಹುದ್ದೆ ಕ್ರಮ ಸಂಖ್ಯೆ.20ಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂತೆ ಈ ಕೆಳಕಂಡ ಬದಲಾವಣೆ ಮಾಡಲಾಗಿದೆ.

In pursuance of Section 5 read with Section 8 of the Mines and Minerals (Development and Regulation) Act, 1957, and after obtaining prior approval of Government of India, Ministry of Mines, New Delhi vide their letter No. 5/175/2007-M.IV dated 04.07.2008, the Government of Karnataka hereby accords sanction for grant of Mining Lease for a period of 20 years (Twenty years only) in favour of Shri L.V. Ashok Kumar Lingala for Iron ore over an area of 4.42 hectares (Four point four two hectares only) in Devagiri village, Sandur Taluk, Bellary District, with the boundaries as mentioned below and as per the sketch furnished by the Director, Department of Mines and Geology, Bangalore subject to compliance of the provisions of the Mines and Minerals (Development and Regulation) Act, 1957 and Mineral Concession Rules, 1960 and other applicable Acts and Rules including Forest (Conservation) Act, 1980, Environmental Protection Act, 1986, EIA Notification 2006 etc., as amended from time to time and Rules made there under.

Forest (Conservation) Act, 1980, Environmental Clearance under Environmental Protection Act, 1986, Consent for Establishment/Consent for Operation from the KSPCB. Sanction of this Mining lease is also subject to the terms and conditions appended hereto and subject to outcome of writ petition/appeal, if any, pending in respect of the area covered in this Notification.

The Department of Mines of Geology is directed to take necessary action to measure the area scientifically through GPS and to publish the Digitized Map in the Website.

The Mining lease should be executed only after submission of all the statutory documents/clearances, by the applicant.

TERMS AND CONDITIONS OF THE MINING LEASE SANCTIONED IN GOVERNMENT

NOTIFICATION NO. CI.143:MMM 2006 Dated: 15.01.2010.

a) Mining lease should be in respect of Iron Ore only. If other minerals are found in association with Iron Ore, they should be brought to the notice of Government and if the lessee desires to mine these minerals along with Iron Ore, he/she/it should do so only after the consent of Government is obtained in writing.

b) If beryl or any other substance prescribed U/S 3 of the Atomic Energy Act, XXIX of 1948 is found to occur in the property under the lease, the lessee shall make available such mineral to the Government of India.

c) The lease shall also be subject to the provisions of Rules in Chapter IV of the Minerals Concession Rules, 1960.

d) The lease shall also be subject to the Rules, issued U/S 18 of the Mines & Minerals (D&R) Act, 1957.

e) The lessee shall pay to the Director of Mines and Geology in Karnataka, Bangalore, necessary Security Deposit for due observance of the terms and conditions of the lease in accordance with Rule 32 of the lease issued to him.

f) The lessee shall be governed by all conditions that may be incorporated in the lease deed, to be executed.

h) Government shall have the right of purchasing the ore at current market rates.

i) The lease would be determined if the lessee fails to commence execution of the lease deed.

j) The area mentioned above is subject to verification after actual survey and demarcation.

k) The lease shall be for a period of TwentyYears.

l) The lessee/s shall pay Royalty, Cesses and Dead rent as prescribed vide Government of India's Notification published in the Gazette of India, Extraordinary, Part-II-Section 3-Sub-section(i) vide G.S.R.574(E) dated 13th August 2009 and G.S.R. 575(E) dated 13th August, 2009 respectively.

Local & other Cesses: As prevalent in Bellary district.

Royalty: At the rate prescribed in Second Schedule to the Mines & Minerals (D&R) Act, 1957 and as amended from time to time.

m) The total area held by the applicant/s under mining lease including the present one, shall not exceed 10 Sq.Km.

n) Mining operations shall not be commenced/conducted unless a qualified manager and other supervisory staff are appointed as required under the Matalliferous Mines Regulations, 1961 and relevant notices are sent to the Director-General of Mines Safety, Dhanbad with a copy of the same to the concerned Director of Mines Safety.

o) The minerals should be value added and the Lessee should adhere to existing National Mineral Policy and Karnataka Mineral Policy, 2008.

G.S. 18 VUM 2008, Bangalore, Dated: 20th January 2010 WHEREAS, an inquiry has been ordered to probe into the irregularities said to have taken place in granting promotions under Career Advancement Scheme and other administrative irregularities in Karnataka Veterinary, Animal and Fisheries Sciences University, Bidar, in terms of Section 9(1) of the Karnataka Veterinary, Animal, and Fisheries Sciences University Act, 2004, vide Notification No. GS 18 VUM 2008 dated 4th July 2009.

WHEREAS, Sri Rajneesh Goel, IAS, Regional Commissioner, Gulbarga Region, Gulbarga, has been appointed as Inquiry Officer to inquire into the complaints.

WHEREAS, the Inquiry Officer has been requested to submit the report of inquiry within three months from the date of issue of the Notification. WHEREAS, the Inquiry Officer should have submitted the report of inquiry on or before the 5th October 2009 AND WHEREAS the Inquiry Officer could not submit the report due to unforeseen reasons.

WHEREAS, the term of the Inquiry Officer has been extended for a period of three months vide Notification No. GS 18 VUM 2008 dated 3rd November 2009.

WHEREAS, the Inquiry Officer has sought further extension of two months of time to complete the inquiry and submit the report.

AND NOW THEREFORE, I, H.R.BHARDWAJ, GOVERNOR OF KARNATAKA AND CHANCELLOR OF THE UNIVERSITIES IN KARNATAKA, here by extend the term of the Inquiry Officer for a further period of two months. /2 furiongs, then the line continuous along Sandur Hospet Road, Seperately numbered cairn No. 41 for a distance of 208 chains where the line slightly diviates Western side along Ramagada hill station for 16.01 chains upto cairn No. 31, then the line takes North West direction for 34.57 chains to cairn No. 26 which is situated on the crest of the hill, then the line takes South west direction for 50.50 chains and joins cairn No. 484 which forms the trijunction point of Nagalapur village S.No. 107 or Kalanbailu on South and Gunda reserve forest on North direction, Then the line slightly diviates to North west direction for 11.27 chains to the cairn No. 485 then the line runs straight on North west direction upto cairn No. 495 for 171.65 chains where Gunda Reserve Forest on western side ends and Gunda Reserve Forest extension courses. Then it continuous with straight diviation to west for 19.13 chains to cairn 496 Then the line runs on same course to cairn No. 500. for 52.63 chains and continuous to North west direction for 108.17 chains with Dahanapur village Sl.No. 1 of Gunda Reserve Forest extension on Westeren side where it ends to cairn No. 510 which forms the trijunction for Vyasanakere Village S.No. 99.

EAST: From the trijunction bondh of cairn No.510 the line takes North East direction on 83⁰.30 bearing for 35.10 chains and then the line takes South East direction for 41.52 chains to cairn No. 512 where it ends at Vyasanakere village S.No. 99 of Gunda Reserve Forest. Then the line suns for 84.79 chains to North East direction adjacent Sl.No. 97 of Kallahalli village of Hospet Taluk and ends cairn No. 1 where S.No. 118 of Madarhalli village of Sandur Taluk at which place Sandur –Hospet Road Comes (at 14 mile stone).

SOUTH: Setup from the Madarhalli village boundary villageNo. 1 with S.No. 118 the line proceeds along with the 118, 108, 107, 109, 106, 104, 105, 103, and 97 for distance of 24.98 chains thence line changes its direction to south west joint the cairn No. 8 for 3.65 chains thence from the latter point the line runs South west direction to joins the cairn No. 11 for 15.21 chains Thence from latter point slightly division South west direction to the cairn No. 06 for 18.76 the chain line changes South west direction to the cairn No. 18 for 5.05 chain, thence line takes diverson to the South East deviation to the cairn No. 124 for 23.71 chains thence from the latter point it diviates South East direction to the cairn No. 25 placed for 3.83 chains thence the demarcation proceeds to South East direction to North west direction and joins the cairn No. 26 situated for 4.87 chains then from later point it changes diviation North East direction and proceeds to cairn 27 which is placed by the side of Hospet Sandur Range 8.14 chain adjacent side of the S.No. 87 of Madarhalli village of Sandur taluk, Thence from latter point, the boundary line slightly diviates South East direction along Hospet-Sandur Road to the cairn No. 28 for 6.25 chains thence it continuous slightly in same direction to the cairn No.s 29, 30 placed adjacent to the Hospet Sandur Road for distance 5.21 western side of the S.No. 57 Thence the line runs along Roadside of Sandur Hospet South East direction to chain No. 33 for 29, 78 chains placed to the western side of the Sy. No.s 79, 77, 78 Then theline takes diviation South West direction to the cairn No. 36 for 11.63 chain place along road side to the ಭಾಗ - ೪ಎ ಕರ್ನಾಟಕ ರಾಜ್ಯಪತ ್ರ, ಗುರುವಾರ, ಫ ೆಬ್ರವರಿ ೪, ೨೦೧೦ ೫೯ Western side of the S.No. 73 thence from the latter point it runs South East direction to the cairn No. 37 for 5.70 chain adjacent side of Hospet Sandur Road, Western side to the S.No. 73 Then the line takes diviation to the North East direction along the roadside to the cairn No. 39 for distance of 2.35 2.15 respectively, placed to the western side of the S.No.46 then the line changes eastern South West direction to the cairn 40 for 4.44, thence the line diviates to the eastern direction to the cairn No. 41 for 2.73 chains by the western side of the S.No. 46 then it run North East direction to the cairn 42 for 2.47 chains then the changes its direction North East to South East direction to the cairn No. 43 for distance 1.74 chains then line proceeds South west direction to the cairn No.s 44 45 for distances 2.13 and 1.74 chains respectively Thence the line runs slightly South East direction to the cairn No.52 for 36.53 chains thence it direction to the cost direction to the cairn No.s 53, 54 situated roadside for a distance of 5.16 and 4.77 chains to the southern side of the S.No. 44 Then line runs along Hospet Sandur road side North East direction to the cairn No. 56 for distance 8.69 chains to the South side of the S.No. 44 of Madarhalli Village, Thence the line runs South East direction to the cairn No. 57 for distance of 3.60 chains thence the line diviates to the eastern direction to the cairn No. 60 for 17.38 chains, thence from the latter point the line changes its direction to South East to the cairn No. 61 for 8.40 chains which is placed to the Western side of the S.No.28 then the line takes diviation North East direction to the cairn No. 62 for placed distance. 4.90 chains Southern side to the S.No. 44 (all these stations all belonging Madarhalli boundary) Thence, the line slightly in the eastern direction to the cairn No. 63 for 11.00 chains which is end of the limit of Madarhalli village no. 1 and start Emmahatti. Aghir village limit. Then latter mentioned station the line proceeds South East direction to the cairn 64 for distance 9.3 chains Thence the line runs slightly in the same direction to the cairn No. 66 for distance of 11.78 chains thence the line changes its direction South East to South West to the cairn No. 67 for a distance of 4.98, thence from latter point the line runs South East Direction to the cairn No. 67 for distance of 16.20 chains which is situated on the top the hill. Then the line runs slightly in the same direction to the cairn No. 70 for 8.32, which is erected in the crost of hill, thence the line proceeds South East direction with slight diviation to the cairn No. 77 for distance of 49.79 chains thence the line runs in same direction to the cairn No. 78 for 3.00 chains which is end of the Emmahatti Jaghir limit and starting of Siddapur Jaghir village limits.
